(12)   Bidders should indicate the job category they intend to bid for.

(B)     Payment of Tender Fee

Bidders are to pay a none refundable fee of N25,000.00 naira for each Lot into FGGC, Bajoga, Treasury Single Account (TSA).

Interested companies should collect tender documents from the secretary, School Tenders Board, FGGC, Bajoga upon payment of N25.000.00 naira only none refundable fee with a Certified Bank Draft of 2% bid security.

Consultancy Services for Preparation of Resettlement Action Plan (RAP), Environmental & Social Impact Assessment (ESIA) and Environmental & Social Management Plan (ESMP)

The Federal Government of Nigeria on behalf of Oyo State Government has applied for financing from the World Bank toward the cost of the Ibadan Urban Flood Management Project (IUFMP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) shall carry out detailed and comprehensive studies and audit in accordance with the World Bank Environmental Safeguard Policies, Federal and State Environmental laws, regulations, acts, policies and guidelines in order to carry out the required activities that will ultimately produce the safeguard required to cope with the intended work and sustainability. The services will include the preparation of the following:

(1)     Environmental and Social Management Plan (ESMP) for the following culvert/bridges located at:

(i)      Olorungunwa Culvert, POAT Area, off Ife-Ibadan Expressway, Olode, Ibadan

(ii)     Foworogi Culvert, Egbedatuba Road, Musilm Area, Ibadan

(iii)    Maje Culvert, Maje Idi Mango Road, Soka Area, Ibadan

(iv)    Omiri Culvert, POAT Area, off Ife-Ibadan Expressway, Olode, Ibadan

(v)     Ebenezery Culvert, Alakia-Isebo Road, Ibadan

(vi)    Elere River Culvert, Egbeda-Tuba Road, Ibadan

(vii)   Alaro-7up Road, Oluyole Estate, Ibadan

(2)     Environmental and Social Impact Assessment (ESIA) for the following culvert/bridges located at:

(i)      Ogbere Moradeyo – Ogbere Moradeyo Road -(Ogbere River)

(ii)     Believer’s Stream, Odo-Ona Elewe Area, Ibadan

(iii)    Alaro-Poly Bridge, Sango-Eleyele Express Road, near Ijokodo junction, Ibadan

(3)     Abbreviated Resettlement Action Plan (ARAP) for the following culvert/bridges located at:

(i)      Alaro-Poly Bridge, Sango-Eleyele Express Road, near Ijokodo junction, Ibadan

(ii)     Believer’s Stream, Odo-Ona Elewe Area, Ibadan

(iii)    Omiri Culvert, POAT Area, off Ife-Ibadan Expressway, Olode, Ibadan

(iv)    Olorungunwa Culvert, POAT Area, off Ife-Ibadan Expressway, Olode, Ibadan

The implementation period for the preparation of the above listed services in order of priority is:

(1)     ESMP shall be 8 weeks

(2)     ESIA shall be 12 weeks

(3)     RAP shall be 10 weeks

The Oyo State Government through Ibadan Urban Flood Management Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(a)     Experience in the Preparation of ESMP, ESIA and RAP in line with World Bank Environmental Safeguard Policies as required for project implementation. Evidence of recent relevant assignment in the last three (3) years would be an added advantage.

(b)     Relevant working experience with international development institutions like the World Bank, as well as familiarity with the community and environment stated for intervention would be an added advantage.

(c)      The firm should be able to mobilize qualified and experienced professionals related to the assignment.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers (“Consultant Guidelines January 2011”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:

A Consultancy Firm will be selected in accordance with the Consultant Qualification (CQ) method set out in the Consultant Guidelines.

Introduction

The Federal Inland Revenue Service (FIRS) has allocated funds in the year 2015 budget for the construction and renovation of office buildings nationwide. This is in a bid to provide safe, conducive working environment for its workforce and taxpayers alike thereby ensuring standardization of the office, improved connectivity and increase in the presence of Service nationwide thus helping increase the revenue generated.

To achieve the desired objective, the Service invites prospective contractors to tender for the construction/renovation projects nationwide.

(2)    Scope of Work and Location

(a)    Renovation of Jos MSTO               – Lot 1

(b)    Renovation of Benin MSTO           – Lot 2

(c)    Construction of Osisioma MSTO     – Lot 3

(d)    Construction of Sapele MSTO Annex Building         – Lot 4

(e)    Construction of Alimosho MSTO        – Lot 5

(3)    Eligibility to Participate

Interested reputable contractors must have necessary competences and possess the following:

(i)      Certificate of the Company’s Registration/incorporation verifiable

from Corporate Affairs Commission

(ii)     Interested companies should have up to date returns with the Corporate Affairs Commission

(iii)    Company’s Current Tax Clearance Certificate issued by the appropriate authority. The certificate should reflect the true turnover of the company in relevant tax periods.

(iv)    Evidence of registration on the National Database of Contractors, Consultants and Service Providers with BPP.

(v)     Evidence of compliance with social contributions (PENCOM, ITF, etc.)

(vi)    Evidence of membership of the relevant professional association or organization.

(vii)   VAT registration certificate.

