Introduction:

(i)         The Federal Mortgage Bank of Nigeria, an Apex Secondary Mortgage Institution set up to promote development of low interest, affordable and decent houses for low and medium earners towards homeownership nationwide, is seeking for Expression of Interest from reputable Actuaries/Consultants for the valuation of the Bank’s obligations to the existing old
pension scheme for year 2011 to 2014 to meet u p with the IFRS conversion requirement.

(II)       Scope of Services:

(1)       To ascertain the amount of actuarially determined periodic contributions sufficient to discharge the plan’s obligation in full over the long time.

(2)       To conduct an Actuarial Valuation of the Assets and liabilities of the Scheme using appropriate recommended basis and submit a report thereon to the management of the Bank.

(3)       To determine the current funded ratio of the plan and make necessary recommendations for appropriate funding Policy.

(4)       To provide forward-looking information about the liabilities and likely abilities of the scheme to meet the promised benefits.

(5)       To carry out other exercises that are necessary for proffering of quality technical and professional Advise on the proper running and sustainability of the bank’s Retirement Benefit Scheme.

(6)       To submit to management, without prejudice to the aforementioned Reports, schedules on other information incidental to the engagement.

In view of the foregoing, the Ondo State Ministry of Agriculture is requesting for Expression of Interest (EOI) from reputable and suitably qualified private Management Firms to participate in a competitive tender process for the management of the newly completed Semi-Mechanized Abattoir.

Interested parties are to note that this engagement shall be for a defined negotiated but renewable period and will be required to ensure compliance with all statutory requirements and relevant procedures of Ondo State Government. It should be noted also that operation of the facilities shall be subject to regulations and standards issued by the State Ministry of Agriculture and or any other relevant statutory regulatory agency of government.

(4)     Scope of Engagement

(a)     Management of all component parts and operations the Abattoir complex, including staff welfare.

(b)     Proper and regular maintenance of the Abattoir equipment/tools and other ancillary facilities within the complex.

(c)      Training and engagement of local butchers, technicians and artisans in the operations of the Abattoir.

(d)     Provide new or additional machines, tools, equipment or any other items that may facilitate or enhance operations or security of the Abattoir facilities.

(e)      Lubricate, adjust or repair any of the Abattoir machines, tools, equipment or any other items where necessary to enhance functionality.

(f)      Remit the agreed revenue into the coffers of Ondo State Government at the agreed intervals.

(5)        Conditions of Engagement

The prospective competent private Management Firm should be able to:

(a)     Demonstrate competence in the technical and managerial handling of a Semi-Mechanized Abattoir.

(b)     Guarantee consistent and improved profitability of the Abattoir facilities throughout the agreed tenure.

(c)      Ensure proper and continuous maintenance of the Abattoir equipment/tools and other ancillary facilities within the complex.

(d)     Proof availability of relevant competent professionals on-board the management team.

(e)      Foster cordial relationship with the local Butchers’ Association, Cattle Dealers’ Association and other stakeholders in the meat industry and

(f)      Improve on the existing facilities in the Semi-Mechanized Abattoir Complex

(c)      Original copy of receipt for payment of N100,000 00 tender fee to Ondo State Government.

2.0     Technical Qualifications

Only companies that can show verifiable evidence of the documents listed below should apply and complete the pre­qualification documents:

2.1     Company registration with the Corporate Affairs Commission (CAC);

2.2     Corporate Affairs Commission forms CO2 and CO7, showing the directors of the company and share holding pattern;

2.3     Company tax clearance certificates for the last three years, expiring in December, 2015;

2.4     VAT registration and remittances;

2.5     Certificate of registration with the National Pensions Commission, expiring in December, 2015;

2.6     Current Certificate of Registration with the Industrial Training Fund, expiring in December, 2015;

2.7     A sworn Affidavit disclosing whether or not any officer of the University of Calabar is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid is true and correct in all material particular;

2.8     Minimum turn-over in the tax clearance certificate in any of the last three years (i.e. 2012, 2013, and 2014) shall not be less than N3.0 million for all projects except Lot 35 which attracts a minimum turn-over of N20 million;

