Request for Expression of Interest for the Consultancy Services to Administer Land Use Charge in all Local Government Areas and Local Council Development Areas in the State 

(1.0) Introduction

The Lagos State Government is desirous of continuing its real property data collection, enumeration of properties as well as-administrating its property – based revenue through the Land Use Charge which is the most efficient manner with optimized collection, storage, monitoring and enforcement processes.

This project shall be divided into 3 lots, A, B, C respectively.

Consequently, the Lagos State Government wishes to invite competent and reputable consultants or consortium with requisite field of knowledge and experience to submit Expression of Interest (E.O.I).

The proposed project shall require three consultants in all; as indicated below:

LOT A – One (1) Consultant/Consortium

For the following Local Government / Local Council Development Areas:

Apapa, Lagos island, Lagos Mainland, Apapa-lganmu, Surulere, Yaba; Coker-Aguda, Ikoyi-Obalende, Iru-Victoria Island; Itire-Ikate and Lagos Island East

(ii)     LOT B – One (1) Consultant/Consortium;

For the following Local Governments/ Local Council Development Areas:

Epe, Eti-Osa West, Eti-OSa East, Ibeju-Lekki, Ikorodu, Kosofe; Shomolu, Agboyi-Ketu, Bariga, Eredo, Igbogbo-Baiyeku, -Ikorodu North, Ikorodu West, Ijede, Ikosi-Ejirin, Ikosi-Isheri, Imota and Lekki –

(ii)     LOTC- One (1) Consultant/Consortium.

For the following Local Governments/ Local Council Development Areas:

(2.0) Scope of Service

The Scope of Services shall include but not limited to the following:

(1)     Inventory of existing data

(2)     Geometric data capture

(3)     Audit existing master/ land use plans in conjunction with the

Office of the Surveyor General and Lands Registry

(4)     Evaluation of capacity/level of service demand; and

(5)     Development of Alternative Analysis.

In addition to the above, the Consultants shall ensure complementary services in the following areas;

(i)      Property Address and Ownership

(ii)     Address and other particulars of the property owner

(iii)    Physical description of the property; Title documents of the property.

(iv)    Approximate size of the property.

(v)     Approximate footprint of the building.

(vi)    The Approximate developed area of the building.

(vii)   Digital picture of the property; and

(viii)  Any other relevant information about the property.

(D)    Documents that must be Submitted for E.O.I.

(i)      Evidence of Company Registration (Certificate of Incorporation of Company).

(ii)     Certified True Copy of Memorandum and Article of Association with CAC forms CAC2 & CAC07 inclusive (where applicable).

(iii)    Evidence of tax payments (current tax clearance certificate) for last three years (2012, 2013, and 2014).

(iv)    VAT Registration and Evidence of Remittance.

(v)     Evidence of Payment into Employees’ Retirement Savings Account (RSA) in compliance with extant provision of Pension Reforms Act 2004.

(vi)    Evidence of Financial capability to execute the project (bank reference letter/bank guarantee will form part of the evaluation criteria).

(vii)   Evidence of Firm’s Corporate Registration with relevant Professional Bodies.

(viii)  Copies of the audited account of the company for the last three years.

(ix)    Corporate profile with curriculum vitae showing evidence of professional qualifications of key personnel.

(x)     Verification evidence of similar assignments successfully completed /on-going (e.g. letter of award, certificate of completion, contract agreement and payment certificate).

(xi)    Evidence of compliance with Industrial Training Fund (ITF) regulation (where applicable).

(xii)  Evidence of registration as a consultant with Lagos State Government (xiii)      Sworn affidavit disclosing as follows:

  • That all documents submitted are not only correct but genuine
  • That the director(s) has / have never been convicted by any court of law
  • That none of firm’s directors or company is bankrupt.
  • Whether or not any of the officers is a member of Lagos State Government, in the past or presently.

(1)     The documents are to be submitted in four (4) copies A-4 paper-size and neatly bound. The document should be arranged in the order listed under the expression of interest requirements in (D) above and clearly separated by dividers.

(6)     Qualifications requirements include:

(a)     Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

(i)      Documentary Evidence for Financial Capability External Audit Report of the Bidder for the last three (3) years.

To show a line of credit to execute the contract of such magnitude and also provide at least 25% credit facility with the beneficiary of the product and will also give out 10% to the beneficiaries also to be paid installmentally.

(b)     Documentary Evidence for Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

Availability of spare parts for the product offered within Nigeria.

To show the availability of selling points in at least each Geo-political Zones.

Having sold the products successfully in Nigeria in the last 5 years.

(c)      The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the usage requirement stipulated and technical specification in the Bidding Document.

(d)     Legal Requirement: Provide evidence of Business Registration.

(7)     A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of Ten Thousand Naira (N10, 000.00) or in an equivalent amount in a freely convertible currency. Invitation to Pre-Qualify for the Consultancy Services of Environmental Impact Assessment (EIA) of the Proposed 40” X 30 KM Odidi – Warri Gas Pipeline Expansion Project 

(1)     Introduction

The Nigerian National Petroleum Corporation (NNPC) intends to engage the services of a reputable consultancy firm to carry out the Environmental Impact Assessment (EIA) of the proposed 40” x 30 km Odidi – Warn Gas Pipeline Expansion Project in Delta State. By this publication, competent EIA consultancy firms are invited to submit pre-qualification documentation for the required consultancy services for the project.

(2)     Description of Scope of Works

The Odidi – Warri Gas Pipeline Expansion project is anchored on the prospects for additional gas supplies from Odidi, Forcados and the southern swamp fields to bridge the supply gap in the ‘Gas to Power’ agenda of the Federal Government of Nigeria. The 40” x 30 Km pipeline shall be laid from Odidi Central Node to Warri Gas Treatment Plant. The project design shall be robust to ensure secure, safe and reliable operation of the new Odidi – Warri gas pipeline system and the existing Escravos – Lagos pipeline system as an integral unit.

The scope of work includes but not limited to;

  • Preparation of Terms of Reference (ToR) document acceptable to the Federal Ministry of Environment and the Department of Petroleum Resources (DPR).
  • Baseline studies of project area to determine the position of the environment prior to the project development.
  • Study of the Associated and Potential Environmental impacts of the project implementation on the general area, using predetermined measurements as supplied by both Federal Ministry of Environment and Department of petroleum Resources.
  • Compare the measurement against those gathered from the baseline studies.
  • Liaising with the affected communities and documenting the agreement reached, as part of the implementation report. Such agreements shall contain names, addresses, occupation, educational background, understanding of the project implementations, etc. of those interviewed.
  • Develop a sampling map indicating sample points that is acceptable to Federal Ministry of Environment and Department of Petroleum Resources (DPR).
  • Carry out sampling for both Dry and Wet seasons and conduct acceptable laboratory analyses, Method of analysis used to reach conclusion shall be clearly stated and must conform to Federal Ministry Environment and Department of Petroleum Resources standards.
  • Develop and recommend mitigation/alternative measures for planned works, environment monitoring plans during the project development and commissioning period.
  • Develop preliminary report acceptable to Federal Ministry of Environment and Department of Petroleum Resources (DPR) and obtain Interim Certificate of Clearance from the Regulatory agencies to enable construction works to proceed.
  • Attend to all queries raised by the regulatory agencies.
  • Ensure that Gas Infrastructure Division of NNPC is issued with twenty (20) copies of each set of the Draft Reports and Final Reports.
  • Liaise with the Regulatory agencies and ensure that the various reports are approved and certificate of Clearance is issued with minimum delay.
  • Attend all the various stages of hearing on EIA draft report, take note of all review issues raised by the Review Panel/Stakeholders and incorporate all review comments into the Final Report. The Final Report, which must be acceptable to the Regulatory agencies, shall be twenty (20) copies plus two (2) electronic copies (CD ROM).
  • Carry out all additional analyses required on account of repairing deficiencies from the Draft Final EIA Reports.
  • Carry out reconnaissance survey of the project location prior to the commencement of EIA studies.
  • Any other work necessary for the realization of the project even though not stated in the scope of works.

Tentative Time Schedule

NNPC plans to award the Contract for the EIA studies before the end of Q3, 2015.

(3)     Contracting Strategy

All companies wishing to express their interest to bid for this consultancy service shall submit relevant documentation for pre-qualification as stipulated in item 4 below. Only companies that are adjudged successful in the pre-qualification exercise shall be invited to collect tender documents for the consultancy services for the Environmental Impact Assessment of Environmental Impact Assessment (EIA) of the proposed 40” x 30 km Odidi – Warri Gas Pipeline Expansion Project in Delta State.

Pre-Qualification Requirements

NNPC, in compliance with the provisions of the Public Procurement Act 2007 and Bureau for Public Procurement guidelines, request interested companies to submit the details listed hereunder in their pre-qualification bid documents:

  • An abridged Company profile containing evidence of similar jobs undertaken within the last 5 years. Please attach job completion certificates.
  • Tax Clearance Certificates for the last three (3) years 2012, 2013 and 2014
  • Company’s audited financial reports for the last three (3) years, 2012, 2013 and 2014
  • For locally established companies; Company Registration Certificate from Corporate Affairs Commission.
  • Evidence of current registration with NNPC, FMEnv, DPR, NIPEX, PENCOM and ITF.
  • Detailed Nigerian content plan in accordance with NCDMB Act, 2010.
  • CVs of key personnel for the project.

  • Confirm willingness to commence with the execution of this Consultancy Services on the basis of letter of Intent (LOI).
  • Company’s CASHES and QA/QC Policy; Demonstrable ability and verifiable evidence to handle very volatile host communities and topical community issues; Details of Safety records for accidents, incidents, injuries and damages for the past three (3) years e.g. Lost Time Incidents, Down-Time etc.
  • Any additional information that will enhance the potentials of the company.

(1)     Preamble

In line with the policy thrust of the Present Administration of His Excellency, Dr. Abdullahi Umar Ganduje on ensuring a healthy environment for the entire citizens of the State, Government is considering the possibility of embarking on the implementation of some projects, aimed at enhancing effective refuse management and sanitation.

1.0       Introduction

Pursuant to the Cross River State Government’s policy of zero tolerance on waste and desire to promote private sector partnership in waste evacuation and management in Calabar Metropolis, the Ministry of Environment, in conjunction with the Office of the Secretary to the State Government intends to engage contractors for waste management in Calabar Metropolis.

Invitation to Pre-Qualify for the Consultancy Services of Environmental Impact Assessment (EIA) of the Proposed 24” X 5 KM Gas Pipeline and Associated TIE-INS from Obigbo Compressor Station – Obigbo North Station (Obigbo Node) in Rivers State.

(1)     Introduction

The Nigerian National Petroleum Corporation (NNPC) intends to engage the services of a reputable consultancy firm to carry out the Environmental Impact Assessment (EIA) of the proposed 24” x 5 Km Gas Pipeline and Associated Tie-ins from Obigbo Compressor Station – Obigbo North Station (Obigbo Node) in Rivers State. By this publication, competent EIA consultancy firms are invited to submit pre-qualification documentation for the required consultancy services for the project.

(2)     Description of Scope of Works

The proposed 24” x 5 Km gas pipeline is to be installed within the existing 25 m Right of Way (RoW), in parallel with the 14” Alakiri and 16” PHCN – Obigbo Node gas pipeline. The project is a priority segment of the Early Gas Phase of the Trans – Nigeria Gas Pipeline (TNGP).

The scope of work includes but not limited to:

  • Preparation of Terms of Reference (ToR) document acceptable to the Federal Ministry of Environment and the Department of Petroleum Resources (DPR).
  • Baseline studies of project area to determine the position of the environment prior to the project development.
  • Study of the Associated and Potential Environmental Impacts of the project implementation on the general area, using predetermined measurements as supplied by both Federal Ministry of Environment and Department of petroleum Resources.
  • Compare the measurement against those gathered from the baseline studies.
  • Liaising with the affected communities and documenting the agreement reached, as part of the implementation report. Such agreements shall contain names, addresses, occupation, educational background, understanding of the project implementations, etc. of those interviewed.
  • Develop a sampling map indicating sample points that is acceptable to Federal Ministry of Environment and Department of Petroleum Resources (DPR).
  • Carry out sampling for both Dry and Wet seasons and conduct acceptable laboratory analyses. Method of analysis used to reach conclusion shall be clearly stated and must conform to Federal Ministry of Environment and Department of Petroleum Resources standards.
  • Develop and recommend mitigation/alternative measures for planned works, environment monitoring plans during the project development and commissioning period.
  • Develop preliminary report acceptable to Federal Ministry of Environment and Department of Petroleum Resources (DPR) and obtain Interim Certificate of Clearance from the Regulatory agencies to enable construction works to proceed.
  • Attend to all queries raised by the regulatory agencies.
  • Ensure that Gas Infrastructure Division is issued with twenty (20) copies of each set of the Draft Reports and Final Reports.
  • Liaise with the Regulatory agencies and ensure that the various reports are approved and certificate of Clearance is issued with minimum delay.
  • Attend all the various stages of hearing on EIA draft report, take note of all review issues raised by the Review Panel and incorporate all review comments into the Final Report. The Final Report, which must be acceptable to the Regulatory agencies, shall be twenty (20) copies plus two (2) electronic copies (CD ROM).
  • Carry out all additional analyses required on account of repairing deficiencies from the Draft Final EIA
  • Carry out reconnaissance survey of the project location prior to the commencement of EIA
  • Any other work necessary for the realization of the project even though not stated in the scope of works.