(viii)  Company profile in line with the following criteria:

Profile of the company:-

  • Management Structure
  • Size of Company (Technical & Non Technical Staff).
  • Name of head of Technical team for the proposed project with relevant certification (ARCON, COREN, CORBON, QRSBN, etc)
  • Members of proposed technical team who are registered for the FIRS project must have minimum 1no Quantity Surveyor, 1no Architects, 2nos Engineers (Civil and Mechanical Engineer) with at least 5years minimum post registration experience in the construction industry and registered with relevant professional bodies.
  • Name and number of years of experience of the steel sub­contractor (provide relevant certifications, CAC certificate, TCC, ITF and Pencom).
  • Years of Experience of the Project Manager in the Construction Industry (Attach CV, certificates, details of Project Handled with proof).

Experience in performing similar work:

  • Evidence of project execution in the last 5 years which must be in the range of over N50 million. (Attach award letters, completion certificate or interim payment certificate).
  • Must have executed minimum of 5 nos. construction projects to completion with each of them having at least a minimum of one (1) suspended floor or more (Attach pictures, address, including client references, completion certificates etc).
  • Evidence of execution of five (5) numbers steel works on a building project having at least a minimum of one (1) suspended floors or more (Attach pictures, address, including client references, award letter, completion certificates etc).
  • Project Methodology (state in clear terms how the project is to be implemented from start to finish).
  • Evidence of Health and Safety Policies

Equipments, plants and machinery/Work Plan/Quality Control:

  • List of relevant construction equipment available to be deployed for the FIRS project. (Provide proof of ownership and year of ownership of each equipment).
  • Quality control measures to be adopted by the company on the project.
  • Attach proposed attainable work schedule and milestone using Microsoft Project.

Financial Capability

  • Proof of access to funding of not less than 70 million Naira which can be accessed for the initial funding of the project or letter from a credible bank.
  • Turnover as reflected on Tax Clearance Certificate.

In addition prospective contractors shall be required to demonstrate that they are financially capable to undertake the contract if awarded. Please note that bankers letter merely stating that the applicant is a customer without any turnover range is not conclusively indicative of financial capacity and therefore not acceptable.

(i)      A sworn statement that the company is not in receivership or Financially/Legally encumbered.

(ii)     Accompanying sworn affidavit of disclosure: to disclose clearly if any of the officers (or related person) of the Federal Inland Revenue Service (FIRS) or Bureau for Public Procurement is a former or present Director of the company and that the company does not have any Director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety.

(iii)    Company’s Bank Statement for the last 12 months attested by the Bank’s Branch Manager.

(iv)    Evidence of audited account prepared by a Chartered Accounting firm in the last three years preceding this advert.

(v)     A sworn affidavit that the company is not a replacement for a hitherto tax defaulting company.

(4)    Not Eligible

All Contractors who have defaulted on previous contract(s) awarded to them by FIRS.

(5)    Collection of Tender Documents

From the date of this advert, interested contractors are required to collect detailed tender documents from Procurement Department, Support Services Group, Federal Inland Revenue Service, (HQ) Revenue House Annex IV 14 Sokode Crescent, Off Michael Okpara Street Wuse, Zone 5, Abuja after presenting evidence of payment of a non-refundable tender fee of N5,000.00 (Five thousand naira only) to the FIRS Treasury Operations Office (TOO) Revenue House.

Introduction

  • Evidence of Health and Safety Policies.

  • Proof of possession of relevant construction equipment available to be deployed for the FIRS project. (Provide proof of ownership and year of ownership of each equipment).
  • Quality control measures to be adopted by the company on the project.

Financial Capability

  • Proof of access to funding of not less than 200 million Naira which can be accessed for the initial funding of the project or letter from a bank guarantying to provide the fund.
  • Turnover as reflected on Tax Clearance Certificate.
  • In addition prospective contractors shall be required to demonstrate that they are financially capable to undertake the contract if awarded. Please note that bankers letter merely stating that the applicant is a customer without any turnover range is not conclusively indicative of financial capacity and therefore not acceptable.

In accordance with the provisions of the Environmental Impact Assessment (EIA) Act, CAP E12 LFN, 2004, which makes it mandatory for proponents of all new major development activities to carry out Environmental Impact Assessment of their proposed projects, the Federal Ministry of Environment hereby announces a Twenty-One (21) working day Public Notice for information and comments on the draft EIA report submitted by Josepdam Port Services Nigeria Limited

Project Description:

The proposed project activities will involve the upgrading /repairs of some existing facilities and the construction of Seven (7) no’s Silos for Dry Bulk and Five (5) no’s Silos (Tank Farm) for Wet Bulk with a capacity of 180.000MT in Terminal ‘A’, Tin Can Island, Lagos State.

Tenders are invited from suitable qualified companies/contractors for the execution of the following projects at Federal Science and Technical College, Ohanso, Ukwa East Local Government Area as per the following:

PROJECTS

Lot 1:          Borehole and reticulation of water in Hostels, offices, labs, classroom, kitchen and staff quarters.

Lot 2:          Construction of 2 blocks of 20 nos VIP toilets.

