Expression of Interest (EOI) for Supervision of Feeder Roads in Anambra State

The request for Expression of Interest follows the General Procurement Notice for this project that appeared in Development Business No. 637 and Daily Trust Newspaper of Nigeria of 3rd July, 2009 and updated on December 4th 2014.
The Federal Government of Nigeria has received credit from the International Development Association (IDA) to finance the Third National Fadama Development Project Additional Financing (Fadama III + AF) and intends to apply part of the proceeds of this credit to payments under the contract for the Supervision of Feeder Roads in Anambra State
Title of Service: Supervision of Feeder Roads Construction in Anambra State.
Brief Description of Service Expected: Supervision would consist of the following as required, basically on existing alignments as well as realigned portions if required: Site clearance, earthworks new culverts, repair of existing bridges, protective works granular sub-base, granular base course etc. as contained in the TOR attached.
Implementation Period is 6 (Six) Months.
The Anambra State Fadama III AF Coordinating Office (SFCO) now invites eligible consulting firms to indicate their interests in providing these services, interested Consulting Firm must provide information indicating that they are qualified to perform the services. Consequently, the Consulting firm should submit along with their EOI and general qualifications:
(1) Number of experts and other key staff as indicated in TOR:
(2) Description of similar assignments: locations and dates, and
(3) Any other relevant information.
A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines, Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006. May 2010 and January, 2011).

(1) Verifiable evidence of certificate of registration with Corporate Affairs Commission (CAC)
(2) Verifiable evidence of Tax Clearance in the last three years (2013, 2014 and 2015)
(3) Verifiable evidence of current Pension Commission (Pencom) compliance clearance certificate (2016)
(4) Verifiable evidence of current Industrial Training Certificate (ITF) clearance certificate (2016)
(5) Verifiable evidence of compliance with Registration with National Social Insurance Trust Fund (NSITF)
(6) Verifiable evidence of registration with the Bureau of Public Procurement (BPP) Federal Contractors, Consultants and Suppliers Database.
(7) Verifiable evidence of financial support from a reputable Bank
(8) Verifiable evidence of letters of award and job completion certificates of previous experience in similar job(s) at least three (3) in the last five years.
(9) Verifiable evidence of construction equipment with proof of ownership or lease agreement
(10) Verifiable evidence of a non-refundable tender fee of N20,000.00.
(11) Verifiable evidence of company profile and technical qualification of key personnel with registration with relevant professional bodies.
(12) A sworn affidavit confirming that all information presented and attached are true and correct, that the company is not in receivership, insolvent or bankrupt and none of its Directors was ever convicted by any court of law or staff of the Federal Ministry of Education or BPP.
(13) No contractors shall apply for more than two lots.
(D) COLLECTION OF TENDER DOCUMENTS:
Bidders shall pay the sum of N20,000.00 (Twenty Thousand Naira only) to the Bursar, Federal Government College Enugu before the collection of the bid documents.
(E) BID SUBMISSION/CLOSING DATE:
All duly completed Bids shall be enclosed in two separate envelopes having the Name of Contract, phone number and property labeled for the “Technical” and “Financial” bids respectively. Both envelopes will be enclosed in a larger envelope marked category/lot No, Technical and Financial at the top right comer and addressed to The Secretary, Tenders Board, Federal Government College Enugu. The bids shall be dropped in the tenders box at the college. Bidders are to ensure that they sign the submission register on submission of the bids. All submissions must be made on or before 11am on 23rd September, 2016 and will be publicly opened immediately after closing of submission same day and time at the College Auditorium.

Bid opening will commence immediately after the deadline for submission (Tuesday, 4th October, 2016 by 12noon) at the Council Chamber (3rd Floor) Surveyors Council of Nigeria (SURCON) 10 Yawuri Street, Off Jere Street, Garki II, Abuja. All bidders or their representatives, relevant professional bodies, NGOs and the general public are invited to witness the public bid opening exercise.
6.0 OTHER INFORMATION
A) The Surveyors Council of Nigeria may refer all documents attached to relevant Security Agencies, BPP, FIRS, PENCOM, ITF and other bodies for verification.
B) The Surveyors Council of Nigeria is not bound to accept the lowest quotation that is not responsive
C) Contractors with relevant capacity to deliver are permitted to bid for more than one lot and only successful bidders from the Technical Evaluation will be invited for Financial Bid Opening.

Brief description of works: Construction of Social infrastructures including primary schools, health centres, market stalls, toilets, demonstration and technology centre, refuse disposal facilities and drilling of motorized solar bore hole with overhead tank
(1) This Invitation for Bids follows the General Procurement Notice for this project, which appeared in the United Nations Development Business (UNDB) online Reference No. AfDB 169-03/15 of 11 March 2015 and on the African Development Bank Group’s Internet Website ( http://www.afdb.org).
(2) The Federal Government of Nigeria has received financing from the African Development Bank toward the cost of the Agricultural Transformation Agenda Support Program Phase-1 (ATASP-1), and intends to apply part of the agreed amount for this loan to payments under the contract for which this invitation for bids is issued.
(3) The Adani-Omor Staple Crop Processing Zone Implementation Unit (PZIU) now invites sealed bids from prospective bidders for the construction of social ancillary Infrastructures at the zone, as described in the table below.

(4) Complete set of bidding documents (including CD Rom) may be purchased at the Office address below upon payment of a non-refundable fee of Twenty Thousand Naira (N20, 000.00) only for one lot and Ten thousand naira (N10,000.00) only for each additional lot. The method of payment shall be by bank draft only in favour of ATASP-1, Adani – Omor Crop Processing Zone Implementation unit.
(5) Interested bidders may obtain further information and inspect the bidding documents at the address below from 9.00am to 3:00pm Monday through Friday.
(6) Bidding will be conducted in accordance with the National Competitive Bidding (NCB) procedure specified in the African Development Bank (AfDB) Rules and Procedure for Procurement of Goods and Works, (2008, revised July 2012) which is available on the Bank’s website athttp://www.afdb.org/on/projects-and-operations/procurement/resources-for-borrowers/policies-proccdures and is opened to all bidders from eligible source countries as defined in the rules and procedures
(7) Bids must be delivered in a sealed envelope marked on the top right hand corner “ATASP-1 /NCB/ for the procurement of social Infrastructures “to the address below on or before 12:00 noon (Local time) on 16th September, 2016 accompanied by bid security in the amount indicated in the table above. Late bids will be rejected
(8) Bids shall remain valid for Ninety days (90) after the deadline forbid submission prescribed above.
(9) Bidders may bid for one or more lots. Unconditional discounts offered will be considered in bid evaluation
(10) Bids will be opened in the presence of bidders’ representatives who choose to attend at 12:15p.m. (Local time) on 16th September, 2016 at the office of the address below:
