(A) Introduction
Family Health International (FHI 360) with funding from the United States Agency for International Development (USAID) is supporting the government of Nigeria (GON) to enhance sustained cross-sectional integration of HIV/AIDS services by building Nigerian capacity to deliver sustainable high quality, comprehensive, prevention, treatment, care and related services in various states within Nigeria.
The Nigeria Country Office hereby seeking for qualified organizations to submit proposals for the services specified in Section B (List of Required Services) below.
(B) LIST OF REQUIRED SERVICES

Lot 1: Provision of Janitorial Services
Scope of Work: The successful bidder will provide cleaning and gardening services to FHI 360 as follows:
(1) General cleaning of all offices
(2) Dusting and cleaning of all furniture
(3) Emptying and cleaning of all dustbins and shredders
(4) General cleaning of all glass doors and windows
(5) General cleaning of all electrical gadgets, partitions, and wooden doors
(6) Washing of all hard floors, corridors and stairways
(7) General cleaning and disinfecting of all toilets
(8) General cleaning and removal of all cobwebs from all ceilings and corridors
(9) Daily gardening (cleaning of the car park, mowing of all the lawns, raking of the garden, pruning of shrubs and hedges, weeding and watering of the garden)
(10) Weekly, monthly, and quarterly general cleaning.
(11) Quarterly fumigation of the FHI360 Country office Abuja
(12) Monthly cleaning of drainage and gutters
This service will be provided in two office locations within Abuja.

Lot 2: Provision of Generator Maintenance Services
Scope of Work: The successful bidder will provide generator maintenance services to FHI 360 as follows:
(1) Promptly attend to fault calls/emergency within an hour, seven days a week
(2) Carry out monthly inspection/checks of generators
(3) Maintenance servicing shall be carried out after every 200 running hours of the generator.
(4) The basic services shall comprise engine and alternator services, changing of lubrication oil, replacement of fuel/oil filters and check on the equipment for voltage and speed (both on and off load). Radiator flushing and chemicals treatment, replacement of water/air filters and replacement of fan belt where applicable.
(5) Ensure that the generators are kept clean at all times and it shall be for six services or one year (12 months) whichever comes first.
(6) Provide a comprehensive price list of generator spare parts detailing parts specifications.

Lot 3: Provision of Facility Management Services
Scope of Work: The contractor will provide qualified and skilled personnel with exposure and experience in the maintenance and servicing of building (offices and residential) including electrical, civil, mechanical, ventilation/ air-conditioning, carpentry, painting, renovation, sewage, borehole and water engineering
The contractor will ensure the smooth and effective running of all building services in all the locations, including the power, water, plumbing and air-conditioning systems, as well as the integrity of the building fabric (doors, locks, internal and external lighting, etc.) This will include, but not limited to the following duties:
(1) Provision of 24 hours, 7 days, emergency call service for all emergency maintenance/repairs at all locations
(2) Daily Checking of power supply, lighting, air-conditioning, water supply, services/repairs and replacement of outlets and parts in offices & residences.
(3) Quarterly cleaning and servicing of ail Air Conditioners
(4) Quarterly washing of overhead water tanks.
(5) Repairs and replacement as necessary to all carpentry, glazing, electrical, power supply, air-conditioning, plumbing, sanitary service and fittings at all locations
(6) Provide a comprehensive price list of facility spare parts detailing specifications of each part.
The contractor will render this service at the FHI 360 Country Office, and other locations within Abuja

