Request for Expression of Interest for the Provision of Consultancy Services for the Assessment of NNPC Plants and Machinery

(1)     Introduction

The Nigerian National Petroleum Corporation (NNPC) is an Integrated Oil and Gas company engaged in petroleum/gas exploitation, transportation, storage and marketing. The Corporation is seeking to engage Consulting firms that have the capacity to determine asset value and asset replacement value of her plants and machinery nationwide. 

(2)     Scope of Services

The scope of services shall be the determination of the Current and Reinstatement Values of the Plants and Machinery to determine if they are fit for purpose, the asset values and their replacement values. These includes but not limited to;

  • Physical inspection of subject assets
  • Assessment of balance economic life of the subject assets
  • Estimation of market value of the subject assets in situ and as is where is basis

PRE-QUALIFICATION REQUIREMENTS

In compliance with the Public Procurement Act 2007, NNPC intends to engage the services of qualified and reputable Companies

(1)       Evidence of Incorporation in Nigeria

(2)       Full details of company profile including Nigeria Shareholding, Certificates of Incorporation, certified true copies of Memorandum and Articles of Association and Corporate Affairs Commission (CAC) form C.07 in Nigeria, complete with authorised signatures attested by Board resolution by directors in case of limited liability company or an attested copy by the shareholders of the company in case of partnership firm by approved notary.

(3)       Proof of Company’s financial capabilities, including audited accounts for the last three- (3) years (the audited accounts must bear the stamp and seal of the Audit Firm), along with corresponding tax clearance certificates

(4)       Copy of current Department of Petroleum Resources (DPR) registration certificate in relevant category to operate as a contractor in the oil and Gas Industry

(5)       Certificate of current registration with NIPEX.

(6)       Bank reference (s) from reputable bank (s).

(a)        Evidence of compliance with Industrial Training Fund Amendment Act 2011 (please include certificate of clearance from the fund).

(b)       Clearance certificate from National Pension Commission as evidence of compliance with Pensions Reform Act, 2004.

(7)       Evidence of VAT registration and evidence of past VAT remittance.

(8)       Evidence of compliance with Nigerian Content Act

(9)       Organisational structure and available work force (with proposed organisational chart for this specific project and verifiable CVs with relevant experience).

(10)     Company’s CASHES and QA/QC policy including proposed plan for this specific service.

(11)     Evidence of similar valuation of plant/machinery within the last five (5) years.

(12)     Any additional information that would enhance the potentials of the company.

(4)     Important Information

(1)       Late submission of bid shall be rejected.

(2)       Your company shall provide NNPC with a letter of Authority to verify all claims made in your submissions.

(3)       Please note that this is not an Invitation to Tender. Only Companies adjudged qualified by NNPC under this pre-qualification procedure will be invited to participate in the competitive tender.

(4)       All costs incurred by your company as a result of this pre-qualification exercise and any subsequent request for information shall be to your account.

(5)       The pre-qualification and/or any related process neither creates any commitment by; NNPC nor establish any legal relationship.

Ilesa Integrated Water Supply and Sanitation Project

The Osun State Water Corporation, Osun State has received financing in the amount of US$65.04 Million equivalent from the Islamic Development Bank toward the cost of the Ilesa Integrated Water Supply and Sanitation Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting, services to be procured under this project.

The project will include the following component:

Water Treatment Plant

  • The construction of water treatment plant of 60,000m3/day capacity including
  • High Lift Pump Station and Sludge Disposal System under the Design-Build bases. The water treatment will have the following unit processes:
  • Aeration,   Coagulation/Flocculation,   Clarifier,   Rapid-Sand   Filtration and Disinfection.

Transmission mains and Pump Booster Station

The treated water from the Water Treatment Plant will be conveyed to Ilesa township through a 17.1km φ800mm DI, 4.3km φ600mm Dl, 10,9km φ400mmDI, to the three concrete reservoirs placed at strategically high places to ensure gravity flow for the distribution. A Booster Pump Station is located about 17.1km up­stream to the Water Treatment Plant.

