Invitation for Pre-Qualification and Tender for Years 2011 – 2014 Merged Tetfund Library Development Project
Background Information
The procurement of Library equipment, furniture and books are core items in the Years 2011 – 2014 merged TETFund Library Development Project in Ebonyi State University. These items have earlier been advertised in the “Federal Tender’s Journal” Monday March 7 – Sunday March 20, 2016. An addendum to the advert was also published in the Independent Newspaper, Monday April 11, 2016. This current advertisement is occasioned by low responsiveness to the non-scorable mandatory criteria by bidders who indicated interest in the earlier advertisement referred above.
Accordingly, the University Management hereby calls for pre-qualification documents and tender bids from interested and competent suppliers for the execution of the project.
(2) DESCRIPTION OF PROJECT: TENDER FEE
Lot 1: Supply and installation of Library Binding Equipment Block’ Machine (14 x 12) ruler composing stick, wins, drilling machine, Logo chase etc N5,000.00
Lot 2: Supply of Library Books and Journals. This is for various subjects: Chemistry, Biology, Biotechnology, Nursing, Education Agriculture, Medical Sciences for both the Centrals and Postgraduates Libraries. N15,000.00
Lot 3: Supply, Installation and Configuration of table Top high-tech computer system for the Central and e-Library N50,000.00
Lot 4: Supply and Installation of high-tech Laptop Computer system for the Central and e-Library N50,000.00
(3) ELIGIBILITY CRITERIA
All interested bidders are to provide the following documents for pre-qualification technical evaluation;
(1) Provide evidence of registration with Cooperate Affairs Commission (CAC).
(2) Provide current Tax Clearance Certificate of the company valid till 31st December 2016.
(3) Provide current Pension Compliance (PENCOM) Certificate valid till 31st December, 2016.
(4) Provide current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2016.
(5) Provide Interim Registration Report (IRR) as evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers issued by the Bureau of Public Procurement (BPP).
(6) Provide company audited accounts for the past three (3) years (2013, 2014 and 2015).

(8) Provide evidence of three (3) similar projects carried out in the past five (5) years including letters of award and practical completion certificates.
(9) Provide list of key staff with registration certificate with relevant professional bodies.
(10) Provide list of equipment with evidence of ownership/lease.
(11) Provide Letter of Reference from a reputable Commercial Bank indicating their readiness to provide line of Credit.
(4) COLLECTION OF BIDDING DOCUMENTS:
The financial bidding documents are to be collected from the Office of the Director of Works, Ebonyi State University, Abakaliki upon the payment of the appropriate non-refundable Tender Fee for the Lot being tendered.
(5) SUBMISSION OF BID DOCUMENT
Interested bidders are to enclose the bound Technical Bids in a separate envelope and the financial bids in another separate envelope and the two separate envelopes are then enclosed in one sealed outer envelope clearly marked “Invitation to Tender – Lot …………”

(a) All copies of the bids shall subsequently be numbered and bounded with table of content.
(b) Any bid in loose sheets shall be rejected.
(c) The title of the project Lot should be boldly written on the top left hand corner of the covering envelope.
(d) All submission shall be made between 9.00 a.m. to 3.30 p.m. Monday – Friday into the Tender Box at the Office of the Registrar, Ebonyi State University, Abakaliki.

Call for Pre-Qualification Documents from Interested and Competent Contractors

Ebonyi State University, in her desire to carry out the construction works for Years 2011, 20 13 and 2014 merged TETFund Entrepreneurial Development Centre Intervention, advertised the lotted projects in the “Daily Independent” newspapers of Monday 9th March, 2015 and “Daily Sun” newspaper of 9th March, 2015, Due to low responsiveness to the non-scorable mandatory criteria by bidders who indicated interest, it has occasioned this current re-advertisement.
Accordingly, the University Management hereby calls for pre-qualification documents from interested and competent contractors for the execution of the outstanding project on this intervention project.
(2) SCOPE OF WORK
Lot 1: Grass Cutter Production Demonstration Farm
This is a rectangular shaped load bearing block work bungalow building with a floor area coverage of 28.0m2 situated at the permanent site of the University, The structure is of traditional strip foundation and long span covering on the timber roof trusses. There are adequate door and window opening on the external wall to serve the purpose of the building.
Lot 2: Poultry Demonstration Farm
This is the same as the building on Lot 1 above. However, the floor area coverage is 32m2.
Lot 3: Fingerlings Production Demonstration Farm
This is a rectangular shaped reinforced concrete water retaining tank of 11.0m3 located at the permanent site.
(3) ELIGIBILITY CRITERIA

Request for Expression of Interest for the Manufacture of Long Lasting Insecticidal Nets (LLINs) and Related Products in Nigeria

Background
Long lasting Insecticidal Net (LLIN) is one of the most cost-effective interventions recommended by the World Health Organisation (WHO) for malaria vector control, and is currently the main stay for malaria prevention in Nigeria. To achieve universal coverage of 1.8 persons per net, Nigeria distributed over 100 million LLINs between 2009 and 2015 through mass and replacement campaigns, sourced mostly offshore from the international manufactures. It is estimated that 86 million LLINs will be required in the next 3 years to sustain the 80% coverage already attained nationwide. In view of the huge potentials for job creation and positive impact on the economy, the Federal Government of Nigeria (GoN) is desirous of partnering with individual/Organizational entrepreneurs to begin local production of LLINs in the country.
Description of requirement:
The Government of Nigeria and Roll Back Malaria (RBM) Partnership are committed to reduce malaria-related mortality to near zero by 2020 and guaranty to deploy an estimated 6-10 million Quality-Assured LLINs per year over the next 2 years nationwide. In view of the above, the GoN through the Federal Ministry of Health (FMoH), hereby invites Expression of Interest (EOIs) from eligible manufacturers for the local manufacture of Quality-Assured Long Lasting Insecticidal Nets and related products.
The GoN through the FMoH is primarily interested in sourcing local manufacturers for the production of LLINs that
(i) Comply with WHO specifications for netting materials.
(ii) Are treated with insecticides currently recommended by WHO for the treatment of mosquito nets
(iii) Have previously been submitted or are ready for submission to WHO under the WHO Pesticide Evaluation Scheme (WHOPES).
(iv) Alternative/Innovative nets and insecticides/netting materials that could be beneficial to the malaria projects would also be considered.
Potential Suppliers;
This Expression of Interest is thus addressed to
(i) Current mosquito net manufacturers already producing LLINs;
(ii) Potential net manufacturers planning or interested in this line of production;
(iii) Current insecticide manufacturers who wish to diversify into manufacturing of insecticide nets.
Procedure for Submission of EOI:
Interested manufacturers are encouraged to submit:
(i) Covering letter expressing their interest
(ii) Relevant information about their company (i.e. company profile, registration on the BPP National Database of Contractors, Consultants and Service Providers (NDCCSPs), Evidence of registration with Corporate Affairs Commission, Evidence of payment of tax for the years 2013, 2014 and 2015, Evidence of VAT, Compliance with Pension Reform Act 2004, Evidence of compliance Industrial Training Fund (ITF), Evidence of National Social Insurance Trust Fund (NITF) for local manufacturers only, Evidence of Memorandum of Understanding (MoU) in a Joint Venture (JV) arrangement (if any), Foreign manufacturers willing to set up factories in Nigeria.
(iii) Production capacity and experience in the designated field
(iv) Product dossier (specifications, quality, etc.), and
(v) Expectation from government.

(x) List and verifiable documentary evidences of at least two (2) similar jobs successfully executed within the last five (5) years including letters of awards and job completion certificates;
(xi) List of verifiable construction equipment. Please indicate whether they are owned, hired or leased. List of key technical personnel indicating their roles, designation, qualification (endorsed copies) and years of experience with the guarantee that a minimum of three (3) relevant registered professionals shall be deployed on the project. Copies Of professional and educational certificates should be provided.

(i) Interested and competent bidders are requested to collect bid documents from the address below, upon presentation of evidence of payment of non- refundable tender fee of N20,000.00. Completed Technical and Financial bids in separate envelopes (two sets of hard copies) shall be submitted. ADDENDUM
INTRODUCTION
Further to our advertisement published in the Federal Tenders Journal and Daily Trust Newspapers of Monday, 27th June, 2016, the Management of Jos University Teaching Hospital hereby notify reputable and interested Contractors desirous of submitting or who have submitted bids for the construction ofInvitro-Fertilization (IVF) Centre in the Hospital to note the under listed important additional information to guide the submission and consideration of Bid documents.
IMPORTANT INFORMATION
(i.) The requirement for submission of evidence of VAT Registration and remittances as contained in our earlier advertisement in the Federal Tenders Journal and Daily Trust Newspaper of 27th June, 2016 is NOT necessary as Tax Clearance Certificate issued by Federal Inland Revenue Services indicates the amount of VAT remitted. Consequently, the provision for VAT and remittances is hereby expunged.
In addition to the foregoing, interested Contractors are required to also include the following in the bid submission:
(i.) The evidence of Industrial Training Fund (ITF) and Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificates in fulfilment of obligation to pay Social Security Contributions as stipulated in Section 16(6)((d) of Public Procurement Act 2007, and

• Verifiable evidence of construction equipment with proof of ownership or lease agreement
• Verifiable evidence of payment of a non-refundable tender fee of ₦20,000.00 to be paid to the School’s TSA Account (FSTC Zuru TSA No.: 0340470661017) through Remitta Platform.
SUBMISSION OF BID DOCUMENTS
Completed Technical and Financial bids (Two sets of hard copies; i.e. original and photocopy) shall be submitted in 2 separate sealed envelopes marked “Technical Bid” or “Financial Bid”.
