(B)     Prequalification Requirements

Reputable and interested Contractors/Vendors wishing to undertake the procurement and the other services are to indicate their intention by submitting Technical Bid documents in the following order.

(i)      Evidence of Registration with the Corporate Affairs Commission (CAC).

(ii)     Evidence of Registration with IMT as a Contractor.

(iii)    Evidence of current Tax Clearance for the last three (3) years.

(iv)    Certified audited accounts for the last three (3) years.

(v)     Verifiable evidence of similar jobs successfully executed.

(vi)    Experience and technical capabilities of the Company, including names of key staff and their qualifications.

(C)    General Information

(i)      Submission is to be made in sealed envelope clearly marked “Technical Bid” indicating the Lot No. Bid is to be enclosed in a single envelope properly addressed and submitted to the Secretary, Tenders Committee in the office of the Registrar, Institute of Management and Technology on or before Friday, 20th November, 2015. Submission closes by 12.00 noon same day.

(iii)    Only prequalified respondents will be invited to submit financial bid.

(iv)    This is only an invitation for solicitation to submit and does not bear any financial undertaking; and IMT is not under any obligation to award any contract to any Contractor/Supplier or Agent.

(x)     List of verifiable construction equipment of indicating ownership or lease agreement for Lot 3.

(xi)    Verifiable evidence of successful completion of similar works within the past three (3) years and attach copies of letters of awards and Certificates of successful completion.

(3)     Bidding will be conducted through National Competitive Bidding (NCB) procedure as specified in the 2007 Public Procurement Act.

(4)     Interested eligible bidders may obtain information from the Vice Principal Special Duties office and inspect the Bidding Documents between 9.00a.m to 3.30p.m (Monday Friday) except public holidays.

(5)     Collection of Documents

A complete set of Bidding Documents shall be collected by interested bidders from the office in paragraph 4 above on the submission of non-refundable tender fee of Ten Thousand Naira (N10,000.00) per lot in certified Bank Draft payable to Federal Government college, Ikot Ekpene.

(6)     Submission of Tender Documents

Request for Expression of Interest (EOI) for GIS Based Mapping under the Nigeria Erosion and Watershed Management Project (NEWMAP), Anambra State, Nigeria 

This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.

As part of Governments commitment to transformation of the Nigerian socio-economy landscape, a multi-sector project is being executed to mitigate the vulnerability to erosion and flooding and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectoral and multi-scale program that targets States with acute gully erosion. The project involves several Federal and State Ministries, Departments and Agencies (MDAs), Local Governments, Communities and Civil Societies who are responsible for planning, economy, finance, works, agriculture, water resources, forests, transport, power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the International Development Association (IDA) for the implementation of the Nigeria Erosion and Watershed Management Project.

Anambra State, a participant in the implementation of the project, intends to use part of the proceeds of the credit for the recruitment of a competent consulting firm for GIS-based Mapping of Gully Erosion Sites and Flood Zones in the state. The service required will include general land use/land cover classification within the Geographic Information System (GIS) framework. The exercise is to help determine the status of gully erosion sites, flood zones and land resources in the state for effective management, monitoring and design of remediation works, The mapping will also underpin project presentation and reporting on key status of erosion sites and flood zones especially the sites for the NEWMAP Gully Rapid Action and Slope Stabilization (GRASS) component.

 (A)    Scope of Work

The scope of the work includes the following:

(1)     Acquisition of satellite data, topographical and geological maps and any other secondary ancillary data.

(2)     Acquisition of necessary spatially-referenced data of both primary sources (such as attributes of selected sites, comprising of soil types, vegetation types.

(3)     Development of spatial database that can be updated from time to time and subsequently, build a GIS system for erosion and flood management (Erosion and Flood Information systems).

(4)     Slope generation and classification from HiDEM for all current and planned erosion sites

(5)     Land use/Land cover thematic classifications from satellite image

(6)     Land use patterns for catchment area under observation, including sand  mining locations and refuse dumping sites

(7)     Natural Drainage corridors within catchment/watershed with approximate lengths and their discharge/percolations points (rivers, streams, waterways etc)

(8)     Roads network together with culverts and storm water offshoots for the watershed.

