Call for Expression of Interest/Invitation to Prequalify for Selection as Comprehensive HIV/Aids Services Sub-Recipient (SR) for Global Fund TB/HIV New Funding Model

 

The National Agency for the Control of AIDS (NACA) has been appointed as Principal Recipients (PRs) for TB/HIV grant for

the public and private sector components of the New Funding Model (NFM) from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM)The Principal Recipient will be responsible for scale up of comprehensive HIV/AIDS services in 6 priority states. The remaining 30 states plus FCT are classified as maintenance states.

The Global Fund grant will scale-up HIV/AIDS prevention, treatment and care services in 6 priority states. These are: Kaduna, Oyo, Lagos, Imo, Rivers and Akwa Ibom States. The grant will maintain currently on-going services in the remaining 30 states and FCT of the federation for a period of two and half years.

The states not mentioned above will constitute the maintenance states and the activities carried out here will be done by the NGO SRs to whom this advert refers.

To implement the New Funding Model, NACA requests proposals from qualified and reputable organisations with relevant experience in the area of provision of HIV/AIDS prevention, treatment and care services for appointment as sub-recipient (SR), NACA will coordinate funding and provide technical support to the successful organizations appointed as Sub-Recipient (SR). Objective of Service

To sustain service provision for HIV/AIDS and TB in the 30+1 maintenance states as outlined below

Modules:

The Sub-Recipient will partner with NACA to provide services in the following key modules:

(a)     HIV Counseling and Testing (HCT)

(b)     Prevention of Mother to Child Transmission (PMTCT)

(c)      Anti-Retroviral Therapy (ART)

(d)     Prophylaxis and Treatment of Opportunistic Infections

(e)      TB/HIV Co-infection

(f)      Sexual and Reproductive Health and HIV/AIDS Integration (SRH/HIV)

(g)     Health Systems Strengthening (HSS)

(A)    Eligibility Criteria

To be eligible for consideration, interested organisations must provide the following details:

(a)     Profile of the organization, including organization’s certificate of incorporation, physical address, organogram of management structure, ownership (including board membership), and contacts (telephone, facsimile and email);

(b)     The organisation must show evidence of registration spanning more than 5 (five) years;.

(c)      Profile of management team. and members of the Board-this MUST show evidence of relevant qualifications and experience;

(d)     Copy of current strategic plan, and details of operating budget for 2012,2013 and 2014 as well as forecast for the next three years.

(e)      Evidence of financial management systems (accounting, internal control,) Evidence should on a minimum include details of accounting system in place, presence of procedural manuals on Human Resources, Procurement, Finance and Accounting, Cash Management among others.

(f)      Provide certified copies of the audited financial statements for 2012,2013 and 2014. along with the accompanying Management Letters;

(g)     Evidence of previous health projects handled, particularly HIV and/or TB, with details of grant amounts, funding agencies and period of such grants, Organisations that have already carried out donor funded projects with budget similar to a minimum of US$100,000 per annum will have an advantage.

(h)     Evidence of the availability of qualified personnel for the SDAs listed above

(i)      Evidence of tax payment for the past 3 consecutive years;

(j)      Evidence of VAT registration and proof of remittances and/or tax exemption certificate;

(k)     Evidence of Compliance with the Provision of the Pension Reform Act 2004

NACA proposes the use of 6 (six) SR’s for the purposes of maintaining service delivery in the 30 states plus FCT. Find below the LOTS to which they have been divided;

(B)     Evaluation and Selection of the SR

(l)      The Country Coordinating Mechanism (in conjunction with NACA) will constitute a technical panel which will review the Eol and

shortlist Applicants to proceed to the next stage of Request for Proposals based on the criteria listed above,

(m)    At this stage, a ‘yes’ (representing by a score of “1”) or ‘no (represented by a score of “0”) qualifier will be used to rate all the

points above, and only organizations with a ‘yes’ response against all the points above will be considered. Only bidders who score more than 80% will proceed to the next stage,

(n)     All costs incurred by bidders as a result of this process and any subsequent requests for information shall be borne by the

bidding organizations..

(o)     Only companies that satisfy the Pre-qualification requirements will be contacted with Requests for Proposal (RFP) and Request for Quotes (RFQ).

(p)     This advertisement shall not be construed as a commitment on the part of NACA to appoint any organisation nor shall it entitle any organisation to claim any indemnity from NACA.

Assignment Title: External Auditor

The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria Housing Finance Program (NHFP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the provision of external auditing services to the NHFP. The objective of the audit of the Project Financial Statements (PFSs) is to enable the auditor to express a professional opinion(s) on the financial position of the project at the end of each fiscal year, and on funds received and expenditures incurred for the relevant accounting period.

