(ll)     Introduction/Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is implementing a programme funded by the European Union which pilots a model for EU/UN collaboration on Women, Peace and Security in Northern Nigeria. The programme tagged “Promoting Women’s Engagement in peace and security in Northern Nigeria” supports the Federal Government, three Northern States of Nigeria (Adamawa, Gombe and Plateau), and selected constituted Local Government Areas (LGAs) to strengthen women’s leadership, advance gender equality and improve protection for women and children in conflict settings. Efforts are also being made to replicate some activities in Borno and Yobe States. The 3-Year programme (2014-2017) is composed of three inter-locked components, each with their own specific objectives:

(1)     Strengthening women’s role in conflict prevention. Peace-making and peace building;

(2)     Mitigating the impact of conflict upon women and girls; and

(3)     Establishing a conducive environment for the implementation of UNSCR 1325 and monitoring of equality commitments in Nigeria.

A critical deliverable for the programme is the review of existing peace and security architecture from a gender and human rights perspective in the three target slates. To this end, UN Women intends to engage a Nigerian national consultant who will form a team and lead the process of the review. The review will build on findings of the baseline survey for the programme and other related work,

The Review will identify gaps and opportunities to engage women in regional, national and local conflict prevention. peacemaking and peace building structures and responses, it will also recommend strategies to fill these gaps and suggest approaches for a more effective gender-sensitive and gender-responsive peace and security architecture. The recommendations should also include ways in which relations among the state and non-state actors can be strengthened, Although State-level peace architecture was analyzed in the Baseline Survey, a detailed review will be prepared by the consultant. The review will contain findings and recommendations to state government to strengthen the gender dimension of State Peace and Security architecture and synergy among key actors.

Education Qualification:

The Lead Consultant is required to possess a minimum of a Master’s degree or equivalent in security studies,

gender studies, social sciences or related disciplines.

Work Experience:

The Lead Consultant is required to possess substantive relevant work experience; specifically:

  • A minimum of 15 years of relevant national and international experience in women peace and security research;
  • A minimum of 15 years of demonstrated international experience in conducting gender analysis and developing gender responsive policies, programs and strategies;
  • Strong knowledge of the women, peace and security agenda, in particular the implementation of UN Security Council Resolution 1325 and subsequent resolutions;
  • Demonstrated competencies in the application of gender analysis tools and methodologies:
  • Demonstrated competencies in the conduct of participatory multi-stakeholder approaches;

Duration for the Assignment:

The duration of the consultancy is 75 days, commencing by November 2015, following the signing of contract

(1)       Background

The Federal Government policy to discontinue petroleum subsidy is to eliminate the huge financial burden it poses on government and committed to subsidy apply to critical areas of human needs that will stimulate economic growth and citizen empowerment. In order to cushion the effect of the oil subsidy removal on the poor, government initiated the Subsidy Reinvestment and Empowerment Programme (SURE-P)

Graduate Internship Scheme (GIS) was introduced as one of the Social Safety Net components of SURE-P to address the plight of unemployed graduates. Under the scheme, graduates are placed into pre-selected firms, private and public sector organizations, and nongovernmental organizations on a one year internship. The interns are expected to acquire professional skills, training and work experience to improve their job placement opportunities. The participating firms/institutions and organizations are expected to formulate mentorship plan and implement same geared towards enhancing employ ability capacities of interns while the Federal government pays the interns monthly stipend upon confirmed fulfillment of core responsibilities as submitted to partnering institutions/firma and organization.

The Graduate Internship Scheme (GIS) has the following objectives:

(i)         Enhance the employability skills of 50,000 unemployed graduates across the 36 states and the FCT

(ii)        Improving their skills base through internship programmes in pre – selected organizations

(iii)       Provide a safety net and income supplement for unemployed graduates

(iv)      Reduce the vulnerability of unemployed graduates

(v)       Build manpower base towards attaining national development goals.

The Federal Ministry Finance through the Graduate internship Scheme (GIS) intends to apply a portion of her 2015 Budget Appropriation for Consultancy Services for Impact Assessment of Graduate Internship Scheme (GIS) in thirty-six (36) states of the federation and FCT

(2)       Objectives of Study

The study is meant to among other things establish the impact of the project in achieving its objectives as highlighted in above. It will also identify challenges and suggest ways to improve on the scheme for optimization of its benefits.