Lot 4: Provision of Courier Services
Scope of Work: The courier company will provide regular mail and bulk mails delivery services (national & international) to FHI 360
(1) Appointed service provider will be expected to assist with the delivery/distribution of regular and bulk mail on a weekly or monthly basis to different stakeholders, institutions, and individuals.
(2) Collect and deliver all regular/bulk mail from FHI360 designated locations. The authorized representative of courier services will be required to furnish receipts of parcels and documents on completion of the job.
(3) The service provider will ensure that all parcels/documents are delivered to the intended recipient(s).
(4) Upon prompt and correct delivery, the service provider will ensure that the intended recipient clearly indicates his/her full names, signature and telephone number on the delivery note.
(5) The courier service provider will furnish proof of delivery on all types of mails to FHI360 with the required level of detail on a monthly basis.
(6) Provide temporary warehouse service for goods in transit.
(7) Undelivered mails must be returned to FHI360 within a week of returned delivery.
Lot 5: Generator Operators FHI360 Abuja office
Scope of Work: The Successful Company is expected to embed three generator operators on shift duties who will carry out the following services amongst others:
(1) Promptly power on the generator when there is utility failure from the public supply network (PHCN) and vice versa
(2) Comply with FHI360’s schedule of using the smaller generator during non-working hours (8pm to 7am weekdays, weekends and holidays) and the bigger one at other times.
(3) Fuel the generator on a regular basis, keep up to date records of hourly usage and diesel consumed
(4) Report faults timely to ensure that there is no down time
(5) Ensure that the generators are clean and the generators houses are kept clean at all times
(6) Provision of health insurance cover for all staff.
(7) The bidder must ensure that 70% of the total cost of service go for staff remunerations such that staff pay is within industry pay grade and not below national minimum wage.
(A) SELECTION CRITERIA (Skills, Abilities, and Qualifications)
(1) Detailed Company Profile with registered address, functional email, telephone numbers and point of contact for the organization.
(2) Evidence of company registration with the Corporate Affairs Commission, including form CAC7 & CAC2
(3) Tax Clearance Certificate for 2013, 2014 and 2015
(4) Evidence of possession of experience in similar jobs
Bidders must describe in sufficient detail at least 3 projects similar in size, scope, and complexity (recently completed or in progress) carried out in the last five (5) years.
At a minimum, bidders must furnish the following information for each project cited:
• A brief description of the project, inclusive of the activities/function performed and an explanation of how this experience is relevant to the scope of this RFP
• The reference document for the award, value of the contract at the time of award, and period of performance
• The name, physical address, telephone number and contact e-mail address of the client
(5) Evidence of strong network across Nigeria (Lot 2 and 4). Bidders must provide the addresses, telephone numbers and names of contact persons in the states where they have offices.
(6) NIPOST registration (Lot 4)
(7) Resumes/CVs of key technical staff, with copies of professional certification with relevant bodies.
(8) Evidence of registration with relevant professional bodies or institutions of practice.
(9) Recommendation letter from an organization attesting to Satisfactory Performance in previous projects
(10) Evidence of real time online tracking of material/goods in transit (Lot 4)
(11) ISO/SON Certification (Lot 4)
(12) Evidence of type of insurance policy cover (Lot 4)
(13) List of the types and number vehicles available in the bidder’s fleet (Lot 4); this could be verified prior to award.
(14) Evidence of standby generators to replace any faulty generator (Lot 2 & 5); this could be verified prior to award.
(15) Evidence of affiliation/franchise with an international organization (Lot 4)
(16) Approved price list for Perkins and Cummings Engine spare parts (Lot 2)
(17) CVs of Generator Operators (Lot 5)
(18) Employment letter/Pay slip evidence of staff engaged with other reputable organizations (Lot 1,3 & 5)
(19) Other criteria for Lot 2:
(a) Emergency management plan. Continuous building monitoring plan (for Country Office).
(b) Insurance cover for activities.
(c) Technical maintenance log books (samples).
(d) Zone of tolerance for each of the services area including plumbing, carpentry, electrical and air-conditioning.
(20) Evidence of financial capability.

