To this end, the Commission invited duly registered and reputable Insurance Underwriting and Brokerage firms to express interest to provide cover and to manage the various insurance policies as Underwriters or Brokers respectively.

(3.0) Requirements for Expression of Interest

(i)      Evidence of registration with Corporate Affairs Commission.

(ii)     CTC of Tax Clearance Certificate or acceptable evidence of up-to-date payment of Company Tax for year for the last 3 years (2012, 2013 and 2014).

(iii)    Evidence of Registration and Remittances of both employer and employees Contributory Pension provisions and other social security provisions on behalf of the employees of the company.

(iv)    Evidence of ITF Training Contribution

(v)       Evidence of VAT registration and remittance of all Taxes.

(vi)    Audited Accounts for last 3 years (2012, 2013 and 2014) financial years.

(vii)   Evidence of Financial capacity and Banking support.

(viii)  Details of experience and Technical / Professional Qualifications and Roles of key personnel.

(ix)    CTC of evidence of current registration with the National Insurance Commission (NAICOM)

(x)     List of verifiable evidence of similar policies being managed including letters of Award.

(xi)    Update of Annual Returns.

(3.1)  In addition to the above, Underwriters are also expected to submit the following:

(i)         National Insurance Commission Current Practicing Licence.

(ii)        Evidence of valid reinsurance treaty arrangements

(iii)       Identification of available extensions and exemptions applicable to each cover.

(iv)      Time within which the policy and all other documents evidencing the contract shall be issued.

(v)       Claims reporting procedure and documentation in respect of each cover.

(vi)      Time limit within which claims shall be processed and paid.

(vii)     Guarantee/remedy against failure to settle claims as indicated.

(viii)    Other incidental services that can be rendered to the Commission by the company under the contract of insurance.

(ix)      Affidavit of disclosure that none of the persons connected with the bid process in the procuring entity has any pecuniary interest and that the company is not in receivership, or any form of insolvency/bankruptcy nor in debarment and that the company nor any of the Director(s) of the company have been found guilty of financial crime.

(x)       Any other submission that will attest to the company’s reputation and capability to efficiently handle and manage the covers its expressing interest in.

(xi)      Firm/Company’s representative phone Number and e-mail address.

(3.2)  In addition to requirements for expression of interest above, the Brokers are also expected to submit the following:

(i)         National Insurance Commission Current Practicing Licence.

(ii)        Evidence of professional Indemnity Insurance cover from a duly registered insurance company.

(iii)       Evidence of current membership of the Nigerian Council of Registered Insurance Brokers (NCRIB)

(iv)      Evidence that at least a key member of staff is an Associate member of NCRIB.

(v)     Any other submission that will attest to the company’s reputation and capability to efficiently handle and manage the covers its expressing interest in.

(4.0) General Information

(i)         The deadline date for the submission of Expression of Interest document is Tuesday 24th November, 2015 by 12 Noon. While the opening of bids document would be immediately after the deadline on Tuesday 24th November, 2015 by 12 Noon at the Commission’s Conference Hall, Plot 436 Zambezi Crescent Maitama, Abuja.

(ii)        Only firms that are successful after the evaluation of the expression of interest submission will be contracted to provide financial bid.

(iii)       This advertisement shall not be construed as a commitment on the part of INEC nor shall it entitle the tenderer to make any claims whatsoever and or seek any indemnity from INEC by virtue of such tenderer having responded to this advert.

Nigerian Ports Authority hereby invites reputable and competent consultancy firms to submit expression of interest documents for the Provision of Consultancy Services for the Establishment of Traffic Separation Scheme (TSS) for Lagos Pilotage District.

(B)     Scope of Services

The scope of the Consulting Services shall be as follows:

(1)     Draw up Traffic Separation layout on a chart of Lagos approach in hard and soft copies.

(2)     Give co-ordinates of all the Traffic Separation Scheme laid.

(3)     Put note of the Traffic Separation Scheme on the Lagos approach chart.

(4)     Advise on types of buoyage markings as mandated by IALA for Traffic Separation Scheme (TSS).

