(7)     Tender Procedure

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non- refundable fee N10,000.00 (Ten Thousand Naira only). The method of payment will be by certified Bank Draft in Favour of IFAD assisted Value Chain Development Programme (NPML-VCDP). The Bidding Documents can be collected by the representative of the Bidder on request.

(8)     Submission of Bid Document

IFC, therefore, commissions a study to assess the market conditions and demand of EE/small RE financing in general and off-grid solar technology financing in particular among Nigerian corporates and SMEs. It aims to provide local Fls with better understanding of what business opportunities and pipelines are emerging now and in the next three years, and what they can do to tap into this business niche. The study will also help the IFC team assess key barriers adversely affecting company investment decisions and EE/small RE/solar technology financing flow to corporates and SMEs. Based on these assessments the IFC team can design more targeted interventions to allow EE/small RE, and particularly solar PV technology investments to take place.

The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Cross River State Nigeria Erosion and Watershed Management Project (CRS-NEWMAP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the GIS Survey of the State to Map Erosion Sites and Watershed Delineation in Edim Otop, Ikot Ekpo, Nyangasang, Ikot Anwatim and Atakpa Communities in Cross River State under the Nigeria Erosion and Watershed Management Project (NEWMAP). The assignment shall be completed within the period of eight weeks.

The Cross River State Nigeria Erosion and Watershed Management Project (CRS-NEWMAP), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

(1.0) Preamble

The Government of Kano State through the State Rural Water Supply and Sanitation Agency (RUWASA) with support from the European Union (EU) and UNICEF under the Rural Component of Water Supply and Sanitation Sector Reform Programme II (WSSSRP II) hereby invites tenders from the reputable contractors for the construction of water and sanitation facilities in Takai and Madobi Local Government Areas of the State.

(2.0) Scope of Work

Construction of 220 Nos. of Hand-Pump Boreholes in 220 communities across Takai and Madobi Local Government Areas, the work divided in to 16 lots of minimum of 15HP.

(3.0) Mandatory Requirements

Companies interested in the project are to summit company profiles which must contain the following:

(a)     Evidence of Registration with the Corporate Affairs Commission (CAC)

(b)     Current Tax Clearance Certificate.

(c)      Company’s Audited Financial Account (Indicating Turnover) and funding information over the past 3 years endorsed by a firm of chartered accountants.

(g)     Description and list of relevant equipment (Rig, Compressor, Support Truck, etc) owned by contractor/supplier: include proof of ownership or lease or license over the equipment.

(h)     Any additional information that will enhance the potential of the contractor/supplier.

Interested bidders are to collects bid documents from the Kano State Rural Water Supply and Sanitation Agency (RUWASA) Kano on payment of Non Refundable tender fee of Ten Thousand Naira Only (N10,000.00).

The tender fee is to be paid in form of Bank Draft payable to Kano State Rural Water Supply and Sanitation Agency. Collection of tender documents shall commence from 23rd November to 7thDecember, 2015 between 9:00am to 4:00pm, Monday to Friday, except on public holidays. All prospective bidders are invited to attend a Pre-Bidding meeting schedule to hold on 28th November by 11:00am at RUWASA conference hall.

Eligibility Criteria:

Interested contractors are to submit the following documents in the order stipulated below:

  • Evidence of incorporation and registration with CAC.
  • Genuine Tax clearance Certificate for the proceeding 3 years i.e.2012, 2013 and 2014.
  • Evidence of current pension clearance certificate from PENCOM (for year2015).
  • Evidence of compliance certificate with the provision of section 6(1)(3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011
  • Evidence of compliance with all NSITF/Payment of Training contributions to the Industrial Training Fund (for current year 2015)
  • Companies audited account for the proceeding 3 years, 2012, 2013 and 2014. Please note that Turnover in the Audited Account must match Turnover declared in Tax Clearance Certificates.
  • Evidence of Registration on the BPP’s National Database of Contractors, Consultants and Service Providers
  • Profile of the Company including list of similar projects executed.
  • Letter of Awards/completion certificates and curriculum vitae of professionals in the company’s employment.
  • Evidence of financial capability supported with bank statements for the last six months from a reputable bank
  • List of relevant equipment with evidence of purchase if owned or leased agreement for Lots under Category 2.
  • Interested Firms must not submit bids for more than two (2) Lots
  • Every submission must be accompanied with an affidavit that all information and documents submitted are true and correct and that no officer of the Commission is a former or present director.
  • Shareholder or has any pecuniary interest in the bidder. Please
  • note that copies of Tax Clearance and Pencom Certificates will be
  • forwarded to relevant Government Authorities for validation by
  • the Commission in the course of the bidding process.