Construction of three (3) Nos. 10,000,000 litres concrete Circular tanks

Three 10,000m3 concrete circular tanks are to be located at different locations within Ilesa town to effect gravity distribution of the potable water to the customers.

Construction of Water Distribution Network

The water distribution network designed for Ilesa township comprises 9.5km of 400mm diameter,  9.8km of φ 315mm diameter, 18.6km of  φ 250mmm diameter. 421 km of φ200mm diameter, 77.2km of  φ160mm diameter and 300.3km of  φ110mm diameter, all HOPE pipes

About 45,000 no. domestic meters and 3no. zonal Meters are proposed.

Construction/Provision of Sanitation Infrastructure

The sanitation system comprises the sewage and non-sewage disposal methods. The sewage disposal system consists of the water closet/pit/VIP latrine system for households and communal (public) discharging into appropriate sized septic tanks/pit from where sewage is evacuated and transported on regular basis bsewage trucks to facultative ponds on the outskirt of the Ilesa Township. On the other hand, the non-sewage (sullage) water are discharged into the covered road drainage system which discharges into various swamps in the Ilesa Township.

The design includes at least 3 types of household/communal latrines, the septic tank, optimum sewage truck collection system and facultative pond.

The Consultancy services under the project cover engineering supervision of the construction of 20 km Transmission mains and booster station with a pumping capacity of 60 000,000 litres per day to be located about 17.2km upstream of the high-lift pumping station and construction of three (3) Nos. 10,000,000 litres concrete circular tanks to be strategically placed at high elevations.

The goods, works and services to be procured under ICB or ICB are limited to IDB member country procedures.

Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Islamic Development Bank’s Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing (current edition) and is open to all eligible bidders as defined in the guidelines, Consulting services’ will be selected in accordance with the Islamic Development Bank’s Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).

Specific procurement notices for contracts to be bidded under the Islamic Development Bank’s international competitive bidding (ICB) or (ICB/MC) procedures and for contracts for consultancy services will be announced, as they become available. 

Prequalification of suppliers and contractors will be required for the following contracts;

(3.1)    For Works

(a)        Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of certificate of Incorporation and Article of Association.

(b)       Last 3years (2012, 2013 & 2014) Tax Clearance Certificates.

(c)        Evidence of compliance with Pension Reform Act 2004 by inclusion of PENCOM Compliance Certificate.

(d)       Evidence of VAT Registration and remittances.

(e)        Detailed company profile and organizational structure including Names and Telephone numbers of key Personnel (Technical /Managerial).

(f)        Possession of experience as a Prime Contractor in at least five (5) projects of similar nature and complexity with verifiable letters of contract award and certificates of job completion within the last 5 years (to comply with this requirement, works quoted should be at least 70% physically completed).

(g)        Evidence of Financial Capabilities/Reference Letter from a reputable Bank and Statement of Accounts.

(h)       For joint venture include Memorandum of Understanding.

(i)         Evidence of Registration with relevant Professional bodies such as ARCON, COMEG, COREN or ICCON and IPAN etc.

(j)         Having annual Auditors report for at least 3years (2012, 2013 & 2014)/ Statement of affairs for pioneer company.

(k)       Bidders are to provide evidence of ownership/lease of relevant construction equipment.

(l)         Possession of satisfactory Quality Assurance/Quality Control Manual

(m)      Evidence of Compliance with Industrial Training Fund (ITF) Amendment Act 2011 by inclusion of Certificate of Compliance from Industrial Training Fund.

(n)       Evidence of Compliance with Pension Reform Act 2004 by inclusion of Pencom Compliance Certificate.

Non-compliance will lead to disqualification.

 Pre-Qualification Requirements

Interested Companies are required to submit all the under-listed verifiable documents:

(i)         Evidence of Company Registration with the Corporate Affairs Commission (CAC)

(ii)        Certified True Copy of Memorandum and Articles of Association of the Company.

(iii)       Corporate Profile, to include: lists, CVs, and copies of credentials of Company technical staff, indicating qualification, year(s) of cognate experience and certificate of registration with relevant professional bodies.

(iv)      Evidence of payment of tax for the last three (3) years (2012-2014)

(v)       Current Company’s audited statement of Accounts for the last three years (2012-2014), duly stamped by a Registered Auditor.

