 (1.0)    Introduction

The Federal Ministry of Lands, Housing and Urban Development (FMLHUD) intends to engage a Media Consultant to develop a Sustainable National Framework for the Sensitization of the Public especially Contributors to the National Housing Fund (NHF) on the process of accessing into the funds as maintained by the Federal Mortgage Bank of Nigeria.

(2.0)    Scope of Work:

(3.0)    Qualification Criteria:

In order to be considered and shortlisted, Interested Consultant/Firms must submit their Expression of Interest with the following:

(viii)    Evidence of three years Company Audited Account (2012, 2013 and 2014).

(ix)      Name, Address, Phone number of contact person.

(x)       Sworn affidavit confirming that all information presented are true and that none of the company’s Directors has been convicted of any criminal offence.

(4.0)    Submission of Expression of Interest (EOI)

Completed Expression of Interest (EOI) shall consist of one original and two duplicate copies to be submitted in a sealed tamper proof single envelope and dropped into the Tender Box in the front of Room B308, Procurement Department, Federal Ministry of Lands, Housing and Urban Development, Mabushi, Abuja.  (1.0)  Introduction

(1.1)  The Federal Government in line with this Administration’s desire to reduce the cost of governance and focus on areas that will strengthen our nation’s economy, is gradually withdrawing from sponsorship of pilgrimage activities. Therefore, the maiden pilgrimage lottery scheme emerged from the ashes of the desire to make the Commission self-reliant and self-sustaining.

(1.2)  In view of the above, the Nigerian Christian Pilgrim Commission (NCPC) wishes to invite reputable and competent registered lottery operators to express interest in the maiden Christian Pilgrim Lottery Scheme.

(1.3)  This is not gambling. It is casting of lot as used in the Holy Bible: 1 Chronicles 24 Vs, 5-19 & 26 Vs. 13-16 (Old Testament) and Acts 1 Vs. 26 (New Testament), especially when the resources are limited. We want “going to Israel” to cost desirous Christians something.

(3)     Collection of Tender Documents:

(4 )    Method of Packaging/Submission of pre-Qualification and Tender

Documents: Interested Contractors are required to prepare and submit both their

pre-qualification documents in six (6) hard copies and one soft copy in a sealed envelope, and the Completed Tenders in a separate sealed envelope.

Widows and Orphans Empowerment Organisation (WEWE)

WEWE is a local/indigenous NGO which has been authorized by the US. Agency for International Development (“USAID” or “donor”) to implement “The Local Partners for Orphans and Vulnerable Children (LOPIN) Project – Akwa-Ibom and River States” hereafter referred to as “LOPIN – 2” LOPIN is a 5 year USAID funded project with an overall objective to improve the quality of life of 340,000 vulnerable children and 68,000 vulnerable households.

This RFA-WEWE-LOPIN 002 will target 31,000 vulnerable children and 10,000 vulnerable household in Akwa-Ibom and River States in 2 years from 2015 to 2017

WEWE LOPIN RFA-002 is soliciting full applications from Civil Society Organizations (CSOs) and Faith Based Organization (FBOs) with functional offices based in Akwa Ibom and Rivers State to apply for a sub-grant to implement vulnerable children activities focused on using Improvement science and the newly launched “National Standards for Improving the Life of vulnerable children in Nigeria” to increase the accessibility and quality of services for vulnerable children and their households in Akwa Ibom and Rivers States.

(1.0)  The Kaduna State Government in collaboration with Sanitation Hygiene and Water in Nigeria (SHAWN II) Project supported by DFID and managed by Unicef is desirous of contributing towards reduction of Water and Sanitation related diseases and improve access to Rural Water Supply in our communities.

(2.0)  In line with this objective, the programme seek to engage competent drilling and civil firms in the Construction of Water and Sanitation facilities (Hand Pump Boreholes and VIP Latrines) in Chikun, Kubau and Kachia self-selected LGAs of Kaduna State.

(3.0)  Accordingly Kaduna State Rural Water Supply and Sanitation Agency (RUWASSA) hereby invite bids from interested contractors for the construction of 200 Nos. hand pump Boreholes (20 Lots) and 40 blocks of Sanitation Facilities (10 Lots) in the 3 targeted SHAWN II LGAs.

