(3.0) ELIGIBILITY REQUIREMENTS
(i) Verifiable evidence of certificate of the firm’s registration with COREN for category A;
(ii) Verifiable evidence of Certificate of Registration with Corporate Affairs Commission (CAC) by inclusion of certificate of Incorporation.
(iii) Verifiable evidence of current Tax Clearance Certificate for the last three years (2013, 2014 & 2015)
(iv) Verifiable evidence of compliance with the Industrial Training Fund Amendment Act 2011 by inclusion of Compliance Certificate from the Industrial Training Fund (ITF) for 2016
(v) Verifiable evidence of compliance with Pension Reform Act, 2004, by inclusion of Compliance Certificate from the National Pension Commission (PENCOM) for 2016
(vi) Verifiable evidence of Registration on the National Database of Consultants, Contractors and Service Providers (NDCCSP) with the Bureau of Public Procurement (BPP) by submission of the interim Registration Report (IRR) as evidence of compliance.
(vii) Verifiable evidence of the Company’s Audited Accounts for the last three years from a professional registered with Financial Reporting Council of Nigeria (2013, 2014 & 2015)
(viii) Sworn Affidavit:
(a) Of the Company not being in receivership or insolvency or bankruptcy;
(b) Disclosing whether or not any officer of the relevant committees of the procuring entity or BPP is a former or present Director who has any pecuniary interest in the bidder;
(c) Of not having any Director who has been convicted in any country for any criminal offence;
(d) Confirming that all information presented in its bid are true and correct in all submission.
(3.1) ADDITIONAL REQUIREMENTS:
(i) Detail Company Profile showing verifiable evidence of possession of experience in the similar job and submission of at least three projects of similar nature and complexity applied for with Letters of Award and job completion certificates in the last five years;
(ii) Evidence of possession of adequate qualified personnel with their Curriculum Vitae (CV) and ability to perform the obligation of the contract and Project manager of at least 10 years- experience in the study and design of similar nature for Category A and evidence of registration of these personnel with relevant Professional bodies such as COREN, NIA, NIQS, ARCON etc for Category C;
(viii) Verifiable evidence of financial capability to execute the project from the company’s Bank;
(iv) Verifiable evidence of Tools & Equipment to be used and their locations as well as whether the Tools or Equipment are by lease or owned;
(v) Verifiable evidence of payment of a non-refundable tender fee of N30,000.00 (thirty thousand Naira) only;

(x) Verifiable evidence of proof of ownership or lease agreement with Equipment Company for the execution of this project.
(xi) Verifiable evidence of valid audited accounts for the last three (3) years 2013, 2014 and 2015.
(xii) Letters of award and job completion certificates of verifiable previous experiences in at least three (13) similar jobs within the last five (5) years
(xiii) Verifiable evidence of payment of non-refundable tender fee of N20,000.00.
(xiv) Successful Bidder s shall not bid for more than one (1) Lot.
(xv) A sworn affidavit disclosing whether or not any officer of FME or FGC Ibillo is a former or present Director Shareholder or has any pecuniary interest in the bidding and confirm that all information presented and attached in all particulars are true and correct.
N:B: The above listed requirements shall form part of the Bids evaluation criteria and non-compliance with any of the Stated Conditions shall result in Automatic Disqualification of the Bidder.

