1.0     Introduction

2.0     Tender Requirements

In order to be considered, interested contractors/suppliers shall submit the following:

(m)    Evidence of registration with Bureau for Public Procurement (BPP).

3.0     Bid Documents containing full specification on each LOT can be obtained from the office of Director, Procurement located on the 5th floor of the main office building of Plot 420, Tigris Crescent, Maitama, Abuja, upon payment of a non-refundable sum of Ten Thousand Naira Only (N10, 000.00).

4.0     Submission of Bids

Bids are to be sealed with wax in an envelope indicating the LOT number and should be submitted not later than 2.00pm (Nigerian Time) on Thursday, 27th August, 2015 to the following address:

5.0     Closing Date

Niger Delta Biodiversity Conservation Project Consultancy Services FGN/UNDP Assisted 8th Country Programme Support

Introduction

The Government of Nigeria with the assistance of the UNDP has secured funding through the Global Environment Facility (GEF) to implement a Biodiversity Conservation Project in the Niger Delta region. The project engages over a five year period with a goal to contribute to the conservation and sustainable use of globally significant biological diversity in the Niger Delta.

The project is hereby seeking for qualified Individuals, institutions and NGOs who would be able to develop a governance framework of law, policy and institutional capacity to enable mainstreaming of biodiversity management in the Niger Delta region. The activities to be carried are:

Lot l:          Integration of biodiversity conservation objectives into relevant laws and regulations governing specific activities in the Niger-Delta Region
Lot 2:         Development of a Training Module for the Proposed Niger Delta Biodiversity Leadership Program drawing upon best practice world-wide.

Lot 3:         Development of a school curriculum teaching module on biodiversity for use in the Niger Delta area schools and institutions

Lot 4:         Survey and Mapping of current distribution and proposed conservation sites of globally significant species (endangered) and ecosystems in the Niger Delta region

Scope of Work

(1)     The consulting individuals/firms/institute would be required to do a thorough overview of all the expected objectives as listed above in relation to international best practices.

(2)     Debriefing and validation meetings and workshops where appropriate to stakeholders and other bilateral organizations

Time Frame:

6 weeks from signing of contract

Qualification

(1)     Reputable individual/firm/institute with a minimum of five (5) years’ experience and work in the area of environment and especially biodiversity in Nigeria

(2)     In case of firms/institutes, resumes of personnel should be included in the proposal.

The Federal Government of Nigeria has received financing from the International Development Association (IDA) and the European Union (EU) towards the cost of STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT. Delta State is participating in the project and intends to apply part of the proceeds of this credit to payments for SAP Quality Assurance Consultancy services.

The overarching objectives for the consultancy services are to ensure that the services to be delivered for the Supply & Installation of Converged Infrastructure + SAP Application Upgrade, Functional Optimisation & Implementation meet Delta State Government’s requirements as outlined in the Bid Documents. The consultancy to be engaged should be able to provide necessary support in this regard. The Quality Assurance exercise will be aimed at ensuring that an independent and objective opinion of the project is obtained and most importantly, to ensure risks to achievement of the project goals are identified early and mitigated quickly. 

Broadly, the Quality Assurance Services to be provided will fall into the following categories:

(a)     Readiness of facilities

(b)     Power Back Up Systems

(c)      Converged Infrastructure

(d)     SAP Application Upgrade

(e)      Functional Optimisation

(f)      Functional Implementation

The Delta State Employment and Expenditure for Results (SEEFOR) Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing quality assurance services for the various areas of the project.

Interested consulting firms with partnership status for providing SAP consultancy and established in providing Information Technology services and should have been in the business for a period exceeding three years as on the date of opening of bids. During the past four (4) years, the Bidder must have completed (2) successful contracts involving the implementation, installation, and provision of technical support for Information Systems of similar functional/technical characteristics such as customization of SAP software & Converged Infrastructure similar to the complexity of that described in the BID document

Firms should provide information indicating that they are qualified to perform the services (Description of similar assignments, a proven methodology for the Quality Assurance services, and suitably qualified functional and technical consultants for the exercise.). The short listing criteria include:

(1)     That the consulting firm must be an active and very experienced SAP implementer.

(2)     That the consulting firm must demonstrate that it has consultants with a sound understanding of the best practices for the various processes in scope for the proposed project.

(3)     That the consulting firm must demonstrate that it has a robust methodology for providing the required quality review services: Meetings, Interviews, Review Approach and the various report deliverables. It must detail how it will cater for the unique combination of upgrade/enhancement/greenfield implementation activities.

