1.0 INTRODUCTION
Newcross Exploration and Production (Nigeria) Limited, Operator of NNPC/NewcrossEP Joint Venture in OML-24, located offshore in Rivers states, (referred to in this publication as “Insured”) hereby invites suitable and reputable vendors to apply for the Procurement and Installation of 3 Shipping Pumps for Ekulama 1 & 2 Flowstations at an anticipated contract term of 60 days. Contract is expected to commence in 2016.
2.0 SCOPE OF WORK
The Contractor shall be responsible for the procurement, installation and commissioning of 3nos crude oil export pumps.
The scope of work shall indude but not limited to:
• Supply of 3nos National Oilwell Yarco SP70100P Reciprocating Duplex Double acting Piston pumps.
• Carry out all civil mechanical and other modifications required to install the 3nos crude oil export pumps on existing pump bays.
• Installation, commissioning and handover of crude oil export pump.
• All documentation, As-built drawings, operations/technical manuals/spares requirement etc. Training (operations and maintenance).
3.0 MANDATORY REQUIREMENTS
(a.) To be eligible for this tender exercise, interested bidders are required to be prequalified in any of the following:
Engineering / Procurement / Construction Installation / Commissioning Services
4.04.01, 4.03.01 categories in the Nipex Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this NJQS category by the advert close date will receive Invitation to Technical Tender (TTT) for this service.

4.0 NIGERIAN CONTENT DEVELOPMENT STRATEGY
In consonance with Nigerian Oil & Gas Industry Content Development Act, Newcross Exploration and Production Nigeria is committed to providing opportunities for indigenous Nigerian capacity development and utilization. In pursuant of the aforementioned, the prospective bidders must therefore, comply with the following criteria:
(i.) Demonstrate that the company is a Nigerian indigenous company having more than 51% Nigerian shareholding equity
(ii.) Provide a verifiable local involvement plan through employment and sub-contracting plan for Nigerians.
(iii.) Provide details on location of Project Management Team and Procurement Centre in Nigeria.
(iv.) Provide information on training of Nigerian employees and company plan for technology transfer:
(v.) Submit an organizational structure to substantiate the information and address of location.
(vi.) Submit tender’s corporate organizational and project/contract specific organogram.
(vii.) Provide information of in-country facilities with address and location.
5.0 CLOSE DATE
Only tenderers who are registered with NJQS Product/Category; Engineering / Procurement / Construction Installation / Commissioning Services, 4.0401, 4.03.01 as at August 15, 2016being the advert dose date shall be invited to submit Technical Bids.
6.0 ADDITIONAL INFORMATION
(a.) Interested Companies must be prequalified for this product/service category in NJQS.
(b.) Full tendering procedure will be provided only to companies that have been successfully prequalified in NJQS.
(iii.) This advertisement shall neither be construed as an Invitation to Tender (ITT) nor a commitment on the part of Newcross Exploration and Production Limited to award a contract to any company and/or associated companies or agents.

(v) List of equipment with evidence of ownership or lease agreement;
(vi) Verifiable evidence of payment of a non-re fundable tender fee of N20.000.00; and
(vii) A Sworn affidavit confirming that all information presented and attached are true and correct, and that the company is not in receivership insolvent or bankrupt. The above listed requirements shall form part of the evaluation criteria and noncompliance with any of the mandatory requirements stated conditions shall result in automatic disqualification of the bidder;
(3.0) TENDER SUBMISSION:
Prospective bidders should obtain their tender documents from the tender Secretariat in the Office of the Vice-Principal (Special Duties), Federal Government College, Anka, Zamfara State, as from Tuesday, 26th July, 2016, on the presentation of evidence of payment of a non-refundable tender fees of Twenty Thousand Naira (N20,000.00), only per lotto the Bursar.
(4.0) SUBMISSION OF BID DOCUMENTS
Completed Technical and Financial bids (two sets of hard copies) shall be submitted in 2 separate sealed envelopes. The two envelopes should be enclosed in a large envelope labelled ‘Technical & Financial Bids” with the Project name at the top right hand corner with company name behind and addressed to: The Secretary Tenders Board, FGC Anka, The envelope should be duly marked “Category/Lot NO /Technical & Financial on the top right hand corner. The Bids should be dropped in the Tender Box at the Office of the Principal FGC, Anka, Zamfara State, after signing the bid submission register.
(5.0) BIDS CLOSING All documents must be submitted on or before 12noon 6th September, 2016.
OPENING:
Opening of the received documents would commence immediately after closing time stated above at FGC, Anka’ Conference Room, Zamfara State. All Contractors, Suppliers and/or their Representatives, Relevant Professional Bodies, CSOs and NGOs are invited to witness the public opening exercise accordingly.
(7.0) PLEASE NOTE THAT:
A post review of the Procurement Documentation may be carried out where Contractors and Suppliers may be requires to present the original copies of their CAC, PENCOM, TAX, ITF Certificates and may thereafter refer any/all to the relevant Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Services (FIRS), National Pension Commission and other relevant bodies for verification.

