Public Display Exercise on the Environmental Impact Assessment (EIA) of the Proposed Construction of 12”X5km, Class 600 Gas Supply Pipeline Route from Onne Metering Station (PRMS) to Oil and Gas Free Trade Zone (OGFTZ) in Onne Port at Eleme Local Government Area, Rivers State by Nigerian Gas Company Ltd. 

In accordance with the Provision of the Environmental Impact Assessment (EIA) Act CAP E12 LFN 2004, which makes it mandatory for proponents of all new major development activities to carry out Environmental Impact Assessment on their proposed projects, the Federal Ministry of Environment hereby announces a twenty-one (21) working days Public Notice for information and comments on the draft EIA report submitted by Nigerian Gas Company Ltd.

Project Description

The proposed project activities include amongst others Site preparation, bush clearing, Excavation & laying of pipelines from NGC Onne metering station through the existing 3.2km and newly acquired 1.8km  ROW to new 50mmscf capacity Oil & Gas Free Trade Zone (OGFTZ) metering station at Onne, Eleme LGA, Rivers State.

Invitation to Tender for Centre of Excellence in Reproductive Health Research and Innovation (CERHI) Building Project at the University of Benin 

(1.0)  Preamble

The University of Benin is to implement projects to be financed with fund from World Bank, at the Ugbowo Campus, Consequently, in line with Public Procurement Act 2007, the University is requesting qualified and reputable contractors to bid for the implementation of the projects. Interested contractors with relevant experience in construction and supply are hereby requested to submit their companies profiles for consideration.

(2.0)  Brief Description of the Project

(i)      LOT I; Construction of Centre of Excellence in Reproductive Health Research and Innovation (CERHI) Building.

(4.0)  Bidding Criteria

Your company should show the following mandatory requirement

(i)      Evidence of registration with Corporate Affairs Commission

(ii)     Evidence of current compliance certificate from PENCOM

(iii)    Evidence of current compliance certificate from Industrial Training Fund (ITF)

(iv)    Evidence of Tax Clearance Certificate for the last 3 (three) years (2012, 2013, 2014)

Other Requirements;

(i)      Company profile showing Organizational Structure, Names and Resume/ curricula vitae of key Administrative/Technical officers and their phone numbers, certificates of academic and professional qualifications of the officers.

(ii)     Provision of Company’s VAT certificate.

(iii)    Evidence of company’s financial capability or possible assistance from the Bank,

(iv)    Audited Accounts of the company for 2012, 2013, 2014.

(v)     List of verifiable projects previously handled by your company in the last 5 (five) years. You must clearly describe the listed projects, stating clients, dates of award, project duration, dates of completion.

(vi)    Evidence of similar jobs done.

(vii)   Evidence of investment in the development of your community or the University of Benin as a social responsibility.

(viii)  Health and safety policy of the organization.

(5.0)  Collection of Tender Documents

All Interested Contractors after paying the prescribed Tender fee at the University of Benin shall collect the Tender documents from the office of the Director of Physical Planning Division between the hours 10am and 3pm weekdays from 21st August, 2015 to 2nd October, 2015 on presentation of the current Tax clearance report and required receipts.

(6.0)  Submission

All bidders are to submit two (2) copies each of the commercial bid in conjunction with the Company profile in a sealed envelope with project title boldly written on the envelope and addressed to:

(7.0)  Deadline for Submission

The document shall be submitted on or before 12 noon on 2nd October, 2015.

(8.0)  Opening of Tender Document

The Technical bids shall be opened on 2nd October, 2015 immediately after 12 noon in the University Senate Chambers. All bidders are expected to attend. Interested members of the Public and Private Sector, Non-Governmental Organization and Journalists are invited to witness the opening of the documents/bids.

(9.0)  List of Successful Companies

The list of successful Companies shall be displayed on the University Notice Board in the Vice-Chancellor’s Office, Registrar’s Office and the Director, Physical Planning Division office.

Petroleum Products Terminal and Storage Facilities Design, Engineering, Procurement and Fabrication Services

Overview

The Company, a West Africa focused petroleum products terminal and storage company, is seeking to build several petroleum products terminal and storage facilities (tank farms) across the region. Development of the storage facilities has already commenced in Nigeria and Ghana, and other countries are scheduled to commence development work shortly. Upon completion, the Company expects to have up to eight (8) different terminal and storage facility locations in four (4) countries.

