Central Bank of Nigeria on Behalf of DMO Offers Nigerian Treasury Bills

Notice is hereby given by the Central Bank of Nigeria on behalf of DMO that the Federal Government of Nigeria Treasury Bills of 91,182 and 364-day tenors amounting to N48,100,000,000, N48,453,841,000 and N86,685,800,000, respectively would be issued by Dutch auction on Thursday, September 15, 2016.
All Money Market Dealers should submit bids through the CBN S4 WEB INTERFACE between 9:00 a.m. and 11:00 a.m. on Wednesday, 14th September, 2016.
Each bid must be in multiple of N1,000 subject to a minimum of N10,000. Authorized Money Market Dealers are allowed to submit multiple bids. A bid may be for authorized Money Market Dealers own account, Non – Money Market Dealers or interested members of the public. The result of the auction would be announced by 11:30 a.m. on Wednesday, 14th September, 2016. The Bank reserves the right to reject any bid.
Allotment letters would be issued for successful bids on Thursday, September 15, 2016, while payment for the successful bids should be made to your account with Central Bank of Nigeria not later than 11:00 a.m. on Thursday, 15th September, 2016.

Impact assessment of activities aimed at women economic empowerment

The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH; “Competitive African Rice Initiative (CARI) Programme”, commissioned by Bundesministerium fur wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) and co-financed by the Bill and Melinda Gates Foundation (BMGF) and Walmart Foundation, intends to engage a consulting companies/research institutes/consultants to assess the intervention funded by the Walmart Foundation in Nigeria. The focus is on the effectiveness of training measures on rice parboiling, crop diversification and nutrition in terms of adoption of innovation, quality improvements and market access. Beneficiaries of the training are mostly women.
Accordingly GIZ invites consulting companies/research institutes/consultants to submit an expression of interest. The assignment consists of: Development of questionnaire, Administration of questionnaire to 150 respondents in Niger State and Kogi State: Data aggregation and analysis; Report writing.
Interested applicants are expected to possess the following expertise;
Lead consultants holds a degree in agricultural economics, sociology, economics or related field: Minimum 10 years’ experience in evaluation, field research and data analysis; Knowledge of agriculture, agricultural processing and marketing in Nigeria; Familiarity with nutrition is an asset; Proven experience of questionnaire development and in administration of questionnaires in rural areas: Ability to work in local languages and proficiency in English; Proficiency in Excel and /or SPSS; Enumerators (suggested 6, a team of 3 per State). The team assigned to Kogi State shall be fluent in English and Igala. The team assigned to Niger State shall be fluent in English, Nupe and Hausa.
Accordingly, GIZ invites interested and qualified consulting companies/ research institutes/consultant to express their interest by furnishing GIZ Nigeria Country Office with the following:

The Abidjan-Lagos Corridor Organization (ALCO) is a sub-regional organization established by the Heads of State of five West African Countries (Cote d’ivoire, Ghana, Togo, Benin and Nigeria) to provide cross-border response to the spread of HIV infection and facilitate the free movement of people and goods along the Abidjan-Lagos corridor.
ALCO obtained a new grant from the Global Fund over a period of three (3) years from 1st January, 2016 to 31st December, 2018 and intends to use part of this grant to make payments under contracts relating to the selection of NGOs/Associations for the implementation of the activities of the Global Fund new funding mechanism.
ALCO Executive Secretariat in Cotonou, relaunches this request for expressions of interested to recruit sub-recipients of key populations (SW, MSM, PLHIV). Who were not selected in the following countries.
NGO/ASSOCIATIONS OF SW: Ghana
NGO/ASSOCIATIONS OF PLHIV: Ghana, Nigeria and Togo
NGO/ASSOCIATIONS OF MSM: Cote d’Ivoire, Ghana
And then:
For Ghana: Three (3) NGO/Associations will be selected: 01 NGO/Associations of SW, 01 NGO/Association of MSM and one NGO of PLHIV.
FOR Nigeria and Togo: 01 NGOs/Association of PLHIV will be selected for each of the two (2) countries.
For Cote d’Ivoire: 01 NGO/Association of MSM will be selected.
The objectives of the mission assigned to the community sub-recipients of the projects are to:
• Contribute to reduce by the year 2018, new HIV infections by 30% among truck drivers and other mobile populations (travellers, traders) SW, MSM, young girls and women as well as IDUs along the Abidjan-Lagos corridor.
• Contribute to reduce by the year 2018, stigma, discrimination and violence against key populations and women by 30% along the Abidjan-Lagos Corridor.
The sub-recipients will work under the supervision of ALCO’s Executive Secretariat team, NACC, NACP and in collaboration with other HIV stakeholders in the five (5) countries.
The sites of the project interventions are those of the Portion of the Abidjan-Lagos corridor (Cote d’Ivoire, Ghana, Togo, Benin and Nigeria).
The Executive Secretary of the Abidjan-Lagos Corridor Organization hereby invites eligible NGO to express their interest in view of providing the services described above.
Consultants must provide information proving that they are qualified to perform these services (brochures, references for the implementation of similar contracts, experience in similar conditions, required knowledgeable staff). The information must be provided in two (2) copies including one original copy. In case of disparity between the copies, the original will be deemed authentic.
Application includes the following documents:
• A letter of expression of interest duly signed by the Executive Director/President of the NGO/Associations/Networks to the Executive Secretary of ALCO. This Letter must specify the area of intervention and the chosen population as well as the full address of the NGO/Associations/Networks;

The Contract will be awarded to the consultant with the most relevant qualification and experience for the implementation of the mission. On the basis of the budget available, the consultant will be invited to negotiate the contract.
Consultants interested in the mission are invited to pay attention to paragraph 1.9 of the World Bank guidelines: selection and hiring of consultants by the World Bank borrowers within the framework of IBRD Loans and IDA Credits and Grants of July 2011 (“Guidelines for Consultants”) which describes the World Bank policies in conflict of interest.
A consultant will be selected following the method of Qualification of Consultants (QC)
