CONDITIONS FOR ELIGIBILITY:
All Interested Contractors shall be required to submit the following documents.
(a) Evidence of incorporate of company with Corporate Affairs Commission including Articles and, Memorandum of association, forms C02 and C07.
(b) Evidence of VAT registration and remittances.
(c) Evidence of current Tax Clearance Certificate & Remittance for the past three (3) years
(d) Evidence of current Registration with Bureau of Public Procurement (BPP) in the relevant category.
(e) Evidence of compliance with Pension Reform Act 2004 and remittances where applicable.
(f) Evidence of compliance with the provision of the amended industrial Training Fund (ITF) 2011 Act and remittances where applicable
(g) List of experienced Administrative and Technical Staff to be deployed on the project including CVs and photocopies of academic and professional qualifications like ARCON, COREN, COBOL etc.
(h) Evidence of SIMILAR & verifiable projects executed within the past five years including copies of letters of awards and completion certificates
(j) Evidence of Financial capacity or Banking support/reference letter from a reputable Bank stating willingness to grant a credit line of a minimum of N30,00 Million in order to carry out such a project or Company’s Bank statement of account indicating credit balance of over N30,00 Million.
(j) Company Audited Account for the past three (3) years
(k) Provision of Tax Identification Number (TIN) by each Contactor
(l) Evidence of Company’s Annual turnover.
(m) Comprehensive Company profile and organizational structure.
(n) Comprehensive list of plants and machineries to be deployed to the project with evidence of possession.
(o) Sworn Affidavit indicating that all information provided are true in every respect that the company is not in receivership and none of its Directors where over convicted of fraudulent or financial impropriety.
(p) Evidence of corporate social responsibility rendered (if any)
(q) Sighting of original copies of all the documents listed in the profile must be presented during opening of bids failure of which will load to automatic disqualification.
(r) Payment of Non Refundable Prequalification Fee of Twenty Thousand Naria Only (N20,000.00) can be made directly to the University’s CBN TSA/IGR Account with Central Bank of Nigeria, Gusau Main Branch, Account No. 0380504761026 and receipt obtained at the University’s Bursary Department Photocopy of the payment receipt should be attached to the Pre-qualification document.
(s) Submission of Certified Bank Draft for 15% of Total Tender Sum as Bid Security at Tender stage after being pre-qualified in the relevant category.
(2.0) VERIFICATION OF CLAIMS:
Please note that Federal University Gusau reserves the right to verify claims made for the purpose of pre -qualification and financial tender as submitted by any interested Contractors.
(3.0) BIDDING DOCUMENTS:
Copy of the Bid Documents will be available for collection on presentation of the Treasury receipt/Bank Teller at the Physical Planning, Works & Maintenance Department.
(4.0) SUBMISSION OF PRE – QUALIFICATION & BIDDING DOCUMENTS:
Pre-qualification documents should be neatly packaged in a sealed envelope narked “Pre – qualification in the relevant Lot or Category” and neatly stapled. The project Lot No. for each protect should be written at the top right hand corner of each of the envelope and addressed to:

Submission of documents will close on or before 12:00 Noon on Monday, 25th July, 2016 at the University’s Permanent Site (Laboratory/Classroom Block Room 03). To be considered for Commercial tendering, any bidder must score at least 70% and above for the listed category/Lot.
(5.0) OPENING OF DOCUMENTS:
Technical bids for as the participating Companies will be opened publicly while opening of Financial bids will be limited to only Pre-qualified Companies and will be opened after pre-qualifying all eligible Contractors the same day. Financial bids of unsuccessful Contractors will be returned to them immediately attar the pre-qualification exercise. The opening of bids will hold in the presence of all bidders or their representative at the University’s Permanent Site (Laboratory/Classroom Block Room 03) on Monday, 25th July, 2016 by 12:00 Noon.
(6.0) SIGHTING OF ORIGINAL DOCUMENTS TENDERED:
Please note that the Federal University Gusau request all bidders to present all original Pre-qualification tender documents for sighting during the opening of bids exercise Any bidder who fails to present the original documents during the opening exercise will be disqualified automatically
(7.0) IMPORTANT NOTICE:
All applicants are to note that:
(1) No one single Bidder should Tender for more than 2-projects at a time
(2) The University reserve, the right to discontinue with the Pre-qualification and Tender exercise.
(3) The project Lot No. for each protect should be written at the top right hand corner of each of the envelope as well as marked clearly whether Technical or Financial.
(4) Only firms capable of executing the jobs would have their financial bids opened and contacted.
(5) Nothing in this advert shall be construes to be a commitment by Federal University, Gusau
(6) Failure to comply with any of the above instructions or to provide any of the above listed documents may automatically result in disqualification.
(7) Bidders are to note that participation in the Pre-qualification & Bidding exercise does not grant any Company the night to be considered for award. The University shall not enter into any correspondence with unsuccessful bidders.
(8) Bidders should note that the Pre-qualification & Bidding is not a commitment to award the project and does not waste any commitment by the university to any company

