(1)     Introduction

Total Exploration and Production Nigeria Limited (TEPNG) operator of the NNPC/TOTAL Joint venture invites interested and reputable pre-qualified contractors for this tender opportunity for “Provision of Services for Overhaul of Turbines CENTAUR50, TAURUS60 and Field Operations Support Services in Turbines operations”.

(2)     Scope of Work / Duration

These Services are expected to commence during the 4th Quarter of 2015

The expected duration of the Services is two (2) years plus 1 optional extension period of 1 year.

The scope of work for the Overhauls and Field operations support are:

  • Planned major overhaul of turbines
  • Unplanned major overhaul of turbines
  • Field Operations Support Services for turbine operations

(3)     Mandatory Requirements

(a)     To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the 3.05.11 (Generator Services) categories in NipeX joint Qualification system (NJQS) database. All successfully pre-qualified suppliers in this category will receive an Invitation to Technical Tender (ITT).

(b)     To be eligible, all tenders must have the Original Equipment Manufacturers (OEM) representation certificate.

(4)     Nigerian Content

TEPNG is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.

As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board)

Tenderer(s) shall comply with all the provisions of the Nigerian Content Act that relate to this advert and in particular comply with the minimum Nigerian Content percentage for the scopes which are covered in the Schedule of the Act. This also includes and any other requirement that may arise from time to time not explicitly stated in this advert but which apply to the service in fulfilment of the Nigerian Content Act, in the submission of their Tender.

Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development Policy of the Nigerian government shall result in the disqualification of the tenderer from the bidding process.

As part of their submissions, Tenderer shall:

(a)     Develop a Nigerian Content Plan (NCP), which shall explain the methodology of how it intends to comply with the requirements of the Act and how to achieve the set target(s) in the Schedule of Nigerian Oil & Gas Industry Content Development Act and any targets set by The Board.

(b)     Develop a Research & Development Plan which shall explain the methodology of how it intends to promote education, attachments, training, research and development in Nigeria in relation to the contract.

(c)      Develop a Technology Transfer Plan which shall explain the methodology of how it intends to promote the effective transfer of technologies from alliance partners to Nigerian individuals and companies.

(d)     Develop an employment and training plan which shall explain how first considerations shall be given to employment and training of Nigerians in work programme on the contract, hiring and training needs with a breakdown of the skills needed and anticipated skill shortage in the Nigerian labour force including the training and understudy program for succession planning.

(e)      Submit a plan for how it intends to give first consideration to services provided from within Nigeria with a list of work packages, 3rd party services and subcontracts that should be reserved for Nigerian indigenous contractors and those for Community Contractors including the list of services that will be provided by companies of Nigerian origin.

(f)      Submit a plan for how it intends to give first consideration to raw materials and manufactured /assembled goods of Nigerian origin. This shall include a breakdown of all raw materials to be utilized and identify those that are found locally. Finished products and materials that will be procured from Nigerian Manufacturing & assembly plants; finished foreign goods that can be ordered by Nigeria through Nigerian authorized vendors and accredited agents and those that would be directly imported.

(g)     Demonstrate that Tenderer’s entity is a Nigerian-registered company. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc) including company memorandum & article of association and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria. Maximizing Nigerian Content is a key contract priority, therefore for foreign companies and multinationals in alliance with a local company, submit evidence that the local company is an indigenous company and the binding Agreement of the alliance duly signed Agreement by the CEO of both parties and stating the specific work scope to be performed by each member of the alliance.

(h)     Provide detailed description of the location of in-country committed facilities & infrastructure (assets, equipment, technical office, and administrative space, storage, workshop, assembly area, repair & maintenance, testing, laboratory, etc) in Nigeria to support the future Services. Evidence that 50% of all equipment deployed to work by multinational and international companies is owned by the local subsidiaries is a necessity.

(i)      Provide a project-specific training, man-hour budget, skill development and technology transfer plan for Nigerian personnel or indigenous business including evidence of past performance on training and development for Nigerians nationals & indigenous business. Plan for sponsorship of Nigerians to acquire competence and/or certification. Further development of local employees as professionals. Proposed training plan for Nigerians on the project including a brief training outline for OEM products, engineering, software & hardware, project management, procurement, construction, installation, start-up & commissioning, maintenance, testing and operations.

(j)      Provide evidence (personnel list and positions with organization chart to

Substantiate) of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.

(k)     Submit Tenderer’s corporate organization’s overall human resources structure (mgt, supervisors, senior & junior skilled officers, etc) identifying positions manned/occupied.

(l)      Submit verifiable evidence of the OEM’s Nigerian Content Equipment

Certificate (NCEC) issued by NCDMB during the technical phase of bidding.

(m)    Demonstrate how 70% of the key personnel positions would be occupied by Nigerian national employees.

The tender is to be bided for exclusively by only Nigerian indigenous companies.

Note: Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process.

(a)     Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

External Audit Report of the Bidder for the last three (3) years, Letter of line of credit to execute the Contract from Bidders Banks.

(b)     Documentary Evidence for Experience and Technical Capacity

Availability of spare parts for the product offered within Nigeria.

(c)      The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the usage requirement stipulated and technical specification in the Bidding Document.

(d)     Legal Requirement: Provide evidence of Business Registration.

(7)     A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee often thousand naira (N10, 000.00) or in an equivalent amount in a freely convertible currency. Extension of deadline for Expression of Interest for Solar Distributors and Consumer Financiers to Pre-Qualify for the Supply and Financing of Small Solar Energy Systems in Northern States of Nigeria

SolarNigeria has decided to extend the deadline for the Call for EOI for solar distributors and consumer financiers to pre-qualify for the supply and financing of small solar energy systems in Northern States of Nigeria. This is to allow applicants sufficient time to prepare and submit quality EOIs.

(2)     Brief description of the work scope:

Services to be provided shall include as a minimum the following:

 Purchase of Operational Vehicles

Purchase of 50 Nos Operational vehicles of different brands (Toyota and Honda) from the various OEMs, through the authorized dealers in Nigeria, having their offices/workshop facilities located in Lagos.

Complementary to this shall be the maintenance and servicing of the vehicles procured from the dealers to take full advantage of the warranty provision that accompanies new vehicle purchase.

The commencement date estimated for the provision of services shall be Q4 2015.

(3)     Mandatory Requirements

(4)     Nigerian Content

COMPANY is committed to the promotion of the Nigerian Oil and gas business in alignment with the Nigerian Content Act 201 of the Nigerian Oil and Gas Industry Content Development. It is important that prospective bidders familiarize themselves and comply with the provisions of the Nigerian Oil & Gas Industry Content Development Act otherwise referred to as The Nigerian Content Act at the stage of bidding.

As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board)

Prospective bidders shall comply with all the provisions of the Nigerian Content Act that relate to this bid but in particular comply with the minimum Nigerian Content percentage for the scopes (engineering, procurement, construction & installation) which are covered in the Schedule of the Act and any other requirement that may arise from time to time not explicitly stated in this contract but which apply to the contract in fulfilment of the Nigerian Content Act, during the bidding stage.

Contractors that demonstrate their commitment to meet or exceed the Nigerian Content Act requirements shall be a ground for preferential consideration in the commercial bid evaluation. Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development Policy of the Nigerian government shall result to disqualification from bidding for this contract.

Vehicles procurement by Contractor shall be placed directly with OEM’s locally accredited sales company.

During the bidding stage, contractors shall:

(1)     Develop a Nigerian Content Plan (NCP), which shall explain the methodology of how it intends to comply with the requirements of the Act and how to achieve the set target(s) in the Schedule of Nigerian Oil & Gas Industry Content Development Act and any targets set by The Board. How it intends to give first consideration to services provided from within Nigeria, first consideration to goods manufactured in Nigeria and first considerations for employment and training of Nigerians in work programme. The NCP shall consistent with the Act demonstrate that Nigerian indigenous service companies have been given exclusive considerations to bid and execute work in land and swamp operating areas and their full utilization and engagement in exploration, seismic data processing, engineering design, reservoir studies, manufacturing, fabrication and provision of services. That the project or contract has given full and effective support to technology transfer by encouraging foreign and multinational companies to develop joint ventures and alliances with Nigerian service companies and suppliers. Tenderer’s detailed plan to achieve/sustain the minimum percentage Nigerian Content level as prescribed by the applicable measurement metrics in the Schedule of the Nigerian Content Act 2010.

(2)     Demonstrate that entity is a Nigerian-registered company. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3,2,4,2.5, etc) including company memorandum & article of association and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria. Maiming Nigerian Content Is a key contract priority, therefore for foreign companies and multinationals in alliance with a local company, submit evidence that the local company is an indigenous company and the binding Agreement of the alliance duly signed Agreement by the CEO of both parties and stating the specific work scope to be performed by each member of the alliance.

(3)     Provide detailed description of the location of in-country committed facilities & infrastructure to support this contract or submit a credible and verifiable plan towards setting-up to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries or submit a credible and verifiable plan towards compliance to these requirements. Submit the detailed description of facilities and infrastructure in Nigeria with evidence of ownership and location in-country.

(4)     Provide a project-specific training, man-hour budget, skill development and technology transfer plan for Nigerian personnel or indigenous business including evidence of past performance on training and development for Nigerians nationals & indigenous business. Plan for sponsorship of Nigerians to acquire competence and/or certification. Further development of local employee’s as-professionals. Bidders would be requested to execute an enforceable MOA with Local Training Service Provider for the provision of training services in specific technical disciplines involved in the project.

(5)     All personnel positions (key & non-key) shall be staffed by Nigerian national employees. Therefore, tenderer shall provide evidence of contractor organization with personnel list by name nationality and position nominated to on the contract.

(6)     Provide description of how bidder has given first considerations to the utilization of Nigerian resources (labour, raw materials & manufactured goods and services) in the execution of this contract. Maximizing Nigerian Content is a key Project priority.

(5)     Closing Date:

Only Tenderers who are registered with NJQS Product/Category 2.05.04 (Passenger Cars and Associated Equipment) as at 15/09/2015 being the advert close date shall be invited to submit Technical Bids.

(6)     Additional Information:

Evidence of proper documentation substantiating the ability to undertake the scope of work will be demanded as part of the technical requirements.

4.0     Tender Documents

Tender documents can be collected at Room 25. Central Administrative Building after paying a non-refundable tender processing fee of ₦20.000.00 at the cash office of the Bursary department.

5.0    Submission and Opening of Documents

(a)     Pre-qualification documents are to be sealed in an envelope and marked “Pre-qualification documents – Construction of School of Environmental Technology” at the top right corner and addressed to the Registrar.

(b)     Tender bids are to be similarly treated and the contact phone number and e-mail addressed of the contractor is to be written at the back of this envelope.

(c)      Both envelopes are to be sealed in a bigger envelope, marked similarly at the lop right comer and addressed to the ‘Registrar, Federal Polytechnic Bauchi’ for submission not later than 12:00 noon 5thOctober, 2015. The name of the company should not be written on any of the envelopes.

(d)    Pre-qualification bids would be opened on 5th October, 2015 by 12:15pm at the Council Chamber of the Polytechnic.