An Addendum to Advert for Invitation to Tender

(1) This Addendum is further to the Ministry’s advert for Expression of Interest (EOI)/Technical and Financial Bids for the execution of jobs under 2016 appropriation, published in Leadership and Blueprint Newspapers, and The Federal Tenders Journal of 28th and 30th May, 2016 respectively.
(2) This is to notify the General Public, especially bidders that upon further scrutiny, and considering the core mandate of the Ministry, a few projects earlier advertised especially those involving printing of policy documents are on-going and involve a large “activity” component which is handled administratively. These projects involve Stakeholder’s Meetings, Technical Working Groups and similar on-going and periodic activities related to policy direction, scope and content. Consequently therefore, only jobs of a “Contract’ nature will only be tendered for where the outcome of the activity so dictate. Bidders for the affected Lots should drop bids for pre-qualification.(where applicable)

(3) ELIGIBILTY CRITERIA
(a) Evidence of registration with the Corporate Affairs Commission (CAC) by inclusion of copy of certificate of incorporation;
(b) Provide detailed company profile;
(c) Evidence of compliance with PENCOM reform Act of 2004 by inclusion of certificate
(d) Evidence of compliance with NSITF by inclusion of copy of certificate
(e) Company audit account for the last three years;
(f) Evidence of Tax clearance certificate (2013 – 2015) verifiable from the Federal Inland Revenue Service (FIRS) by inclusion of copy of certificate;
(g) Evidence of compliance with Industrial Training Fund (ITF) Act of 2011 as amended by inclusion of copy of certificate:
(h) Evidence of VAT registration with TIN number by inclusion of copy of certificate;
(i) Evidence of financial capacity and banking support of line of credit;
(j) Evidence of 2-3 similar jobs previously executed or currently in progress (including copies of letter of awards completion certificates payments etc.;
(k) Evidence of company registration certificate with professional bodies:
(l) Evidence of affidavit to show that all documents submitted are true and directors are not convicted for fraud firm not bankrupt and that no former of present staff of SON/BPP is a director in the firm;
(m) Curriculum vitae of key personnel for the project and professional certificates;
(n) Any other document(s) to support the qualification and tender documents as may be contained in the bidding document.
(4) COLLECTION OF BID DOCUMENTS
Bid documents containing full specification of works/goods, consultancy and non-consultancy services, scope, terms and conditions of contract for the LOTs above can be obtained from the Office of Head of Procurement of the Standards Organisation of Nigeria at No. 52, Lome Crescent, Zone 7, Wuse Abuja, upon payment of none refundable Tender sum of N30.000.00 Naira only.

Interested contractors and suppliers must submit one original and 3 copies of their document. Addendum
Further to the invitation to bid for pre-qualification for the execution of 1st – 4th quarter 2015 UBE intervention fund projects in the Basic Education Schools in Anambra State published in the Federal Tenders Journal on Monday, July 11 -Sunday July 26, 2016, Daily Sun and Vanguard Newspapers on Monday 4th July, 2016 for the under listed projects;
(i) Construction of new 4-classroom block with office apartment for upland, semi-riverine and riverine areas.
(ii) Construction of a Storey building of 8-classroom block with two office apartments for upland, semi-riverine and riverine areas;
(iii) Renovation of classroom blocks and school laboratories.
(iv) Procurement of school furniture.
The attention of the management has been drawn to the errors in the publications, concerning eligibility requirements for pre-qualification and the closing date for bid submission and opening of pre-qualification bid documents that was slated on 14th August, 2016. Please note that registration with ASUBEB Awka and VAT registration will not be used as a criteria for pre-qualification assessment.
However, interested companies and service providers who have submitted their bid documents before now are expected to include in their submissions the following additional pre-qualification requirements in line with Public Procurement Act 2007;
(i) Evidence of Company Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by BPP.
(ii) Evidence of Compliance with ITF provisions.
(iii) Evidence of Compliance with Pencom provisions.
(iv) A sworn affidavit indicating that the company is not in receivership, insolvent or bankrupt.
(v) A sworn affidavit indicating that none of the Directors of the company has been convicted in any Court for any criminal offence including fraud and financial impropriety.
(vi) A sworn affidavit indicating that no officer of the ASUBEB, Awka or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the company.
Also note that the correct and new date for the closing and opening of the pre-qualification bid documents shall be Monday 29th August, 2016 by 12:00 noon and 1:00pm respectively. All other information on the said publications remains valid.
