Call for Expression of Interest for Selection as a Research Institute to Implement an Action Research among Adolescents and Young Persons (AYP) in Selected States in Nigeria

Society for Family Health (SFH) has been appointed as one of the Principal Recipients (PR) of the Global Fund HIV/AIDS Grant to Nigeria. SFH is responsible for the implementation of the Adolescents and Young Persons (AYP) module of the New Funding Model (NFM).

The AYP module is an innovative evidence-driven action research aimed at using empirical research evidence to inform health and social interventions to identify and mitigate vulnerability of adolescent women and girls This innovation is a pilot programme based on the recommendations of the Global Fund Technical Review Panel as part of the efforts to address sexual and reproductive health issues among the target group.

This action research will run as a pilot project in two LGAs in each of the 3 pilot States and the Federal Capital Territory The States are: Oyo, Kaduna and Akwa Ibom.

In line with achieving major intents of our programmatic implementation, SFH invites proposals from qualified and reputable research Institutes/organisations that are specialists in conducting research particularly in the area of Adolescents and Young Persons Programmes. The Research Institute/ Organisation will be selected through the approved Global Fund guidelines on partners selection for intervention.

SFH will coordinate funding and provide programmatic support to the successful research institute/organisation. This engagement will be for two years and six months.

Objective of Service: The specific objectives of the AYP action research are to:

  • Identify factors that increase young women and girls vulnerability to HIV & AIDS.
  • Generate and share evidence, innovations and lessons learnt through the action research.
  • Develop an effective, scalable and replicable model for HIV/AIDS related interventions for adolescents and youths with emphasis on vulnerable girls.
  • Strengthen the capacity of girls and young women at state and LGA levels to engage as advocates and role model peers for accessing psycho-social and health services.
  • Improve the knowledge and skills of healthcare workers to provide quality youth-friendly services to adolescents and young person’s especially vulnerable girls.
  • Generally increase young people particularly women and girls access to quality health care and services.

Specific Activities:

The research institute/organisation will be responsible for the following activities:

  • Develop an appropriate study design/methodology for the action research
  • Develop research protocol, survey questionnaires and manuals and obtain ethical clearance for the study.
  • In collaboration with SFH. develop a TOR for survey management teams at the national and state
  • Constitute survey management teams at the national and State levels
  • Works with the survey management teams at the national and State level. Including survey technical teams, survey supervisors, interviewers and moderators.
  • Collect and analyze data and write research reports
  • Monitor and supervise data collection and retrieval in conjunction with the Principal Recipient
  • Organize regular debrief meetings with stakeholders
  • Prepare and submit quarterly programmatic and financial progress reports to SFH state and national offices
  • Prepare and submit final report of the research to SFH

(A)    Eligibility Criteria

To be eligible for consideration, interested research institutes/organisations must provide the following details:

(a)     Profile of the institute/organisation, including certificate of incorporation or National Planning Commission Country Host Agreement, physical address, organogram of management structure, ownership (including board membership), and contacts (telephone, facsimile and email).

(b)     Profile of management team and members of the Board.

(c)      Copy of current strategic plan, and details of operating budget for 2012, 2013 and 2014.

(d)     Evidence of financial management systems (accounting, internal control, and audited financial statements with ICAN/ANA stamp for the most recent 3 years-2012, 2013, 2014).

(e)      Evidence of previous research jobs handled (particularly in the area of AYP) with details of contract amounts, funding agency and period

(f)      Evidence of the availability of qualified personnel (profile of personnel included) for carrying out the specific activities mentioned above.

(g)     Evidence of tax payment for the past 3 consecutive years.

(h)     Evidence of VAT registration and proof of remittances and/or tax exemption certificate.

(i)      Evidence of Compliance with the Provision of the Pension Reform Act 2004.

(B)     Evaluation and Selection of the Research Institute/Organisation

(a)     A technical panel will be constituted to review the EoI and shortlist Applicants to proceed to the next stage of Request for Proposals based on the criteria listed above.

(b)     At this stage, a ‘yes’ (represented by a score of ‘1’) or ‘no’ (represented by a score of ‘O’) qualifier will be used to rate all the points above, and organizations with a ‘yes’ response against all the points above will be considered. Only bidders who score more than 80% will proceed to the next stage.

