Invitation to Tender for Rural Electrification Projects under 2015 FGN Capital Appropriation 

(1.0) Introduction

In compliance with the provisions of the Public Procurement Act 2007, the Rural Electrification Agency hereby invites interested, reputable and experienced contractors to submit tenders for the execution of the under-listed Rural Electrification Projects being undertaken under the Agency’s 2015 FGN Capital budget allocations:

(3.0) Eligibility Criteria

Prospective bidders are required to submit the following documents in proof of their Technical eligibility:

(i)      Certificate of Incorporation with Corporate Affairs Commission (CAC) and copies of Forms C02 and C07.

(ii)     Three (3) years Tax Clearance Certificate (2012, 2013 and 2014) expiring December, 2015.

(iii)    Evidence of VAT remittances to FIRS in the last 3 years.

(iv)    Certificate of compliance with the Pension Reform Act 2014 duly issued by the Pension Commission (PENCOM).

(v)     Evidence of payment of Training Contributions to ITF in compliance with Section 6(2) of the Industrial Training Fund Amended Act, 2011.

(vi)    Certificate of compliance with the Employee’s Compensation Act/evidence of remittances to the Nigerian Social Insurance Trust Fund (NSITF).

(vii)   Verifiable evidence of contracts of similar nature executed in the last 10 years. (Letters of Award with Interim, completion or payment certificates required).

(viii)  Evidence of financial capability to execute the contract (please attach Bank reference and Company’s last 6 months Bank Statement of Accounts and last 3 years Audited Account).

(ix)    List of available equipment for execution of rural electrification project, indicating whether you own or lease them. (Please attach proof of ownership or lease).

(x)     Authorization for a specific person to act as a representative of the company for purposes of signing bids, contract, agreement and other documents with REA (Properly executed Power of Attorney or Board Resolution required).

(xi)              Evidence that (a) the firm is licensed by COREN and (b) that at least one of its key personnel is a COHEN registered Engineer.

(xii)   A sworn Affidavit attesting to the following:

(a)     That all submitted documents are true and genuine

(b)     That no officer of the Rural Electrification Agency (REA) or Bureau of Public Procurement (BPP) is a former or present director, shareholder or has any pecuniary interest in the company

(c)      The company is presently not in receivership, or subject of any form of insolvency or bankruptcy or winding up petition or proceedings.

(d)     That No Director of the company has ever been convicted in any country of any criminal offence, fraud or financial impropriety.

(xiii)  A Letter authorizing the Rural Electrification Agency to verify the authenticity of claims and documents submitted by the company with relevant authorities

(xiv)  A clean copy of the certified Payment Receipt for the Non-refundable Tender fee of N25,000 to the Agency.

(xv)   Possession of Certificate of registration under the BPP’s National Data Base for Federal contractors shall be an advantage.

(4.0)  Collection of Tender Documents

(4.1)  Interested Bidders are to pay a non-refundable Tender fee of N25,000.00 (Twenty Five Thousand Naira) only in Bank Draft to obtain the necessary Bidding Documents. In line with recent Federal Government policy on Treasury Single Account (TSA). all Bank Drafts are to be drawn in favour of the Accountant – General of the Federation (CBN Account No. 3000002095). Bidders are, however, to pay over their drafts to the Funds Directorate of Rural Electrification Agency at, REA Corporate Headquarters, 22 Free Town Street, Wuse 2, Abuja and obtain a receipt.

(4.2)  Original and Photostat copies of the receipt should then be presented to Procurement Directorate for collection of Tender Documents between the hours of 10:00am and 4:00pm Mondays to Fridays on or before 12:00noon, Friday, 27th November, 2015.

(4.3)  Please note that the original copy of the payment receipt must be sighted and certified by the Procurement Desk officer before issuance of Tender Documents.

(5.0)  Submission and Opening of Tender Documents

(5.1)  Three (3) spirally bound hard copies i.e. one Original and two duplicate copies of the Technical Document and Three (3) hard copies of the Financial Bid i.e. one Original and two duplicate copies also neatly bound in A4 size papers must be submitted together with One CD soft copy containing the Financial Bid done in Excel and marked on the printable surface with the company’s name and lot number.

(5.2)  The Tenderer shall enclose the Technical documents in one(1) envelope and the Financial Documents in another envelope, duly marking the envelopes as “Technical” and “Financial”. These two (2) envelopes shall then be enclosed in one (1) single bigger outer envelope with the Lot Number. Project Title and Package Number clearly indicated on the top left corner and addressed to:

(5.3)  The reverse side of all envelopes used must bear the bidding company’s name and address (in capital letters) and the authorized contact person’s phone numbers.

