1.0  Introduction

Kano State Government, in its endeavor to tame unemployment through training, intends to construct an Integrated Skill Acquisition Center in Kano metropolitan.

2.0     Project Description

The project consists of various workshops blocks and administrative facilities, both single and double storey, interlinked with covered corridors. Construction is to generally be of sandcrete blocks, reinforced concrete columns and corrugated long-span aluminum roofing. The site, located along Zaria Road by Amana City, can be inspected on prior appointment with the Director Public Building & Estate, Ministry of Works, Housing & Transport, Kano State, Drawings can also be inspected between 9.00am and 4.00pm on normal working days in the office of the Director Public Building & Estate, Ministry of Works, Housing & Transport, Kano State.

3.0     Bidding Process

Interested Building and Civil Engineering Contractors to bid for the construction of the center vide a one-stage open tendering.

Bidders are expected to collect the Tender Bill of Quantities as from the date of this advert from the office of the Hon. Commissioner, Ministry of Works, Housing & Transport, upon payment of Non-refundable Tender Fee of N100.000.00 (One Hundred Thousand Naira only).

4.0       Bidding Requirements

4.1     Bidders are required mandatorily to prepare a brochure binded in A4 size that can express the bidders’ technical experience and level of preparedness to handle such a project

4.2     The technical brochure in 4.1 above is to consist of the following information, arranged in the given order:

(a)     Company Registration with Corporate Affairs Commission with Articles and Memorandum of Association.

(b)     Tax Clearance for the past 3 years

(c)      Company Audited Account for the past 3 years

(d)      Bank Reference

(e)      I.T.F. Remittance

(f)      PENCOM Compliance Evidence

(g)     VAT Certificate

(h)      Current Registration with Kano State Works Registration Board

(i)      List of project of similar magnitude, location and cost carried out within the last 5 years

(j)      List of Plants & Equipment’s relevant to the scope of the works

(k)     List qualification and experience of staff intended to be assigned to this project

5:0      Submission Requirement

5:1     The technical brochure should be sealed in an envelope which should be clearly marked“Technical Bid” on the front of the envelope

5:2     The Priced Bill of Quantities should be separately sealed in a second envelop, clearly marked“Financial Bid” on the front of the envelope

5:3     The two sealed envelopes should be sealed in a bigger envelop, clearly marked “Tender for Integrated Vocational Skill Acquisition Center Kano” on the front of the envelope. This should be addressed to:

Request for Expression of Interest for Registration of Service Providers for Implementation of Women and Youth Empowerment Programme

This request for expression of interest follows the General Procurement Notice (GPN) for the Commercial Agriculture Development Project which appeared in This Day Newspaper of 22nd July, 2009 and Dg. Market of 27th July 2009.

The Kano State Government through the Federal Government of Nigeria has received a credit from the International Development Association (herein referred to as IDA) towards the cost of Commercial Agriculture Development Project, and it intends to apply part of the proceeds of this credit to payments under the contract for Women and Youth Empowerment Programme (WYEP).

Project Strategic Support:

CADP will help to improve access of Women and Youth to new technologies and improved infrastructure as well as strengthen agricultural production systems and facilitate access to market for Poultry, Fruit Trees, Maize, Rice, Dairy, and Aquaculture Value chains in the state,

The scope of work will cover the following;

(i)      Procurement of goods – Poultry, Fruit Trees, Maize, Rice, Dairy and Aquaculture equipment, training, inputs, etc.

(ii)     Minor civil works – constructions, renovations, rehabilitations and maintenance of production /processing Facilities as well as energizing of designated farming enterprise.