(4)     The consulting firm must provide proof that it has certified functional and technical SAP consultants – with over four years’ experience in their respective areas of expertise – to undertake the project.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultant firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consulting firm will be selected in accordance with the CQS (Consultant Qualification Selection) method set out in the Consultant Guidelines.

The Federal Government of Nigeria has received financing from the International Development Association (IDA) and the European Union (EU) towards the cost of STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT. Delta State is participating in the project and intends to apply part of the proceeds of this credit to payments for SAP Quality Assurance Consultancy services.

The overarching objectives for the consultancy services are to ensure that the services to be delivered for the Supply & Installation of Converged Infrastructure + SAP Application Upgrade, Functional Optimisation & Implementation meet Delta State Government’s requirements as outlined in the Bid Documents. The consultancy to be engaged should be able to provide necessary support in this regard. The Quality Assurance exercise will be aimed at ensuring that an independent and objective opinion of the project is obtained and most importantly, to ensure risks to achievement of the project goals are identified early and mitigated quickly. 

Broadly, the Quality Assurance Services to be provided will fall into the following categories:

(a)     Readiness of facilities

(b)     Power Back Up Systems

(c)      Converged Infrastructure

(d)     SAP Application Upgrade

(e)      Functional Optimisation

The Delta State Employment and Expenditure for Results (SEEFOR) Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing quality assurance services for the various areas of the project.

Interested consulting firms with partnership status for providing SAP consultancy and established in providing Information Technology services and should have been in the business for a period exceeding three years as on the date of opening of bids. During the past four (4) years, the Bidder must have completed (2) successful contracts involving the implementation, installation, and provision of technical support for Information Systems of similar functional/technical characteristics such as customization of SAP software & Converged Infrastructure similar to the complexity of that described in the BID document

Firms should provide information indicating that they are qualified to perform the services (Description of similar assignments, a proven methodology for the Quality Assurance services, and suitably qualified functional and technical consultants for the exercise.). The short listing criteria include:

(1)     That the consulting firm must be an active and very experienced SAP implementer.

(2)     That the consulting firm must demonstrate that it has consultants with a sound understanding of the best practices for the various processes in scope for the proposed project.

(3)     That the consulting firm must demonstrate that it has a robust methodology for providing the required quality review services: Meetings, Interviews, Review Approach and the various report deliverables. It must detail how it will cater for the unique combination of upgrade/enhancement/greenfield implementation activities.

(4)     The consulting firm must provide proof that it has certified functional and technical SAP consultants – with over four years’ experience in their respective areas of expertise – to undertake the project.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

The Government of Nigeria with the assistance of the UNDP has secured funding through the Global Environment Facility (GEF) to implement a Biodiversity Conservation Project in the Niger Delta region. The Government of Nigeria with the assistance of the UNDP has secured funding through the Global Environment Facility (GEF) to implement a Biodiversity Conservation Project in the Niger Delta region. The project engages over a five year period with a goal to contribute to the conservation and sustainable use of globally significant biological diversity in the Niger Delta.

The project is hereby seeking for qualified Individuals, institutions and NGOs who would be able to develop a governance framework of law, policy and institutional capacity to enable mainstreaming of biodiversity management in the Niger Delta region. The activities to be carried are:

Lot l:          Integration of biodiversity conservation objectives into relevant laws and regulations governing specific activities in the Niger-Delta Region
Lot 2:         Development of a Training Module for the Proposed Niger Delta Biodiversity Leadership Program drawing upon best practice world-wide.

Lot 3:         Development of a school curriculum teaching module on biodiversity for use in the Niger Delta area schools and institutions

The Federal Government of Nigeria has received financing from the International Development Association (IDA) and the European Union (EU) towards the cost of STATE EMPLOYMENT AND EXPENDITURE FOR RESULTS (SEEFOR) PROJECT. Delta State is participating in the project and intends to apply part of the proceeds of this credit to payments for SAP Quality Assurance Consultancy services.

The overarching objectives for the consultancy services are to ensure that the services to be delivered for the Supply & Installation of Converged Infrastructure + SAP Application Upgrade, Functional Optimisation & Implementation meet Delta State Government’s requirements as outlined in the Bid Documents. The consultancy to be engaged should be able to provide necessary support in this regard. The Quality Assurance exercise will be aimed at ensuring that an independent and objective opinion of the project is obtained and most importantly, to ensure risks to achievement of the project goals are identified early and mitigated quickly. 