(5.4)  All Tenders are to be dropped in the tamper proof “Tender Boxes” in the Reception area i.e. (Ground Floor) of the Agency’s Corporate Headquarters, 22 Free Town Street, Wuse 2, Abuja not later than 12:00 Noon on Monday 30th November, 2015. Bids submitted after this deadline shall be rejected.

(5.5)  Opening of Tenders shall commence immediately following the submission deadline on Monday, 30th November, 2015 in the premises of the Agency’s Corporate Headquarters.

(6.0)  Important Notices

(6.1)  Each eligible company is allowed to bid for only one Lot. Multiple lot bidding is not permitted and any company discovered to have submitted bids for more than one lot shall be disqualified.

(6.2)  Companies that are related or found to have the same directors or personnel shall be consolidated and treated as one company for purposes of enforcing the policy of one eligible company to one contract.

(6.3)  Failure to use or heed the instructions in the REA Standard Bidding Documents as issued will result in disqualification. It is mandatory to complete all the relevant sections including the forms in Section 5 of the Standard Bidding Document.

(6.4)  No Bid Security is required and the Agency shall not be responsible for loss of unsolicited bid security.

(6.5)  Contractors with history of abandonment/non-completion of rural electrification contracts or who lack capacity need not apply.

(6.6)  Tenders in envelopes not correctly addressed or that omitted the Lot Number, Project title, Package number or contractor’s identification on the reverse side shall be rejected.

(6.7)  All documents submitted shall be referred to either security agencies or the issuing authorities for verification.

(6.8)  The Agency shall not be liable to any bidder for loss or refusal to accept any loose papers stapled or inserted in-between bound documents or submissions not bound in the prescribed format.

(7.0)  Disclaimer and Conclusion

(7.1)  This advertisement is published for information purposes only and does not constitute an offer, commitment or obligation by REA to transact with any party, nor entitle any Bidder to make any claims whatsoever/or seek any indemnity from the Agency.

(7.2)  The Agency will not be responsible for any costs or expenses incurred by any interested party in connection with preparation of documents or submissions made in response to this invitation and or in response to any inquiry or clarification arising there from.

(7.3)  The Rural Electrification Agency pledges fair and equal treatment of all bidders but is not bound to shortlist any bidder and reserves the right to annul the selection process at any time without incurring any liabilities to the bidders.

Call for Expression of Interest 

Background

BBC Media Action, Nigeria is part of the international charity arm of the BBC. BBC Media Action operates in many countries around the world, and uses the power of media and communication to help reduce poverty and support people in understanding their rights.

We are inviting interested organizations to submit expressions of interest to supply and provide equipment and printed articles for one of BBC Media Action’s projects. The requirements for this are as follows:

(1)     Printing of 130,000 photo cards, (A4size)

(3)     Supply of 250 battery operated or wind-up portable radios with SD Card inserts,

(4)     Supply and printing of 300 high quality cloth bags (A4 size),

 (A)      Introduction

The Federal Government of Nigeria has received financing from the World Bank, Global Environment Facility (GEF), Special Climate Change Fund in addition to its own Fund towards the cost of the Nigeria Erosion and watershed Management Project (NEWMAP). The NEWMAP is an eight year multi-sector and multi-scale programme with the objective to rehabilitate degraded lands and reduce longer-term erosion vulnerability in targeted States with acute gully erosion. Currently these states include: Anambra, Abia, Cross River, Edo, Enugu, Ebonyi, and Imo. It is expected that more states will be included in the course of the Project implementation.

Imo State being one of the participating States in the implementation of Nigeria Erosion and Watershed Management Project intends to use part of the proceeds of the credit for engagement of an Individual Consultant for preparation of an Abbreviated Resettlement Action Plan (ARAP) for the Umuomeji-Umuturu- Ezemazu-Urualla Gully Erosion site Ideato-North LGA, Imo State.

(B)     Objective of the Services

The objective of the consulting services is to prepare an Abbreviated Resettlement Action Plan (ARAP) for the Umuomeji-Umuturu-Ezemazu Urualla Gully Erosion site in Ideato-North LGA, Imo State.

The ARAP is to identify and assess the human impact of the proposed works at the Umuomeji-Umuturu-Ezemazu-Urualla gully erosion site and to prepare an Action Plan to be implemented in coordination with the civil works in line with World Bank Policy and Nigeria policies and laws. The Resettlement Plan will identify the Project affected persons (PAPs), engage them in participatory discussions regarding the plan and formulating a plan of action to adequately compensate people for their losses.

(C)      Specific Task of the Consultant

The Individual Consultant for the Abbreviated Resettlement Action Plan (ARAP) for the Umuomeji-Umuturu-Ezemazu Urualla Gully Erosion site in Ideato-North LGA Imo State will perform the following task:

(a)     Identify and assess the human impact of the proposed works at subproject intervention site.

(b)     Coordinate a meeting between Imo NEWMAP, the affected Communities and the Engineering firm that will design the subproject to identify the hopes and demands and articulate same into the plan.

(c)      Identify the perimeter within which people and land will be affected by displacement or land acquisition using maps, engineering drawings and satellite imagery.

(d)     Carry out a complete census survey of all families, businesses, vulnerable groups, public buildings, farms and other infrastructures located within the perimeter using GIS technology.

(e)      Proactively assist affected parties and claimant to settle conflicts that may arise due in the implementation of ARAP.

(f)      Prepare a socio- economic profile of the affected community including but not limited to demographic structure of the community, leadership patterns and political processes, family structure, existing organisations (age grades, religious groups etc), important local customs, primary forms of livelihood, relevant aspects of gender etc.

(g)     Develop a resettlement plan based on the census and the socio-economic studies carried out.

(h)     Identify mitigation measures and design a mitigation plan using the necessary tools.

(i)      Setting a cut off date for the completion of the census after which no compensation will be made to families or persons who will install themselves within the affected area or for improvement made to homes or other structures.

(j)    Prepare an action plan that will be satisfactory to the World Bank and Imo State Government to be implemented in coordination with the Civil Works in line with the subproject design.

(k)   Identify the project affected persons (PAPs) and engage them in participatory discussion regarding the plan and formulating a plan of action to adequately compensate people for their losses.

(l)    Provide training resettlement related activities for SPMU and other relevant institution involved in implementation of the ARAP.

Duration of the Assignment

The Consultancy will last for a period of Forty (40) calendar days

(E)     Eligibility

To be eligible, the Individual Consultant must possess the following qualifications:

(1)     A minimum of five (5) years working experience in social assessment, involuntary resettlement and other related fields.

(2)     At least a Masters Degree in Social Sciences, humanities, or Social work

(3)     Must have competency and documented experience in social and environmental scientific analysis and development of operational action plans.

(4)     Must have working experience and knowledge of safeguard policies of International Development Institutions like the World Bank.

The ESMP is site-specific and consists of a well-documented set of mitigation, monitoring, and institutional actions to be taken before and during implementation to eliminate adverse environmental and social impacts, offset them, or reduce them to acceptable levels. It also includes the measures needed to implement these actions, addressing the adequacy of the monitoring and institutional arrangements for the upper and lower watersheds in the intervention site.

(C)    Specific Task of the Consultant

The Individual Consultant for Environmental and Social Management Plan (ESMP) for the Umuomeji-Umuturu-Ezemazu-Urualla Gully Erosion site Ideato-North LGA, Imo State will perform the following task:

(a)     Describe biophysical and social environment including the existing status of the sub-watershed (Upper/Lower) and gullies;

(b)     Identity the potential environmental and social issues/risks associated with the intervention;

(c)      Drawing on the feasibility and engineering report and site design, appropriate baseline indicators (for example, m3/sec of runoff collected in the sub-watershed during a heavy hour-long rainfall);

(d)     Develop a plan for mitigating environmental and social risks associated with construction and operation in the gully intervention in consultation with the relevant public and government agencies;

(e)      Identify feasible and cost-effective measures that may reduce potentially significant adverse environmental and social impacts to acceptable levels;

(f)      Develop a time-bound plan for mitigating environmental and social risks associated with the specific intervention in the designated sub-watershed management in consultation with the relevant public and government agencies;

(g)     Identify feasible and cost-effective measures that may reduce potentially significant adverse environmental and social impacts to acceptable levels;

(h)     Identify monitoring objectives and specifies the type of monitoring, with linkages to the impacts assessed and the mitigation measures described above(in a-e);

(i)      Provide a specific description of institutional arrangements; the agencies responsible for carrying out the mitigation and monitoring measures (e.g., for operation, supervision, enforcement, monitoring of implementation, remedial action, financing, reporting, and staff training) and the contractual arrangements for assuring the performance of each implementing agency;

(j)      Define technical assistance programs that could strengthen environmental management capability in the agencies responsible for implementation;

(k)     Provide an implementation schedule for measures that must be carried out as part of the project, showing phasing and coordination with overall project implementation plans; and

(l)      Provide the expected capital and recurrent cost estimates and sources of funds for implementing the ESMP and inform accordingly the design consultants so that these costs are duly taken into consideration in the designs,

(m)    The consultant shall assist the SPMU to: (i) register the ESMP with the environmental assessment (EA) departments at Federal and State levels; and (ii) Disclose the finalized ESMP at National, State, LGA and Community levels.

