Request for Expressions of Interest for the Engagement of Consultant to Design and Implement Food Safety Training Programme for the Fast Food Industry.

The Government of Nigeria has emphasized the importance of diversifying the economy, supporting sectors that have potential for growth and creating massive employment. In line with this commitment, the Government has sought and received Credit from the World Bank to help Nigeria support Micro, Small and Medium Enterprises (MSME) operating in different high potential sectors throughout the country. This support is being implemented under the Federal Ministry of Industry, Trade and Investment (FMITI) and operationalized in the Growth and Employment (GEM) Project.

The GEM Project Development Objective is to increase firm growth and employment in participating firms in Nigeria. The project became effective in July 2013, and will close in September 2018. The project focuses on manufacturing and service sectors, specifically supporting ICT, entertainment, tourism and hospitality, light manufacturing and construction. Project support addresses cross cutting sector issues, assistance to specific clusters, and more direct support to firms channeled through a platform – called the Business Innovation and Growth (BIG) Platform – providing various trainings, technical assistance and grant schemes. The GEM Project intends to apply part of the proceeds of this credit to payments for consulting services.

The consulting services includes, design and implementation of food safety programme for food handlers in the fast food restaurants in Calabar and Lagos. The training should provide participants from the fast food industry with:-

  • A firm grasps of the importance of food safety standards both global and national and knowledge of the systems, techniques and procedures involved.
  • The understanding of how to control food safety risks (personal hygiene, food storage, cooking and handling)
  • Confidence and expertise to deliver quality food safely to customers.
  • The ability to implement and supervise a food safety management system.
  • A good understanding of the importance of supervising good upkeep of food premises.

Scope of the Assignment:

The selected training institution(s) will design and deliver courses as outlined below:

(1)     Development and preparation of training plans and manuals for the modules appropriate to the specified target audience.

(2)     Identification and contracting of local and international trainers to deliver the training modules. The training content should achieve learning outcomes that match and approved by NBTE/ NVQF accreditation standards.

(3)     Host and carry out the various training activities according to the agreed training plan.

The GEM Project of FMI, T&I now invites eligible consulting firms to indicate their interest in providing the services. Interested consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

Submission of Expressions of Interest (EOIS):

Prospective consultants should submit Expression of Interest detailing the following information

(1)     Profile of firm including ownership structure with full contact details.

(2)     Detailed direct work experience on food safety standards in the Hospitality and Tourism industry in Nigeria for at least 5 years.

(3)     Proof of training conducted on food safety management system in Nigeria.

(4)     Evidence of strong knowledge on control of food safety risk in the Hospitality and Tourism industry.

(5)     Evidence of similar assignment on design and implementation of food safety programme carried out for World Bank, or any other International donor agencies.

Interested consulting firm should be;

(i)      An NBTE accredited hospitality and tourism sector-training organisation with evidence of operation in the industry for a minimum of five years. Or A Nigerian institution in partnership with an NBTE accredited sector training institution, which has been in existence for five years or more.

(ii)     A member of the hospitality and tourism sector’s Federation of Tourism Associations of Nigeria, or an FTAN member association including evidence of understanding of Nigerian NVQF.

(iii)    A qualified trainer with graduate level professional accreditation in the training areas to be delivered.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrower, Revised January 2011 and 2014 setting forth the World Bank policy on Conflict of Interest. A firm will be selected in accordance with the Least Cost Selection (LCS) Method set out in the Consultant Guidelines.

Request for Expressions of Interest

The Federal Government of Nigeria (FGN) has obtained a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit to payments for the services of reputably qualified Lead Technical Advisor to the Federal Ministry of Finance (FMOF) on Technical Assistance to Commercial Banks (TORs preparation/Implementation Support)

Objectives of the Assignment:

The objective is to engage the services of a Lead Technical Adviser to the FMOF for implementation of technical assistance program aimed at supporting select banks in successfully downscaling their operations and expand their outreach to MSMEs. (DBN)

Scope of Work:

The consultant when appointed will be required to perform tasks that include but not limited to the following:

  • Study project design and requirements
  • Design a process/methodology for selecting the first batch of 3 to 6 commercial banks that would receive project funded technical assistance. The candidate banks must be in good standing with the prudential supervisor (i.e. Central Bank of Nigeria) and must express interest in downscaling their operations to reach unserved or underserved MSME clients.
  • Conduct assessment of technical assistance needs of selected commercial banks and prepare terms of reference for selection of qualified firm(s) along with the estimated budget for the assignment(s).
  • Develop a first draft model Technical Cooperation Agreement (TCA) for participating banks specifying mutual obligations under the project for FMOF’s consideration. The TCA will be finalized with the input of selected TA providers.
  • Support the FMOF with assessment of technical proposals and qualifications of the potential technical assistance providers (i.e. firms).
  • Upon selection of TA provider(s) support the FMOF in monitoring the project implementation, including reviews of the contract deliverables.