(9)     Land characteristics for soil loss

(10)   Inventory/assessment of areas affected by flood and erosion in the state through proper “ground-truthing” and/or field visits which involves appraisals, observations and measurements (sample/specimen collection).

(11)   Identification of the mechanisms and processes driving erosion and flood development in the state.

(12)   Identification of other potential areas prone to gully erosion and flooding in the state and the classification of the degree of vulnerability/risk potentials.

(13)   Environmental Sensitivity mapping.

(14)   Proffer best management practices that could mitigate the current problems and prevent future erosion and flood hazards in the state.

(B)     Time Frame

The assignment shall be completed within Eight (8) Weeks after signing of contract.

(C)    Expected Output/Deliverables

The expected output includes:

(1)     Landuse/Landcover map of coverage area

(2)     Drainage network of the coverage area

(3)     Map showing Water catchment/basins in the coverage area

(4)     Map showing the spatial distribution of erosion sites based on classification types

(5)     Map showing erosion/flood prone sites (Environmental Sensitivity map)

(6)     Digital Elevation Model (DEM) and satellite Image of the coverage area

(7)     Technical Reports and Presentations

(8)     Map of erosion Risk hazard shown predicted Annual soil loss

(9)     GIS database system of disaster risk that can be updated (specific to erosion and flooding).

(10)   Map showing buildings that the RAP project will affect and the number of persons involved.

(11)   Map showing the best location for rehabilitation for the affected persons

(12)   Catchment Area Delineation Map.

The following deliverables will also be expected:

(i)      Six (6) hard copies and electronic version of Inception Report with detailed work plan and indicators of performance. To be delivered within one week of signing the contract.

(ii)     Eight (8) hard copies and electronic version of Draft Report to be submitted to the client and circulated for comments and relevant issues raised incorporated into revised version. This will be delivered three (3) weeks after submission of inception report.

(iii)    Final Report to include a concise executive summary with all annexes and bibliography and the dissemination/disclosure plan, to be delivered 2 weeks after submission of Draft Report.

(D)    Submission of Expression of Interests (EOIs)

Nigeria Erosion and Watershed Management Project (NEWMAP) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: (i) Evidence showing that the firm is a legal entity (ii) Evidence showing the fields of specialty of the firm (iii) General experience of the firm(s) in Consulting Services relating to GIS Mapping in the last 4 years (iv) Experience of working in a similar geographical region (v). Availability of key professional staff with suitable qualifications in the field of assignment (vi). Evidence of registration with relevant authorities and professional bodies (vii) Evidence showing the technical and managerial capabilities of the firm in the field of assignment (viii) Brief description (not more than 3 pages) of the proposed Methodology of carrying out the scope of the work.

A Call for Proposal and Invitation to Smile Bidders’ Conference 

CRS Nigeria is currently leading a USAID funded Orphans and Vulnerable children (OVC) Umbrella Grant Mechanism known as Sustainable Mechanism for Improving Livelihoods and Household Empowerment (SMILE) program in consortium with ActionAid Nigeria and Westat. This 5 year program is designed to scale-up care and support for vulnerable children and caregivers in 5 states of Benue, Kogi, Nasarawa, Edo and FCT.

The program is currently in the third year of implementation and is expanding its services in 3 States namely Benue, Nasarawa and FCT. CRS Nigeria and the Ministry of Women Affairs and Social Development (MWASD) in Benue, Nasarawa and FCT Social Development Secretariat are, therefore, pleased to announce a call for proposal from Civil Society Organizations (CSOs) in these states interested in becoming sub-receipts under the program.

Eligibility: Interested CSOs must have at least three years of experience in OVC service delivery and must be legally registered in Nigeria before January 1st, 2012.

The Corporate Affairs Commission intends to undertake the procurement of goods on Lots listed below. Interested contracting firms are hereby invited to tender for the following items:

(2.0)    Tender Requirements

In order to be considered, interested contractors/suppliers shall submit the following:

(a)     Evidence of registration with Corporate Affairs Commission.