Request for Proposal (RFP): Travel Management Service

(A) Background
Family Health International (FHI360) is not-for-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes expert in health, education, nutrition, environmental, economic development, civil society, gender equality, youth, research and technology – creating a unique mix of capabilities to address today’s interrelated development challenges. With funding from the United States Agency for International Development (USAID), FHI360 is supporting the government of Nigeria (GON) to enhance sustained cross-sectional integration of HIV/AIDS services by building Nigerian capacity to deliver sustainable high quality, comprehensive, prevention, treatment, care and related services in various states within Nigeria.
FHI360 Nigeria Country Office is hereby seeking to outsource its travel management services to a competent travel agency. The contract period will be for the period of one year with the option to renew for additional one year
(B) Scope of Service
(1) The travel agency will be responsible for making travel reservations for FHI360 staff, issuance and delivery of local and international tickets, and where possible, secure seat selections and boarding passes for travelling staff in advance.
(2) Make recommendations to FHI360 travel Office on more economic-network routes that do not compromise safety or comfort
(3) Provide 24 hours’ emergency response tor resolving problems with travelers on transit
(4) Maintain computerized travel profiles for ail FHI360 staff and consultants
(5) Provide detailed travelers itineraries
(6) Provide protocol services to all FHI360 official travelers at the major airports, notably Abuja Lagos, PHC etc.
(7) Provide regular travel advisory to FHI360 Nigeria
(8) Submit monthly management information reports to FHI360 on tickets issued, used, cancelled and provide details of costs, carriers, commissions, etc.
(9) Automated information of travel charges incurred by fhi360
(10) Provide a dedicated and competent in-plant consultant to liaise with the travel office ln-plant must meet the following minimum requirements:
(i) Fluent in English Language
(ii) Possess at least one travel industry professional certification
(iii) Knowledgeable in common domestic destinations and totally versed on international locations in Europe, Asia, Middle East, Africa and America
(iv) Familiar with the Fly America provisions and recent changes produced by open skies agreement
(11) Report to FHI360 travel office on any problems encountered with FHI360 staff who has travel difficulties
(12) Provide timely notification to travelers on changes to tickets/itineraries, particularly those which occur after ticket issuance (e.g. fares, routing, delays, closing)
(13) Provide courteous and prompt resolution of traveler complaints
(14) Monitor staff on transit
(15) When necessary, the travel agency may be required to undertake visa applications and processing on behalf of the FHI360 travel office, and provide any other related visa support services that may be required
(16) As needs arise, the travel agency may be requested to provide car hire services within Nigeria at any time
(17) The travel agency may also be requested to Organize workshops and manage hotel bookings from time to time
(C) Selection Criteria

FHI360 Nigeria Country Office is hereby seeking for qualified and interested companies to submit proposal for provision of IT Support Services to its Country Office and 13 state offices. The personnel requirement for the support is 2 in the Country Office and 1 staff each in the state offices. The contract period will be for the period of one year with the option to renew for additional one year.
(B) Scope of Service
Vendor will provide helpdesk services and support to FHI360’s IT infrastructure comprising of computers including solar powered desktops, devices (routers, Wireless access points, Satellite and Communication equipment, VoIP systems, load balancer, UPS etc), Servers, Applications, Domain Services, Printers, scanners, Internet Connectivity, Network devices, Network Operating systems and Voice Communication.
Each support staff will:
(1) Monitor and troubleshoot Client Systems and Networks, automatedbackup and restore operations and mission critical applications and other line of business applications to allow IT respond proactively to emerging problems and perform ongoing IT housekeeping functions.
(2) Perform installations of operating systems layered products and third party products for multi-user Computer systems that host corporate applications, databases and websites
(3) Assist and perform software installation and upgrades as required.
(4) Provide IT training on a periodic basis to FHI/Nigeria staff and partner organizations
(5) Assist in planning and implementation of IT related projects
(6) Perform daily and weekly backups of all data on the servers
(7) Make periodic visits to facilities to provide troubleshooting support, advice and build the capacity of medical facility staff in order to maintain their computers at reasonable level of operation
(8) Send daily reports to supervisor in the Country Office
(9) Perform other relevant duties as assigned
MINIMUM EDUCATION STANDARDS
(10) University degree and minimum of 4 years post NYSC experience in an Analyst or Support role or Equivalent. Proficiency in Windows-based Server Operating Systems, must have strong customer service and communication skills.
(11) Minimum of CCNA or MCITP professional certification.

