(3.0) RESPONSIVE CRITERIA
Eligibility: Failure by a consultant/bidder to submit all of the following (non-scoring responsive criteria) renders the consultant/bidder ineligible to participate in this procurement:
(i) Evidence of incorporation with the Corporate Affairs Commission (CAC);
(ii) Copy of current Tax Clearance Certificate (20l3, 2014 & 2015);
(iii) Evidence of VAT Registration
(iv) Copy of current PENCOM Compliance Certificate (expiring 31st December, 2016);
(v) Copy of current ITF Compliance Certificate (expiring 31st December, 2016);
(vi) Copy of current NSITF Compliance Certificate (expiring 31st December, 2016);
(vii) Copy of BPP’s Interim Registration Report- IRR (expiring 1st January, 2017);
(viii) Evidence of payment of Tender Fee indicating the chosen lot; and
(ix) A sworn affidavit disclosing:
(a) That the bidder is neither in receivership nor a subject of insolvency/bankruptcy/winding up proceedings;
(b) That none of the bidder’s Directors has ever been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
(c) Whether or not any officer of the relevant committees of the OHCSF or BPP is a former or present director, shareholder, or has any pecuniary interest in the bidder; and
(d) That all information presented in the bid is true and correct in all particulars.
Capability: Each consultant/bidder is expected to prove that it possesses the capacity to successfully execute its project of choice. Accordingly, the following (scoring) responsive criteria shall apply:
(i) Evidence of contracts executed in the last 5 years similar to the bidder’s project of choice, (Letters of award and completion certificates);
(ii) Evidence of duly audited account (2013, 2014 & 2015) with turnovers matching those in the tax clearance certificate;
(iii) Bank’s letter of promise to provide financial support, or statement of account showing financial capability and printed not before the placement of this advertisement;
(iv) List of plant/machinery/equipment holding (where applicable), attaching proof of ownership or lease;
(v) Company’s personnel profile – List of members of staff of the company with evidence of their academic and professional qualifications attached;
(vi) Evidence of up-to-date registration of company with relevant professional bodies (where applicable); and
(vii) Packaging/presentation of technical bid (i.e. presenting documents in the exact order they are listed out under these eligibility and capability criteria.
(4.0) TENDER FEES
A non-refundable tender fee of N20,000.00 (Twenty Thousand Naira only) per Lot is to be paid by each bidder before collection of a Standard Bidding Document. The tender fee should be paid into the TSA account in favour of OHCSF. Bidders/Consultants Expressing Interest for Consultancy Services are Exempted from Paying Tender Fees at the Initial Stage Until they are Pre-Qualified to the Stage of Issuance of a Request for Proposal (RFP).
Please Note that no Bidder is allowed to bid for more than one (1) Lot under the cleaning services. Any violator of this rule will be disqualified.
(5.0) COLLECTION OF BIDDING DOCUMENTS
Standard Bidding Documents are available for collection from the office of the Deputy Director (Procurement), Room 604, Block B, Office of the Head of Civil Service of the Federation, Federal Secretariat, Phase II, Abuja on presentation of original copy of the Treasury Receipt issued by the Accounts Department, OHCSF (for sighting) and a photocopy of the same, evidencing payment of the non-refundable tender fee.
(6.0) SUBMISSION OF BIDS
(i) Interested consultants shall submit one original and one photocopy of their sealed EoI documents while interested Contractors, Suppliers and Service-Providers shall submit one original and one photocopy of their Technical bids and completed financial bids. The two copies of Technical Bid and two copies of completed Financial Bid per Lot shall be placed in two different sealed envelopes and each appropriately labeled “Technical Bid” and “Financial Bid” as well as the “Project Name/Title” and “Lot No” on the same side of the envelope. The reverse side of each of these two envelopes shall bear the “Bidder’s Name, Address and Telephone Number(s)”. The two sealed envelopes containing separately Technical and Financial Bids should be enclosed in a third bigger sealed envelope which should be labeled “Technical and Financial Bid” with the “Project Name/Title” and “Lot No “clearly written on the top Right Hand corner, This envelope should be addressed to:

(ii) The sealed EoI or the sealed bid (containing both the Technical and Financial) should be deposited in the tender box placed in Room 6022, 6″ Floor, Block B, Office of Head of the Civil Service of the Federation, Federal Secretariat Phase II, Abuja.
(iii) Closing time for the submission of EoI is 11:00a.m., on Monday, 11th July 2016 while the closing time for the submission of all bids (Technical and Financial) is 11:00 a.m., on Monday, 8th August, 2016.
(7.0) OPENING OF BIDS
Opening of EoI and technical bids will commence at 12:00 noon on Monday, 11th July, 2016 and Monday, 8th August, 2016 respectively in the Atiku Abubakar Hall, Office of the Head of the Civil Service of the Federation, Federal Secretariat, Phase II, Abuja, while financial bids of those who are successful in the technical bid evaluation will be opened at a date to be communicated to them. All bidding Companies and/or their representatives, relevant professional bodies, Non-Governmental Organizations (NGOs), representatives of BPP and interested members of the public are hereby invited to witness the opening of the EoI and technical bids on the dates and times mentioned above.
(8.0) BIDS EVALUATION AND AWARD
Immediately after the opening of EoI and technical bids, all submissions will be assessed for eligibility using the non-scoring responsive criteria listed out above. Eligible submissions will then be assessed for capability based on the scoring responsive criteria also listed out above. Consultants whose EoIs are adjudged to be substantially responsive will be contacted to collect Request for Proposals (RfP) while bidders with substantially responsive bids will have their financial bids opened at a date to be communicated to them. With respect to the Category A projects, award of contract will be recommended in favour of the lowest evaluated responsive bids.
(9.0) IMPORTANT INFORMATION
(i) All submitted documents may be referred to relevant authorities for verification/ confirmation.
(ii) Only pre-qualified Bidders shall be invited to the next stage of the procurement process.
(iii) Original documents of the Eligibility criteria of any Bidder may be requested for sighting.
(iv) Bidders for the Cleaning contracts involving the Federal Secretariat Complex Phase II and the Karu Records Centre are at liberty to carry out a general inspection of the relevant Buildings/Offices/Premises based on scheduled appointments.
(i) The Office of the Head of Civil Service of the Federation (OHCSF) will not be responsible for any costs and/or expenses incurred by any Company/Bidder in the preparation, submission and/or in connection with any response to this Invitation to Bid.
(ii) The OHCSF is not obligated to award a contract to any Company and/or Bidder in respect of this invitation and reserves the right to cancel, annul and/or discontinue the procurement process at any stage, without incurring any liability thereby to Companies/Bidders.
(iii) This “Invitation to Bid” shall not be construed as an offer of contract or commitment on the part of OHCSF nor shall it entitle any Company/Bidder to make claims and/or seek any indemnity or compensation from the Office of the Head of the Civil Service of the Federation.

In compliance with the Public Procurement Act 2007, The Federal Airports Authority of Nigeria (FAAN) intends to undertake the under listed projects under its 2016 financial year (IGR) budget. • Letter of Introduction.
• Corporate profile of firm(s) with curriculum vitae of key personnel showing verifiable evidence of their academic, professional qualifications and experience including membership of professional regulatory bodies.
• Superintendent Pharmacist current Licence to Practice for the year 2016 (Not applicable to Lot 2 & 3)
• Evidence as a Registered Drug Manufacturer, Wholesaler or Representative(s) (Applicable to Lot 1 and 2 only).
• Manufacturers, Dealers/Approved Representatives of the Medical Equipment as approved by the Bureau of Public Procurement (Applicable to Lot 3 only).
• Current Certificate of Compliance issued by the National Pension Commission as evidence of compliance with the Pension Reform Act 2004.
• Current Certificate of Compliance issued by Industrial Training Fund (ITF), in compliance with Section 6(2) of the ITF Amendment Act 2011.
• “Evidence of current registration on the National Database of Contractors, Consultants and Service Providers” by submission of Interim Registration Report issued by BPP (Bureau of Public Procurement).
Sworn affidavit from Federal or State High Court disclosing as follows:
That all documents submitted are not only correct but genuine.
That the director(s) has / have never been convicted by any court of law.
That none of firm’s director or the company is bankrupt.
Whether or not any of the officers of FAAN or BPP is a former or present Director of the company.
(C) SUBMISSION OF DOCUMENTS:
The documents are to be submitted in four (4) copies, (1 original and 3 copies) in A4 paper sizes and neatly bound. The document should be arranged in the order listed under expression of interest requirements and clearly separated by dividers.
The documents must be sealed in an envelope and the Project Name and Lot number must be clearly written at the top left hand corner of the envelope.
All documents must be submitted to the office of “The General Manager (Procurement)”, FAAN Headquarters, Ikeja – Lagos.
(D) CLOSING AND OPENING OF SUBMISSIONS:
Submission of Expression of Interest tender shall close at exactly 11:30am., on Monday, 8th August, 2016. All submissions will be opened on the same day at 12 noon in Commercial and Business Development Conference Room, FAAN Headquarters, Ikeja- Lagos.
(E) IMPORTANT INFORMATION.
• The FAAN reserves the right to verify the authenticity of any claims made on the expression of interest documents submitted by companies.
• Failure to comply with the instruction(s) and provide any required document(s) may automatically result in disqualification.
• FAAN reserves the right to reject any or all the expression of interest documents.

The Nigerian Railway Corporation (NRC) invites interested and reputable Contractors with relevant and verifiable experience to apply for Pre-qualification for consideration to tender for the project indicated below under 2016 Capital budget.

Failure to submit any of the listed documents may be sufficient grounds for disqualification.

The Bidding Period shall be from Monday, 27th of June, 2016 to 25th of July, 2016.

Invitation for Expression of Interest of Consultant(s) for Proposed FMBN Enterprise Risk Management Framework
(I) The Federal Mortgage Bank of Nigeria is an apex Secondary Mortgage Institution in Nigeria set up to promote the delivery of affordable houses to Nigerians, especially the low and medium income earners. It also operates as an effective vehicle for increasing the mobilization of long term funds, lending volumes and expansion of mortgage lending services to all Nigerians.
Having recognized the need to strengthen its Risk Management Framework, the Bank is seeking for Expression of Interest from reputable Consultants to design and implement an Enterprise Risk Management Framework.
(B) SCOPE OF SERVICES:
The scope of work shall include:
(I) Enterprise Risk Management Framework and Design which includes planning and organization, diagnostic review, design and documentation of our organizational system, with a view to recommending Risk philosophies for the Bank.
(II) Enterprise Risk Management Implementation, this involves defining road maps for each identified risk area, identifying key risk indicators, defining risk appetites and strategic risk management processes.
(III) Enterprise Risk Management Training, this includes advanced training for Risk Officers and user training for all staff and Board members.
(IV) Other specific needs as may be identified by Consultant necessary for the Risk Management strategies for FMBN are also welcomed.
(C) QUALIFICATION / REQUIREMENTS
(I) Evidence of Registration with Corporate Affairs Commission (CAC)

Request for Expression of Interest (EOI) for the Provision of Insurance Cover for the NERC New Head Office Building
The Nigerian Electricity Regulatory Commission (NERC) was established by the Electric Power Sector Reform (EPSR) Act, 2005. The Commission is mandated by the EPSR Act, amongst other things, to create, promote and preserve efficient electricity industry and market structures, as well as ensuring that regulation is fair and balanced for licensees, consumers, investors and other stakeholders. The EPSR Act provides that the headquarters of the Commission shall be located in Abuja, Nigeria.
In line with this mandate, the Commission has acquired a befitting corporate head office complex located at Plot No.1387, Cadastral Zone A00, Central Business District, Abuja.
NERC wishes to engage the services of a reputable Insurance Company and Broker that will provide insurance cover for the Commission’s new office building.
(3.0) ELIGIBILITY CRITERIA FOR THE EOI
Interested firms are hereby invited to submit their EOI documents in writing which shall include the following:
(a) Registration with Corporate Affairs Commission (CAC)

Expression of Interest
This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the UNDB of 6th December, 2013.
The Federal Government of Nigeria has received credits from the International Developments Association towards financing the Public Sector Governance Reform & Development Project (PSGRDP). Imo State is a beneficiary of the credit and intends to apply part of the proceeds in implementing Public Financial Management Reforms of which an effective procurement system is a critical component.
(i) The overall objective of the project is to improve transparency, accountability, quality in public finance management and human resources management with a view to strengthen governance in participating states”
(ii) In the year 2010 the Imo State Government successfully enacted the Public Procurement Law (State Council on Public Procurement, Bureau of Public Procurement. Price intelligence and Related Matters Law, 2010, law No. 12, 2010) thereby paving way for improvement in public financial management reform in the State which is component ‘D’ of the project.
(iii) The Law provides for the establishment of Imo State Bureau of Public Procurement & Price Intelligence (BPPPI), which has a regulatory and oversight functions to ensure the attainment of fairness, competition, value for money oriented and transparent Practices in Public Procurement. The provision of the Law applies to all Procurement of goods, works and services (both consultants and non-consultants) carried out by the State, including all Ministries, extra-Ministerial Offices/Departments/Agencies, Parastatals and Corporations and Local Governments.
At present, Procurement Capacity in Imo State is weak. Often this function is carried out by staff with little or no Procurement Professional skills or training in Public Procurement.
The procurement Capacity Needs and Training Assessment should:
(a) Determine the existing procurement capacity in selected Ministries/Departments in terms of their annual programs requiring public procurement for goods, works and services (both consulting and non-consulting services):
(b) Determine the resulting procurement capacity gaps and hiring requirements for each MDAs and procurement regulatory agency:
(c) Determine the optional organizational structure of the procurement units of each Ministry/Department/Agency, including the job descriptions and current performance for each level of responsibility.
(d) Recommend the procurement training needs, i.e. The number of staff to be trained and categorizing the staff and the levels of training required (basic, advanced, specialist courses), in accordance with the identified capacity gaps, annual procurement programs, and staff responsibilities and
(e) Prepare a well-defined procurement training program which is based on the identified procurement capacity gaps.
(f) Establish a State-wide framework of standard and functional procurement units, stating clearly the procurement activities.
The Assignment is in two broad segments
(a) Preparation of a Capacity Needs and Skills Assessment of procurement staff in terms of each agency’s annual public procurement program and the formulation of the optimal organizational structure of the procurement unit in each of the selected Ministry/Department/Agency and
(b) Development of a Procurement Training Program in accordance with the identified procurement capacity needs of both the BPPPI and eight selected Pilot MDAs which represent large, medium, small and micro agencies.
The Imo State Public Sector Governance Reform and Development Project now invites eligible Consulting Firms to indicate their interest in providing these services. Interested Consulting Firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include but not limited to, Summary of Curriculum Vitae of its key staff, Provision of Company Brochures, Description of similar assignments carried out in the last five years -Experience in similar conditions, availability of appropriate skills among key staff etc.
The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guideline: Selection and Employment of Consultants by World Bank Borrowers (January 2011).

Invitation for Pre-Qualification of Suitably Qualified Companies for the Construction of a 2-Storey Office Complex at the National Water Resources Institute, Mando Road, Kaduna
The Federal Government of Nigeria in continued pursuit of its development objective has allocated some funds in the 2016 Appropriation for the Construction of a
(2) Storey Office Complex at the National Water Resources institute, Kaduna.
In compliance with the provisions of the Procurement Act 2007 regarding Government procurement of works, the National Water Resources institute. Kaduna wishes to pre-qualify Companies suitable for the execution of the project as described below.
(2) PROJECT DESCRIPTION
The project is a 2-Storey (Ground Floor + Two Upper Floors) Office Complex with approximately 5900 square meters Gross Floor Area (GFA)
(3) PRE-QUALIFICATION REQUIREMENTS
Interested Contractors are to provide the following information/documents (attach copies)
(i) Valid Certificate of Incorporation/Registration with the Corporate Affairs Commission
(ii) Tax Clearance Certificate for the last three years (2013, 2014 & 2015) corresponding to the declared turnover.
(iii) Evidence of VAT Registration with TIN and past remittances for the last three years.
(iv) Certificate of Compliance or Exemption from PENCOM in accordance with the Pension Reform Act 2004.
(v) Certificate of Compliance with the provisions of the Industrial Training Fund (ITF) (Amendment) Act, 2011

(viii) Verifiable evidence of successful completion of a building construction project of similar complexity and of value not less than N500m within the last five (5) years, including letters of award, contract agreement, location of projects, project cost, completion certificates and payment certificates.
(ix) Company profile and Technical qualification/curriculum vitae of key personnel with evidence of experience in similar jobs. Company must have in its employment the following professionals property registered with the relevant professional bodies and with relevant experiences:

(xii) Declaration that the Company is not:
(a) In receivership, or in any form of in solvency or bankruptcy proceedings or the subject of any winding up petition proceeding; and
(b) Having any Director who has been convicted in any Country for any Criminal Offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter of its company.
(xiii) Accompany the bid with an affidavit disclosing whether or not any officer of the relevant committees of the Institute or Bureau of public Procurement is a former or present Director, Shareholder or has any pecuniary in the bidder and.
(xiv) An affidavit that the information presented in the bid is correct in all particulars.