(12) A sworn affidavit confirming that all information presented and attached are five and correct, that the company is not in receivership, insolvent or bankrupt and none of its Directors was ever convicted by any court of law or staff of the Federal Ministry of Education (FME) or BPP.
(3.0) COLLECTION OF TENDERS DOCUMENTS
Tenders documents are obtainable from the Secretary, School Tenders Board, and Office of the Vice Principal (Special Duties), FGGC, Potiskum on the presentation of a copy of the original receipt of payment of a non-refundable Tenders fee of N20,000.00 (Twenty Thousand Naira) only to the Bursar, FGGC. (3.1) BID SUBMISSION
Completed Technical and Financial Bids should be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid’ respectively with the company name indicate at the back of the envelope. This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.
As part of Governments commitment to transformation of the Nigerian environmental and socio-economy landscape, a multi-sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectoral and multi-scale program that targets states with acute gully erosion; and aims to rehabilitate degraded lands and reduce longer-term erosion vulnerability in targeted areas. The project involves many Federal and State Ministries, Departments and Agencies (MDAs), Local Governments, communities and civil Societies who are responsible for planning, economy, Finance, works, agriculture, water resources, forests, transport, power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the International Development Association (IDA) towards the cost for the implementation of the Nigeria Erosion and Watershed Management Project (NEWMAP). The NEWMAP Project is designed to achieve greater environmental and economic security in Nigeria by enhancing resilience to soil erosion and associated challenges of land degradation, loss of biodiversity, poverty, climate change, and disaster risks in specific sub-watersheds.
The Ebonyi State which is participating in the implementation of the project, intends to use part of the proceeds of the credit for the recruitment of a competent consulting firm for the Sensitization, Design and Supervision of Household and Community Rainwater Harvesting tor Erosion Control Sites in Ebonyi State. The general objective of the consultancy is to contribute to runoff reduction in the selected erosion sites as studies indicate that total runoff could be decreased by up to 56,000m3 per year; representing an approximate figure of 15% of total run-off per year per site.
Specifically, this assignment aims at carrying out community Sensitization/mobilization; feasibility studies and detailed engineering design for the construction and supervision of water harvesting systems and structures in NEWMAP intervention sites in Ebonyi state so as to reduce vulnerability to soil erosion in the area and to increase the people’s access to sustainable clean water supply. The Erosion/Flood Intervention Sites include:
(1) Nguzu Edda Gully Erosion Site
(2) Iyi-Udele Flood Site
(3) Ebia River Flood Site
(4) Iyi-Okwu – International Market – Odunukwe – Nkaliki Hatchery Road Flood Site
(5) Old Waterworks Flood Site
(6) Oferekpe-Akahufu-Odomowo Flood Site
(7) Asu-Umunaga Flood Site
(A) SCOPE OF WORK
Generally, the consultancy firm will be expected to undertake the following:
(i) Prepare feasibility studies including comprehensive engineering survey and hydro-meteorological study of the locations as well as entailing cost.
(ii) Assist the SPMU in overall plan for rainwater conservation and utilization to be adopted for site designs.
(iii) Develop both rainwater and runoff water harvesting techniques for the sub-watershed.
(iv) Develop water harvesting training manual / maintenance guide and conduct training for households in the community.
(v) Design and prepare working drawing of appropriate rainfall collector and water storage facilities, including Bill of Engineering Measurement and Evaluation for the construction of the rainfall collector and water storage facilities.
(vi) Engage all stakeholders within the sub-watershed catchment area in the adoption and utilization of conventional water harvesting techniques that would reduce soil degradation due to uncontrolled and utilized runoff.
(vii) Recommend on the appropriate institutional implementation structures, criteria for selection of benefiting household and the community and the disbursement plan.
(viii) Ensure the technical aspects of rainwater harvesting management techniques are in harmony with the engineering designs so that SPMUs can effectively implement the water harvesting techniques;
(ix) Liaise with the SPMUs and UNGO/FONGO to ensure that the community is sensitized on the utilization of the techniques;
(x) Provide reports including designs and drawings for the site location for approval and to be adopted by the SPMU:
(xi) Support the State Engineering Design & Supervision Firm, on behalf of the SFWU, to supervise construction of the structures within the sub-catchment area;
(xii) Provide manuals and maintenance guidelines for dissemination/awareness by the FONGO on the utilisation of the water harvesting techniques for purposes of agricultural cultivation, vegetation cover and conventional uses.
(xiii) Supervise the implementation of the contract for rainwater harvesting system implementation with selected contractor(s) viz:
• Monitoring of contractor progress in rainwater harvesting system installation including effectiveness, efficiency, and quality of work completed and assist in building contractor capacity in these areas if needed;
• Ensuring community trainings and facilitate contractor in community work to build capacity, if necessary;
• Assisting the SPMU to monitor and report on contractor progress and assist in preparation of documents for contractor payment;
• Providing review of contractor reports including completion report and provide a report to the Bank (if necessary)
• Reviewing the effectiveness and equity of community rainwater harvesting installations and make recommendations for future projects in Ebonyi State.
• The consultancy firm will be expected to work in dose collaboration with the State Project Management Units (SPMUs); State Engineering Design and Supervision Firms (SEDSFs); Umbrella NGO (UNGO); Focal NGO and the agencies responsible for Environmental Management Plan (EMP) formulation and implementation for major gully control/rehabilitation sub-project sites.
(B) TIME FRAME
The assignment shall be completed within three (3) months in the first instance for sensitization/ engineering design of the rainwater harvesting systems; white implementation supervision shall be for an additional period of six (6) months. Prospective Firms are to propose their detailed schedule which includes logically organized flow diagram describing key milestones and process.
(C) EXPECTED OUTPUT/ DELIVERABLES
The expected output of this process includes but not limited to the following
(i) Reports on stakeholder engagement and criteria for selection of benefiting households and communities; and framework for implementation of rainwater systems including disbursement plans;
(ii) Water harvesting training manuals / maintenance guide for households and communities;
(iii) Feasibility Studies and comprehensive engineering survey and hydro-meteorological information and analyses of each proposed location and corresponding costs;
(iv) Work Plan & Staffing Ran to ensure completion of the rain water harvesting systems;
(v) Designs and working drawings for rainfall collectors, water storage facilities or any other recommended rain water harvesting systems; including all Bills of Engineering Measurement & Evaluations for the recommended structures or systems;
(vi) Progress reports of the implementation/supervision of the recommended systems;
(vii) All other required outputs as specified in the scope of Service.
The Ebonyi State NEWMAP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
(a) General Experience of consulting firm – a minimum of 5 years of relevant experience, preferably in the area of community sensitization and mobilization; comprehensive assessment of rain water harvesting systems, engineering and hydro-meteorological survey and analyses; structural engineering design and analyses.
(b) Adequacy for the assignment: Consultants’ Educational and Professional Qualifications in the field of Assignment. Relevant experience of the team in Technical areas cited in the scope of work and number of staff exclusively available for the assignment.
Higher marks will be awarded to consultants with relevant state-specific work experience in the field of rain water harvesting systems assessments, survey, analyses and design; as well as community sensitization and mobilization.
(c) Familiarity and evidence of delivering similar programs in Africa, preferably in Nigeria. Experience of working within the state or geographical zone is desirable. Local language skills are preferable.
(d) Experience of working with international organizations and donors;
(e) Quality of the proposal (demonstrated understanding of objectives, competencies and coherence of response: methodology, work plan and timing, operational and management, deliverables).

