The Federal Republic of Nigeria has received a loan from the International Development Association (IDA) in various currencies towards the cost of Anambra State Nigeria Erosion And Watershed Management Project (ANS-NEWMP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Construction of Reclamation, Channelization and Remediation Works at 4 Sites in Anambra State. The Anambra State Nigeria Erosion And Watershed Management Project now invites sealed bids from eligible bidders for the Construction of Reclamation, Channelization and Remediation Works at 4 Sites listed below in Anambra State (“the Works”).

(i) Ugamuma-Obosi: The Ugamuma Obosi erosion site is located in Obositownship, in Idemmili North Local Government Area (LGA). The gully head is located at 260 694.999 N and 676 353.322E. The location is shown in Drawing No 5115005-ANM-DDW01002 in the Book of Drawings. The gully has an approximate length of 2.3km and gully watershed area of 253ha.
(ii) Ikenga-Ogidi: Ndiagulkenga Ogidi (Ikenga) erosion site is located in Ogidi, within the Idemmili North Local Government Area (LGA). The main access to the gully head is from Awka-Onitsha Expressway. The site location at 681943.095 N and 262008.835 E. The Ndiagulkenga, Ogidi Erosion Site is in Drawing No 5115005-ANM-DDW01000 in the Book of Drawings. The gully has an approximate length of 1.6km including the finger gullies and the gully watershed area is about 562ha.
(i) Abidi village: Located in Idemmili North LGA of Umuoji, Anambra State. The site is located on Nkpor-Nnobi road on the way from Umuoji to Nkpor. The gully head is located at 06deg 07′ 00.8″ N and 06deg 53′ 05.4″ E. The location is shown in Drawing No 5115005-ANM-DDW01000 in the Book of Drawings. The gully has an approximate length of 1.3 km and gully area of 3.5 ha. The road at north of the gully head has an approximate of 3.5 km.
(ii) Enugwu-Ukwu: Located in Njikoka LGA. The main access to the gully tail is from Awka-Onitsha old road. The gully head is located at 681932.600N and 280699.353E. The location is shown in Drawing No 5115005-ANM-DDW01002 in the Book of Drawings. The gully has an approximate length of 2km and gully watershed area is about 70.5 ha.
The construction works is for a period of Eighteen (18) calendar months and shall include but not limited to the following:
(a) Interception of all water causing the gully and safely guiding it through the waterways down to the Idemmili River for Abidi-Umuoji; Ihiagu Stream for Enugwu-Ukwu; Nkisi River for Ikenga-Ogidi; Idemmili River for Ugamuma-Obosi.
(b) Prevention of further development of gullies.
(c) Stabilization of the Gully Beds and Banks.
(d) Re-establishment of links between households/communities in the area.
Qualified domestic bidders may be eligible to receive a margin of preference of 7.5 percent in Bid evaluation.
To be eligible for the construction works, bidders must meet the following criteria:
(i) Have a general construction experience of at least Ten (10) years with a minimum of Two (2) contracts of minimum value for Lot 1: N1.73b (USD5.7m) and Lot 2: N1,75b (USD5.8m) in gully erosion control.
(ii) Demonstrate that it has access to or has available liquid asset to meet a cash flow requirement for Lot 1: USD1.36m (N271m) and Lot 2: USD 1.37m (N273m)
(iii) Have no history of court/arbitral award decisions at least for the past Five (5) years.
(iv) Evidence of firm’s corporate registration with appropriate authority in Nigeria or oversea.
(v) Audited account for the past Five (5) years.
(vi) Bids will be considered per Lot. Bidders may quote for one or more complete Lots, as bids will be evaluated and awarded on a lot-by-lot basis or combination of lots, whichever results to be most economical to the Project. Bids for part of a Lot will be considered non-responsive.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers revised January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines.