 Background

The National Agency for the Control of AIDS (NACA) is one of the Principal Recipients (PR) of the Global Fund (GF) HIV/AIDS Single Stream Funding (SSF) In Nigeria. The GF has requested that NACA should boost its assurance function in managing the Grant by engaging the services of two (2) qualified and experienced Consultants for its Internal Audit unit. These Consultants will work 100% on the project being supported by the GF grant.

The Agency hereby invites qualified and interested Individual Consultants with cognate experience in auditing and other basic requirements for recruitment as listed below to submit application for the position, Consultant Internal Audit.

Scope of the Services

(1)     Conducting quarterly operational and financial review of the sub-recipients (SRs) and the States on GF funding.

(2)     Identify potential risk areas and internal control flaws in the course of audits.

(3)     Analyze evidence gathered and communicate findings and recommendations to auditees through oral briefings and written reports.

(4)     Discuss and agree on recommended management actions and timelines with auditees.

(5)    Monitor actions taken by management in response to audit works and reviews, ensuring effective follow up.

(6)     Follow-up on all audit findings (LFA, OIG, External Auditor, NACA audit unit etc) on a monthly, quarterly basis or as frequently as may be required.

(7)     Conducting monthly review of the PR’s cash advance status and making reports to GF Focal Person for onward reporting to the Head of Internal Audit.

(8)     Performing audits on a routine basis of the Global Fund activities in NACA and follow-up on significant findings from previous audits.

(9)     Conducting grant close-out audit at the SRs as may be required.

(10)   Annual and bi-annual verification of fixed assets at GF supported facilities and SR Offices nationwide.

(11)   Directly responsible for tracking all audit findings and providing monthly update of status of findings to the GF Focal Person and the Head, Internal Audit Unit.

(12)   Assisting in the preparation of written responses to LFA Audit findings and other external auditors outlining steps taken in Implementing audit recommendations.

(13)   Conduct monthly procurement audit of all PR transactions, including on-site verification where required and render monthly reports to the Focal Person and Head of Audit for onward circulation to management.

(14)   Conduct independent market survey to ensure costs charged to the Global Fund are in line with available market rates.

(15)   Conducting bi-annual stock count to ascertain the status of stock of equipment, health and non-health commodities at warehouses and stores as reported by the PSM Unit.

Expected Deliverables

(a)     Report Writing

(1)     Provide timely reports of all audits, reviews and investigations to the Focal Person and Head of Audit for circulation to the interim Audit committee

(2)     Assisting in the preparation of written responses to LFA Audit findings and other external auditors outlining steps taken in implementing audit recommendations.

(3)     Providing regular update on all audit findings to the Focal Person and Head Internal Audit and other stakeholders as may be required.

(b)     Meetings

  • Participate in GF program review meetings (PR-SRs, NACA-GF team, LFA)
  • Participate in NACA GF retreats (as part of the GF team)
  • Build relationships with leaders across the NACA to understand issues and identify areas for improvement for the GF grant.

(c)      Level of Effort Required

The level of effort required for effectiveness is 100%.

Duration of Assignment: 2 Years (1st November 2015 – 31st October 2017)

Qualifications and Experience

(1)     A minimum of a BSc Accounting Degree from a reputable and recognised University in Nigeria and outside Nigeria.

(2)     Must be professionally qualified (ICAN) or its equivalent with a minimum of 8 years post qualification audit working experience in a reputable organization in Nigeria and Outside Nigeria.

(3)     Past experience with a Project funded by an International donor Agency such as the Global Fund, World Bank, USAID, DFID etc in developing countries

(4)     Ability to work independently and lead an audit team.

(5)     Computer proficiency is a must, and knowledge of Computer Assisted Audit Tools like ACL, Audit Teammate is very essential.

(6)     The position will also require the candidate to spend about 20 – 30% of the time in travelling for jobs out of station.

(7)     The contract is for two years but with a bi-annual assessment of the candidate’s performance.
