This Request for Expression of Interest (EOI) follows the General Procurement Notice (GPN) for this Project that appeared in the UN Development Business Publication of February 18, 2015 and in three Nigerian Newspapers of the same date: (i) The Guardian, (ii) Thisday and (iii) Daily Trust.

The Federal Government of Nigeria has received a grant from the International Development Association (IDA) under the WB acting as administrator of a trust fund from the European Union for the implementation of SLOGOR in six selected states in Nigeria. The project development objective is to improve transparency, accountability and quality in public financial management in the participating states.

Kano State being one of the beneficiary states and intends to apply part of the proceeds of the grant for consultancy services by contracting a consulting firm to conduct a review of the income tax laws, survey for the identification of new tax payers and development of tax payers data base and modernization of record with appropriate ICT infrastructure.

The Consulting Services (“The Services”) include:

The successful consulting firm will be expected to render the following services which include but not limited to the following task:

(i.)     Conduct the revision of the existing Tax law; update it to conform to current reforms. The consultant with the support of the SPCU is expected to form a lobby team led by the Chairman Board of Internal Revenue to meet and explain the provisions of the revised Tax law to the members of the State House of Assembly.

(ii.)    Conduct workshop on the proposed Tax law to all stakeholders, based on the revised Tax law.

(iii.)   Synchronization of the existing tax/revenue payers’ database through verification and validation of tax payer’s information in the exiting database

(iv.)   Conduct a Survey in 6 metropolitan LGAs and 4 other semi- urban bracket totalling 10 LGAs of the 44 LGAs of the state for the identification of new tax/revenue payers

(v.)    Produce the tax/revenue database/modernization of records in manual and soft copies

(vi.)   Determine functional and technical requirement for Tax Electronics Database Management for Tax Electronic Database Management System (EDMS).

The State and Local Governance Reform Project (SLOGOR) Kano, now invites eligible Consulting Consultants to indicate their interest in providing the services. Interested consultants are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among others, etc.

Method of Application:

Interested Association/Consultant must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Assignment Title: Engagement of Consultancy Services to Support the Review of the Existing Kano State Audit Law

The consulting services (“the Services”) include:

The Consultant is expected to provide the following services:

(1)     Conduct a revision of the existing Audit Law; update it for the purpose of

Strengthening Audit independence and professionalizing it in the State. The consultant is expected to hold sessions with the State House of Assembly to explain the provisions of the revised Audit Bill. The State Auditor General and the project will facilitate the process.

(2)     Produce a revised external audit manual and other audit tools that emanate from the

Comprehensive review and modernizing of audit practices, procedures, and approaches in line with international best practices.

(3)     Conduct training needs assessment of the staff of Office of the State Auditor General (OSAG), and provide necessary capacity building action plan for professionalizing and strengthening the independence of auditing in the state.

(4)     Conduct a stakeholder’s workshop on the proposed audit bill based on the revised audit bill, audit manual and tools.

Introduction

Kano State Government aims to produce a revised city master plan for the Kano metropolitan Area and its Sub region. This will include physical plans (a spatial development framework for Kano Metropolitan Area and outline structure plan for the city-region) and related written policies as well as recommended planning standards.

Objective:

The city master plan will include a review of Kano Metropolitan Development Plan (1963-1983) and subsequent updates and draw together existing projects on economic, urban, transport development and other existing sectoral, physical plans as well as donor supported interventions into a coordinated whole relating to a long-term vision for the next 20 years. Kano state Government also aims to review and produced Master Plans for 37 Other Urban Centres.

Term of Reference

The proposal should among others include but not limited to the following:

(i)         Review of Kano Metropolitan Area Master Plan

(ii)        Review of Master Plans for 6 (six) Urban centres, Namely; Bichi, Danbatta, Gaya, Gwarzo, Rano, Wudil

(b)       Preparation of Master Plans for 31 (thirty-one) other Urban centres. These are: Ajingi, Albasu, Bagwai, Bebeji, Bunkure, Dawakin-Kudu, Dawakin Tofa, Doguwa, Gabasawa, Garko, Garun Mallam, Gezawa, Kabo, Karaye, Kibiya, Kiru, Kunchi, Kura, Madobi, Makoda, Minjibir, Rimin-Gado, Rogo, Shanono, Sumaila, Takai, Tofa, Tsanyawa, Tudunwada, Warawa and Kafin Maiyaki.