(D)    Duration of the Assignment

The consultancy will last for a period of forty-five (45) calendar days

(E)     Eligibility

To be eligible, the Individual Consultant must possess the following qualifications:

(1)     A minimum of eight (8) years experience in the design and preparation of an Environmental and Social Management Plan (ESMP) for infrastructure projects with four (4) years in specific experience on planning related to infrastructure development or disaster response.

(2)     At least a Masters Degree in Civil/Environmental Engineering, Environmental Sciences, Social Sciences or any other relevant fields.

(3)     Must have competency and documented experience in social and environmental scientific analysis and development of operational action plans.

(4)     A working knowledge of World Bank operational safeguards policies gained through hands-on experience in the preparation and implementation of environmental and social management plans in an urban area.

(2.0)    Requirements

For purposes of evaluation, interested Contractors should supply the following information including but not limited to the following:

  • Evidence of registration with the corporate Affairs Commission(CAC)
  • Tax clearance certificate for the last three years i.e. 2012, 2013 and 2014 (Tax Identification Number must be very clear)
  • VAT registration certificate with evidence of remittances to Federal inland Revenue Service FIRS (2012 to 2014)
  • Evidence of registration with Bureau of Public Procurement (BPP)
  • Evidence of compliance with the Pension Reform Act, 2004 and up to date payment of pension /social security contributions
  • Evidence of payment of Industrial Training contribution to the Industrial Training Fund(ITF).
  • Evidence of registration with financial Reporting Council of Nigeria (FRCN).
  • Company’s audited account for the last three years (2012,2013 and 2014),duly endorsed by a firm of chattered accountant.
  • Evidence of verifiable financial capability (a letter of support from a reputable bank will be an added advantage),
  • Evidence of technical capability to execute the job.
  • Manufacturer’s authorization for distributors/ suppliers,
  • A sworn affidavit certifying that the company is not in receivership, insolvency or bankruptcy.
  • A sworn affidavit that no officer of NPopC or BPP is a director or shareholder or has any peculiarity interest in the bidder,
  • A sworn affidavit that none of the Directors of the company has been convicted for criminal offence in relation to fraud or financial impropriety in any court in Nigeria or elsewhere.

(3.0)    Method of Application.

All interested Contractors will be required to submit detailed Technical and Financial proposals in accordance with standard request for proposed submission along with their Company profile. The Contractor is expected to pay a non- refundable Tender fee of ₦10,000= only for each lot to the Commission, using the e-payment portal (www.Remita.net ) in any bank to the National Population Commission and bring the payment evidence to Cash Office.

(4.0)    Collection of Bidding Documents.

Bidding documents for the proposed Job shall be collected at the National Population Commission Headquarters, Room 333 at No 1, Masaka close, off Olusegun Obasanjo way, Wuse zone 7, Abuja.

(5.0)    Submission of Tenders and Closing Date.

The Technical and Financial Documents should be submitted in separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” respectively both enclosed in a third sealed envelope marked with the respective Lot Number, Project title, Company address and telephone number at the reversed side of the envelope to be addressed to:

(6.0)    Opening of Bids

Submission of bids shall close by 12.00 noon on Wednesday 25th November2015. Opening of bids shall take place immediately following the deadline stipulated for submission in the Commission’s Conference Hall.

(7.0)    Additional Information

Please Note

(a)        Original of the submitted document as enlisted in item (2) above may be required for sighting when necessary.

(b)       No company should apply for more than one lot,

(c)        Failure to comply strictly with the Commission’s instructions shall lead to disqualification; and all Information supplied by all contractors will be verified by appropriate authority inducing EFCC, ICPC and FIRS.

(d)       Any bidder that submits fake documents shall be out rightly disqualified and may be reported to the relevant authority.

(e)        This advertisement shall not be construed to be a commitment on the part of National Population Commission nor shall it entitle any person to make any claim what so ever and / or seek any indemnity from NPC by virtue of such a person or entity having responded to this advertisement.

(f)        Items (i-vii) of (2) above are mandatory.
