Invitation to Tender for the Resurfacing of Link Roads by Overhead Bridge to Main Gate, Lagos Port Complex
(A) Introduction
The Nigerian Ports Authority hereby invites reputable and competent contractors to submit tenders for resurfacing of link roads by overhead bridge to main gate, Lagos Port Complex. The proposed project is aimed at providing smooth and motorable access along the road network within the port. This project is also aimed at preventing further deterioration of this portion of the existing roads within the Port and enhancing the turn-around time of cargo bearing vehicles.
(B) SCOPE OF WORK
The scope of work shall include but not limited to the following: Scarification works, Excavation works, Concrete works, Asphaltic works, and Drainage works.
(C) TENDER REQUIREMENTS
Interested companies should submit bound bid documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder
Tender Requirements (SOFT and HARD COPIES)
(1) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form C02 and C07.
(2) Evidence of Company Tax Clearance Certificate and Audited Account for the last (3) years (2013, 2014 & 2015).
(3) Current Pension Clearance Certificate from National Pension Commission (PENCOM).
(4) Evidence of Compliance Certificate with Industrial Training Fund (ITF) Act No. 19 of 2011.
(5) Bids must be in English Language and signed by an official authorized by the bidder.
(6) All bids must be accompanied with a sworn affidavit disclosing that they do not have any Director who has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
(7) All bidders must accompany every bid with an affidavit disclosing whether or not any officer of the relevant committees of the procurement entity or Bureau is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(8) Evidence of three (3) similar projects executed in the past including letters of awards, completion certificates etc.
(9) Company profile to include names, qualifications and experience of key personnel.
(10) Evidence of Financial Capability from a reputable bank.
(11) All relevant information concerning contact, telephone (preferably the GSM number), fax and e-mail address of company representative.
(12) For Joint Venture (JV)/Partnership, Memorandum of Understanding (MoU) should be provided.

(D) COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document from the Office of the General Manager, Procurement, Room M.W.IO, 1st Floor, Headquarters Building of Nigerian Ports Authority (NPA), 26/28 Marina – Lagos on provision of evidence of payment of non-refundable fee of N30.000.00 (Thirty Thousand Naira) only into REMITTA ACCOUNT OF NPA in any commercial bank. All tender sums from N300 Million and above should be submitted with a 2% bid bond of the tender price from a reputable bank.

3.0 General Prequalification Requirements
The Ministry, in compliance with the Public Procurement Act, 2007 (PPA 2007) and Bureau of Public Procurement (BPP) guidelines will carry out pre-qualification of companies who respond to this advert based on the following requirements:
3.1 Mandatory Requirements
(a.) Evidence of Registration with Corporate Affairs Commission (CAC);
(b.) Evidence of Current Tax Clearance Certificate (TCC) for the last three (3) years (2013 – 2015);
(c.) Evidence of VAT Registration;
(d.) Evidence of Pension and Social Security’s Contribution by inclusion of 2016 Pension Clearance Certificate;
(e.) Evidence of Contribution to Industrial Training Fund (FIT) by inclusion of 2016 ITF Compliance Certificate; and
(f.) Evidence of Registration on the BPP’s National Database of Federal Contractors, Consultants and Service Provider by submission of Interim Registration Report (IRR) as contained in SGF Circular Ref No. SGF/50/S.52/II of December 11, 2014.
3.2 Other Necessary Requirements
(a.) Unabridged company Audited Annual Report for the immediate past (3) years (2013-2015)
(b.) A sworn affidavit that no partner/director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both genuine and up to date;
(c.) A sworn affidavit disclosing whether or not any officer of FMW or BPP is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all materials particular;
(d.) A statement indicating that the company does not at the time of this bid have any existing loan or financial liability with a bank, other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last three months;
(e.) Evidence of Company Annual returns to CAC for the immediate past three (3) years (2013-2015); and
(f.) Evidence of particulars of Directors; and
(g.) Nigerian Content
Nigerian Content (NC) is “The quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through deliberate utilization of Nigerian human/material resources and services in the Nigerian construction industry – skilled and unskilled”.
Bidders shall consider Nigerian Content as an important element of their overall approach and management philosophy for project execution.
Thus, in responding to this invitation, Bidders are required to clearly:
(i.) Submit a plan on how they intend to give first consideration to services provided from within Nigeria, raw materials and manufactured goods of Nigerian origin in line with the requirements of NC;
(ii.) Submit verifiable key Management positions that are Nigerian Nationals and the percentage of the company’s total workforce that will be beneficial to youth employment and community development in Nigeria;
(iii.) Indicate the quantum of verifiable employment to be generated stating projected numbers and specialties for skilled manpower and unskilled labour; and
(iv.) All bidders should include description of current Health, Safety and Environment (HSE) procedures, plan, manuals and HSE performance statistics over the last 3 years, e.g. accidents, fatalities.
4.0 Specific Requirements:
(i.) For Construction/Rehabilitation of Road/Bridges Projects:
CATEGORY A:
(a) Bidders’ Experience
Bidder must be a prime contractor on the project of similar nature, magnitude and complexity comparable to the works under consideration within the last five (5) years (copies of letters of award/certificates of completion to be included);
(b) Plant and Equipment
Verifiable evidence that the Bidders have the requisite plants and equipment to execute project of the nature and complexity including Asphalt and Quarry Plants in the geopolitical zone of the project bidded for.
(c.) Financial Capacity
Evidence of access to or availability of credit facilities, confirmed by a reputable bank, equivalent of five hundred (500) million Naira minimum amounts of Liquid Assets net of other contractual commitments of the successful bidder shall be required;
(d.) Manpower
Company profiles with CVs of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers (evidence of registration with relevant regulatory professional bodies e.g. CO REN, ARCON, CORBON, QSRBN); and
(e.) Maximum Number of Lots
Bidders must restrict their submission of bids to a maximum of one (1) lot, in this category, located in a geopolitical zone where they are already mobilized, and which they have comparative advantage in terms of logistics and community social relations.
No bidder should submit Bid for more than one (1) lot.
CATEGORY B:
(a.) Bidders’ Experience
Experience as a prime contractor on the project of similar nature and complexity comparable to the works under consideration within the last five (5) years (copies of letters of award/certificates of completion to be attached);
(b.) Plant and Equipment
Evidence that the Bidders have the requisite plants and equipment to execute a project of this nature and complexity;
(c.) Financial Capacity
Evidence of access to or availability of credit facilities, certified by the bankers, equivalent of one Hundred (100) million Naira minimum amount of Liquid Assets net of other contractual commitments of the successful bidder shall be required;
(d.) Manpower
Company profiles with CVs of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers (evidence of registration with relevant regulatory professional bodies e.g. COREN, ARCON, CORBON, QSRBN).
(e.) Maximum number of Lots

7.0 Additional Information:
Please note that:
(i.) The Ministry may verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
(ii.) Bidders who have worked for the Ministry and have history of poor performance, abandonment, termination and/or prolonged contract execution period need not apply;
(iii.) This advertisement shall not entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from the Ministry by virtue of such companies having been prequalified;
(iv.) The Ministry reserves the right to reject any and/or all prequalified Bidders at its sole discretion and at no costs whatsoever;

(xiv.) Arrangement of the technical documents in hard copies should follow the order in the list above and appropriately paged. The technical documents should have a table of content indicating the pages on which these items are to be found.
2.0 COLLECTION OF TENDER DOCUMENTS FOR WORKS (CATEGORY B)
Tender documents are to be collected from the Office of the Head, Procurement Unit between the hours of 10:00 am – 3:00 pm daily upon presentation of authenticated payment details of the non-refundable tender fee of ₦10,000,00 (ten thousand naira only) obtained from an approved Bank by the Commission.
3.0 SUBMISSION OF BIDS DOCUMENTS

The Kaduna State Government through the Rural Water Supply and Sanitation Agency (RUWASSA) invites competent and reputable Engineering Firms to tender for the Procurement of Workshop Machine Tools and Replacement Spare Parts for the TH-10 Ingersoll Rand Drilling Rig and VHP 700 Compressors.
SCOPE OF WORK
The Scope of work will cover the supply and installation of Workshop Machine Tools for in-house fabrication/repairs and replacement of Fast and Slow Moving Spare Parts for the existing TH-10 Ingersoll Rand Drilling Rig/VHP 700 Compressors. The contract shall be awarded in one single Lot and provided at the RUWASSA Premises accordingly.
