(2.0) Pre-Qualification

Introduction

The new administration of His Excellency, Rt. Hon. Ifeanyi Ugwuanyi, Governor of Enugu State, is focused on the Continuity and Consolidation of the gains of the previous administration, based on a new 4-Point Agenda, in order to expand the frontiers for economic development, His Excellency, the Governor appointed a 15-Person Economic Advisory Committee, to enhance and support the economic thrust of the new administration.

Against this background, Enugu State Government through the Enugu State Economic Advisory Committee is calling to engage competent Banks and Companies that have reputable Information Technology (IT) Companies as Partners, to boost the Internally Generated Revenue, IGR, of the State, by stemming the leakages in the short-run and expanding the revenue base in the long-run.

Objectives

The objective of this process is to engage competent Banks and Companies to help the State to significantly reduce revenue leakages and expand the IGR base so as to improve the quantum of revenue.

Terms of Reference

The proposal should among others include, but not limited to the following:

  • Strategies to facilitate and streamline the IGR collection and payment processes in Enugu State.
  • Framework to build a systematic and sustainable collection of revenue from the informal sector.
  • Automation of the IGR Collection Processes in Enugu State.
  • Design and set up of a database of Tax Payers in the State, as well as, a system for continuous update of the database.
  • Review of the existing revenue sources in the State and suggestions on additional options.
  • Articulate and propose the best revenue collection strategies for improving internal revenue in Enugu State.
  • Design and propose automated billing and collection methods to facilitate collections and payment.

Scope of Work

The proposal should cover, but not limited, to the following:

  • Review and streamline existing revenue template in line with standard national template.
  • Design a framework and propose a unified tax system for the State.
  • Review and standardize the rates of existing revenue items.
  • Identify new revenue sources.
  • Streamline and automate revenue collection and payment procedures.
  • Ensure that all legible tax payers are captured in the Tax Payers Database
  • Continuous update of Tax Payers Database
  • Design and set up a systematic collection of taxes from Informal Sector.
  • Automation of the operations of the relevant Ministries and Agencies, networked effectively to collections and payments.
  • Projected Cash Flow of the implementation expenditure, including the automation costs and the various anticipated recovery and revenue streams with time flows and deadlines.

(2.0) Selection Criteria

Enugu State Government through the Enugu State Economic Advisory Committee invites eligible Banks and Companies that have reputable and experiences IT Companies as Partners to express their interest in providing the above mentioned services.

Interested Organisations must provide the following:

(i)      Administrative/ Legal Requirement

  • Evidence of registration with Corporate Affairs Commission (CAC).
  • Evidence of the nature of Partnership of the collaborating Organizations, i.e. Companies/Banks with IT partners.

(ii)     Financial Requirement

  • Tax Clearance Certificate for 2013, 2014, 2015 from the Federal Inland Revenue Service (FIRS) of the lead Company/Bank.
  • Audited Account for 2013, 2014 and 2015 of the Lead Company/Bank.
  • Comfort Letter from the Lead Company/Bank’s Bankers, confirming its financial capacity to fund the automation of the relevant Ministries and Agencies involved in IGR.

(c)      Evidence of registration of both the company and the key personnel with professional bodies where applicable.

(d)     Verifiable list of previous/similar major works carried out in the recent past with their locations (geographical spread) and clients. Copies of completed certificates/final payment certificate should be attached.

(e)      Evidence of incorporation and current Tax Clearance Certificate for the last 3 years including your Taxpayer Identification Number (TIN).

  • Company Audited Accounts for the last three years (2012, 2013,2014) prepared by a Professional registered with Financial Reporting Council of Nigeria (Attach evidence of Registration)
  • A sworn affidavit affirming that none of the Directors of the company has been convicted in any country for criminal offenses, including fraud and financial impropriety
  • Evidence of registration with PENCOM and up to date remittance of employee Pension Fund
  • Company profile which should include names, qualifications and experience of key personnel.
  • A letter authorizing the Nigerian Civil Aviation Authority to verify claims with relevant agencies or bodies
  • Names, Address, Phone Number and email address of contact person.
  • Evidence of Registration with NSITF/Remittances.
  • Evidence of Registration on the BPP National Database of Contractors, Consultants and Service Providers.
  • Affidavit of disclosure that none of the persons connected with the bid process in the procuring entity has any pecuniary interest and that the company in receivership or any form of insolvency/bankruptcy.
