Kwara State GovernmentProject Alpha: Request for Qualification (RFQ) from Prospective Media Consultants IntroductionKwara State’s Media houses, comprising, of Kwara State Television, Radio Kwara (both Radio Kwara AM and Midland F M) and The Herald Newspaper, were established by law to perform statutory functions, as agencies of government, which include pro­mote and air government activities, information dissemination to citizens; by using methodologies and strategies that ensure their organic sustainability in the first instance, and eventually maximizing them as revenue contributors. As part of the State’s general repositioning for greater efficiency in governance, transparency, and fiscal responsibility, the Kwara State Government (“KWSG”) has decided to reposition these State-owned media houses in consonance with current real­ities and industry trends.Critical to this holistic transformation that involves human and physical capital; the processes that guide activities and outcomes; and the technologies that allow maximum reach, competitiveness and value addition.Consequently, this is a Request for Qualifications (“RFQ”) from interested and qualified firms and/or consortia that are willing to be the Media Consultant(s) on “Project Alpha”, being the restructuring of each of the State-owned Media Houses.Background & ObjectivesThe overall goal is for the State’s Media Houses to be the avenues of first and last resort for any and all type of information about Kwara State.Furthermore, this repositioning will be said to be successful when obstacles to the entities’ sustainability have been addressed and risks of reoccurrence are substantively mitigated.Hence, an immediate intervention effort of the State Government, hereinafter called “Project Alpha”, has been put in place, with a team of professionals, headed by a Sole Administrator.Project Alpha aims, therefore, to reposition all the State-owned media houses, fit them to purpose, realign them to reflect in­dustry best practices, among other set objectives of government.The expected outcomes of this exercise are to at least:(1)     Ensure that Kwara Television, Radio Kwara and The Herald become top five in the country within the space of one year.(2)     Turn-around in revenue generation, enabling the media house(s) to become self-sustaining, going forward.(3)     Complete overhauling of work-force, capital equipment and infrastructural outlay of the media house(s) within the first six months.(4)     Plug loop holes, remove operational bottlenecks and free the system(s) of the media house(s) for efficiency.Purpose of the Request for Qualification (RFQ)The purpose of this RFQ is to select a Project Consultant for each of the KWSG’s Media Houses.
