The invitation for expressions of interest follows the General Procurement Notice that appeared in UN Development Business online, Issue Number OP 00031801 of March 16, 2015.

The Federal Government of Nigeria has received a credit of SDR 45.3 million from the International Development Association (IDA) toward the implementation of the African Higher Education Centres of Excellence Project (AGE) which aims at supporting the recipient universities, of which Obafemi Awolowo University (OAU) is one, to promote regional specialization among participating universities in areas that address regional challenges and strengthen the capacities of the universities to deliver quality training and applied research. The Obafemi Awolowo University ACE intends to apply part to the proceeds to eligible payments for consulting services for the design and contract documentation (Lump sum) and supervision (time based) contracts for the construction of post-graduate ICT Laboratories for which this request for expression of interest is issued. The consulting services (Architectural,Quantity Surveying, Civil/Structural Engineering and Mechanical/Electrical Engineering) will be provided to Obafemi Awolowo University ACE through the project implementation committee.

The OAU ACE hereby invites eligible consulting firms (Architectural, Quantity Surveying, Civil/Structural Engineering and Mechanical/Electrical Engineering) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Shortlisting criteria are; (Brochures, description of similar assignments, experience of working in a similar geographical region, availability of appropriate skills among staff etc.) They are as follows:

  • Evidence of corporate registration with OAU
  • Evidence of tax payments for the past 3 years
  • VAT Registration Certificate and Evidence of Remittance
  • Evidence of compliance with provisions of pension reform act 2004 as contained in section 16 (6D) of the Public Procurement Act.
  • Evidence of compliance with Section 6 (1) – (3) of Industrial Training Fund (ITF) amended Act 2011.
  • Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
  • A consultant will be selected in accordance with the Consultants Qualification method set out in the OAU Procurement Manual.

(4)     Tendering will be conducted through the National Competitive Bidding (NCB), a procedure specified in the National Public Procurement Guidelines, and it is open to all tenderers from Eligible Source Countries as defined in the Guidelines.

(6)     (a) Qualifications requirements include:

(i)      Documentary Evidence of two contracts of similar nature and magnitude during the last five (5) years.

(ii)     Audited Financial Statements for the last 3 years to demonstrate the financial capability of the Bidder in terms of profitability and adequate working capital.

(6)    (b) The following documents should be submitted with the bid:

(i)      Evidence of tax payment for the past 3-years (2012-2014).

(ii)     Original bank statement of the past twelve (12) months.

(iii)    VAT registration Certificate and Evidence of remittance.

Requirements:

Competent and interested contractors and suppliers who have requisite experience, equipment and plants and desire to execute the project(s) are required to submit their firm’s profile which must include but not limited to the following documents:

(i)      Evidence of incorporation of the company with Corporate Affairs Commission (CAC).

(ii)     Evidence of compliance certificate with Industrial Training Fund (ITF) Act No 19 of 2011.

(iii)    Evidence of current Company tax clearance certificate for the past three years (i.e. 2012, 2013, 2014)

(iv)    Evidence of VAT certificate and VAT remittances to Federal Inland Revenue Services (FIRS).

(v)     Evidence of Contractor’s Registration in the Bureau of Public Procurement’s National Data Base of Contractors, Consultants and Service Providers.

(vi)    Evidence of previous similar projects undertaken in past Five(5) years including verifiable scope of project, site of project, contract sum, evidence of successful completion of such projects in record time (showing interim/final valuations and payment certificates).

(vii)   Evidence of current audited accounts of firms for the past Three (3) Years (2012, 2013, 2014).

(viii)  Evidence of possession of plants and equipment and a listing of such equipment as possessed/owned or easily accessible by the Firm. State location of plants and equipment for ease of verification.

(ix)    Evidence of Financial capability and banking support (bank references), bank statement of accounts for last three months and letter authorizing the University to verify same from the bank.

(x)     Evidence of Registration with the University as a Contractor showing the category

(xi)   Sworn affidavit that (a) Firm is not bankrupt (b) none of the Directors is an ex-convict or bankrupt.

(xii)   Evidence of current Pension clearance certificate from PENCON

Pre-qualification documents should be registered and thereafter dropped into the Tender Box at the Registrar’s Office, Chukwuemeka Odumegwu Ojukwu University, Igbariam Campus not later than 4pm, on 10th November, 2015. Prequalification documents shall be opened on 12thNovember, 2015 at 11.00 am in the Council Chamber of the Igbariam Campus of the University. All Contractors/Firms will be notified of the prequalification result in writing. Successful and pre-qualified contractors shall thereafter be invited to collect the tender and bid documents from the Director of Physical Planning, Chukwuemeka Odumegwu Ojukwu University, Igbariam Campus. While returning respective tender documents, the tenderers/bidders shall be required to pay the stipulated Non Refundable tender fee of N100,000.00 (One Hundred Thousand Naira only) in Ecobank, Fidelity Bank or Zenith Bank and obtain certified Bank Teller and convert the Bank Teller into a receipted evidence of payment from the Revenue Unit of the University Bursary. Certified ten copies of the receipts of all payments must be attached. The completed tender documents should be returned not later than 15thDecember 2015 at 4.00pm. Tender Opportunity: Provision of Directional Drilling, Measurement While Drilling and Logging While Drilling Services

(1)     Introduction:

Star Deep Water Petroleum Limited (Star): a Chevron Company and operator for the Agbami field; on behalf of its co-venturers: (FAMFA Oil Limited, Statoil Nigeria Limited. Petroleo Brasileiro Nigeria Limited and Nigerian National Petroleum Corporation (NNPC)): invites interested companies with relevant experience to apply for pre-qualification for the provision of Directional Drilling, Measurement While Drilling and Logging While Drilling services to support deep water drilling and completion operations in the Agbami field. The proposed contract term is 2 (two) years with an option of 1 (one) year extension.

