Assignment Title; Engagement of Consultancy Services to Support Training of Account and Audit Staff in the State of Osun on International Public Sector Accounting Standards (IPSAS)
This Request for Expression of Interest (REOI) follows the General Procurement Notice (GPN) for this Project that appeared in the UN Development Business Publication of February 18, 2015 and in three Nigerian Newspapers of the same date: (i) The Guardian, (ii) Thisday and (iii) Daily Trust.
The Federal Government of Nigeria has received a Grant from the International Development Association (IDA), acting as administrator of a trust fund from the European union, towards the cost of State and Local Governance Reform Project. The State Government of Osun being one of the six beneficiary state, of the grant, now Intends to apply part of the proceed to finance capacity strengthening of Account and Audit staff in the State on the use and application of international public sector accounting standards (IPSAS) as part of the strategy towards improving public financial management.

Specifically, the services to be offered will cover the under-listed (The Consulting Services):
The Training institution/Consulting Firm will render the following services which are expected to address the skill gap of Account and Audit Staff in implementation and application of IPSAS in the Osun of State:
• Prepare a Training Manual on a modular basis, covering the following modules-Module i: Introduction to IPSAS, Module ii; Structure of IPSAS/IFRS, Module III: Highlights of IPSAS/IFRS Sections, Module IV: IPSASAccrual (l-38) and IPSAS Cash, Module V: IPSAS implementation: Challenges and Benefits, and Module VI: Understanding Domesticated National Chart of Account.
• In developing the draft Training Manual, which must be shared with clients and content thoroughly discussed and approved before final production.
• Conduct customized training seminars/workshops for identified participants on IPSAS/IFRS Accrual, These trainings will include demo sessions for practical conversion of 2015 Accounts of Osun of State Government using IPSAS Accrual Accounting. In addition, the training will focus on the underlisted:
(a) Develop capacity of Account and Audit Staff with adequate skill to apply IPSAS and IFRS to their organization accounting and budgeting practices.
(b) Develop Account and Audit Officers Skill to apply best practice and avoid common pitfalls in their IPSAS and IFRS implementation.
(c) Build a Strong base system of performance-based management in the state accounting reports.
(d) Strengthen capacity of selected officers to accomplish increased transparency and meet the international requirements of Banks and Donors and Multi-lateral Agencies.
(e) Develop a comprehensive and detailed materials for IPSAS training.
(f) Provide a comprehensive report on the training, lesson learnt, and way forward for the participants in the practical application of IPSAS/New chart of accounts.
• Conduct course and participants evaluation for all the seminars and provide client with feedback.
• Issue certificate of attendance to all participants that complete the course.
The Osun State and Local Governance Project (SLOGOR) now invites eligible Consulting Firms/Training Institutes to indicate their interest in providing the training. Interested consulting firms/Training Institute are hereby request to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of its key staff, provision of company brochures, description and provision of evidences of similar assignments carried out in the last five years, evidences of experience in similar conditions, evidence of availability of appropriate skills among key staff, etc.
The consulting firm/Training Institute will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011). Call for Expression of Interest/Invitation to Prequalify for Selection as an Agency to Provide Call Center Services for SFH

Society for Family Health (SFH) was incorporated in 1985 and is one of the foremost Non-Governmental Organisations (NGOs), that provide support to the Nigerian government in key areas of public health: HIV&AIDS prevention, family planning and maternal & child health (malaria, water and sanitation, and diarrhoea control). SFH works with the media to promote behaviour change and healthy lifestyles.
Strengthening HIV Prevention Services for Most at Risk Populations (SHiPS for MARPs) is one of SFH donor projects and aims to strengthen HIV prevention services available to Key Populations as well as improve the capacity of stakeholders at national, state and local levels to offer these services.
In line with these objectives, the project intends to establish an HIV Call Centre geared towards enhancing direct communication with Key Populations and persons living with HIV with a view to providing increased access to comprehensive prevention, treatment and Cafe Services.
The Call Centre is planned to operate from a central location and to cover requests specifically from 8 Priority states: Lagos, Cross River, Akwa Ibom, Rivers, Benue, Nasarawa, Kaduna and the FCT, Call centre operations will be co-supervised and closely monitored by the SHiPS for MARPs team in Abuja.
SFH intends to engage the services of one single organisation, which will be able to track each client from first contact to engagement and follow up. This will improve peer retention and enable Wider Coverage in a manner which is sustainable and measurable in real-time. The duration for this service is 12 months. The outsourced service should be able to effectively screen out Calls outside the project states using IP or CPS facilities.
SFH is open to any contemporary and innovative IP/PBX design that is easy to setup, economic to run, with the capability to scale up or down as required.
Objectives of service;
The purpose of this service is to ensure that the proper elements and commitments are in place to provide consistent outsourced call center services to the SHiPS for MARPs Project
Specific Activities:
(1) Outsourced Call Center Services
(2) Telephone based HIV and AIDS counselling (Inbound)
(3) Telephone based HIV and AIDS sensitization campaigns and advocacy (Outbound)
(4) Client retention, mentorship and follow-up services (Outbound)
(5) Telephone based reminders on appointments and medication
(6) Data entry service and project/partner performance tracking using real time analytic tools
(7) Daily, Weekly: Monthly and Quarterly reporting.
(A) Eligibility Criteria
To be eligible for consideration, interested organisations must provide the following details;
(a) Profile of the organization, including organization’s certificate of incorporation, physical address, organogram of management structure, ownership (including board membership), and contacts (telephone, facsimile and email).
(b) Evidence of financial management systems (accounting, internal control, and audited financial statements for the most recent 3 years- 2012, 2013, 2014).
(c) Evidence of previous Experience in managing Outsourced Call Centers, (Include any or all of these: Letters of awards, Contract agreements, Purchase Orders, Service completion certificates etc.).
(d) Evidence of the availability of qualified personnel for carrying out the specific activities mentioned above (Include the Staff CVs);
(e) Evidence of tax payment for the past 3 consecutive years (2012, 2013, 2014).
(f) Evidence of VAT registration or tax exemption certificate.
(g) Evidence of Compliance with the Provision of the Pension Reform Act 2004.
(B) Evaluation and Selection Process;
(a) A technical panel will be constituted to review the EoI and shortlist Applicants to proceed to the next stage of Request for Proposals based on the criteria listed above.
(b) At this stage, a YES’ or “NO’ qualifier will be used to rate all the points above and only bidders who get a ‘YES’ response to all the criteria will proceed to the next stage.
(c) All costs incurred by bidders as a result of this process and any subsequent requests for information shall be borne by the bidding Organizations.
(d) Only companies that satisfy the Pre-qualification requirements will be contacted with Requests for Proposal (RFP) and Request for Quotes (RFQ) document.
(e) This advertisement shall not be construed as a commitment on die part of SFH to appoint any organisation nor shall it entitle any organisation to claim any indemnity from SFH.
(f) Interested bidders may obtain further information from the contact given below between 9:00am and 3:00pm. Such information should be requested not later than 20th June 2016.

