Tender Procedure

 Pre-qualification of Developers and Operators of Grain Silos – Kaduna State

 Request for Expression of Interest (EOI)

(1)     Kaduna State, the former headquarters of the Northern Region, also known as the Centre of Learning, is one of the seven states in Nigeria’s North-West Region; It is the third largest in the country with a total land area in excess of 46,000 km2, as well as being the third most populated state, after Lagos and Kano, with an estimated population of about 8 million. It shares borders with Kano and Katsina States to the North, Nassarawa State and Federal Capital Territory to the South, Niger and Zamfara States to the West and Plateau State to the East; and it is the second most industrialized State in the North after Kano State, as well as being the transport hub between the North and the South. The State capital – Kaduna City is one of the fastest growing cities in the country with Kaduna State being the only State with two (2) cities (Kaduna and Zaria) listed among the top ten (10) most populated cities in the country.

(2)     Kaduna is moving ahead with the “Let’s Make Kaduna Great Again” Restoration Programme, to promote its sustainability and growth. The economy of Kaduna State is heavily driven by agriculture which contributes about US$500 million annually to the State’s GDP. The state produces vast quantities of Tomato, Rice, Ginger and Maize, from farms that employ more than 60% of the state’s population.

(3)     In line with the State’s goal of accelerating the growth of the economy with agriculture as a key focus as well as providing food security, it has begun to implement programmes and strategies aimed at meeting that goal. A component of providing food security is to build modern food storage facilities to reduce post-harvest losses and provide opportunities for Warehouse Receipt Schemes for farmers.

(4)     In furtherance of this goal, it intends to select an investor for the design and construction of storage facilities in the form of modern grain storage silos in 3 (three) strategic, pre-selected locations. The planned development will form the basis on which the preferred private sector partner will undertake the project using a design, finance, construction (build), operation and maintenance model, pursuant to an agreement to be entered into with the selected investor.

(5)     The locations proposed are government owned sites allocated to accommodate the setup of grain reserves and it is expected that on completion and implementation, the facilities will serve the following purposes; provide the state and by extension, the country, with storage facilities to absorb surplus production in the state, significantly reduce the quantum of food grains lost due to lack of storage facilities, minimise distress sale of goods by smallholder farmers, increase access to warehouse receipting

(6)     The State government, by this Request for Expression of Interest, invites local and international companies to submit their expressions of interest to act as (an) investor(s) in relation to the project. The state is interested in entering into a Public Private Partnership arrangement with competent and reputable developers, and hereby invites interested parties to demonstrate competence in the finance, design, building, operations, maintenance and management of grain silos for the following locations;

There must be a lead firm, who will have the primary responsibility of liaising with the State and for managing the inputs from the consortium members.

Pre-qualification of Contractors for the Provision of Waste Collection Services 

Request for Expression of Interest (EOI)

(1)     In furtherance of its reform activities, value for money and the quest to ensure timely implementation of its Restoration Programme, the Kaduna State Government is determined to confront the inherited chronic problems of ineffective collection and disposal of solid waste, in order to protect public health and environmental quality.

(2)     To address these long-standing problems, the State intends to facilitate the provision of improved waste collection services that shall ensure significantly higher standards of services than presently pertain.

(3)     Waste collection services shall be provided throughout the state, through the contracting of fifty (50) lots within the metropolitan areas of Kaduna, Zaria and Kafanchan, Specific details of these lots can be obtained from the state’s Public Private Partnership Office at the Government House, Kaduna.

(4)     The State Government is interested in entering into a Public Private Partnership (PPP) arrangement with competent and reputable companies with cognate experience. Interested parties are hereby invited to demonstrate competence and experience in the provision of solid waste collection services.

(5)     The operator for any waste collection lot may be a single firm or consortium and must possess the necessary financial and technical competence and experience to implement the required services. Each successful operator would also be required to demonstrate ability to absorb about 150 existing collectors and supervisors currently engaged per lot in the Keep Kaduna Clean Intervention Programme.

(6)     Each company or consortium will be restricted to a total award of not more than five (5) waste collection lots, with significant value being attached to the involvement of companies and citizens resident in Kaduna State.

(7)     On the completion of this Expression of Interest (EOI) process, suitable companies will be selected, in strict compliance with best international practice, to participate in the subsequent Request for Proposal (RFP) process.

(1)     This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared on 12th March, 2015 on the African Development Bank’s (AfDB) Internet Website(www.afdb.org).

(2)     The International Institute of Tropical Agriculture (IITA) has received a grant from Federal Government of Nigeria through the African Development Fund (ADF) in various currencies towards the cost of the implementing training for farmers, business actors, community, youth & women, etc. under the Agricultural Transformation Agenda Support Program Phase 1 (ATASP-1) Project and intends to apply part of the proceeds of this grant to eligible payments under the contract for which this invitation for bids is issued.

(3)     IITA now invites sealed Bids from eligible Bidders for the construction and completion of structures indicated by lots in the table below:
