(1) Introduction
Nigerian Agip Oil Company Limited (NAOC), Operator of NNPC/NAOC/ CONOCO – PHILIPS Joint Venture, is seeking qualified Insurers for the Provision of 2017 Nigerian Naira Policies. The contract duration is two (2) years + one (1) year option of renewal.
(2) SCOPE OF WORK
Insurances required include the following: Group Personal Accident, Group Life Assurance, Motor Vehicle, Fire and Special Perils, Computer, Transit, Marine
For the Naira policies, the insurer shall retain 100% of the risk. The Insurer will liaise with the Broker appointed by NAOC for the purpose of good underwriting, claims administration, policy documentation, renewals, endorsements etc
(3) MANDATORY REQUIREMENTS

(4) NIGERIAN CONTENT
Bidders are invited to express complete understanding, willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and Insurance ACT 2003. Consequently, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Insurance Act.
The documentation for evaluation shall include but not be limited to the following:
(1) Provide a certified true copy of the Corporate Affairs Commission (CAC) of the company’s Certificate of Incorporation
(2) Provide a certified true copy by NAICOM of the company’s Licence as an Insurer to transact Life and or general insurance business
(3) Provide current and in-place organisation structure with detail experience and skills of key management personnel with names
(4) Provide evidence (personnel list and positions with organization chart to substantiate) of percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.

2.0 SCOPE OF WORK
The scope of works/service for this contract shall include but not limited to the following:

4.0 NIGERIAN CONTENT REQUIREMENTS
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development
Act and also provide the following requirements:
• Demonstrate that the entity is a Nigerian Registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria
• International or multinational company working through a Nigerian subsidiary must demonstrate that a minimum of 50% of equipment to be deployed for execution of work shall be owned by the Nigerian subsidiary by providing a list of equipment for this tender and indicating those that will be owned by the Nigerian subsidiary
• Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your CAC

• Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
• Provide a Nigerian Content Plan providing a detailed description of the role, work scope, man-hours and
responsibilities of all Nigerian companies and personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.
• State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under
subcontract agreements) with names and addresses including evidences of well-equipped offices and workshop;
attach past experience of such patronage.
• Specific to this work, provide detailed plan for staff training and development on equipment repairs & maintenance and procurement (including all software to be used, number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.

• For any position to be occupied by expatriate, submit verifiable evidence of expatriate quota approval or NOGIC
expatriate biometric system card approved by NCDMB.
• For any position occupied by subcontractor or supplier, tenderer shall submit CAC form CO2/CO7 of the
subcontractor, a binding memorandum of agreement governs by Nigerian Law and stating the personnel to be
supplied.
5.0 CLOSING DATE:

Based on the feasibility study that was validated in December 2014, the AFD Board and the Federal Executive Council have approved the financing of 100M USD (AFD’s sovereign long term loan) in order to support:
• The Lagos State Urban Renewal Authority (LASURA) for upgrading of two among the largest and oldest slums in Lagos, which together host between 200,000 and 300.000 inhabitants, located within Ifelodun LCDA and Bariga LCDA(component 1 of the project),
• The Lagos State Waste Management Authority (LAWMA) for the construction of solid waste management facilities within the state and Improvement of solid waste management into the two selected slums where
the public service is impeded by lack of accessibility (component 2 of the project);
• The program management activities by the Development Partnership Department (DPD) of Lagos State, and implementing activities by LASURA and LAWMA, in order to ensure coordination of the two components and

The objective of this service is:
• To contribute to the economic development of Ifelodun and Bariga by designing adequate and more modern educational facilities, (not fewer than 18 classrooms, office with toilet facilities in Bariga and 40 classrooms, office and toilet facilities in Ifelodun)
• To ensure that subsequent building construction will improve learning conditions and generally be sustainable.
• To ensure that subsequent building construction will adhere to applicable national and international building standards and codes.
