Invitation to Tender (Technical and Financial) for the Execution of the Underlisted Projects

(1.0)    Introduction

(1.1)  The Nigerian Electricity Management Services Agency (NEMSA) is desirous of executing projects approved under the 2015 Budget.

Accordingly, the Agency invites qualified, interested and eligible Contractors to tender for the procurement of the following Works:

 

Lot 1:          Completion of 33KV O-H Line to Opoji Injection Substation, Esan Central LGA, Edo State.

Lot 2:          Completion of Ongoing 1×15 MVA, 33/11KV and 11KV Panel in Idi Ogun Injection Sub-Station at Offa, Kwara State: Purchase and Installation of 11KV Indoor Panels.

Lot 3:          Completion of Solar Street Lighting System in Eguare Community Opoji, Esan Central LGA, Edo State.

Lot 4:          Construction of Solar Street Lighting System at Efakpa, Ojoko and Adumu in Imane Olamaboro L.G.A, Kogi State.

Lot 5:          Construction of Solar Street Lighting System from Okegbi to Ubele River Ogugu, Olamaboro L.G.A, Kogi State.

Lot 6:          Provision of Solar Street Light in Offa Town and Environs.

Lot 7:          Electrification of Onyinyi, Ojwo, Ayogbe, Onyohu Ochodu, Adum West and Aiko Communities, Obi and Oju L.G.A., Benue State.

Lot 8:          Electrification of Iwili, Ipolo Ugboju, Entekpa, Opaha, and Part of Otukpo Communities, Apa and Otukpo L.G.A., Benue State.

Lot 9:          Electrification of Ipido Akpodo, Akpuneje Edumoga, Odoba and Ipiga Communities, Okpokwu and Ogbadibo LGA, Benue State.

(2.0)    General Criteria

(i)         Evidence of Company Registration with Corporate Affairs Commission (CAC).

(ii)        Evidence of Tax Clearance Certificate for the last three (3) years i.e. 2012, 2013, 2014.

(iii)       Evidence of Value Added Tax (VAT) Registration.

(iv)      Evidence of compliance with the Industrial Training Fund Amendment Act, 2011 by inclusion of Compliance letter from the Industrial Training Fund.

(v)       Certificate of Compliance with the provision of the new Pension Reform Act 2014.

(vi)      Comprehensive Company’s Profile.

(vii)     Verifiable Evidence of having successfully completed similar works in the past (at least three (3) evidences including Award Letters, Completion Certificates, Inspection/Certification Certificates issued). Note that all the above are subject to verification.

(viii)    Financial Capacity Profile of the company and Banking Support.

(ix)      Submission of three (3) years Audited Account for 2012, 2013, 2014; and

(x)       Evidence of Registration on the National Database of Contractors, Consultants and Service Providers provided by the Bureau of Public Procurement (BPP).

(3.0)    Specific Requirements (Works)

(i)         Evidence of NEMSA Pole Manufacturer’s Certification of Poles to be used for project execution by NEMSA.

(ii)     Evidence of Ownership or access to lease of relevant Equipment, Machineries, etc; and

(iii)    Evidence of Licence/Certification of FMoP/NEMSA for Electrical Contractors and Solar Installers.

 

(4.0)    Bid Collection

Interested Companies (bidders) are to collect bidding documents from the Procurement Department upon payment of a non-refundable tender fee of N20,000.00 (Twenty Thousand Naira only) to Nigerian Electricity Management Services Agency (NEMSA) Account through the CBN Remita Platform. A photocopy of the evidence of payment is to be presented for collection of the bidding document for each lot as from Monday, 26th  October, 2015 between the hours of 9:00 am and 5:00 pm from Monday to Friday.

(5.0)    Submission of Tender Documents

Completed bidding document should be enclosed in two separately sealed envelopes labeled “Technical” and “Financial” (one original and two Duplicate) (2 envelope system) both put in a bigger envelope clearly marked at the right hand comer indicating appropriate project title and lot number and name of bidder clearly written at the reverse side and addressed to:

(6.0)    Closing and Opening of Bids

Submission of bids closes on Monday, 7th December, 2015 at 11:00 am. The submissions will be opened immediately after the closing time at the same address above.

Bidders or their representatives, NGOs, Professional bodies and interested members of the public are invited to the Bid opening exercise.

Please Note

(i)         Contravening any of the conditions in paragraph 2 (i-x) will lead to disqualification of bid.

(ii)        This Advertisement shall not be construed as a commitment on the part of NEMSA to award contract to any Contractor, nor shall it entitle any Contractor submitting documents to claim any indemnity from NEMSA.

(iii)       NEMSA reserves the right to take decisions on any of the documents received.

Expressions of Interest

The Federal Government of Nigeria has received a credit facility from the International Development Association (IDA) under the World Bank towards the cost of Nigeria Electricity and Gas Improvement Project (NEGIP) and intends to apply part of the proceeds of this credit to payments under the contract for Technical Assistance for Engineering Supervision and Site Management of Supply and Installation of Substation Essential Power Equipment

The consulting services (“the Services”) includes:

  • Project Management and Supervision
  • Technical Control of Designs
  • Receipt of the equipment in factory and supplies to site
  • Pre-Commissioning Tests And Commissioning Upon Works Completion
  • Transfer of Know-How (On the Job Training)

The total duration of the consultancy shall be approximately twenty-four (24) calendar months.

The Transmission Company of Nigeria – Project Management Unit (TCN-PMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The Consultant must possessed:

(a)        Having been established for not less than ten (10) years as an Engineering Consulting Firm with evidence

(b)       General Experience in the Supervision of Electrical Engineering Projects

(c)        Specific track record/experience in Supervision of Installation and Commissioning of Substation Projects in the last 10years

(d)       Relevant experience in Engineering Supervision and Site Management of Substations including Digital Control Systems (DCS) in the last 10years

(e)        Submit evidence of Quality and Environmental Management
