The Federal Polytechnic, Idah, Kogi State, invites applications from competent/qualified Contractors who may wish to “pre-qualify”for the following capital project in the Polytechnic.

PROJECT:
Lot I – Construction of Roads, Phase I (Construction of Drainage)
1. Pre-Qualification Requirements:
• Evidence of Registration- with Corporate Affairs Commission (CAC);
• Evidence of Current Tax Clearance for the last three (3) years (i.e., 2013,2014, and 2015);
• Evidence of VAT Certificate and VAT Remittance to Federal Inland Revenue Services (FIRS);
• Evidence of Financial Capacity and Bank Support (Bank reference, and letter authorizing the Polytechnic to verify from the named bank);
• Evidence of Similar and Verifiable Projects Successfully Executed by your Company in the past three (3) years, including Scope of Project, Location of Project, Contract Sum, Letter of Award and Completion Certificate;
• Company Profile with list of Staff, including Curriculum Vitae, Competencies, Qualifications, Registration with Relevant Professional Bodies and experienced Key Personnel;
• Evidence of Possession of Plants and Equipment and a list of such plants as possessed/owned by the firm, state location of the Plants and Equipment for purpose of verification;
• Evidence of Current Audited Accounts of Firm for the last three (3) years (i.e. 2013,2014, and 2015);
(i) Evidence of Compliance with Pension ACT 2004;
(j) Evidence of Compliance with ITF Remittances;
(k) Evidence of Compliance with the Nigerian Social
Insurance Trust Fund (NSITF); (I) State clearly your Company’s full contact address,
GSM/Phone Numbers and E-mail for ease of communication;
(m) Sworn Affidavit that:
1. The Firm is not bankrupt;
2. None of the Directors is an ex-convict or bankrupt;
• No officer of the procurement entity is a former or present Director, Shareholder or
has any pecuniary interest in the bidding; (n) Evidence of annual registration of the Company’s Office Premises; and
• That all information presented in the bid is true and current in all material particulars.

2. Submission of Pre-Qualification Documents: Pre-qualification Documents should be submitted in a sealed envelope with “Pre-Qualification as Contractor” written at the top left hand corner of the envelope; it should be hand delivered and not later than 10th October, 2016.

Submission closes by 12:00 noon on 10th October, 2016, and the opening of documents will be on the same day at the Council Chamber at 12:05 p.m. The documents should be addressed to:

(2.12) For joints Venture Company, Memorandum of Understanding (MOU) duly registered in High Court should be provided;
(2.13) Previous experience and verifiable list of similar jobs previously undertaken, including evidence of the projects such as letter of award, completion certificate, etc.

TENDER REQUIREMENTS

(a) Evidence of payment of non-refundable deposit of N20.000.00 (Twenty Thousand Naira only) for each of the items ‘a’ to ‘e’, N15,000.00 for each of items ‘f to ‘n’ and N5,000.00 for each of the others.
(b) Certificate of registration/incorporation with the Corporate Affairs Commission.
(c) Current TAX Clearance Certificate (TCC).
(d) Evidence of current Certificate of Compliance with the National Pension Commission;
(e) Evidence of current ITF Compliance Certificate; and as well as NSITF
(f) Evidence of Registration on the National Database of contractors, consultants and service providers by inclusion of Interim Registration Report (IRR).
(g) Details of verifiable experience of completed similar projects/evidence of timely completion of projects of similar nature and magnitude executed by the firm.
(h) Financial Status of the Company: Evidence of financial capability and evidence of own funds of the company.
(i) List of plants and equipment owned by the company and verifiable addresses of their locations
(j) Resume of key professional and other staff to be involved in the work and evidence of registration with the relevant professional bodies.
COLLECTION OF TENDER DOCUMENTS FOR THE PROJECTS
Interested bidders shall on presentation of evidence of payment collect the tender document(s) from the office of the Director of Physical Planning between the hours of 10.00am and 3.00pm daily with effect from Monday 5th September 2016 to the closing date on Monday 17th October, 2016.
SUBMISSION OF TENDER DOCUMENTS FOR THE PROJECTS
Technical and Financial bids shall be submitted in two different wax-sealed envelopes and labelled “Technical Bid” and “Financial bid” respectively with the Company’s name indicated at the back of each envelope. Both envelopes should be wax-sealed and placed in a third envelope also wax-sealed and marked with the relevant project name at the Top right hand corner and addressed to:

OPENING OF TENDER DOCUMENTS FOR THE PROJECTS
Bidders are hereby informed that all Bids received shall be publicly opened in the Council Chamber of the University by 12.00noon on Monday 17th October, 2016 immediately after the close of submission of bids.
NOTE:
(i) Please note that only contractors who have executed / completed single similar projects of value above N120million for items (a to e); N30million for items ‘f to n’ and N5.0million for items ‘o’ to “u” may apply.
(ii) Contractors who have uncompleted/on-going projects in the University need not apply for items ‘a to e’.
