Objective of the Assignment
The Federal Government of Nigeria has received financing from the International Development Association (IDA) and grants from the European Union (EU) towards the cost of implementing State Employment and Expenditure for Results (SEEFOR) for four states – Bayelsa, Delta, Edo and Rivers to enhance opportunities for employment and access to socio-economic services, while improving the public expenditure management systems in the participating states. Delta state is a beneficiary of the credit and now intends to apply part of the proceeds for the engagement of Individual WAN/LAN Consultant to support the SIFMIS Project Team.
Delta State Employment & Expenditure for Results (SEEFOR) Project now invites eligible Individual Consultants to indicate their interest in providing the service. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services (Full time contract).
The shortlisting criteria are:

Skill Area Requirements
1. Technical skills • Minimum of 10 years’ experience in communications network infrastructure design, implementation and management of enterprise networks.
• Should have architected, built & operated similar communications infrastructure within the last 3 years.
• Should have played a Quality Assurance role in the design, build and delivery of similar communications infrastructure within the last 5 years.
2. Professional qualification • B.Sc/HND/Professional qualification in Information Technology and other related fields especially for networking and communications.
• Other documentation/certification on communications and related technologies training/certification
3. Experiences Experience with: WANs. VPNs, VoIP and TCP/IP. Experience in designing, implementing and managing multi-site/branch networks
4. Technology Skills Wireless networks; Cabled Networks (Fibre optics);
Metropolitan Area Network Architecture; Private Networks Design.
5. Training skills Technical knowledge transfers; Capacity Building

(I) SUMMARY:
The Education Crisis Response (ECR) Project is a 3-year program funded by the United States Agency for International Development (USAID) and implemented by Creative Associate International (Creative) in Adamawa, Bauchi, Gombe, Yobe and Borno States. It is aimed at expanding access to quality, protective, and relevant non-formal education and alternative education opportunities for internally displaced out-of-school children ages 6 to 17 as well as out-of-school children in host communities
In order to achieve these objectives ECR will develop partnership with community groups and associations, community coalitions, local NGOs and public sector institutions. These community level groups will serve as the primary agents of ECR project implementation in several components of the protect
(II) PURPOSE
This RFA is seeking applicants to propose effective approaches to the development of ECR grants program will strengthen the capacity of local groups, associations and organizations through community mobilization activities and management of learning centers to provide increased access to quality, protective and relevant non-formal education to Internally Displaced Persons (IDPs) and host communities in targeted project communities
(III) LOCATION OF ACTIVITIES
The geographic focus under consideration is the following local government areas (LGAs) of Borno State:

• Jere
• Konduga
• Kaga
• Biu
(IV) PROGRAM OBJECTIVES;
It is aimed at expanding access to duality, protective, and relevant non-formal education and alternative education opportunities for internally displaced out-of-school children, ages 6 to 17 as well as out-of-school children in host communities using the non-formal education model of the following nature.
Non-Formal Learning Centers for Internally Displaced Persons (IDPs) and Host Communities
This grant category will provide support to NGOs responsible for reinforcing existing or establishing Non-Formal Learning Centers. The NGOs will be responsible for managing on-going teaching and learning of literacy, numeracy, basic Science, Social studies and psychosocial support (Social and Emotional Learning) to Internally Displaced Persons (IDPs) and host communities.
COMMUNITY COALITIONS (CC)
This grants component is aimed at facilitating the efficient functioning of Non-Formal Learning Centers, assisting in the development of Adolescents Girls Learning Centers (AGLC) and Youth Learning Centers (YLCs).
To support me operation of the CC, ECR will award sub-grants to local NGOs which will serve as the CCs secretariat and undertake the CCs financial management tasks Both the CSOs and CCs will play a leadership role in advancing the concept at NFLCs and mitigating conflict in the communities in which they operate. The sub-grants will provide seed funds for CC activities, support visits to Non-Formal Learning centers, and other approved LGA level activities.
ADOLESCENTS GIRLS LEARNING CENTERS (AGLC)
The AGLC grants program intends to strengthen literacy, numeracy and life skills of girls (ages 13-17) through the development of support program that specifically addresses the needs of girts in host communities and IDPs.