(vi)      Evidence of Compliance with industrial Training Fund (ITF) Amendment Act, 2011 by inclusion of compliance Certificate from ITF.

(vii)     Evidence of compliance with Pension Reform Act, 2004 by inclusion of Clearance Certificate from National Pension Commission (PENCOM).

(viii)    Evidence of registration on the Database of Contractors, Consultants and Service Providers by inclusion of the Interim Registration Report (IRR) issued by Bureau of Public Procurement (BPP) in line with the provisions of section 5(b) of the Public Procurement Act (PPA), 2007.

(ix)      Bank Statement for the past Twelve (12) months.

(x)       Reference letter from a reputable bank.

(xi)      Verifiable evidence of similar jobs successfully executed, or being executed within the last five years, indicating type, cost, location and evidence of awards and completion Certificates.

(xii)     List of verifiable equipment to be used for the projects, listed as owned, hired or leased.

(xiii)    Company’s registered address, functional contact address, GSM Phone numbers and email addresses.

(xiv)    Reference letter from three (3) previous Clients of similar projects, satisfactorily completed to be included in the pre-qualification.

(xv)     Original copies of document would be requested to be made for sighting whenever required.

(xvi)    A sworn affidavit, certifying that:

(a)        The documents submitted for the pre-qualification exercise are not only genuine, but also correct.

(b)       None of the Director(s) of the Company seeking for pre-qualification had ever been convicted by any Court of Law.

(c)        The Company is not bankrupt.

(d)       None of the Officers of the Federal School of Surveying, Oyo is a former or present Director of the Company.

(xvii)   Evidence of payment of non-refundable Pre-qualification Tender Fee as indicated for each LOT and made payable in Bank Draft in favour of the Federal School of Surveying, Oyo.

General Information

Interested Bidders should collect Pre-qualification and Financial bid documents at the Office of the Registrar, Federal School of Surveying, Oyo on presentation of evidence of payment at the bank.

Submission of Pre-Qualification and Tender Documents

The Pre-qualification and Tender documents should be arranged in the order listed above and be submitted in two (2) copies, A4 size, paged and neatly bound and sealed in a separate envelope with the outer envelope of the first envelope marked “Pre-qualification and Tender for…” (Quote the appropriate project’s name boldly written on the top right hand corner of the envelope) to be submitted in two (2) copies. The second envelope with Tender documents to be submitted also in two (2) copies marked “Financial bid”. The two envelopes should be enclosed together and marked with the project Title and LOT number and delivered to Tender Box of the Federal School of Surveying, Oyoon or before Monday, 30th November, 2015 by 12.00noon. There shall be a public opening of the bids immediately at the Assembly Hall, Federal School of Surveying, Oyo. Interested bidders or their representatives are invited to attend.

(1)       Federal School of Surveying, Oyo will not be liable if there is any delay in the release of funds.

(2)       Federal School of Surveying, Oyo is neither committed nor under any obligation to include any Contractor on the final list of pre-qualified Contractors.

Kano State Government

Invitation for Prequalification for Survey, Design and  Construction of Light Rail in Kano Metropolitan

(1.0)  Introduction

(1.1)    The Kano State Government of Nigeria, in the continued pursuit of Its policy objectives, towards the provision of infrastructure that would ease the life of its commuting citizens, intends to construct a Light Rail Mass Transit Scheme within Kano Metropolitan.

(1.2)    The Government now therefore invites refutable Nigerian and international firms of constructors with known or verifiable track record and experience in Railway construction to submit Prequalification Documents for Survey, Design and Construction of the proposed Metropolitan Light Rail Transit System.

(2.0)    Project Description and Scope of Works

The scope of works hereunder is given to enable bidders to appreciate what the project entails.

Prequalified bidders will be expected later to submit proposal for the four (4) routes as shown below.

The estimated total length or the rail line is 76 4km, with about 38 stations located along the routes.

For a quick relief, the Government Intends to phase the project into two (2): Phase One being the Green and the Red Lines of about 42.24km; and Phase Two (2) being the Blue and the Yellow Lines of about 33.61km. Ultimate oleliverables for each phase should include though not limited to Design alignment, station Steps and Maintenance facilities.

