1.0. Introduction
Lekki Free Zone Development Company (hereinafter referred to as “the client”) the developer and manager of the Southwest Quadrant that forms the phase 1 of the Lekki Free Zone, a company that is registered under the laws of Nigeria is desirous to engage and pre-qualify competent HR Outsourcing firms (for both local and international manpower) to operate within the Lekki Free Zone.

3.0 SCOPE OF WORK
The scope of work for the HR Outsourcing firms shall be the recruitment and management of outsourced manpower within the Lekki Free Zone, prioritising the employment of Workers within the Nigerian Labour Market and to perform all other duties as are incidental thereto.

This Request for Expression of Interest (REOI) follows the General Procurement Notice (GPN) for this project that appeared in the UN Development Business’ Publication of February 18, 2015 and in three Nigerian Newspapers of the same date: (i) The Guardian, (ii) Thisday and (iii) Daily Trust.
The Federal Republic of Nigeria, through the National Planning Commission has received an EU-Financing Grant (10th EDF) from the International Development Association (IDA) towards the cost of implementing State and Local Governance Reform Project. Cross River, being one of the six beneficiary states of the grant, now intends to apply part of the proceeds for consulting services for“Establishment of Centralized Database/Website by Due Process Bureau in Cross River State”
The consulting services (“the Services”) include as follows:
(1) Conduct background scoping and research work and present their salient features and innovations as part of Concept Note as well as Demo at intervals before the final product is being installed or hosted.
(2) Obtain a domain name as per client’s request and register it for one or more years initially.
(3) Provide links to appropriate related websites as required by the client.
(4) Update and maintain the website for a period of one year and renew it on mutual consent after one year.
The software and website should have the ability to disseminate the following information which will be modified at regular interval:
4.1 Software Development
(a) Upload State budget data to due process database
(b) Detailed price of items, services and operation nationally and internationally
(c) Quarterly update of price report generation mechanism
(d) Backup and Storage facility – both on- site and off- site
(e) In case of accident and disaster, there should be restoration of data to most current backup