(iii)    Consultancy services – studies/surveys and technical assistances – The goods and civil works will be procured in accordance with the provisions of the “Guidelines for procurement of goods and works under IDA credits” Current Edition; while the Consultancy Services shall be in accordance with the provisions of the “Guidelines for the Selection and Employment of Consultants by World Bank Borrowers” Current Edition”,

Eligibility Criteria

To be eligible or consideration, service provider must provide the following details;

(a)     Profile of your company/institution including certificate of incorporation – CAC registration with minimum of five (5) years, physical address, ownership (including board membership), organogram of management structure and contacts (Telephone, Facsimile and Email).

(b)     Evidence of Financial Capability.

(c)      Evidence of technical capability to handle any of the above scope of work in core area of interest (personnel and equipment) for specified business plan.

(d)     Possession of relevant/similar experiences and skills for at least three (3) years

(e)      Prospective Service Providers are expected to provide evidence of technical capability in area(s) of core competence/specialisation.

(f)      Service Providers who had applied to SCADO in the past needs to re-apply for consideration

(1)     Introduction

Chevron Nigeria Limited (CNL), Operator of the Nigerian National Petroleum Corporation (NNPC)/CNL Joint Venture, plans to engage the services of interested and prequalified indigenous companies for this tender opportunity for the Provision of Solar Turbines Exchange and Maintenance Services which shall be in the following Company’s locations: Escravos Production Facilities, which includes Escravos Terminal, Offshore and Onshore facilities. This also includes all Chevron Nigeria Limited Operational locations as required to support CNL’s oil and gas production activities including Projects, Shutdowns and Turnarounds

(2)     Scope of Work

Contractor must be locally established in Nigeria and shall as a minimum meet the following requirements:

(a)     Have current technical support agreement with the Original Equipment Manufacturer (OEM) Solar Turbines Incorporations or with a Manufacturer of a turbine of similar capacity for the provision of high standard Exchange program, proprietary technical and engineering information, equipment warranty, inspection, servicing, overhaul and maintenance of solar gas turbine packages and gas compressor bodies, and the availability of competent and OEM certified service personnel to mobilize at short notices.

(b)     Have current Technical Support Agreement with the Original Equipment Manufacturer (OEM) Solar Turbines Inc or with a manufacturer of a turbine of similar capacity for the provision of high standard Turbine Engine Exchange program, proprietary technical and engineering information, equipment warranty, inspection, servicing, overhaul and maintenance of solar gas turbine packages and gas compressor bodies, and the availability of competent and OEM certified service personnel to mobilize at short notices.

(e)      Have current After Sale Market Support Agreement with the Original Equipment Manufacturer (OEM) Solar Turbines Inc or with a manufacturer of a turbine of similar capacity for the provision of replacement materials and spare parts for various models and types of Solar Turbine Engine Packages and Compressors.

The services shall include, but will not be limited to the following;

  • Provide qualified field service technicians to inspect service, maintain and troubleshoot solar gas turbine/compressor package. Field Technicians shall be trained and certified by the (OEM) Solar Turbine Incorporations to provide the field support on Solar Gas Turbine Packages.
  • Provide qualified and OEM certified field service engineers for package design review and engineering support. The field engineer shall be sufficiently qualified, trained and certified by the OEM to perform equipment overhauls of Solar Gas Turbine Engines and components purchased by CNL.
  • Provide exchange equipment and components such as complete Solar Gas Turbine Engines, Power Turbines (PT), Gas Producers (GP), gas compressors rotating elements and components overhaul and other solar package skid components and accessories.
  • Provide OEM certified spare parts and materials for Solar Turbine Engines, package skid components and accessories.
  • Perform major and minor engine overhaul including provision of exchange equipment and components such as complete Solar Gas Turbine Engines and Power Turbines, rotating elements, control systems and package skid components and accessories.
  • Conduct performance tests on Solar Gas Turbine Engine packages and Gas Compressors including ownership of Testing Facilities
  • Provide qualified and OEM certified field service technicians to perform Solar Gas Turbine and Compressor Packages upgrading, refurbishment and repairs, and repairs at company locations.
  • Provide qualified and OEM certified technicians to review, repair and support Gas Turbine Control Systems.
  • Provide OEM Certified Training to Company Nigerian personnel and assess the competency to perform operations and maintenance on Gas Turbine and Compressor Packages
  • Provide qualified and OEM certified field service technicians to perform Solar Gas Turbine and Compressor Packages upgrading, refurbishment and repairs, and repairs at company locations
  • Provide qualified and OEM certified technicians to review, repair and support Gas Turbine Control Systems.
  • Provide OEM Certified Training to Company Nigerian personnel and assess the competency to perform operations and maintenance on Gas Turbine and Compressor Packages.

