Unlike public procurement projects, a PPP may sometimes involve securing a private party with expertise and experience to upgrade and  operate a public infrastructure, already built by government through public procurement. It may be in consideration of agreed annual payments to government, in which case the private party may be entitled to collect user fees from citizens. Also the government may choose to collect user fees and make unitary payments to the private party based on availability of service.

In a PPP arrangement between a private party and the government, is it possible to get instances where the government will collect user fees and make unitary payments to the private party based on availability of service. The first example where the private party makes annual payments to the government but collects the user fees from citizens appears to be a fairer option to the private party and one which I think most will choose.