(xvi) Bidders must show evidence of registration with relevant professional bodies;
(xvii) Any Bid above 100 Million Naira for Goods and 300 Million Naira for Works must be accompanied with 2% Bid security;
(xviii) Consortium must present evidence of duly executed Memorandum of Understanding (MOU) between the consortium members will be required.
(xix) A Sworn affidavit disclosing whether or not any officer of FMC or BPP is a former or present Director, shareholder or has any pecuniary interest in the Bidder and that no Partner/Director have been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents presented in this bid are both Genuine and Up to date and that the Company is not under receivership, the Subject of any form of winding up petition or proceedings;
(xx) The required Turn over for each Lot is as in the Bidding Document;
(xxi) Any other document(s) that will enhance the application.

Tender documents are obtainable from the office of the Tender Unit of the Procurement Department, Room 305, 3rd floor on the presentation of a copy of the original receipt of non-refundable tender fee of N20,000.00 (Twenty Thousand Naira only) for each lot paid into MCT REMITA A/C 0020054141107046, Invitation for pre-qualification and Expression of Interest has no documents for collection and no Tender fee.
(7.0) BID SUBMISSION/CLOSE OF SUBMISSION;
(7.1) The Completed tender documents must be dully registered at the Procurement Department and submitted in three (3) copies, one (1) original and two (2) copies in Two (2) separate sealed envelopes clearly marked “Technical” and “Financial” and both sealed in a third envelope marked with the appropriate project title and Lot number at the top right hand corner and addressed to 7.3 below
(7.2) Prequalification’s and EOI documents must be duly registered at the Procurement Department and submitted in three(3) copies, one (1) original and two (2) copies in One (1) sealed envelope clearly marked Expression of Interest/Prequalification marked with the appropriate project title and Lot number at the top right hand corner and addressed to 7.3 below

(7.6) Submission of Tender Document closes at 12:00noon Prompt, Wednesday 27th July, 2016
(7.7) Late submissions shall be rejected
(8.0) BID – OPENING;
(8.1) Expression of Interest (EOI) and Pre-qualification documents will be opened at 12:00 noon prompt, Wednesday 13th July, 2016
(8.2) Invitation to Tender Documents (Technical Bids) will be opened at 12:00noon prompt, Wednesday 27th July, 2016
All the Bids shall be opened in the Minister’s conference room of the Ministry as scheduled, immediately at the close of submission in the presence of Bidders or their representatives, Non-Governmental Organizations, CSO’s, relevant professional bodies and interested members of the public. This advertisement serves as an invitation to NGO’s, Anti-Corruption Agencies and the general public to witness the Bid Opening.
(9.0) ADDITIONAL INFORMATION/DISCLAIMER
(9.1) The Ministry will verify any or all the claims made by the bidders and any bidder who contravenes Section 58(4g). PPA 2007 will be liable to Section 58(6a&b). PPA 2007
(9.2) This advertisement shall not be construed as a commitment on the part of the Federal Ministry of Communications nor shall it entitle any bidder submitting documents to claim any indemnity from the Ministry
(9.3) Contractors are not permitted to Bid for more than two lots and only prequalified/short-listed bidders will be invited for the next stage of the process.
(9.4) The Federal Ministry of Communications reserves the right to cancel any or all the processes in public interest.