(3)     Mandatory Tender Requirements:

(A)    To be eligible for this tender exercise, interested bidders are required to be pre – qualified in Category 3.05.11 (Generator Services) Category A & B in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category by the bid close date will receive Invitation to Technical Tender (ITT).

(B)     Please note that interested bidders including their sub­contractor(s) shall be required to:

(i)      Meet all JQS mandatory requirements to be listed as “Prequalified” and “Live” for a category in the JQS database.

(ii)     Meet all Nigerian Content requirements stated in this advert in their responses to the ITT. Failure to meet the Nigerian Content requirements is a “Fatal Flaw”.

The Technical support agreement must cover but not limited to provision of high standard Exchange program, proprietary technical and engineering information, equipment warranty, inspection, servicing, overhaul and maintenance of Solar Gas Turbine packages and gas compressor bodies, and competent and OEM certified service personnel.

(4)     Nigerian Content

Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.

Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).

Interested bidders shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criteria will not be allowed to participate in next Tender Stage

The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.

(A)    Demonstrate that the entity is a Nigerian registered company, or a Nigerian registered company in genuine alliance or joint venture with foreign company with the details of the scope of the alliance or joint venture and responsibilities of the parties for services covered by this tender opportunity provided. Such companies must show evidence of a binding joint venture agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria

(B)     Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your CAC Forms C02 and C07.

(C)     Provide evidence of the percentage of 1) key management positions that are held by Nigerians and 2) total work force that are Nigerians. Also, show overall percentage of work to be performed by Nigerian resources relative to total work volume.

(D)    Provide a Nigerian Content Plan with a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that will be involved in executing the work. Also provide details of Nigerian Content contact or manager.

(E)     State proposed total scope of work to be performed by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidences of well-equipped offices and workshop; attach past experience of such patronage.

(F)     Specific to this tender opportunity, provide a detailed plan for staff training and development on engineering, project management and procurement (including all software to be used, number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.

(G)    Provide evidence of domiciliation of project management and procurement centers in Nigeria with physical addresses (not P.O.Box).

(H)    Location of in-country facilities, (Equipment, storage, workshops, repair & maintenance facilities and, testing facilities).

(I)      Interested bidders must be willing and able to provide evidence of maximization of made in Nigeria goods and services.

(J)      Provide details on any other Nigerian Content initiative your company is involved in.

(K)    Provide evidence of Memorandum of Understanding (MOU) with the Oil & Gas Trainers Association of Nigeria (OGTAN) registered trainer to conduct classroom module of training and on the job attachment.

(L)     Provide human capacity building development plan including budget which must be minimum 10% of project man-hours or cost. Training will be targeted at developing capacity other than bidder’s personnel. Trainees will be nominated from a database maintained by NCDMB and the services of OGTAN registered trainers will be utilized to cover classroom modules.

(M)    Provide details of equipment ownership.

(N)    Interested bidders are required to present Nigerian Content Equipment Certificates (NCEC) issued by NCDMB (or evidence of application for the certificate) in respect of any components, spares, equipment’s, systems and packages to be used in the proposed services being tendered.

(O)    All interested bidders are required to submit as part of the Nigerian Content requirement, a signed Memorandum of Agreement (MOA) between it and one of the research and development (R & D) clusters established by NCDMB. The MOA shall be relevant to the scope of services and shall indicate how the bidder intends to use the relevant R & D clusters during the performance of the services.