(c)      All costs incurred by bidders as a result of this process and any subsequent requests for information shall be borne by the bidding organisations.

(d)     Only organisations that satisfy the Pre-qualification requirements will be contacted with Requests for Proposal (RFP) document.

(e)      This advertisement shall not be construed as a commitment on the part of SFH to appoint any organisation nor shall it entitle any organisation to claim any indemnity from SHI.

 (1)     Introduction

Reference to the invitation for Prequalification of the College Year 2015 Capital Projects advertised on page 11 of the Daily Trust of Monday, September 28,2015 and Page 24 of the Leadership of Monday 28 September 2015 requesting interested Contractors to submit documents for Pre-qualification.

  • The College wishes to inform all interested bidders to attach evidence of Compliance with Pension Act 2004 and Section 6(1)-(3) of the ITF Amended Act 211.

Brief Project Description:

The proposed project will involve installation of gas turbine until as well as the process system for power station including the diesel storage tanks. It will also involve the installation of fuel gas system and the 16km interface pipe between the T&GIL’s CCGFPP pipes and the existing Seven Energy’s Ukanafun-Odukpani gas pipeline and installation of a 330kv double circuit power outgoing line switchyard and 18km power transmission line. The project is expected to be implemented on 15 hectares of land area.

(h)     A copy of Memorandum of Understanding (MOU) in case of Bidders in Joint Ventures (JV); Partners in JV must meet all eligibility criteria.

(j)      Photocopy of Current Certificate of compliance from National Pension Commission (2015).

(k)     Current certificate of Compliance with ITF (2015).

(ii)     That the Company does not have any Director who has been convicted in any Court in Nigeria or any other Country for Criminal Offence in relation to fraud or financial impropriety.

(iii)    That no officer of the Authority is a former or present Director or Shareholder of the Company.

(iv)    That there has been no promise of a gift in any form to any staff of the Authority, or Bureau of Public Procurement (BPP).

(2.5)  Bid Security:

For Financial Bids in the value of Three Hundred Million Naira (N300,000,000,00) and above, the Bid should be accompanied with Standard Bid Security or Bank Draft which should be 2% of the Tender Sum.

(4.3)  The closing date for the submission of respective bids are on or before 12.00noon on Tuesday, 17th November, 2015.

(4.4)  Only firms whose technical bids fulfill the minimum requirements would have their financial bids considered for the next stage.

Request for Proposal

The Federal Government through the Office of the National Oil Spill Detection and Response Agency (NOSDRA) invites interested, reputable and competent consultants to submit proposals for the following capital projects under the 2015 Appropriation.

Collection/Submission of Documents

All Interested consultants are required to collect tender/proposal documents from the 6th October, 2015 – 17th November, 2015 at the Procurement Unit Right Wing Room 8 Office of the Director General/Chief Executive Officer, National Oil Spill Detection and Response Agency (NOSDRA), 5thFloor NAIC Building, Plot 590, Zone AO, Central Business District, Garki, Abuja.

The Completed Tender/Request for Proposals are to be submitted from 6th October-17th November, 2015.

Note: The proposal should be in two bound copies of tender documents in addition to a soft copy submitted in a sealed envelope, marked “Technical Bid and “Financial Bid” The lot number and title of the project should be indicated at the Top Left Corner of the envelopes. Failure to provide any of the listed requirements may lead to disqualification/rejection of bids. Copy of payment receipt should be enclosed.

Also Submission of Bid documents/Request for Proposal must be accompanied by non-refundable tender fee of N20,000.00 (Twenty Thousand Naira) only per-lot in bank draft payable to National Oil Spill Detection and Response Agency (NOSDRA). The name, address, e-mails and contact numbers of the contractor/consultant should also be clearly written at the back of the envelopes. Submission of Bids ends at 12 noon on Tuesday, 17th November, 2015. Late submission will not be accepted.

Opening of Bids

The “Technical Bid” will be opened at 12 noon on Tuesday, 17th November, 2015 at the address below in the presence of the bidders/ representatives, relevant professional bodies, Non Governmental Organizations and interested members of the public. Only qualified contractors/consultants will be contacted for the opening of “Financial Bid” for the projects for which they were evaluated/ examined.
