(4.0) Submission of Expression of Interest (EOI)

(1.1) The Federal Government in line with this Administration’s desire to reduce the cost of governance and focus on areas that will strengthen our nation’s economy, is gradually withdrawing from sponsorship of pilgrimage activities. Therefore, the maiden pilgrimage lottery scheme emerged from the ashes of the desire to make the Commission self-reliant and self-sustaining.
(1.2) In view of the above, the Nigerian Christian Pilgrim Commission (NCPC) wishes to invite reputable and competent registered lottery operators to express interest in the maiden Christian Pilgrim Lottery Scheme.

The Agency hereby invites qualified and interested Individual Consultants with cognate experience in auditing and other basic requirements for recruitment as listed below to submit application for the position, Consultant Internal Audit.
Scope of the Services
(1) Conducting quarterly operational and financial review of the sub-recipients (SRs) and the States on GF funding.
(2) Identify potential risk areas and internal control flaws in the course of audits.
(3) Analyze evidence gathered and communicate findings and recommendations to auditees through oral briefings and written reports.
(4) Discuss and agree on recommended management actions and timelines with auditees.
(5) Monitor actions taken by management in response to audit works and reviews, ensuring effective follow up.
(6) Follow-up on all audit findings (LFA, OIG, External Auditor, NACA audit unit etc) on a monthly, quarterly basis or as frequently as may be required.
(7) Conducting monthly review of the PR’s cash advance status and making reports to GF Focal Person for onward reporting to the Head of Internal Audit.
(8) Performing audits on a routine basis of the Global Fund activities in NACA and follow-up on significant findings from previous audits.
(9) Conducting grant close-out audit at the SRs as may be required.
(10) Annual and bi-annual verification of fixed assets at GF supported facilities and SR Offices nationwide.
(11) Directly responsible for tracking all audit findings and providing monthly update of status of findings to the GF Focal Person and the Head, Internal Audit Unit.
(12) Assisting in the preparation of written responses to LFA Audit findings and other external auditors outlining steps taken in Implementing audit recommendations.
(13) Conduct monthly procurement audit of all PR transactions, including on-site verification where required and render monthly reports to the Focal Person and Head of Audit for onward circulation to management.
(14) Conduct independent market survey to ensure costs charged to the Global Fund are in line with available market rates.
(15) Conducting bi-annual stock count to ascertain the status of stock of equipment, health and non-health commodities at warehouses and stores as reported by the PSM Unit.
(a) Report Writing
(1) Provide timely reports of all audits, reviews and investigations to the Focal Person and Head of Audit for circulation to the interim Audit committee
(2) Assisting in the preparation of written responses to LFA Audit findings and other external auditors outlining steps taken in implementing audit recommendations.
(3) Providing regular update on all audit findings to the Focal Person and Head Internal Audit and other stakeholders as may be required.
- Participate in GF program review meetings (PR-SRs, NACA-GF team, LFA)
- Participate in NACA GF retreats (as part of the GF team)
- Build relationships with leaders across the NACA to understand issues and identify areas for improvement for the GF grant.
(c) Level of Effort Required
The level of effort required for effectiveness is 100%.
Duration of Assignment: 2 Years (1st November 2015 – 31st October 2017)
Qualifications and Experience
(1) A minimum of a BSc Accounting Degree from a reputable and recognised University in Nigeria and outside Nigeria.
(2) Must be professionally qualified (ICAN) or its equivalent with a minimum of 8 years post qualification audit working experience in a reputable organization in Nigeria and Outside Nigeria.
(3) Past experience with a Project funded by an International donor Agency such as the Global Fund, World Bank, USAID, DFID etc in developing countries
(4) Ability to work independently and lead an audit team.
(5) Computer proficiency is a must, and knowledge of Computer Assisted Audit Tools like ACL, Audit Teammate is very essential.
(6) The position will also require the candidate to spend about 20 – 30% of the time in travelling for jobs out of station.
(7) The contract is for two years but with a bi-annual assessment of the candidate’s performance.