Chevron Nigeria Limited (CNL), operator of the CNL/Nigerian National Petroleum Corporation (NNPC) Joint Venture (JV) invites interested and prequalified companies for this tender opportunity for the Provision of Automated Crude Oil Cleaning and Sludge Disposal Service for Tanks at Escravos, Delta State.
The proposed contract shall be awarded as a call-out contract with a 2-year primary term and an optional 1-year extension.
OVERVIEW OF SERVICES
The objective of this project is to clean, dispose sludge and inspect tank numbers 200-04, 200-06, 400-07 and 400-12 in order to make them safety and API 653 compliant. This service will support Company’s onshore and swamp operations in Nigeria.
Submissions for pre-qualification are therefore from suitable and reputable Nigerian registered companies, or Nigerian registered companies in genuine alliances with foreign companies having the requisite experience, manpower and equipment for the proposed work. The work location shall be within the JV’s Escravos Crude Oil terminal in Delta State. Disposal and Incineration of the sludge produced will, however, be carried out at contractor’s location which must have been jointly approved by Company and Joint Venture Partner.
SCOPE OF WORK
The scope of work includes but is not limited to the provision of all necessary equipment, human resources, facilities, materials (as may be listed in the Technical and Project Specification) to include the following:
A. Mobilization of all required Contractor human resources, materials and equipment to site at Escravos
B. Tank/Sludge Profiling
C. Degassing and automated cleaning of tanks in a confined space environment
D. Provision of skips on site in order to maintain a seamless workflow and evacuation of sludge services at site
E. Provision of temporary construction and site access facilities and automation non-manned entry cleaning of the tanks
F. Provision and operation of crude oil recovery systems
G. Provision of sludge incineration services
H. Sludge handling, transportation and disposal between Escravos and Disposal/Incineration site
I. Demobilization of all required personnel, materials and equipment from site at Escravos

NIGERIAN CONTENT REQUIREMENTS
• CNL is committed to the development of the Nigerian Oil and Gas business in accordance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
• Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB)
• Interested bidders shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next stage of the tender.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
(A) Demonstrate that the entity is a Nigerian Registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria.
(B) Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your CAC forms CO2 and CO7
(C) Provide evidence of what percentage of key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume

(G) Provide evidence of domiciliation of project management and procurement centers in Nigeria with physical addresses (not P.O. Box)
(H) Location of in-country facilities (Storage, workshops, repair & maintenance facilities and testing facilities)
(I) Bidder must be willing and able to provide evidence of maximization of made in Nigeria goods and services
(J) Provide details on any other Nigeria Content initiative your company is involved in.
(K) Provide evidence of any MOU with OGTAN registered trainer to conduct classroom module of training and on the job attachment
(L) Provide human capacity building development plan including budget which must be a minimum 10% of project man-hours or cost. Training must be targeted at developing capacity other than bidders personnel. Trainees will be nominated from a database maintained by NCDMB and the services of OGTAN registered trainers utilized to cover classroom modules.
(M) Provide details of at least 50% Nigerian Ownership of all equipment to be deployed for the service.
(N) Bidders (Vendors, Original Equipment Manufacturers (OEMs) and (EPC) Contractors) are required to present Nigerian Content Equipment Certificate (NCEC) issued by NCDMD (or evidence of application for the certificate) in respect of any components, spares, equipment, systems and packages to be used in the proposed project under tender.
(O) All Bidders for a project/contract/service with a completion period of 12months or more are required to submit as part of the Nigerian Content requirement, a signed Memorandum of Agreement (MOA) between it and one of the research and development (R&D) clusters established by the Nigerian Content Development & Monitoring Board (NCDMB). The MOA shall be relevant to the project and shall indicate how the Bidder intends to use the relevant R & D Clusters during project execution.