Collection of Request for Proposal

  • The collection of RFP attracts a tender fee of ₦25.000.00 (Twenty Five Thousand Naira Only)through the bank in favour of Nigerian Communications Commission. Evidence of payment of the tender fee must be attached when returning the RFP.

Pre-qualification of Developers and Operators of the Transport Industry – Rail-based Mass Transit System

Request for Expression of Interest (EOI)

(1)     Kaduna State, the former headquarters of the Northern Region, also known as the Centre of Learning, is one of the seven states in Nigeria’s North-West Region. It is the third largest in the country with a total land area in excess of 46,000 km2, as well as being the third most populated state, after Lagos and Kano, with an estimated population of about 8 million. It shares borders with Kano and Katsina States to the North, Nassarawa State and Federal Capital Territory to the South, Niger and Zamfara States to the West and Plateau State to the East; and it is the second most industrialized State in the North after Kano State, as well as being the transport hub between the North and the South.

(2)     As Kaduna is moving ahead with the “Let’s Make Kaduna Great Again” Restoration Programme, the way people move is vital to its sustainability and growth. In order to support this rapid development, there is a need for a modern and efficient public transport system. Kaduna State therefore intends to develop a new Rail-based Transport System that will connect communities and bring people, within a short walking distance, to an accessible, reliable and frequent rapid transit service. The Rail-based Mass Transit System is intended to serve the State’s rapidly growing population and ease congestion on roads. This solution can be as simple as a Tramway, a Light Rail or as sophisticated as a Metro Line; depending on economic viability. Developing a Rail-based Mass Transit System will bring positive outcomes for the State by supporting sustainable growth and a strong economy.

(3)     The proposed routes have been strategically selected in order to facilitate the needs of passengers commuting within metropolitan Kaduna City.

This development will serve the following purposes:

  • Meet the requirement of passenger collection and distribution within Kaduna in an environmentally friendly manner.
  • Provide a safe, efficient, reliable, accessible, affordable and comfortable means of commuting for passengers
  • Supplement the transport industry while offering a major boost in jobs creation in construction, maintenance and operations
  • Increase economic development in the State through a boost in the Transport Industry and by expanding and diversifying local employment, helping attract investment and development, and promoting urban growth.

(4)     The Kaduna State Government is interested in entering into a Public Private Partnership arrangement with competent and reputable developers, and hereby invites interested parties to demonstrate competence in the finance, design, building, operations, maintenance and management of a Rail-based Mass Transit Project as a DBOT for the following lines:

(5)     The developer may be a single firm or a consortium and must possess the necessary financial and technical competence to finance, design, build, operate and manage the project as specified above. In case of a consortium, evidence in form of an agreement must be shown to support the proposed partnership with clarity on the members. There must be a lead firm, who will have the primary responsibility of liaising with the State and for managing the inputs from the consortium members.

(6)     Submission/Opening of Expressions of Interest (EOI)

Expressions of Interests (EOIs) from prospective developer or consortium of developers must clearly indicate the following:

(i)      Full name and nationality (country of registration of the company and evidence of registration),

(ii)     Profile of firm/consortium including ownership structure and role of each corporate entity with full contact details including phone numbers and email of lead firms.

(iii)    Evidence of partnership in case of a consortium

(iv)    Evidence of track record of developing similar projects, or in the design, construction, operation and finance of a Rail-based Mass Transit Project

(v)     Evidence of Tax Clearance Certificate for 2012, 2013, 2014 from the Federal Inland Revenue Services (FIRS) from any of the members of the consortium

(vi)    Submission of Audited Accounts for the last three years (2012, 2013 and 2014).

The Energy Commission of Nigeria wishes to draw the attention of all interested bidders and the general public to an earlier advertisement published in the Federal Tenders Journal, the Guardian and the Daily Trust Newspapers of 16th November, 2015 in respect of the 2015 zonal intervention projects.

That payment of non-refundable fee of Fifty Thousand Naira (₦50.000.00) only should be made through e-collection in favour of Energy Commission of Nigeria Not by Bank Draft as published in the above papers.