(2)     Scope of Work:

The scope of work for the services include the following:

(A)    Downhole equipment (steerable mud motors, rotary drilling system, stabilizers, jars etc) to drill to requested inclination and azimuth at 3 bps, 6 bps or any higher sampling rates

(B)     Directional drillers, Logging While Drilling (LWD), dedicated geosteering, and Real-Time-Data (RID) engineers

(C)     Software and hardware for survey data management, well planning, anti-collision, scanning. Bottom Hole Assembly (BHA) behavior predictions, torque and drag calculations and hydraulics calculations

(D)    Downhole while drilling resistivity, gamma, and azimuthal density- neutron real- time measurements.

(E)     Data and azimuthal image processing

(F)     All relevant expertise for formation evaluation from LWD acquisition including reservoirs modeling, planning, and geosteering of horizontal wells.

(G)    Contractor must be able to provide the services for deviated and/or horizontal wells.

(H)    Contractor must be licensed in Nigeria to import, transport and hold radioactive sources.

(3)     Mandatory Tender Requirements:

(A)    To be eligible for this tender exercise, interested bidders are required to be pre – qualified in the 3.04.08 Measurement While Drilling/Logging While Drilling (MWD/LWD Services) and 3.04.31 (Directional Drilling Services) category in NipeX Joint Qualification System (NJQS) database. (i)      Meet all JQS mandatory requirements to be listed as “Prequalified” and “Live” for a category in the JQS database.

(ii)     Meet all Nigerian Content requirements stated in this advert, in their responses to the ITT.

(4)     Nigerian Content

Star is committed to the development of the Nigerian Oil and Gas business in accordance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal-Government of Nigeria in April 2010.

Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule to the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).

Interested bidders shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next tender stage

The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:

(A)    Demonstrate that the entity is a Nigerian registered company, or a Nigerian registered company in genuine alliance or joint venture with a foreign company, with details of the scope of the alliance or joint venture and responsibilities of the parties for services covered by this tender opportunity provided. Such companies must show evidence of a binding joint venture agreement duly signed by the CEO of both companies including evidence or plans for physical operational presence and set-up in Nigeria.

(B)     Furnish details of company ownership and share holding structure. Also submit clear photocopies of your CAC Forms CO2 and CO7.

(C)     Provide evidence of the percentage of 1) key management positions that are held by Nigerians and 2) total work force that are Nigerians. Also, show overall percentage of work-to be performed by Nigerian resources relative to total work volume.

(D)    Provide a Nigerian Content Plan with a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that will be involved in executing the work. Also provide details of Nigerian Content contact or manager.

(E)     State proposed total scope of work to be performed by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidence of well-equipped offices and workshop: attach past experience of such patronage.

(F)     Specific to this tender opportunity, provide a detailed plan for staff training and development on engineering, project management and procurement (including all software to be used, number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.

(G)    Provide evidence of domiciliation of project management and procurement centers in Nigeria with physical addresses (not P.O. Box).

(H)    Location of in-country facilities, (equipment, storage, workshops, repair and maintenance facilities and, testing facilities).

(I)      Interested bidders must be willing and able to provide evidence of maximization of made in Nigeria goods and services.

(J)      Provide details on any other Nigerian Content initiative the bidder is involved in.

(K)    Provide evidence of any Memorandum of Understanding (MOU) with an Oil and Gas Trainers Association of Nigeria (OGTAN) registered trainer to conduct classroom module of training and on the job attachment

(L)     Provide human capacity building development plan including budget which must be a minimum 15% of project man-hours or 3% of contract cost. Training must be targeted at developing capacity other than bidder’s personnel. Trainees will be nominated from a database maintained by NCDMB and the services of OGTAN registered trainers utilized to cover classroom modules.

(M)    Provide details of equipment ownership.

(N)    Interested bidders are required to present Nigerian Content Equipment Certificate (NCEC) issued by the NCDMB (or evidence of application for the certificate) in respect of any components, spares, equipments, systems and packages to be used in the proposed project under tender

(O)      All interested bidders are required to submit as part of the Nigerian Content requirement, a signed Memorandum of Agreement (MOA) between it and one of the research and development (R&D) clusters established by the NCDMB. The MOA shall be relevant to the project and shall indicate how the bidder intends to use the relevant R&D clusters during project execution.

(5)     Close Date

Only bidders who are registered with NJQS Product/Category 3.04.08 (MWD/LWD Services) and 3.04.31 (Directional Drilling Services) not later than 4:00pm., on 20th October, 2015 being the advert close date shall be invited to submit technical bid.

Please note the following:

(1)     To be eligible for this tender opportunity, interested bidders are expected to be prequalified in NJQS under this product/service category.

(2)     The FIT and any further progression of this tender shall be via NipeX.

(3)     All costs incurred by an interested bidder in preparing and processing NJQS prequalification shall be for the bidder’s account.

(4)     This advertisement shall neither be construed as any form of commitment on the part of Star to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified bidders to make any claims whatsoever, and or seek any indemnity from Star and or any of its co-venturers by virtue of such bidders having been prequalified in NJQS.