Tentative Time Schedule

NNPC plans to award the Contract for the EIA studies before the end of Q3, 2015.

(3)       Contracting Strategy

All companies wishing to express their interest to bid for this consultancy service shall submit relevant documentation for pre-qualification as stipulated in item 4 below. Only” companies that are adjudged successful in the pre-qualification exercise shall be invited to collect tender documents for the consultancy services for the Environmental Impact Assessment of Environmental Impact Assessment (EIA) of the proposed 24” X 5 km Gas Pipeline and associated tie-ins from Obigbo Compressor Station – Obigbo North Station (Obigbo Node) in Rivers State.

(4)     Pre-Qualification Requirements

NNPC, in compliance with the provisions of the Public Procurement Act 2007 and Bureau for Public Procurement guidelines, request interested companies to submit the details listed hereunder in their pre-qualification bid documents:

  • An abridged Company profile containing evidence of similar jobs undertaken within the last 5 years. Please attach job completion certificates.
  • Tax Clearance Certificates for the last three (3) years 2012, 2013 and 2014 Company’s audited financial reports for the last three (3) years, 2012, 2013 and 2014
  • For locally established companies; Company Registration Certificate from Corporate Affairs Commission.

  • Company’s CASHES and QA/QC Policy; Demonstrable ability and verifiable evidence to handle very volatile host communities and topical community issues; Details of Safety records for accidents, incidents, injuries and damages for the past three (3) years e.g. Lost Time Incidents, Down-Time etc.
  • Any additional information that will enhance the potentials of the company.

The Federal Government of Nigeria has received financing from the World Bank towards the cost of the National Urban Water Sector Reform Project, and intends to apply part of the proceeds for Consulting services.

The consulting services (“the Services”) include in-depth and holistic diagnosis of the institutional and organizational framework, human resources system, financial management system, commercial services, infrastructure as well as operational and maintenance systems thereby identifying their key challenges and make recommendations for the changes to improve the Agencies.

The services require critical diagnosis of the Legal, Regulatory and Institutional Framework, and an assessment of the Human Resources Systems, Commercial, Financial, Technical, Operational (operations and maintenance), and Management situation of the State Water Agencies. The firms are expected to consult with all relevant stakeholders; and make recommendations of changes to the Legal and Institutional Framework and other essential interventions needed to strengthen the Agencies. The output of the assignment will include diagnostic reports to extended stakeholders including recommendations on the best suitable intervention for strengthening and repositioning the SWAs to better serve customers effectively and efficiently as well as becoming more commercially viable and sustainable.

The Federal Ministry of Water Resources now invites eligible consulting firms (“Consultants”) to indicate interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Short listing Criteria Are:

  • description of similar assignments,
  • availability of appropriate skills, and
  • availability of suitable human and other logistic resources

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment Of Consultants IDA Credits by World Bank Borrowers Published In January 1997 (Revised September 1997January 1999, May, 2002, May 2004 and 2011). (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

Due to the nature of these assignments only Consulting firms possessing demonstrable knowledge, experience, expertise and performance in projects of similar nature or in this field of activities are encouraged to participate. If interested send an EOI with a minimum often pages responding to the following;

  • Explanation of the firm’s understanding of the work to be performed;
  • A capability statement indicating a proposed approached;
  • Minimum ten years’ experience of firm in relevant sector;
  • Provide at least three examples of the firm’s similar work in Nigeria, West Africa or from the rest of Africa. Basically this is a description of similar assignments in similar socio­economic conditions.

Firms will be shortlisted based on the responses to the above points and selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