(6) Evidence of registration with relevant professional bodies or institutions of practice local and international.
(7) Provide credentials and up to date certifications of at least six (6) staff who will be on the project if bid is successful.
(8) Provide project/performance management plan.
(9) Submit updated financial report.
(10) Submit certification to pay at least 70% of quoted rate to staff if bid is successful.
(11) Provide Health insurance for staff.

(iii) Current Tax Clearance Certification of the Company and two Directors for the last three years (2013, 2014 & 2015)
(iv) Company profile and organizational structure with the CV of key personnel/Support with professional certificate.
(v) Availability (own/lease/hire) of the essential equipment as listed in the Bidding Data Sheet.
(vi) Experience as prime Contractor in carrying out 2 project(s) of similar nature and complexity equivalent to the works over the last five (5) years (to comply with this requirement, the work cited should be at least 70% complete) including the following details:
• Name of Project
• Brief description
• Clients
• Scope of work.
• Contract Value
• Nature of Contract
• Name and address of a referee in client’s company
• Documentary evidence of technical equipment and key personnel to execute the job.
(vii) Evidence of the Company’s financial capability (Submission of audited Balance sheet or other financial statements for the last 3 years) and Bank support.
(viii) A sworn affidavit that all documents submitted is genuine and verifiable.
(ix) Any additional information that may enhance your bid.
(5) A complete set of Bidding Documents in English Language maybe purchased by interested bidders on the submission of a written Application to the address below and upon payment of non-refundable fee of Twenty Thousand Naira (N20.000) for 1st lot and additional Five Thousand Naira (N5.000) for every other subsequent lot for Construction and Rehabilitation. All bids must be accompanied by Bid Security of 2% of Bid Price.

EXPRESSION OF INTEREST
(1) This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dgMarket of 26th November, 2010.
(2) The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the cost of implementing Public Sector Governance Reform and Development Project. Ondo State is a beneficiary of the Credit and intends to apply part of the proceeds for the Engagement of Consulting Firm/Training Institution to Provide Training for Staff of Office of the State Auditor General (OSAuG) and Ondo State Board of Internal Revenue (OSBIR) on Basic Information Communication Technology (ICT) Skills.
SCOPE OF SERVICE
The Training Institution/Consultant Firm will train identified participants on Basic Information Communication Technology (ICT) skills.
Other specific services include:
(a) Prepare Training Manuals on a modular basis, for participants on the following identified course areas: (i) Computer Appreciation, (ii) Basic Microsoft Office Packages (iii) Introduction to e-mail and the Internet and (iv) Social Media Basics. In all cases the draft Training Manual, must be shared with clients and content thoroughly discussed and approved before final production.
(b) Conduct customized training seminars for identified participants based on approved training syllabus identified in (a) above
(c) Conduct course and participants evaluation for all the seminars and provide client with feedback
QUALIFICATION AND EXPERIENCE
(4) The Ondo State Public Sector Governance Reform and Development Project now invites eligible Training Institutions or consulting firms with extensive expertise and experience in Information Communication Technology training to indicate their interest in providing the service. The Training Institution/firm must have a minimum of 5 years’ experience in delivery of ICT training and must have carried out at least two (2) similar assignment, each having not less than 50 participants/trainees, in the last 5 years. Interested Training Institution or consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions and region, availability of appropriate skills among key staff (Key staff shall include two (2) IT Specialists).
SELECTION OF CONSULTANT
(5) The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011), using Selection Based on Consultant Qualification (CQS) Method