The Mass transit scheme being considered under this Proposed Service Contract is the LRT that would operate along and by the existing streets.

(2.1)    Existing studies carried out by the Kano State Government with the support of the Work Bank and Nigeria Infrastructural Advisory Facility (a DFID funded program) will be made available to prequalified contractors. Overall project costs, performance standards and availability of spares are very important consideration that must be factored.

(3.0)    Application Procedure

The bidding process will be in two stages: Stage One will be this invitation for prequalification. Submitted documents for this phase will be opened in public. After screening, prequalified bidders will be asked to proceed to the second stage. Stage Two will request for Technical and Financial Proposals, This will also be opened m public.

(4.0)    Prequalification Submission Requirements.

(5.1)    Eligibility. Any interested company solely, or jointly in consortium with other firm or firms is eligible to apply, provided the consortium has dearly Indicated one member as the Lead Member, and support that with a Power of Attorney.

(5.2)    Documents Required:

(a)        Company Profile: giving firm’s ownership, management structure, Gestational Capabilities.

(b)       Financial Musde: inducing Firms Audited Account for the last 3 Years; Bank Reference, and evidence of payment of Tax for the past3years in the firm’s Country of domidle.

(c)        A requirement for Prequalification is that the Contractor or the Lead Contractor in case of consortium, must have an annual tum-over of not less ₦75bn(5500m).

(d)       Previous Experiences In similar works; similar projects handled within the last 5 years; Local experience and any other document that can affirm capability.

The Prequalification submission should be made in one (1) Original, 4 hard copies, and One (1) Soft Copy. All Soft Copy submissions should be in PDF format

Prequalification submission and all associated documents should be submitted in doubly sealed envelop/carton with an external and internal envelopcarton.

Within the internal envelop/carton, separate envelops/cartons containing the appropriate number of copies dearly marked: “Original”, Copy 1, Copy2, Copy3 and Copy4 should be enclosed. The internal envelops apart from the above information should contain the names and addresses of the bidding firm/firms. The external envelop/carton should be sealed and marked with the following text at the top left hand comer

(5.2)    Bidder’s Profile

The bidder shall have extensive experience in LRT planning, operation and maintenance. He should have experience in the region and in carrying out similar assignments. The bidder shall provide curriculum vitae for each of the key personnel proposed to be assigned to the project the details shall include qualifications and relevant experience on similar or related projects. the position of the key personnel and their responsibilities on the assignment should be detailed.

The team tasked with the assign ment shall include the following

key resources:

  • Urban Transport Specialist; preferably with 15 years’ experience in planning and preparation of LRT systems in major cities, design and implementation train procurement, operations and maintenance;

(6.0)    Selection Process

The Evaluation Committee shall determine the technical, economic and financial strenght of the interested parties that have submitted for prequalification, and shall determine those who qualify to participate in the next stage of Submission of Technical and Financial Proposals.

The Prequalification screening shall be concluded within 14 days from the date of closure for submission of the Request for Prequalification.

The Prequalification Assessment committee shall notify in writing an interested parties that submitted for prequalification

the results of the screening.

Only qualified bidders shall be invited to submit Proposals (Technical & financial).

(7.0)    Exception Clause

This invitation for prequalification does not in anyway oblige Kano State Government to award the Survey, Design, and Construction contract for the Kano Rail Mass Transit to any particular bidder.

Kano State Government is also not responsible for any cost incurred by any interested bidder in the cause of responding to this request for prequalification.

  • LRT Expert: preferable with a minimum of 15 years ‘experience in procurement operations and maintenance of public transport railway systems inducing LRT.
  • Transport Economist: preferably with 10 years’ experience, familiar with public transport railway systems.
  • Legal Specialist:preferably with 10 years ‘experience in commercial law practice inducing PPP, transport sector and/or regulation; and
  • Other local experts.

All submissions should be in English Language. Any part of the submission Included in any other language should be companied with a notarized translation of it into English Language.

It is the bidder’s responsibility to ensure that a document submitted is easily legible.

(5.4)   Deadline for Submission