Broadly, the Quality Assurance Services to be provided will fall into the following categories:

(a)     Readiness of facilities

(b)     Power Back Up Systems

(c)      Converged Infrastructure

(d)     SAP Application Upgrade

(e)      Functional Optimisation

(f)      Functional Implementation

The Delta State Employment and Expenditure for Results (SEEFOR) Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing quality assurance services for the various areas of the project.

Interested consulting firms with partnership status for providing SAP consultancy and established in providing Information Technology services and should have been in the business for a period exceeding three years as on the date of opening of bids. During the past four (4) years, the Bidder must have completed (2) successful contracts involving the implementation, installation, and provision of technical support for Information Systems of similar functional/technical characteristics such as customization of SAP software & Converged Infrastructure similar to the complexity of that described in the BID document

Firms should provide information indicating that they are qualified to perform the services (Description of similar assignments, a proven methodology for the Quality Assurance services, and suitably qualified functional and technical consultants for the exercise.). The short listing criteria include:

(1)     That the consulting firm must be an active and very experienced SAP implementer.

(2)     That the consulting firm must demonstrate that it has consultants with a sound understanding of the best practices for the various processes in scope for the proposed project.

(3)     That the consulting firm must demonstrate that it has a robust methodology for providing the required quality review services: Meetings, Interviews, Review Approach and the various report deliverables. It must detail how it will cater for the unique combination of upgrade/enhancement/greenfield implementation activities.

(4)     The consulting firm must provide proof that it has certified functional and technical SAP consultants – with over four years’ experience in their respective areas of expertise – to undertake the project.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultant firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consulting firm will be selected in accordance with the CQS (Consultant Qualification Selection) method set out in the Consultant Guidelines.

National Agency for the Prohibition of Trafficking in Persons (NAPTIP), in accordance with the Public Procurement Act, invites reputable and competent companies/contractors to submit pre-qualification documents and tenders for the following projects.

Scope of Work

Lot 1 Purchase of Grinding Machines, Hair Saloon equipment and Motorcycles for empowerment in Olamaboro in Olamaboro LGA, Kogi State.
Lot 2 Vocational Training of 300 women in Idah Federal Constituency, Kogi State.
Lot 3 Supply of empowerment materials for the trained 300 women.
Lot 4 Vocational training for 250 youth across Adavi/Okehi Federal Constituency Kogi State.
Lot 5 Provision of empowerment materials for 250 youth across Adavi/Okehi Federal Constituency, Kogi State.
Lot 6 Socio-economic empowerment of rescued victims of human trafficking in Plateau State.
Lot 7: (i) Purchase of empowerment materials for Yobe – Machina/Karasuwa/ Nguru/Yusufari Federal Constituency, Yobe State.
(ii) Purchase of empowerment materials for socio – economic empowerment of rescued victims to Fika/Fune Federal Constituency, Yobe State.
(iii) Purchase of drugs and food items for rehabilitated victims to Fika/Fune Federal Constituency.

Lot 10: (i) Provision of Bore-holes, Hair dressing equipment, Sewing machines, Tricycles and Generating sets for Ife LGA, Osun State.
(ii) Supply of 18 Seater bus (Toyota) for Boripe LGA, Osun State.
Lot 11: Vocational training for 400 women across Ekiti North Federal Constituency, Ekiti State.
Lot 12: Provision of empowerment materials for women across Ekiti North Federal Constituency, Ekiti State.
Lot 13: Provision of empowerment materials for youth in Emure/Gboyin/Ekiti East Federal Constituency, Ekiti State.
Lot 14: Vocational training for 400 youth in Emure/Gboyin/Ekiti East Federal Constituency, Ekiti State.
Lot 15 Provision of empowerment materials for youth and women in Moba/Ilejemeje/Ido-Osi LGAs, Ekiti State.
Lot 16: Vocational training for 400 youth and women in Moba/Ilejemeje/Ido-Osi LGAs, Ekiti State.

Pre-qualification Requirements

Prospective contractors are required to submit the following pre-qualification documents:

(i)      Evidence of Registration with Corporate Affairs Commission (CAC).

(ii)     Company’s Audited Accounts for three years.

(iii)    Evidence of verifiable similar jobs executed within the last three years.

(iv)    Evidence of financial capability in form of Banker’s reference

(v)     Current tax clearance certificate.

(A)    Submission of Pre -Qualification Documents:

(i)      The pre-qualification documents are to be submitted in A4 paper sizes and should be neatly bound.

(ii)     The documents must be sealed in an envelope and the job reference number must be clearly written at the top left hand corner of the envelopes e.g. LOT I…