(b)     Company’s Profile.

(c)      Evidence of filling of up to date Annual Returns with the Corporate Affairs Commission.

(d)     Tax Clearance Certificate for the last three (3) years.

(e)      VAT registration certificate.

(f)      Companies audited account for the last three (3) years.

(g)     Evidence of similar job carried out.

(h)     Evidence of financial capability or bank support.

(i)      Compliance Certificate with pension contribution.

(j)      Compliance Certificate with Section 6 of ITF Act.

(k)     Evidence of registration with Bureau for Public Procurement (BPP). 

Note: All official letter head and other documents of the company must be in compliance with Section278 of the Companies and Allied Matters Act, 1990.

(3.0) Bid Documents containing full specification on each Lot can be obtained from the office of Director, Procurement located on the 5th floor of the main office building of Plot 420, Tigris Crescent, Maitama, Abuja, upon payment of a non-­refundable sum of Ten Thousand Naira Only (N10,000.00). 

(4.0)    Submission of Bids

Bids are to be sealed with wax in an envelope indicating the Lot number and should be submitted not later than 2.00pm (Nigerian Time) on Thursday 26th November, 2015 to the following address:

(5.0)    Closing Date

Submission of bids shall close at 2.00pm (Nigerian Time) on Thursday 26th November, 2015 to be immediately followed by the bid opening on the same day. All interested members of the public, civil societies and representatives of interested firms are hereby invited to witness the opening at the Commission’s Multi-Purpose Hall, 2nd Floor, Plot 420, Tigris Crescent, Off Aguiyi Ironsi Street, Maitama Abuja at 2.00pm on Thursday 26th November, 2015.

(6.0)  Additional Information

Tenderers should note that:

(a)     The Corporate Affairs Commission reserves the right to inspect or verify claims/information submitted as it deems necessary.

(b)     The Corporate Affairs Commission reserves the right to annul the bidding process when unforeseen development warrants such action, without incurring any liability and assigning any reason thereof.

Eligibility Requirements

To be eligible for consideration of its tender, a tenderer should meet the following requirements:

Invitation to bid for the Disposal of Used Vehicles

MTN Nigeria Communications Limited hereby invites interested, reputable and competent buyers to participate in the bidding

Process for the sale of 222 used vehicles (221 Mitsubishi 1200 and 1 Suzuki APV) located in 4 cities across the country, as shown below:

  • Lot 1-Lagos-39 Vehicles
  • Lot 2-Portharcourt-90 Vehicles
  • Lot 3-Abuja-67 Vehicles
  • Lot 4-lbadan-26 Vehicles

Terms and Conditions of Sale

(1)       Items are offered for sale “as is” and are not guaranteed as ‘fit for purpose’

(2)       Buyers can bid for a minimum of one lot or a maximum of all the lots as indicated above. Bids for single vehicle units will not be considered.

(3)       MTN will not be liable for any loss of expectation, claim, damage or environmental hazard arising as a result of bidding, or the disposal, sale or use of the items once they are removed from our premises.

(4)       Buyers must indicate interest to participate by obtaining bid documents from The Secretary, Asset Disposal Committee, Tender Room, Ground floor, Golden Plaza, Falomo, Ikoyi, Lagos.

(5)       Bid documents will only be made available upon payment of a non-refundable fee of Twenty Thousand Naira Only (₦20,000) in a bank draft raised in favour of MTN Nigeria Communications Limited.

Inspection

Bid documents will contain details of all vehicles and their respective locations. Interested buyers can visit these locations for visual inspection from Thursday October 22nd to Tuesday October 27th2015. (10.00a.m – 4.00pm daily) 

Bid submission

All bids must be dropped in the Asset Disposal Box, Tender Room, Ground Floor, Golden Plaza Building, Falomo, Ikoyi, Lagos, before the bid closing date.

Bid Closing Date

The deadline for submission of bids is 4pm on Thursday October 29th 2015.

Bid Award
