(1)     This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dgMarket of 26th November, 2010

(2)     The Federal Government of Nigeria has received a Credit from the International Development Association (IDA) for the implementation of Public Sector Governance Reform and Development Project. Ondo State is a beneficiary of the credit and intends to apply part of the proceeds of the credit for this assignment under Human Resource Component of the Project being implemented by the Office of the Head of Service (OHoS).

The overall objective of the project is to promote good governance by promoting quality transparency and accountability in public financial management and human resource management systems in Ondo State.

Scope of Service

(3)     The scope of service for this consultancy work shall include the following tasks:

Visioning and Status Analysis:

(a)     Ascertain and collate the status of all ongoing public service reforms in the State and establish the baselines of the key reforms viz-a-viz, political and institutional support gained by such reforms, successes and challenges recorded. The analysis should also indicate the condition of the public service and its perception by stakeholders

(b)     Conduct analysis and studies on each of the identified ongoing key reforms with a view to articulating the existing operating structure and identify the current issues, challenges and risk factors that could undermine the impact of such reforms

Design, Coordinate and Develop Ondo State Public Service Reform Strategy

(a)     Assist in the formation of various committees or inter ministerial teams of senior public servants that will be responsible for the crafting of the Public Service Reform Strategy (PSRS)

(b)     Conduct series of strategy development sessions with all relevant groups for the preparation and development of the PSRS, which include harmonising the agreed programmes and initiatives with the existing state government plans and strategies

(c)      Determine the funding requirement for each identified programme and applicable funding strategies, costs and financing

(d)     Define the overall implementation monitoring and evaluation framework for the PSRS

(e)      Develop an implementation and change management strategy for the PSRS

(f)      Design communication strategy for the PRSR

Qualification and Experience

(4)     The Ondo State Public Sector Governance Reform and Development Project now invites eligible Consulting Firm with a minimum of ten years’ experience in public sector/policy, institutional strengthening, human resource management and public financial management reforms to indicate their interest in providing the service. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions and region, availability of appropriate skills among key staff (Key staff shall include (i) Public Policy or Public Sector Management Expert (Team Leader) (ii) Human Resource Management Specialist and (iii) Public Financial Management Specialist).

Selection of Consultant

(5)     The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011), using Selection Based on Consultant Qualification (CQS) Method. Consultants may associate with other firms/consultants in the form of a joint venture to enhance their qualifications.

(1)       This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dgMarket of 26th November, 2010

(2)       The Federal Government of Nigeria has received a Credit from the International Development Association (IDA) for the implementation of Public Sector Governance Reform and Development Project. Ondo State is a beneficiary of the credit and intends to apply part of the proceeds of the credit for this assignment under Accounting, Expenditure Control and Financial Reporting (AEFIR) Sub Component of the Project being implemented by the Office of the Accountant General (OSAG). The overall objective of the project is to promote good governance by promoting quality transparency and accountability in public financial management and human resource management systems in Ondo State.

Scope of Service

(3)       The scope of service for this consultancy work shall include the following tasks:

(a)       Carry out a review of the existing internal audit system, arrangements, people, structure and roles and provide recommendations in line with best practice

(b)       Review the internal audit function and approach to internal audit work in the State, and modernize internal audit methods, techniques and reporting, including the planning of internal audit work to improve its quality, with a view to migrating from pre-payment audit to risk-based auditing;

(c)       Conduct Training Needs Assessment and skills gap analysis for internal auditors and recommend training institutions to deliver recommended training;

(d)       Develop an Internal Audit Reform strategy including communication plan to inform and educate all stakeholders to restructure the internal audit function and establish well-functioning Internal Audit Units in all MDAs;

(e)       Provide action plan for adoption of International Standards of Auditing (ISAIs);

(f)        Develop internal Audit procedures and manual;

(g)       Conduct training on Risk Based Audit in line with the Committee of Sponsoring Organizations of the Tread-way Commission (COSO) framework, supported by training materials for selected internal audit staff to understand and be able to use the audit manuals by applying risk analysis techniques;

(h)       Develop quality assurance mechanism for reporting and monitoring and evaluation (M&E) framework for tracking implementation of audit queries; the M&E framework should include indicators to assess effectiveness of the recommendations in audit reports; and

(i)        Provide hands on training for selected internal auditors on use of audit software and Computer Assisted Auditing Techniques (CAATs)

Qualification and Experience

(4)       The Ondo State Public Sector Governance Reform and Development Project now invites eligible firm of Chartered Accountants/Consulting firm with a minimum of 8years experience in PFM reforms in the Public Sector to indicate their interest in providing the service. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions and region, availability of appropriate skills among key staff (Key staff shall include (i) Accounting and Audit Expert/Team Leader; (ii) ICT Expert; and (iii) Human Resource and Training Expert).