YOUTH LEARNING CENTERS (YLCs)

ADVOCACY GRANTS
This grant category will support individual NGOs to implement local public awareness campaigns.
Examples of possible types of Advocacy Grants include but are not limited to:
• Collaborate with state and local government structures to conduct advocacy and outre ach work amongst local communities on the importance of formal education, integration of core subjects in Qur’anic/Tsangaya curriculum targeting traditional and religious leaders, faith-based organisations and local communities and other support groups and stakeholders
• Set up community structures
• Create an enabling environment to launch NFLCs and integration of core academic subjects while concurrently building trust and ownership among stakeholders
• Expand understanding in communities about the importance of enabling equitable access to quality, safe and practical education
(V) APPLICANTS ELIGIBILITY CRITERIA:
• Be officially registered and working; in compliance with all applicable civil and fiscal regulations, including, but not limited to pertinent local laws and status. In lieu of official registration, a grantee may show proof of effort to secure registration, exemption from registration or show cause why such registration is either not optional or practicable
• Meet the projects objectives and principles
• Contain expected outcomes and results consistent with and linked to the projects objectives
• Applicant is not a debaned organization
• CSOs/CBOs/NGOs from Borno state in particular but those from Gombe or Adamawa states may apply
(VI) COST SHARE REQUIREMENTS:
There is no cost share requirement on these grants
(VII) AWARD INFORMATION
Subject to the availability of funds, Creative expects to award ten (10) grants, ranging from 549,000 to 550,000. The total amount available is $500,000. The applicable exchange rate equivalent is USD 1 to NGN 199. The expected duration of Creatives support or the period of performance is 09/01/2016-08/31/2017.

Consultancy Services for Safety Enhancement Plan for Ero, Egbe Ureje and Itapaji Dams
The primary objective of the assignment is to prepare a dam safety plan for Ero, Egbe, Ureje and Itapaji dams. This assignment will produce as a deliverable, a final dam safety report comprising overall dam safety, Instrumentation, Operation & Maintenance and Emergency Preparedness plans (EPP). These shall include; Preparation of Dam Safety Plan, Preparation of TORs for Quality Control and construction Supervision of dam rehabilitation and refurbishment works, Preparation of detailed Plan for Instruments that will be needed to monitor and record dam behavior and related hydro-meteorological, structural and seismic factors, Preparation of Operation and Maintenance (O&M) Plan critical for protecting the dam, downstream communities and personnel that will work at the dam. The estimated duration for the assignment is 6 months.

The objective of the assignment is to develop measures for the establishment of an effective and sustainable water service metering, billing and collection policy in the urban centers of Ekiti State, and propose a strategy to implement it.
To achieve this, the Consultant shall amongst others;
Study the existing legal, regulatory and institutional framework associated to water metering, billing and collection and Propose feasible modifications to be done in these areas in order to improve the overall commercial process.
Review existing metering/billing/collection system in the State to determine the collection rate and revenues in areas already provided with meters; and compare them to the collection rate and revenues in areas without meters
Submit a detailed policy and strategy covering the above aspects.
The estimated duration for the assignment is 4 months.

The Polytechnic of Sokoto State intends to procure assorted books, Sukam Inverters, Wilson diesel generator Engine and office equipment, under its 2015 TETFund library development intervention.
THE PROJECTS ARE AS FOLLOWS:
Lot 1: Procurement of Assorted Books, Bandwidth, Networking Equipment and installation
Lot 2: Procurement of Sukam Inverters, Batteries, Solar Equipment and Installation
Lot 3: Procurement of FG Wilson Diesel Generator Engine and Other Office Equipment and Installation

PRE-QUALIFICATION REQUIREMENTS