Submission of Expressions of Interest (EOIs)

Prospective consultants should submit an Expression of Interest detailing the following information as basis for pre-qualification:

  • Post-graduate degree in relevant field (i.e. Economics/Business Administration/Finance
  • At least 15 years of practical experience in banking, and in particular SME finance
  • Evidence of international experience with at least two commercial bank downscaling projects in different regions (i.e. China, Russia, Eastern Europe and Central Asia, Africa) financed by a development institution such as the World Bank Group, EBRD, and/or other as relevant.
  • Demonstrated experience of setting up sustainable SME finance units in large commercial banks. To illustrate achievement and sustainability the candidate must indicate results following the intervention (i.e. number of outstanding SME loans, average size of outstanding SME loans, number of SME loan per SME loan officer and/or other indicators as relevant)
  • Knowledge and understanding of Nigerian banking and financial sector is an advantage
  • Ability to work effectively under pressure and meet short deadlines.
  • Experience of similar assignment in Nigeria and/or Sub-Saharan Africa;

Pre-Qualification Requirements

To be considered, potential companies are required to submit all the under-listed verifiable documents:

(1)     Certificate of incorporation at the Corporate Affairs Commission (CAC) and evidence of Memorandum of Understanding in the case of a Joint Ventures

(2)     Include Certified True Copy of CAC registration Forms C02 and C07 containing names of Directors and Shareholders

(3)     Certified copy of Memorandum and Articles of Association of the Company.

(4)     Corporate profile, to include a list of the Company’s technical staff, their CV’s, and copies of their credentials, including qualification, year(s) of cognate experience and certificate of registration with relevant professional bodies

(5)     Evidence of payment of tax for the last three (3) years (2012-2014)

(6)     Copy of VAT registration and evidence of past VAT remittance for completed projects

(7)     Copies of Company’s Audited Statement of Accounts for the last three (3) years (2012 – 2014) duly stamped by a Registered Auditor

(8)     Certificate of Compliance with the provisions of the Industrial Training Fund (ITF) Amendment Act, 2011, issued by the ITF and stated to be valid up to Thursday, 31st December, 2015

(9)     Certificate, of Compliance with the provision of Pension Reform Act, 2014, issued by the National Pension Commission (PENCOM) and stated to be valid up to Thursday, 31st December, 2015.

(15)   A Sworn Affidavit by a Director certifying that:

(a)     The documents submitted for the pre-qualification exercises are not only genuine, but correct

(b)     None of the Director of the Company had ever been convicted by Law

(c)      The Company is not bankrupt

(d)     None of the Officers of Lagos State University, Ojo is a former or present Director of the Company.

(16)   Company’s Banking Detail, including Account Name, Account Number, Bank Name and Branch and Sort Code.

(17)   Please, note that the Originals of documents would be requested and therefore, should be made available for sighting whenever required. The opening of the bids follows immediately after close of submission.

(C)    Tender Procedure

(1)     The suppliers/contractors are required to prepare and submit their tenders in two (2) separate parts, namely.

(i)      Technical tender (Prequalification)

(ii)     Commercial/Financial tender

(2)     Bids shall be prepared and submitted in accordance with the aforementioned Tender documents. In the event of a contract award, the bidder will be required to enter into formal contract agreement in the form of and based on the proposed contract documents.

(D)    Submission of Tender

Interested bidders are expected to put the technical bid in separate sealed envelope and financial bid in another sealed envelope, with each envelope distinctively labeled to indicate its nature, while the two (2) envelopes should be put in a bigger sealed envelope, indicating Company’s Name, particulars and name of the Lots, in line with the three (3) envelopes system of tendering.

Envelope for each Lot should be clearly marked as may be applicable. It should be forwarded to: The Registrar. Lagos State University, Administrative Block II, Badagry Expressway, Ojo, Lagos not laterthan 17th December 2015

(E)     Closing

The closing date for submission of Tenders is not later than 17th December 2015. The Opening of Tenders follows immediately at the Lagos State University Senate Chamber, Ojo, in the presence of the prospective bidders.

Please note that:

  • Only the pre-qualification bid documents will be opened on the bid opening day and only pre-qualified bidders will be invited for financial bid opening, while unsuccessful bidders will have their financial bids returned unopened.
  • The University reserves the right to reject any or all pre-qualification packages      The University will deal only with authorized officers of the tendering companies and not through individuals or agents acting on their behalf.
  • Any bidder that submits one set of Pre-qualification documents to be used for pro-qualification evaluation of more than one Lot or project on this advertisement will have his bid(s) rejected.
  • Any bidder that encloses technical and or financial bid(s) of more than one Lot in a single envelope will have his bid rejected.
  • The University is not bound to award more than one (1) contract to the same Contractor.

(A)                 Introduction

International Medical Corps (IMC) is a global humanitarian non-profit organization dedicated to saving lives and relieving suffering through health care training and medical relief programs. IMC started operations in Nigeria in 2013 with a focus on building the capacity of local health system, communities and nutrition care for children under five years

The Nigeria country office is hereby seeking proposals from qualified and interested companies for the construction of 60 block (4 compartments) pit latrines in Maiduguri Metropolis, Borno State.

Scope of Service Required

The successful bidder will provide these services in different locations within Maiduguri Metropolis and will involve the following:

(a)            Excavation

(b)           Block work

(c)            Plastering and filling of holes with concrete

(d)           Backfilling and easting of reinforced slab

(e)            Dressing

(f)            Building of superstructure

(g)            Construction of side pavements

Selection Criteria