(1)     The ECOWAS Commission, within the framework of the execution of its 2015 budget intends to carry out the Production of 2016 Desk Diaries / Planners and Gift Items for ECOWAS Commission.

(2)     The ECOWAS Commission now invites sealed bids from eligible bidders for the implementation in two (2) different lots of the above subject for ECOWAS Commission.

Eligibility Requirements

Bidders are to provide the following as minimum qualification requirement for the Project(s) of their choice.

(A)    Statutory Requirement

(a)     Evidence of Incorporation of the Company with Corporate Affairs Commission and updated Annual Returns; Article of Association; form C02: and form C07.

(b)     The company must show evidence of fulfilling its Tax obligations as follows:

(i)      Current Tax Clearance Certificate (TCC) for the last three (3) years ending 2014; VAT Registration Certificate; and TIN Number (Tax Identification Number).

(ii)     Audited Account of the Bidding Company for the last three (3) years duly endorsed by a firm of Professional Accountants.

(iii)    Evidence of financial capability (Statement of Account or Turnover) and reference letter from a reputable bank.

(c)      Evidence of inclusion in the PENCOM register of 2015 (Certificate of Compliance).

(d)     Evidence of fulfilment of statutory contribution to the Industrial Training Fund (certificate of compliance).

(e)      A Sworn Affidavit in line with section 6 of the Procurement Act 2007.

(f)      A letter authorising the Authority or her representative(s) to conduct Due Diligence on all the documents submitted by the company from any source with the view of confirming their genuineness or otherwise.

(g)     Evidence of inclusion in the database of me Bureau of Public Procurement for Federal Contractors.

(B)     Technical Requirements.

(a)     Evidence of work experience as the main contractor executing or having executed a minimum of four (4) projects of similar complexity, compared to the proposed work, one of which must have been within the last years. Scanned copies of award letters and Interim Certificate of Valuation for on-going project, Completion Certificate and Final Maintenance Certificates where applicable are to be enclosed.

(b)     Evidence of staff holding of at least four (4) relevant professionals, stating their roles, designation and experience.

(c)      Evidence of possession of relevant machinery and equipment.

(d)     History of company’s policy on Community Social Responsibility with evidence.

(e)      Methodology of implementation for the project.

In addition, scan copies of certificates of Technical/professional staff of the company to be submitted are to be initialled, endorsed by the owner and professional seals embossed on the certificates.

(3.0)  Collection of Tender Documents

Interested companies shall on application collect Standard Bidding Documents (Technical and Financial), from Thursday 26th November 2015 to Friday 4th December 2015 from;

Upon the presentation of evidence of payment of non-refundable tender processing charges of ₦25,000.00 per lot for all the Lots. All payments should be made into the Treasury Single Account of the Federal Government of Nigeria with the Central Bank of Nigeria.

(4.0)  Submission of Bids

(i)      Completed Technical and Financial bids (Two sets of hard copy and One Electronic copy in compact disk and Microsoft Word or Excel Format) shall be submitted in two different sealed envelopes and labeled “Technical Bid “and “Financial Bid’ and both sealed in a third envelope marked “Project Name” at the top right hand corner and on the reverse side, the Bidders name and address including day time telephone number.

(ii)     The Technical Bid should be accompanied with a copy of the official receipt of purchase of bid documents.

(iii)    No change of LOT / Return of tender processing charge will be entertained after the issuance of receipt.

(iv)    All completed bids should reach the Office of the Managing Director on or before 10.00am, Friday 4th December 2015.

(v)     Technical bids will be opened the same day immediately after the deadline of submission, in theConference Hall of Upper Benue River Basin Development Authority (UBRBDA), Mbamba Fufore Road, P.M.B.2086, Yola, Adamawa State.

Further Note:

Only firms whose Technical Bids fulfil the minimum requirements would be invited for the opening of their Financial Bids, while others may know their performance by a formal request to the MD/CEO of U.B.R.B.D.A, Yola.

All bids should be completed in indelible ink.

All filled documents shall be returned in full as issued. Reduced or untidy packaging is not acceptable.

All prospective bidders are expected to familiarise themselves with the respective projects locations of interest before submitting their bids.
