(2.0) AREAS FOR PRE-QUALIFICATION

(9) ICT Services (Software Development, Supply of Internet Bandwidth, Upgrade/Installation of LAN/Internet Facilities)
(10) Consultancy (Media, Training, etc.)
(11) Catering Services
(D) GENERAL SUPPLIES AND SERVICES
(12) Supply of Stationery Materials, Corporate Gift Items, Motor Spare Parts, Cleaning and Maintenance Materials etc.
(13) Maintenance of Project/Utility Vehicles, Office/Residential Quarters, Office/Training Programme Equipment Maintenance etc.
(14) Printing and Publication
(3.0) PRE-QUALIFICATION REQUIREMENTS
In addition to 2.0 above, Contractors/Suppliers/Service Providers are required to submit their applications along with the following documents:
(a) Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC).
(b) Memorandum and Article of Association for Limited Liability Companies.
(c) Tax Clearance Certificate for three (3) years (2012 – 2014).
(d) Company Profile which should include (i) Names of current Directors as registered with CAC (ii) Names, Qualification and Experience of key Personnel and (iii) List of verifiable Projects successfully executed in the relevant area applied for pre-qualification for the immediate past three years.
(e) Certificate of compliance with Pension Reforms Act, 2004, issued by the Pensions Commission
(f) Certificate of compliance with Section 6 (1) – (3) of the Industrial Training Fund Amendment Act, 2011, issued by the ITF.
(g) Evidence of enlistment on the National Database of the Bureau of Public Procurement (BPP)
(h) “Certificate of Practice” from relevant Professional Body and evidence of up-to-date payment of Dues for Companies applying under Consultancy.
(i) A sworn affidavit indicating that:
• None of the Directors of the Company has been convicted in any Court of law for criminal offence involving fraud and financial impropriety.
• No Officer of the Industrial Training Fund is a former or present Director, Shareholder or has any pecuniary interest in the company.
• The Company is not in receivership, insolvent or bankrupt.
(4.0) SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Documents for Pre-qualification shall be submitted in sealed envelope, addressed to the Director-General/Chief Executive, Industrial Training Fund, Jos and marked boldly at the right hand corner “2016 Pre-Qualification Document” and dropped in the Tenders Box at the Headquarters Complex Building Reception, Jos on or before 12:00noon Wednesday, 17th August, 2016.
(5.0) OPENING OF PRE-QUALIFICATION DOCUMENTS
Pre-qualification documents shall be publicly opened immediately after the close of Submission of Pre-qualification Documents on the same day Wednesday, 17th August, 2016. Representatives of respondent Companies are by this Advertisement, invited to witness the Bid opening session which shall hold at the ITF Headquarters Annex Building Hall.
(1) Late submission of Pre-qualification Documents shall be rejected.
(2) Pre-qualification Documents not submitted in accordance with this Advertisement shall be rejected.
(3) Applications must state clearly the single area of which the Company seeks to Pre-qualify.
(4) This invitation for Pre-qualification shall not be construed to be commitment on the part of the Fund for contract award, nor shall it entitle the Applicant to make any claims whatever and seek indemnity from the Fund by virtue of having responded to this advertisement.

(3) ELIGIBILTY CRITERIA
(a) Evidence of registration with the Corporate Affaire Commission (CAC) by inclusion of copy of certificate of incorporation;
(b) Provide detailed company profile;
(c) Evidence of compliance with PENCOM reform Act of 2004 by inclusion of copy of certificate;
(d) Evidence of compliance with NSITF by inclusion of copy of certificate Company audit account for the last three years;
(e) Evidence of Tax clearance certificate (2013-2015) verifiable from the Federal Inland Revenue Service (FIRS) by inclusion of copy of certificate;
(f) Evidence of compliance with Industrial Training Fund (ITF) Act of 2011 as amended by inclusion of copy of certificate.
(g) Evidence of VAT registration with TIN number by inclusion of copy of certificate;
(h) Letter of financial capacity and banking support of line of credit;
(i) Evidence of 2-3 similar jobs previously executed or currently in progress (including copies of letter of awards, completion certificates, payments etc.);

(2.0) ELIGIBILITY REQUIREMENTS:
Prospective bidders must possess the under-listed requirements to be eligible to participate in this procurement: –
(i) Certificate of Incorporation with Corporate Affairs Commission (CAC).
(ii) Evidence of Company’s Current Tax Clearance Certificate for the last three (3) years (2013, 2014 & 2015).
(iii) Evidence of Current Pension Clearance Certificate in compliance with Amended PenCom Reform Act 2014.
(iv) Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP).

(3.0) COLLECTION AND SUBMISSION OF BID DOCUMENTS
Interested and competent Bidders are requested to collect Bid documents from Tuesday 9th August, 2016 from the office of the Head of Procurement, 5TH Floor, The Nigeria Maritime Administration and Safety Agency (NIMASA), No. 4 Burma Road, Apapa upon presentation of evidence of payment of non-refundable tender fee of Thirty Thousand Naira (N30,000.00) only for each Lot at the Financial Services Department (Revenue Section) of the Agency at the 4th Floor.
Payment shall be made to the Bank as directed by the Revenue Unit of the Financial Services Department. After payment. Teller shall be taken to the NIMASA Revenue Unit for confirmation and issuance of receipt for Bid collection.
Prospective Bidders shall enclose their Technical documents in a separate envelope (marked Technical) and the Financial Bid in another envelope (marked Financial) and the two separate envelopes shall be enclosed in one sealed outer envelope clearly marked “Invitation to Tender”- Lot No (indicate the Project title) in two (2) set: one (1) original and one (1) duplicate.
