BACKGROUND OF THE ASSIGNMENT
Nigeria signed the Stockholm Convention in May 2001 and ratified it in May 2004. Towards meeting its obligations, a National Implementation Plan (NIP) was submitted to the Convention in April 2009 wherein twenty-three areas of action were identified as priorities. Some of these include PCB inventory & treatment, remediation and treatment of polluted areas, disposal of obsolete PCBs and PCBs containing equipment.
OBJECTIVES OF THE ASSIGNMENT
The Environmentally Sound Management and Disposal of PCB project is a response to the implementation of the NIP and seeks to meet the commitments of Nigeria for PCBs under the Stockholm Convention.
As part of these efforts, the GEF/UNDP in Nigeria on behalf of the Federal Ministry of Environment invites applications from competent and qualified individuals to undertake the development of a technically sound and detailed project proposal for the above project for submission of the GEF Secretariat by February 2017.

(10) A sworn affidavit confirming that all the information presented and attached are true and correct, that the company is not in receivership, insolvent or bankrupt and none of the directors was ever convicted by any court of law or staff of Federal Ministry of Education (FME) or BPP.
COLLECTION OF TENDER DOCUMENTS
Tender documents are obtainable from the secretary, school tender board, office of the Vice Principal (Special Duties). F.S.C Ogoja on the presentation of a copy of the original receipt of payment of a non-refundable tender fee of N20,000.00 (Twenty thousand Naira) only to the Bursar, F.S.C Ogoja.
Completed Technical and Financial Bids should be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid” respectively with the company name indicated at the back of the envelope. The two envelopes should be enclosed in a larger envelope and marked (Technical and Financial) and addressed to: The secretary School Tenders Board, F.S.C Ogoja. The envelope should be duly marked “Category B/Lot No….. /Technical of Financial on the top right hand corner”. The bids should be dropped in the Tender Box at the office of the principal, F.S.C Ogoja. Bidders are to ensure that they also sign the submission register.
Technical and Financial bids submission is not later than 12:00 noon on 5th August, 2016. Bids will be opened immediately after the closing of submission on the same day at the school conference room. Late submissions would not be entertained.

Niger Delta Development Commission (NDDC), in furtherance of its mandate is considering undertaking several developmental projects for the even rapid and sustainable development of the Niger Delta Region. To ensure standard projects delivery in line with engineering best practice, the Commission, is seeking to hire consultants for the design of its 2016 infrastructural projects. NDDC therefore calls for Expression of Interest from competent consultants in the following areas:
• Environmental Protection
All interested and competent consultants are invited to submit all relevant documents to be used for pre-qualification exercise as follows:
• Certificate of Incorporation with CAC, Form C07 and Co2;
• Audited Accounts of the Company for the past three (3) years;
• Evidence of Current Tax Clearance Certificate (TCC) for the past three (3) years duly certified and issued by the FIRS, expiring by December 2016.
• Company profile showing the profiles of the promoters of the company, CVs of the management and staff;
• Details of the company’s community relations policy and strategy to ensure smooth execution of the project;
• Evidence of executing similar designs within the area for the past three (3) years.
• Evidence of good understanding of the peculiarities of the local environment especially in areas such as language affinity, effective community liaison potentials and details on local employment.
• Details of Quality Assurance/Quality Control (QA/QC) procedures;
• Evidence of up-to date Annual Returns
• A verifiable evidence of compliance with Statutory Pension Act, by inclusion of PENCOM Compliance Certificate.
• A verifiable evidence of registration with Contribution to industrial Training Fund (ITF), by inclusion of ITF compliance certificate.
• A verifiable evidence of compliance with all NSITF/Employees Compensation Act
• Evidence of current inventory levels of equipment as may be needed on an immediate call-out basis;
• A sworn affidavit that none of the Directors of the Firm is an ex-convict or Bankrupt
• A statement of assurance of delivery of the services
• A statement of interest including a statement of ability to undertake the job (within agreed time frame)
• Other information to facilitate the evaluation of the consultant’s capability and track record;
• Company’s contact person and address including email and web site addresses if available. Website and email addresses of the firm

(9) Any other information that will facilitate the evaluation of the consultant’s capability and track record.
Consultants are expected to substantially comply with the above requirements as failure to comply fully may weaken the consultant’s case. Consultants are to submit only genuine and verifiable documents as consultants who submit fake or fraudulently obtained documents would be disqualified and the attention of the relevant security agencies may be called, if necessary. All submitted responses would be evaluated on the basis of documents submitted and authenticity of the corporate consultancy’s competence
OTHER RELEVANT INFORMATION:
• The selection of consultant will follow the Provision and Procedure laid down in the Public Procurement Act 2007.
• Only consultants that have been successfully qualified would be advertised on NDDC website.
• Consultant can seek clarification or request for additional information by writing officially to the officer listed below before the deadline for submission of the EOI.
• Consultant are advised not to try to influence the selection process as this would lead to immediate disqualification of the consultant and the consultant may also be barred from seeking other contract opportunities from the Commission.
• All costs incurred by any consultant in the preparation and submission of the Request for Expression of Interest to be borne entirely by the consultant.

(3) ELIGIBILITY REQUIREMENTS Interested eligible contractors/service providers are to submit bid documents specified below for consideration

(ix) Comprehensive company profile showing organizational structures, list of professional staff including curriculum vitae of key personnel involved in project implementation stating qualification, year of experience and professional qualification/registration where applicable (enclose photocopies of all credentials & Curriculum vitae)
(x) Evidence of previous experience/performance on similar job successfully executed in the past 3 years (Please attach award letters, job completion certificates, evidence of payment, interim/final certificate of payment for the job done etc.
(xi) Evidence of financial capability such as letter of Bank guarantees indicating accessibility to credit facility
(xii) Evidence of possession of a substantial proportion of machineries and equipment required for successful execution of contract or lease agreements in case the equipment were not owned by the company. State location of the plants and equipment for easy verification
(xiii) Company Audited Account for the recent past three 3 years 2013, 2014 and 2015 prepared, duly signed & stamped by qualified Audit firm (Please note that the average turnover in the Audited Account/tax clearance certificate of the company for the past three years should not be less than the cost of project to be bidded)
(xiv) A sworn affidavit indicating that all documents submitted are genuine and can be verified
(xv) A sworn affidavit that none of the Directors of the company has been convicted for a criminal offence including fraud or financial impropriety (xvi) A sworn affidavit that none of the Directors of the Company is a member of staff of the Nigerian Prisons Service
(xvii) All Certificates used to this bidding exercise should be in coloured photocopies
(4) PAYMENT OF PROCESSING FEE/COLLECTION OF BID DOCUMENTS:
Prospective firms are to pay non-refundable processing fee of N20,000 only into Federal Government TSA through the approved platform. Thereafter use the TSA reference payment number/Bank teller to obtain Treasury Receipt at the Prison Cash Office, PHQ Abuja. Bid documents can also be obtained from the technical unit of the Procurement Department (Capital) 1st Floor Room 111, Prisons National Headquarters, Bill Clinton Drive, Airport Road Abuja on presentation of TSA reference payment number, bank teller and treasury receipt of non-refundable tender processing fee obtained from Prisons Cash Office