2.9     Payment of a tender fee of thirty thousand Naira (N30.000.00) by a bank draft, raised in favour of University of Calabar, at the Bursary Department of the University;

2.10   Audited accounts for the past three years;

2.11   Financial capability to execute the project;

2.12   Experience/Technical qualifications of at least of three (3) key technical personnel, including photocopies of registration certificates with professional regulatory bodies ((i.e. ARGON, COREN, QSRBN, and CORBON for works (construction and rehabilitation) projects));

(2.13)          A minimum of three (3) similar jobs executed in the last five (5) years for government agencies, oil and gas sector, recognized international agencies, and public quoted agencies, indicating their locations, letters of commission, job completion certificates for completed projects, as projects executed for individuals shall not be accepted;

2.14   Details of key plants and equipment deemed to be relevant to the project, stating the year of manufacture and whether or not they are owned by the company or on hire;

2.15   Name of bankers, with references;

2.16   Companies which are currently handling projects for the University, and whose jobs are not up to 60% completion level shall not be considered;

2.17   Companies shall neither apply for pre-qualification nor submit financial bid for more than two projects;

2.18   Companies which were pre-qualified in any of the aforementioned projects in the last exercise as advertised in the ‘Federal Tenders Journal’ of Monday, October 20 -Sunday, November 2, 2014, The Punch’ of October 30, 2014 and The Nation of November 13, 2014 need not apply again.

The above-listed requirements shall form part of the technical evaluation criteria and non-compliance with sections 2.1 to 2.9, 2.16 and 2.17 of the requirements, which are mandatory, shall result in automatic disqualification of the bidder.

Serial No. 1.14, Lot 35, only requires pre-qualification at this stage of the procurement.

6.1     Eligibility Requirements:

(i)      Verifiable evidence of Certificate of Registration with Corporate Affairs Commission (CAC).

(ii)     Verifiable evidence of Tax Clearance Certificate in the last three years (2012, 2013, & 2014).

(iii)    Verifiable evidence of Current Industrial Training Fund (ITF) Clearance Certificate (2015).

(iv)    Verifiable evidence of Current Pension Commission (PENCOM) compliance Clearance Certificate (2015).

(v)     Verifiable evidence of experience as a contractor in at least three (3) jobs of similar nature and complexity within the last 5 years with evidence of letters of award and job completion certificates.

(vi)    Verifiable evidence of registration with the Bureau of Public Procurement

(BPP) Federal Contractors, Consultants and Suppliers Database.

(vii)   Verifiable evidence of financial support from a reputable Bank.

(viii)  Verifiable evidence of payment of a non-refundable tender fee of N20,000.00 (Twenty Thousand Naira) only.

(7.0)  Category E: Invitation for Technical and Financial Bids

Interested qualified bidders are invited to collect financial bids to be submitted along with the company’s technical bids for the execution of the following projects.

(7.1)  Eligibility Requirements:

(8.0)  Payment for Tender Documents

(8.1)  All bidders are advised to contact their Banks for the code upon which payment for tender documents can be made into the Treasury Single Account (TSA) of the Ministry.

(9.0) Collection of Bid Documents for Categories B, D and E.

Interested bidders shall obtain Tender documents from Monday, September, 21st  2015 to 3rdNovember, 2015 upon the presentation of evidence of payment of tender fee to:

Old Secretariat, Area 1, Garki, Abuja.

(10.0)          Submission of Bid Documents for Categories B, D and E.

Completed Technical and Financial bids (two sets of hard copies) shall be submitted in 2 separate sealed envelopes. The two envelopes should be enclosed in one large envelope labeled “Technical and Financial bids” with Project Name at the Top Right Hand corner with company name behind and addressed to:

Office of the Director of Procurement,

Federal Ministry of Water Resources,

Block A, 1st Floor, Room 102, New Office Extension

Old Secretariat, Area 1, Garki, Abuja,

and to reach the above address on or before 12 noon, Tuesday 3rd November, 2015.

(10.2)          Technical bids would be opened same day immediately after close of submission in the Ministry’s Conference Room.

(10.3)          Only firms whose pre-qualification documents fulfill the minimum requirements would be Contacted for financial bid opening.

(10.4)          All enquiries on the bids are to be directed to:-