(4)     Close Date

Only bidders who are registered with NJQS Product/Category 3.05.11 (Generator Services) Category A&B by Tuesday, December 22, 2015 being the advert close date shall be invited to submit technical bid.

Please note the following:

(1)     Companies that are eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category.

(2)     The ITT and any further progression of this tender shall be via NipeX.

(3)     All costs incurred by the interested bidder in preparing and processing NJQS prequalification shall be solely for the interested bidder’s accounts.

(4)     Meet the requirement of servicing and maintaining Company’s Solar Turbines.

Introduction

Kaduna State University intends to utilize its 2015 TETFUND Special Interventions (SIP) in the procurement of works and goods as under:

Lot 1:         Procurement and Installation of Hospital Equipment for Clinical Teaching;

Lot 2:         Construction of a 2-Storey Sterilization Building for Medical Teaching;

Lot 3:         Construction of 2-Storey Building for Kitchen and Laundry for Medical Student’s Hostel;

Lot 4:         Construction of 2-Storey Building comprising Classrooms, Offices and Toilets for Medical Student’s Training;

Lot 5:         Construction of a 1-Storey Building for Medical Ward for Clinical Training at Barau Dikko Teaching Hospital with External Works,

(B)     Pre-Qualification Requirements

Reputable and interested Contractors/Vendors wishing to undertake the procurement are to indicate their intention by submitting Technical Bid documents in the following order:

(i)      Evidence of Incorporation/Registration with Corporate Affairs Commission (C.A.C);

(ii)     Evidence of current Tax Clearance for the last three (3) years;

(iii)    Certified audited account for the last three (3) years;

(iv)    Verifiable evidence of similar jobs successfully executed;

(v)     Experience and technical capabilities of the company including key staff and qualifications;

(vi)    Evidence of financial capability/support and reference from a recognized Financial Institution/Bank.

(vii)   Evidence of VAT registration and remittance in the last three (3) years;

(viii)  Evidence of compliance with provision of the Pension Reform Act, 2004 as evidenced by a Current Certificate issued by PENCOM;

(ix)    Evidence of compliance with provision of the Industrial Training Fund Act, 2011, Section 6.

(C)    General Information

(i)      Interested bidders are to purchase documents for the Lots of their interest at a non-refundable fee of N20, 000.00 only and collect the documents at the office of the Director Physical Planning and Development

(ii)     Submission is to be made in sealed envelope clearly marked ‘TECHNICAL BID’ indicating the Lot No. under submission.

(iv)    Existing Tender fee Rates of National Assembly will apply and payable on submission of Bids:

Contract Value above N5M   –  N50.000.00

Contract Value of N10M – N50M   – N100.000.00

Contract Value in excess of N50M   – N250 000.00

(v)     All Bids shall be assessed in full compliance with the Instructions in the Tender Documents, which shall form the basis of Eligibility of Contractors tor final consideration;and

(vi)    Tender Document submitted late shall be rejected.

(5)     Submission of Bids

(i)      A copy of Financial and Technical Bids shall be submitted (In addition to the Soft Copy). The documents must be paginated, initialed and sealed in separate 15×9.5 envelopes, marked appropriately at the left hand corner “Technical Bid” and “Financial Bid” Both Bids (Technical and Financial) will be enclosed in a bigger envelope (properly sealed) and addressed to The Secretary, National Assembly Tenders Board, Three Arms Zone, Abuja. The name of the company should be clearly written at the back of envelop.

(ii)     To be registered and dropped in the Tender Box in the office of the Secretary Tenders Board not later than 1pm on Thursday, 17th December, 2015.

(iii)    Both Financial and Technical Bids must be binded with table-of-content page provided, listing all requirements in order stated above (paragraph 3).

