The Nigerian Institute for Oil Palm Research (N.I.F.O.R.), invites interested persons or companies to express interest in developing and operating a shopping mall in the main station. NIFOR is densely populated of about 10,000 inhabitants and it is surrounded with several neighbouring communities whose economic activities are centred around NIFOR Main-station, The Institute requires a shopping mall that will adequately service the economic needs of the” teeming population. NIFOR would make the land available.

The successful applicant shall be required to carryout the following activities:

  • Building of the mall
  • Equipping the mall to taste
  • Operating the mall

  • Evidence of track record of previous performance on similar assignment
  • Evidence of financial resources to execute assignment

The Expression of interest (EOI) must be submitted in 10 copies in a sealed envelope clearly marked“Expression of Interest for mall operation at NIFOR Main-Station” and it should be submitted not later than 13th August, 2015.

(4)     Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 2011), and are open to all bidders from Eligible Source Countries as defined in the Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

(6)     Qualifications requirements include: technical, financial, legal requirements as indicated in the Bidding Documents. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

(7)     A complete set of Bidding Documents in English Language may be purchased by interested bidders on the submission of a written Application to the Project Coordinator, Ondo State Public Sector Governance Reform and Development Project, State Project Coordinating Unit (SPCU), Ala Quarters, Akure, Ondo State, and upon payment of a non­-refundable fee N20,000 The method of payment will be by Bank Draft. The Bidding Documents will be delivered by hand to the Bidder, its Representative or by courier on request. The courier fee will however be fully borne by the Bidder.

(8)     Bids must be delivered to Ondo State Public Sector Governance Reform and Development Project, State Project Coordinating Unit (SPCU), Ala Quarters, Akure, Ondo State on or before 12.00 noon 20th August, 2015. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below. All bids must be accompanied by a Bid Security of Three Hundred and Fifty Thousand Naira (N350,000), only.

(4)     Bidding will be conducted through the Supply & Installation of Information Systems procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

(6)     Qualifications requirements include:

Experience

  • The system integrator/lead contractor must possess and submit verifiable documentary evidences of coordinating large scale projects comprising integration of multiple systems involving multiple contractors similar in nature and comparable to the proposed ITS project.
  • During the past seven (7) years, the Bidder/Consortium must have completed two (2) successful contract involving the Supply, installation, and provision of technical support for Information Systems of similar functional/technical characteristics (e.g., Bus scheme of at least 50 buses on at least 5 separate routes).”

Financial viability

  • The Bidder must demonstrate annual turnover and liquidity of at least the amount stated in the table in paragraph 3 above.
  • A margin of preference for eligible national contractors/joint ventures shall not be applied.

(7)     A complete set of Bidding Documents in English Language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of Twenty Thousand Naira (N20,000.00) or its equivalent in US Dollars in Bank draft payable to LAMATA.