(3)       Scope of Assignment

Consultant will be expected to submit proposal on a comprehensive Terms of Reference detailing the scope of the assignment as contained in the bidding document. Each Lot is on the basis of duster of states and no consultant can bid for more than two lots.

(4)       Consultants’ Qualification and Skills Requirement.

Prospective service providers are expected to have:

(a)        minimum of five years’ experience working in the field of development

(b)       undertaken at least two impact evaluation studies (evidenced)

(c)        good knowledge of capacity building, skills development of individuals and organizations

(d)       Experience in monitoring and evaluation of development projects evidenced

(e)        Evidence of registration with Corporate Affairs Commission (CAC). Copies of Certificates of incorporation and Articles and Memorandum of Association should be submitted.

(f)        3 Years Audited Accounts for 2012,2013 and 2014.

(g)        3 Years Tax Clearance Certificate for 2012,2013 and 2014.

Brief project title NESP – Office PV System (Supply and Installation)

Project description and sector Nigeria is blessed with abundant solar radiation (3.5 – 7.5 kWh/m2/day), and more specifically 5.45 kWh/m2/day for Abuja. The objective of this project is to design and install a solar photovoltaic (PV) system at the GIZ Nigerian Energy Support Programme (NESP) office to demonstrate the technical, economic and financial viability of PV system energy integration into office building energy consumption.

NESP is therefore requesting a proposal for a complete turn-key PV system. This will include the design, supply, installation, and maintenance of an estimated 12 KW PV system at the NESP office, in Asokoro, Abuja.

The system will supply power to the following loads:

·        Office security lights

·        Office internet server system + AC (Server Room). The server system can be supplied through the PV system, and the grid power whenever necessary.

·        Office garden lights

·        Office recess lights

The proposed isolated off grid system aims at demonstrating not only the viability of integrating PV systems into office buildings, but also the relevance of clean energy technologies (energy efficiency measures and technologies) in the NESP building.

Selection Process The selection process will consist of two rounds:

·        The first round is the current Call for Expressions of Interest (EoI). The selection criteria consists mainly of the candidates’ experiences and references in this field and the general ability to meet the project expectations. Only Shortlisted companies in this category will qualify for the second selection round.

·        The second round is a Call for Written Request for Proposal/Tender. During this round, the shortlisted companies will have opportunity to carry out an assessment of the facility and the site for the installation.

More information about the second selection round will be provided after the first selection round and only to the shortlisted companies.

Introduction

The Health Communication Capacity Collaborative (HC3) Project under the Johns Hopkins University Center for Communication Programs (JHUCCP) is implementing a comprehensive Social and Behavior Change Malaria and Family Planning project in Nigeria that will combine interpersonal/community mobilization (IPC/CM) activities with mass media and health facility-based activities. This RFP seeks to determine the interest of media buying agencies that can support HC3 Nigeria Malaria and Family Planning Project in the airing of a television and radio mass media campaign that will run from approximately October 2015, through September 2016. In particular, the agency will work with HC3 Nigeria to purchase and monitor television and radio time on selected national and state level channels.

Objectives

The scope of work awarded to the winning bid will be to secure television and radio air time on national and selected state channels, monitor actual broadcasting against the plan, negotiate with media houses and ensure compliance, and provide certified broadcasting reports to JHUCCP.

Timeline

The HC3 Nigeria health campaigns will air between October 2015 and September 2016.

Evaluation Criteria for Reviewing the EOIs

The criteria for evaluation of all EOIs will be scored out of a potential of 100 points. The points will be assigned as follows:

Past Experience: Demonstrated experience with media buying in Nigeria both on national stations and at state level in all Zones of the nation. (30 points)

Discounts and Value: Demonstrated ability and history of passing on significant discounts to clients.(30 points)

Media Planning: Demonstrated ability to develop a clear, detailed and competent media strategy and media plan in the Nigerian context. Provide past examples of media buying strategy and media broadcast plans from previous clients. (40 points)

(xii)   Evidence of financial capability and availability of bank support if awarded the contract. Please note that bankers’ letter merely stating that the bidder operates an account within- a turnover range is not an adequate evidence of financial capability.

(xiii)  Adherence to the Bidding Document guidance is mandatory.

(xiv)  Any other useful information is an added advantage 

(4)     Collection of Bidding Documents