Lot 3:          Completion of modern kitchen and dining hall.

 (3)     Mandatory Eligibility Pre-Qualification Requirements

(i)      Evidence of Registration with Corporate Affairs Commission (CAC)

(ii)     Certified true Copies of Articles and Memorandum of Association

(iii)    Evidence of tax Clearance Certificate (2012-2014)

(iv)    Evidence of VAT registration and VAT remittance receipts

(v)     Audited Accounts of the Company for the last three (3) years Duly endorsed by a firm of the Chartered Accountants (2012-2014)

(vi)    PENCOM Certificate with evidence of Remittance to Pension Fund Administrators

(vii)   Compliance with the Employee’s Compensation Act (i. e) Remittance of 1% of the total emolument of your workers to the Nigerian Social Insurance Trust Fund (NSITF)

(viii)  Evidence of compliance certificate with Industrial Training Fund (ITF) Act No. 19 of 2011

(ix)    A sworn court affidavit that;

(a)     The company is not in receivership, insolvent or bankrupt.

(b)     The company does not have any Director who has been convicted by any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.

(c)      There is no officer of the relevant committees of NMEC or BPP who is a former or present Director, Shareholder or has any pecuniary interest in the bidder.

(d)     That all the documents submitted for the pre-qualification bid are True and correct in all particulars.

(3.1)  Other Requirements

(x)     A Letter authorizing NMEC to cross-check the submitted company’s documents

(xi)    List and verifiable documentary evidences of similar and other jobs successfully executed (or being executed) within the last three years including their letters of awards, contract agreements and relevant completion certificates or certificates of valuation where the Jobs are on-going.

(xii)   Verifiable list of major construction equipment and facilities including registration numbers, chassis numbers, location (where they can be inspected) and remark on whether these are owned, hired or leased. (if Applicable)

(xiii)  List of key technical personnel stating their roles, designation, qualifications (endorsed copies) and years of experience with the guarantee that a minimum of three (3) relevant Registered Professionals shall be deployed to the project (WORKS PROJECTS) & Evidence of Production site Dealership or Manufacturers Authorization where Applicable (GOODS AND SERVICES)

(xiv)  Evidence of payment of Non-refundable tender fee of N20, 000 for WORKS and N10,000 FOR GOODS AND SERVICES as reflected in the advertisement to collection account No 002015461022 with CBN

(xv)   Original and signed copies of Tender Forms as provided for each lots.

(xvi)  All documents must be serially arranged according to the criteria in the advertisement (as listed above).

(xvii) Detailed company’s profile with relevant information concerning contact, telephone and e-mail of company representative.

(xviii) Evidence of Registration on the National Database of contractors, consultants and service providers online registration with Bureau of Public Procurement

NB: Originals of any photocopied documents submitted above must be produced for sighting during the opening session, PLEASE NOTE THAT SUBMISSION OF FAKE DOCUMENTS IS A FRAUDULENT PRACTICE PUNISHABLE UNDER THE RELEVANT LAWS.

All companies will be assessed strictly on proofs of documents submitted to bake up their claims. 

(3.2.) Financial Proposals

(A)    Works

The following documents shall be issued to interested Companies as the basis for the Financial Proposals.

(a)     A set of drawings for the works giving the specifications required for the construction.

(b)     A blank copy of the Bills of Quantities for the Works to be priced by the interested Company strictly in compliance to the Instruction therein, In addition to the pricing of the Bills of Quantities a responsive Bid must be duly signed by authorised signatory as introduced with works completion period stated.

(E)     Goods & Services

(a)     Detailed scope of services and a copy of quotation for pricing.

(4)     Collection of the Tender Documents

Interested and Qualified bidders are to collect bid documents from procurement unit 2nd floor National Commission for Mass Literacy Adult and Non-Formal Education Headquarter Abuja, upon the presentation of evidence of payment of Non-Refundable tender fee of N10,000.00 (Goods & Services) per lot) AND N20. 000.00 (WORKS) per lot and not more than 2 lots per bidders IFO Mass Literacy commission using the Central Bank of Nigeria (CBN) Payment account number as follows:

(a)     The Commission will not be responsible for any cost /expenses incurred by any interested party(ties) in connection with any response to this invitation and or the preparation or submission in response to any inquiry.

(b)     Please note that this advertisement shall not be construed as a commitment on the part of the Commission to award any or all the above listed projects.

(c)      The Commission reserves the right to verify any claim made by any of the bidders.

(d)     Late submission of bids will be rejected.

(e)      Only firms that comply with mandatory requirements will be considered.

N.B.:

The above listed requirements shall form part of the bids Evaluation criteria and non-compliance with any of the stated conditions shall result in automatic disqualification of the bidder)

(D)    Submission of Tenders:- All duly completed tenders must be submitted in the following prescribed manners;

(a)     The Tender Qualifications/Requirements/Company’s profile mandatorily filled in ink will be sealed in an envelope and boldly marked Technical Requirements for LOT (being applied for) at the topmost right hand corner of the envelope with the name and phone number of the company boldly written at the back of the envelope.