 Scope of Work

Our Client is seeking experienced companies to submit proposals (“Proposals”) to provide full design, engineering, procurement and fabrication of all its terminal and storage facilities across the region. Services to be provided will include the following:

1 Design, engineering, procurement and fabrication of all the terminal and storage facilities inclusive of tank farms, pipeline, equipment whether automated, mechanical, electrical, electronic or computer based, jetties, buildings, structures and related components

 

2 Front end engineering and design of the terminal and storage facility inclusive of tank farms, pipelines, equipment whether automated, mechanical, electrical, electronic or computer based, jetties, buildings, structures and related components
3 Provision of all related civil, mechanical and electrical services

 

4 Design, engineering, procurement and fabrication of all the instrumentation – whether manual or automated as required for the different facilities.
5 Design, engineering, and construction of administrative building, tank foundation, pump house and loading platform.
6 Design, engineering and construction of the fire hydrant, house, and all related firefighting equipment.
7 Training and bandover to designated employees after construction
8 Availability to support post construction and fabrication maintenance

 

9 Ability to build to internationally acclaimed and best practise standard which is satisfactory to the management of the Company

 

10 Ability to perform duties in full compliance with the Company’s and internationally accepted practise on Health, Safety and Environment (HSE).

 

11 Responsible for the planning, ordering, purchasing, receiving, storage and distribution of materials and goods in order to efficiently provide all the services

 

RFP Submission

All qualified organizations are invited to submit Proposals to provide the services indicated above. Qualified organizations should be able to provide detailed information regarding the following:

Technical Credentials

  • Detailed organizational profile including structure, key personnel, training and qualifications and ownership listing everyone with greater than 5%
  • Minimum of five (5) years’ experience in terminating and storage design, engineering, procurement and fabrication services.
  • Experienced in terminating and storage design, engineering, procurement and fabrication in at least two (2) West African countries.
  • Experienced in design, engineering, procurement and fabrication on at least two hundred thousand (200,000 MT) metric tonnes cumulative storage capacity.
  • Provide details of projects considered relevant to demonstrate ability and capacity to undertake the scope of work successfully including:
  • Client name and location
  • Scope of work including capacity, and other related assets
  • Date of award, contractual period, and period of execution of scope
  • Completion certificates
  • Award and certifications relevant to services delivered.
  • Approach and methodology to managing multiple projects across multiple locations
  • References
  • Staffing and qualifications

The Technical Proposal should be signed by a designated Director of the Organisation and placed in a sealed envelope clearly marked “Technical Proposal”. This envelope should also be signed across the sealed flap.

Financial Proposal

All responders should, in a separate envelope, provide detailed fees, expenses and all charges for providing the indicated services with clear explanations for all assumptions made in arriving at the pricing of the services. Itemized unit prices, item value and total value must be clearly stated. VAT and any other taxes (where applicable) must also be stated as a separate element in the pricing. All this should be stated in US dollars (to account for the different countries).

The Financial Proposal should be signed by a designated Director of the organisation and placed in a sealed envelope clearly marked “Financial Proposal”. This envelope should also be signed across the sealed flap.

Proposal Requirements and Validity of Offer

All Proposals shall be in English. All details of the Proposals and any Subsequent Clarification or amendment thereof, including prices and rates shall remain valid for acceptance by the Company for a period of 90 days from date of offer and on contract award shall thereafter remain fixed and firm for the duration of the contract unless expressly stated otherwise therein or agreed upon afterwards.

2 Management of receipt, storage and dispatch processes of petroleum products terminating
3 Management of trucking operations inclusive of scheduling, loading and truck out

 

4 Recruitment and management of manpower and support staff

 

5 Management of throughput and other term contracts with monitoring and reconciliation

 

6 Management of terminal and depot automated systems software

 

7 Management of process of renewals of licenses and permits and necessary relationship with various regulatory authorities and government agencies

 

8 Management of truck marshalling area (Parks)

 

9 Maintain comprehensive records of product in and product out at all stages

 

10 Management of other assets and equipment including vessels, barges, floating storage, tugs, speed, supply and passenger boats, fenders and hoses as needed