The audit of the project will be earned out in accordance with International Standards on Auditing (ISA) promulgated by the International Federation of Accountants (IFAC), and will include such tests and auditing procedures as the auditor will consider necessary under the circumstances. Special attention should be paid by the auditor as to whether the:

(a)     World Bank financing (and all external financing where the World Bank is not the only financier) has been used in accordance with the conditions of the relevant financing agreement, with due attention to economy and efficiency, and only for the purposes for which the financing was provided as outlined in the Project Agreement, Financing Agreement, Subsidiary Agreement and the Subordinated Loan Agreement.

(b)     Counterpart funds have been provided and used in accordance with the relevant financing agreements, with due attention to economy and efficiency, and only for the purposes for which they were provided.

(c)      Goods, works and services financed have been procured in accordance with the relevant financing agreements including specific provisions of the World Bank Procurement Policies and Procedures.

(d)     All necessary supporting documents, records, and accounts have been maintained in respect of all project activities, including expenditures reported using Statements of Expenditure (SOE) or Interim Unaudited Financial Statements (IFS) methods of reporting. The auditor is expected to verify that respective reports issued during the period were in agreement with the underlying books of account.

(e)      Designated Accounts have been maintained in accordance with the provisions of the relevant financing agreements and funds disbursed out of the Accounts were used only for the purpose intended in the financing agreement.

(f)      National Laws and regulations have been complied with, and that the financial and accounting procedures approved for the project (e.g. operational manual, financial procedures manual, etc.) were followed and used.

(g)     Financial performance of the project is satisfactory.

(h)     Assets procured from project funds exist and there is verifiable ownership by the implementing agency or beneficiaries in line with the financing agreement.

(i)      Training/workshops/study tour expenditures, where incurred, have been in compliance with the established policy and there is value for money.

(j)      Ineligible expenditures included in withdrawal applications are identified and reimbursed to the Designated Accounts. These should be separately noted in the audit report.

The Project Administration Team (PAT) on behalf of the Central Bank of Nigeria as the Project Implementation Entity (PIE) now invites eligible Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

  • The auditor should be familiar with the Bank’s Guidelines on Annual Financial Reporting for World Bank-Financed Activities, June 30, 2003, which summarizes the Bank’s financial reporting and auditing requirements.
  • The auditor should be familiar with World Bank Procurement Guidelines, which can be obtained from the project implementing entity.
  • The auditor should also be familiar with the Bank’s Disbursement Handbook for World Bank Clients, Disbursement Guidelines for Projects: May 2006. These documents are available on the Bank’s website and could be obtained from the Task Team Leader.
  • The auditor should possess a licence from a recognized professional body that permits the practice of external auditing in Nigeria.
  • Experience in the provision of external auditing services for World Bank assisted projects or International donor financed projects would be an added advantage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultants Qualification (CQ) method set out in the Consultant Guidelines.

The total area which the mining lease covers is 200acres (approx. 81 hectares).

(3.0) Qualification Requirements/Eligibility Criteria:

Interested and competent contractors wishing to carry out the projects as described above will be required to submit the following documents:

(l)      Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.

(2)     Current Company Tax Clearance Certificate corresponding with the company annual turnover for three years 2012, 2013 & 2014 (expiring by 31/12/2015).

(3)     Possession of experience as a Prime Contractor in at least (2) projects of similar nature and complexity with verifiable letters of contract award and certificates of job completion within the last Five (5) years.

(4)     Detailed Company profile and Organisation structure including names and telephone numbers of key personnel (Technical/Managerial).

(5)     Evidence of financial capability (Reference letter from reputable bank).

(6)     Copies of VAT Registration with TIN number and evidences of VAT remittances for the last 3years.

(7)     Company’s Audited Accounts for the last three years (2012, 2013 & 2014).

(8)     Evidence of 3 years development levy for two directors.

(9)     Evidence of registration as a Contractor with appropriate class, with the Lagos State Government.

(10)   Sworn Affidavit confirming that all documents submitted are authentic.

(11)   All copies of all the documents provided in the bid shall be signed by the person duly authorized to sign on behalf of the bidder. 

(4.0) Note:

(i)      Additional details are provided in the Bidding Documents.

(ii)     All claims must be adequately substantiated with documents and must be verifiable.

(iii)    Bids from two or more different bidders having common controlling partners shall be disqualified if bidding for the same lot.

(iv)      The Ministry of Works & Infrastructure shall deal directly with only the authorized officers of interested companies and not with their agents.

(v)       This bidding exercise shall not be construed as a commitment on the part of the Ministry of Works & Infrastructure to award the contracts to anyone or even award any contracts at all.