(6)     Bid Opening

(i)      Bids will be opened at 1:30pm on Thursday, 17th December, 2015 at the Department of Procurement and Supplies Conference Room (Room 1.271) Annex I, NAS5 Complex;

(ii)     All prospective Bidders or their accredited representatives should endeavor to be present, please.

(iii)    Any other information/clarification needed on the advert can be obtained from Room 1.268. Annex I, NASS Complex.

NOTE

(i)      National Assembly reserve the right to reject any bid document;

(ii)     This invitation should not be construed to be as a commitment on the part of the National Assembly to enter into any form of contract with any company, enter into any communication with any company not found suitable nor shall it entitle any company to make any claim whatsoever from the National Assembly;

(iii)    All costs incurred as result of this Tender Invitation and any subsequent request for information shall be borne by the bidding companies:

(iv)    National Assembly is not bound to accept the lowest Bid or any Tender:

(v)     The National Assembly also reserves the right to annul the bidding process at any time without incurring any liabilities and assigning reason thereof;

(2.5)  Company’s financial details and Audited Accounts for the last three (3) years.

(2.6)  Bank References.

(2.7)  Evidence of Tax Clearance Certificate for the immediate past three (3) years.

(2.8)  VAT Registration and Evidence of past VAT remittances.

(2.9)  Must not have any Director who has been “convicted in any Country for any criminal offences relating to fraud or financial impropriety”.

(2.10)          Bidders should accompany every bid with a disclosure whether any officer of the Board, former, present Director, Shareholders has any pecuniary advantage in the Company.

The Federal University of Technology, Owerri, (FUTO) invites competent contractors to Tender for the Supply and Installation of 3No 2.5MVA, 33KV, 11KV transformer and accessories industries are hereby requested to apply.

Mandatory Requirements;                

(i)      Certificate of Incorporation with Corporate Affairs Commission (CAC).

(ii)     Tax Clearance Certificate for the past 3 years (2012, 2013, 2014).

(iii)    Evidence of Compliance with PENCOM requirements with certificates

(iv)    Evidence of Registration with Industrial Training Fund (ITF) with Certificates

Collection of Bid Document Tender

Contractors are to collect Financial Bid Documents from the office of the Director, Physical Planning & Development Unit upon the payment of N20,000 (twenty Thousand Naira) only to the Cash Office, Bursary Department of FUTO and obtain receipt of payment and qualified companies will have financial bid opened.

Submission of Technical and Financial Bid Documents/Opening

Your Technical and Financial Bid Document must be in a sealed envelope and addressed to:

The Registrar, Federal University of Technology Owerri, Imo State. The top left hand corner shall bear the name of the project for which you are applying for Example; “Proposed Supply and Installation of 3No 2.5MVA Transformers”. The document shall be dropped in a tamper proof box provided at the Council Matter Unit of the Registry.

Deadline for Submission

The document shall be submitted not later than 12 noon, on 15th January, 2016.

Opening of Tender Documents;

The Technical Bid Documents shall be opened immediately after 12noon of submission in the University Council Chamber on 15th January 2016. All bidders are expected to attend. Interested Members of the Public and Private sector professionals in the Construction Industries, Non-Governmental Organisations and Journalists are invited to witness the opening.

Please Note;

(a)     The participation in the bid does not guarantee any person the right to be selected or awarded any contract.

(b)     That by the submission of tender documents, the University is neither committed nor obliged to award any contract to any Contractor Supplier/Agency.

(c)      That this advertisement for invitation to tender shall not be misconstrued as commitment on the part of the University nor shall it entitle any contactor/firm to make any claims whatsoever and/or seek any indemnity from the University.

(d)     The University reserves the right to reject any or all bids and to terminate the procurement process at any time without any liability to the University.

(e)      Any bid submitted after the closing date shall not be considered as time is of essence.

(f)      If at any time during the procurement process it is discovered that the submission made by any contractor is invalid, the Contractor will be automatically disqualified.