2.0       Selection Criteria

Kano State Government invites eligible consultants/ companies to express their interest in providing the above mentioned service. Interested consultants/companies must provide the following:

(i)         Administrative/Legal Requirement:

  • Evidence of registration with Corporate Affairs Commission (CAC).
  • Evidence of registration with Town Planning Registration Council of Nigeria (TOPREC)
  • Evidence of registration with Association of Town Planning Consultants (ATOPCON).
  • Evidence of registration with Kano State Government (KNSG) Tenders Board
  • Evidence of registration with Kano State Urban Planning and Development Authority (KNUPDA).

(ii)        Financial Requirement

  • Tax Clearance Certificate for 2013, 2014, 2015 from the Federal Inland Revenue Service (FIRS).
  • Company Audited Account for 2013, 2014 and 2015.
  • Value Added Tax (VAT) Registration Certificate and Evidence of VAT Remittances in at Least Three Years (2013, 2014 and 2015).
  • Letter of Reference from a Reputable Bank Indicating Evidence of Financial Capability and Banking Support (Please Attach 2014 Company’s Bank Statement).

(iii)       Technical Requirement

  • Verifiable evidence of past job experience of similar projects in the last five years indicating the supply value and evidence of satisfactory execution e.g Letters of Award, Job Completion Certificate etc.
  • Comprehensive company profile including technical qualification and experience of key personnel or professional staff and others.

3.0       Submission of Expression of Interest

All expression of interest must be submitted in triplicates (three hard copies), a soft copy of CD-Rom and delivered to the office of the Honourable Commissioner, Ministry of Land & Physical Planning; No. 2, Dr. Bala Muhammad Road, Kano,  not later than 29thSeptember, 2015. Consultants should Express Interest in either Review of the Kano Metropolitan Area Master Plan OR Review/Preparation of other Urban Centres OR Both.

 (1.0)     Introduction

The Nigerian Ports Authority hereby invites reputable and competent contractors to submit tenders for the Provision of Onshore and Offshore Environmental Surveillance Services at the under listed pilotage districts:

(2.0)          Scope of Service

The scope of service shall include but not limited to electronic surveillance of each pilotage district to curb illegal dumping and discharge of waste. Further information shall be provided to prequalified companies. Bidders are not allowed to bid for more than two (2) lots.

(3.0)     Tender Requirements

Interested companies should submit three (3) Hard Copies (One original & two duplicate Copies) and a SOFT COPY (in MS Word/Excel/PDF) of the bid documents. The Hard copies must be bound, duly signed, paginated, separated by dividers and arranged in the order outlined hereunder

Requirements

(1)          Evidence of Certificate of Incorporation with the Corporate Affairs          Commission (CAC) including Forms C02 and CO7.

(2)          Evidence of Company Tax Clearance Certificate and Audited Account for the last three (3) years (2012, 2013 & 2014).

(3)          Current Pension Clearance Certificate from PENCOM.

Family Health International (FHI360) with funding from the United States Agency for International Development (USAID) through the Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is supporting the government of Nigeria (GON) to enhance sustained cross-sectional integration of HIV/AIDS services by building Nigerian capacity to deliver sustainable high quality, comprehensive, prevention, treatment, care and related services in various states within Nigeria.

The Lagos State Office of FHI360 is inviting qualified firms which meet the under listed criteria to participate in the bid for the supply of Monitoring& Evaluation (M&E) Tools as listed below:

(A)    Eligibility Criteria

The Technical competence of bidders will be evaluated before the financial offers are considered. The minimum criteria that must be met by successful bidders are as follows;

(1)       Evidence of registration with CAC and any other relevant regulatory body.

(2)       Current / Valid tax clearance certificate

(3)       Detailed Company Profile with registered address, functional e-mail, and telephone numbers.