The Gombe State Government in collaboration with the Federal Government are to Execute Projects/Programs towards attaining the Millennium Development Goals (MDGs) through the 2015 Conditional Grants Scheme (CGS) to State Projects.

(xvii) Sworn Affidavit that no particular Directors of the firm has been convicted of any criminal offence relating to fraud or financial impropriety or criminal misrepresentation, falsification of facts relating to any matter.
(xviii) Registration with Federal University Ndufu Alike Ikwo as consultant
The documents should follow the order listed i-xvii above. Each parcel should have a table of content indicating the pages on which these items are to be found.
2.0 SUBMISSION/OPENING OF DOCUMENTS
(I) The Expression of Interest (EOI) documents are to be returned in a sealed envelope and marked at the top left corner “EOI” Documents for consultancy services” stating the particular category and the title of the project.
(II) The envelope should be addressed to The Registrar Federal University Ndufu Alike Ikwo and hand delivered into the prequalification box in the Registrar’s Office, 2nd Floor Administrative Building not later than 19th July, 2016.
(III) Opening of the documents shall take place at 1:30pm on 19th July 2016 in the Multi-Purpose Hall, Faculty of Science, Federal University Ndufu Alike Ikwo Permanent site. All interested consultants and the general public are hereby invited.
3.0 PLEASE NOTE:
(I) Federal University Ndufu Alike Ikwo is neither committed nor obliged to short¬list any firm of consultants
(II) The University reserves the right to reject any or all documents.

QUALIFICATION CRITERIA AND TENDER REQUIREMENTS
(i) Certificate of registration with Corporate Affairs Commission (CAC);
(ii) Tax clearance Certificate for the last (3) years (2013, 2014, and 2015) expiring 31st December 2016:
(iii) Evidence of VAT Registration;
(iv) Certificate of compliance issued by industrial Training Fund in line with the provisions of the ITF Act, 2011 (NSITF);
(v) Valid clearance certificate issued by Nigeria Social insurance Trust Fund (NSITF)
(vi) Evidence of interim registration with the Bureau of Public Procurement (BPP) IRR;

(viii) A sworn affidavit that no partner/ director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both GENUINE AND UP TO DATE;
(ix) A sworn affidavit disclosing whether or not any officer of FCC or BPP is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all materials particular;
(x) Evidence of previous similar jobs done including a ward letters and completion certificates;
(xi) List of companies equipment
(xii) Evidence of access to or availability of credit facilities, confirmed by a reputable bank;
(xiii) Company profiles indicating previous jobs in the last 5 years and CVs of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers (evidence of registration with relevant regulatory bodies.
A non-refundable tender fee of Twenty Five Thousand Naira (N25,000.00) is payable by all bidders into the Federal Government single Treasury Account (TSA) FCC Accounts.
COLLECTION AND SUBMISSION OF TENDER DOCUMENTS
(a) Interested bidders shall obtain tender documents from Room 104, ground floor, Federal Character Commission Headquarters upon presentation of evidence of payment of tender fee.
(b) Completed Technical and Financial bids (2 hard copies each) shall be submitted in two different sealed tamper proof envelops and labelled “Technical Bid” and “Financial Bid” and both placed in a third envelop, All the three (3) envelops should bear the Company name at the reverse side while the “Project Name “and Lot No at the Top Right Hand Corner of the envelop and addressed to:
