(4.0) SPECIFIC REQUIREMENTS FOR SERVICES (LOTS 52-60)
Apart from the above requirements in 3.0, projects specific pre-qualifications are as follows:

(5.0) COLLECTION OF TENDER DOCUMENTS
Complete tender documents should be collected from the Procurement Unit at the Agency’s Headquarters at the address below upon payment of a non-refundable tender fee of N20,000.00 (Twenty thousand naira only) paid into the Treasury Single Account (TSA) of the Agency. Evidence of payment of Tender Fee must be presented at the point of collection of tender documents.
(6.0) SUBMISSION OF DOCUMENTS
The prospective bidders shall enclose the original and two copies of Technical and Financial bids in (2) separate envelopes clearly marked “Technical and Financial” and enclose the (2) separate envelopes in one sealed large outer envelope which shall bear the Lots number and description, the name and address of the company and addressed to:

3. REQUIREMENT/ELIGIBILITY CRITERIA:
The following requirements for qualification must be submitted:
i. Evidence of registration with Corporate Affairs (valid Certificate of Incorporation).
ii. Evidence of valid Tax clearance Certificate (for the past 3 years) and TaxIdentification Number (TIN) issued by the proper tax authority.
iii. Company audited Account for the past three (3) years.
iv. Evidence of registration on the National database of Contractors, Consultants, and service Providers.
v. Evidence of pension compliance from National Pension Commission (ONLY Certificate of Compliance Issued by the Pension Commission is acceptable as evidence).
vi. Evidence of compliance with the provision of the industrial Training fund (ITF)Amended Act2011
on training contributions.
vii. Company profile with list of Techanical/Management Staff with evidence of previous work experience, detailed clients, nature of work/contract, contract sum, e.t.c
viii. Evidence of necessary equipment for works only.
ix. Evidence of Financial capability (bank reference letter or other documents showing availability of funds or access to funds for the execution of the project).
x. Articulated work plan and methodology.
xi. Experience in handling similar job is an added advantage
xii. Full Office Address of the company and GSM number(s).
4. COLLECTION Of TENDER DOCUMENTS
Qualified interested and credible Contractors, Consultants, Suppliers and Vendors are to collect tender/proposal documents from the centre upon the presentation of a non-refundable fee of N30,000.00 paid to National Centre for Energy and Environment TSA a/c (reference code to the TSA a/c should be collected from the Centre).
5. SUBMISSION OF TENDER DOCUMENTS:
For Works & Goods: The completed Technical and Financial tender documents must be submitted in three (3) copies each, including one (1) original and two (2) copies in separate sealed envelopes clearly marked “Confidential Technical Bid and Financial Bid for NCEE 2016 Capital Project” and both sealed to a third envelope marked with the Appropriation Protect Title, the Lot Number and Company Name clearly printed at the top left corner of the envelope and be submitted not later than 12:00 noon of 11th August 2016, and

6. OPENING OF BID DOCUMENTS:
The technical bids/proposals will be opened publicly in the presence of all bidders or their representatives at 12:00 noon on the 11th August, 2016 at the Centre’s conference room irnmediately after the close of submission. Only qualified bidders and relevant NGOs will be invited to witness the opening of the financial bid documents.
7. PLEASE NOTE:
Submission of tender /proposal documents is not a guarantee for the award of contract.
Contravention of the conditions in paragraph 3(i-xii) could lead to disqualification of bids.
Bidders must seal Technical and Financial Bids/proposals in separate envelopes.
Late submission of tender/proposal documents will not be accepted.

4. COLLECTION AND SUBMISSION OF TENDER DOCUMENT
Interested contractors are to pay a non-refundable tender fee of the sum of Twenty Thousand Naira (N20,000.00) only through remittal payable to the consolidated revenue fund account and forward the teller to the Finance Office of the NCPRD to collect receipt and tender documents
Three copies (Original) plus two (2) duplicates of the completed tender documents should be submitted in sealed envelope marked CONFIDENTIAL With the Job title at the top left hand corner.

Any Tender that does not comply with the above provisions shall be disqualified. In addition, the Centre is not bound to accept the lowest of any tender.

B. ELIGIBILITY REQUIREMENT
Prospective bidders are required to submit the following documents:
1. Verifiable Evidence of Registration with Corporate Affairs Commission (CAC).
2. Verifiable Tax Clearance certificate for the last three years – 2013, 2014, 2015.
3. Verifiable Current Pension Compliance Clearance Certificate (2016) from Pension Commission (PENCOM).

8. Letters of award and job completion certificates of verifiable previous experience, in at least, three (3) similar job (s), in the last (5) years.
9. Verifiable evidence of construction equipment with proof of ownership or lease agreement.
10. Verifiable current Certificate of Registration with Financial Reporting Council of Nigeria.
11. Verifiable evidence of payment of a non-refundable tender fee of N20,000.00
N.B The above listed requirements shall form part of the Evaluation criteria and non-compliance with any of the stated conditions shall result in the automatic disqualification of the bidder.