(5)     Suggest other recommendations

(1.0) Introduction

The Nigerian Ports Authority (NPA) hereby invites interested and competent Information Technology (IT) companies with relevant experience to apply for pre-qualification (National Shopping List) for procurement of Computer Accessories and Consumables for the Nigerian Ports Authority for a period of two (2) years:

(2.0) Scope of Supply

The scope of supply shall be the procurement of Computer Accessories and Consumables such as toners, inks. UPS batteries, network cables, mouse, processors, USB printer panels for Nigerian Ports Authority Headquarters.

(3.0) Pre-Qualification Requirements

Interested companies should submit three (3) Hard copies (one original and two copies) and a Soft copy of the bound bid documents duly signed, paginated, separated by dividers and arranged in the order outlined hereun­der:

(i)      Evidence of Certificate of Incorporation with the Corporate Affairs Commis­sion (CAC) including Form C02 and C07 including Article of Association.

Invitation to Tender as an Insurer for NNPC Non-Oil Assets and Liabilities for the Year 2016/2017

The Nigerian National Petroleum Corporation invites interested Insurance Companies registered in Nigeria, to bid as Insurer for its Non-Oil Assets and Liabilities Insurance Programme.

The contract(s) for the insurance of the Non-Oil Assets and Liabilities shall be awarded to the successful bidder(s) for a period of 12 months. The classes of insurance envisaged include but not limited to Fire and Additional Perils, Burglary, Marine Hull and Cargo, Automobiles, Money, Combined Workmen Compensation / Group Personal Accident, Group Life, General Third Party and Product Liability, Retail Outlets and Travel Medical.

Eligibility Criteria

In order to qualify for bidding, all interested Insurance Companies must meet the following eligibility and qualification criteria:

(A)       Be a Limited Liability Company registered with the Corporate Affairs Commission (C.A.C) in Nigeria and licensed by the National Insurance Commission (NAICOM) to transact Life or General Insurance business or both.

(B)       Have a Paid up Capital of not less than N3,000,000,000 for general, N2,000,000,000 for life assurance and N5,000,000,000 for composite business as per its 2014 Published Annual Report and Accounts.

(C)       Satisfy the margin of solvency requirements as prescribed by the Insurance Act 2003.

(D)       Be a good corporate citizen of Nigeria that pays its taxes when due.

(E)       Fulfill all statutory requirements to operate as an Insurer in the Nigerian Oil and Gas Industry.

All bidders must submit the following documents as evidence to satisfy A to E above:

(1)     Certified True Copy of the Company’s Certificate of Incorporation obtained from the Corporate Affairs Commission within the last 12 months including Forms C02 and C07.

(2)     Certified True Copy by National Insurance Commission (NAICOM) of the Company’s current Licence as an Insurer to transact the class of business it intends to bid.

(3)     Company’s published Annual Report and Accounts for years ending 2014, 2013 and 2012.

(4)       NAICOM’s approval of the published Annual Report and Accounts for underwriting year ending 31st December 2014.

(5)     Original Certified True Copy by The Federal Inland Revenue Service or a Notary Public or Commissioner of Oaths of the Company’s Tax Clearance Certificate for years 2014, 2013 and 2012 (Receipt not acceptable).

(6)     Certificate of Compliance with the provisions of the Pension Reform Art, 2004 issued by National Pension Commission.

(7)       Group Life Insurance Certificate in compliance with the Pension Reform Act 2004.

(8)       Certificate of Compliance with the provisions of the Employee Compensation Act 2010 issued by the Nigerian Social Insurance Trust Fund.

(9)       Evidence of compliance with the provisions of Industrial Training Fund (ITF) Art 2011 as issued by the ITF

(10)  Certificate of registration with the Department of Petroleum Resources.

Failure to meet any of the above stated conditions shall amount to a fatal flaw (outright dis-qualification). 

Principal Evaluation Criteria

Bidders who meet the eligibility criteria shall be further evaluated on the following basis:

(2)       Company, Personnel and Management Profile

(3)       Capacity and Experience

(4)       Nigerian Content Submission

(5)       Re-Insurance strategy and Claims settlement

In aid of evaluation, bidders are required to submit the following documents / evidence to meet the criteria above:

(1)       Evidence to prove number of years relevant experience in Life and General insurance business

(2)       A signed declaration by the Chief Executive Officer that the Company is in good standing with NNPC as regards prompt settlement of all claims reported up to 31st October, 2015 (where applicable)

(3)       Evidence of staff strength to demonstrate that the Company has qualified and capable staff for the class of business the Insurer intends to bid

(4)       Evidence of the Re-Insurance program for the class of business the Insurer intends to bid and documentary proof that the Insurer has paid its Re-Insurance premium up to date

(5)       A profile of two (2) top management and five (5) technical staff of the Company with their qualifications and insurance working experience in Life and General insurance business highlighted. A one page Resume of each Technical and Management staff showing qualifications and relevant experience must also be included.

(2)     Requirements:

Interested bidders are required to submit the following information in their technical bid:-

(i)      Evidence of incorporation with the Corporate Affairs Commissions and articles & memorandum of association.

(x)     Evidence of Financial Capability and Banking support; (bank statement for last six months and reference letter from bank).

(xi)    Detailed information regarding any litigation within the last five years in which the company is involved.

(xii)   A sworn affidavit of disclosure / Declaration:

(a)     Of any pecuniary interest or otherwise of staff and former staff of the OSGF in the company.

(b)     That the company is not in receivership, or any form of insolvency/ bankruptcy nor in debarment, and

(c)      That the company nor any of the director(s) of the company have not been found guilty of a crime and all information in the bid are true and correct.

(xiii) Detailed corporate profile of management and key technical and professionals with evidence of qualifications; with emails addresses, GSM numbers, contact numbers.

(xiv) Evidence of registration on the national database of contractors, consultants, and service providers with BPP.

(xv)   Original copies of documents listed in i – vi above must be presented on request for sighting.

(3)     Specific Instruction to Interested Bidders for Services:

(i)      Evidence of verifiable equipments holding/lease.

(ii)     Information on the organization’s technical capacity, and list of the key professionals personnel to be involved in the work, particularly their experience that directly relate to the needs of the assignment /works (curriculum vitae to be included and of particular interest would be (i) Health and safety competencies, (ii) facility management competencies and (iii) Waste management competencies).

(iii)    A concept note on the services that describes in details the methodology and work plan on how to conduct the services which should include the company’s Health and safety policies, facility manager policies and Waste management policies if selected applicable for Services.

(iv)    Note a physical inspection will be conducted on the office location, equipment listed and on­going services to verify the claims and assess the methodology and work-plan.

(v)     Certificate of recommendation (to be verified) from past employers.

(4)     Site Visit

The tenderers, at his own responsibility is encouraged to visit and inspect site and obtain information that may be necessary in preparing the tender.

(5)     Collection of Bid Documents:

Bid documents containing full specifications on all the Lots can be obtained from the Office of the Secretary, Tenders board, Office of the Secretary to the Government of the Federation, Room FF05, ‘P’Wing, First Floor, Shehu Shagari Complex, Three Arms Zone, Abuja, upon payment of a non-refundable

Tender fee of Twenty Thousand Naira only N20,000.00) for any interested Lot with a Certified Bank Draft in favor of the Office of the Secretary to the Government of the Federation.

(6)     Submission of Bibs Documents:

Technical and Financial Bids are to be separately sealed with wax in two (2) different envelopes indicating the Lot number/title on both (financial and technical bids) and are to be placed in a single (third) envelope addressed to the Secretary, Tenders Board, Room SF 16, Second Floor, Office of the

Secretary to the Government of the Federation, Shehu Shagari Complex, Three Arms Zone, Abuja and return on the dates specified for closing in paragraph 7 below.

(7)     Closing:

Closing date for Submission of bids (technical & financial) shall close at 12.00noon, Monday, 14th December 2015.

(8)     Opening of Bids Documents:

Opening of Technical Bids will take place immediately after closing on Monday, 14th December 2015. Financial Bids for technically qualified bidders are to be opened at a later date, after the conclusion of the technical evaluation exercise, while financial bids for unqualified bidders could be returned to them unopened. Representatives of interested bidders and members of the public are invited to witness the bids opening sessions.

(9)     General Information:

(i)      This advertisement shall not be construed as a commitment on the part of the Office of the Secretary to the Government of the Federation (OSGF) nor shall it entitle responding Companies to seek any indemnity from the Office fey virtue of such Companies having responded to advertisement.

(ii)     The Office is not bound to patronize any bidder and reserves the right to annul the selection process when unforeseen and justifiable developments warrant such action, without incurring any liability and assigning any reasons thereof.
