Tender Opportunity: Global Service for the SCSSV and Wellhead Integrity Testing on NAOC Wells in the Land and Swamp Areas of Operation

(1.) INTRODUCTION
Nigerian Agip Oil Company Limited (NAOC) intends to put in place a global service contract for the testing of SCSSV and Wellhead Integrity of all NAOC Land and Swamp locations. Contractor shall take coverage of all costs and expenses for all services provided hereunder for the duration of the contract.
The proposed contract shall cover a period of two (2) years plus one (1) year optional extension.
NAOC, through this Tender Opportunity, announces to interested reputable Nigerian Companies and NJQS pre-qualified Companies in line with Clause 3 (2) of the NOGICD Act 2010 of the defined scope of service hereunder.
(2.) SCOPE OF WORK
• This shall include but not limited to the following:
• Contractor shall conduct systematic testing of the sealing points and control line integrity according to prescribed company procedures.
• Contractor shall perform the routine SCSSV opening procedure and hydraulic functionality testing.
• Contractor shall carry out interpretation of generated test results including the interpretation of redundancy levels 3 and 5 tests
• Contractor shall investigate the status of sealing points, flanges and valves on the wellheads according to company prescribed X-mas tree testing procedures
• Contractor shall observe the annulus pressures condition, perform and evaluate all prescribed diagnostic tests including FTHP blow down/ build up tests.
• Contractor shall provide comprehensive bi-annual (or as often as may be requested by company) test reports in both hard binned copies and electronic formats.
(3.) MANDATORY REQUIREMENTS
a) To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the Integrity Management Services 3.04.23 (Product/ Services) categories in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified Suppliers in this category will receive Invitation to Technical Tender.

d) To initiate the NJQS pre-qualification process, access nipexng.com to download application form, make necessary payments and contact NipeX office for further action.
f) To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system.
(4.) NIGERIAN CONTENT
Bidders are invited to express complete understanding and willingness to comply with provisions of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010. Consequently, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in ‘The Act’.
The documentation for evaluation shall include, but not limited to the following:
(i.) Demonstration that entity is a Nigerian registered company as defined in the NOGICD Act 2010 by providing details of Company ownership and shareholding structure with clear certified true copies of bidders’ Corporate Affairs Commission (CAC) forms C02 and C07.
(ii.) Nigerian Content Plan that demonstrates the full utilization of Nigerian labour and services with detailed description of role, work scope and man-hours in order to achieve the minimum target as set out in the requirements of the NOGICD Act 2010. Where in-country capacity is inadequate, propose innovations to bridge the gap.
(iii.) Current and in-place organizational structure with detailed experience and skills of key management personnel with names. Provide evidence (personnel lists and positions with organizational chart to substantiate) of percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
(iv.) Where the bidding entity lacks capacity, genuine alliances with multinational companies for the purpose of technology transfer shall be encouraged. The alliance/joint venture shall be executed with binding Memorandum of Agreement (MOA) signed by chief executives of both entities stating clear work-share ratio among the parties and time frame for growth or transfer to be achieved.
(v.) Evidence that engineering services shall be performed in Nigeria with a clear demonstration of local office address (not P.O. Box) with verifiable evidence of staffing levels; this will be supported by full description of Nigerian office to domicile engineering.
(vi.) Detail past/present commitment to staff training and development of Nigerian personnel.
(vii.) Furnish detailed training plan for the service.
(viii.) Specific to this project, provide evidence (personnel list) of percentage management that are Nigerian nationals and of the total workforce that are Nigerians.
(ix.) Provide evidence to show that a minimum of 50% of the equipment to be deployed for the work is owned by the Nigerian subsidiary if international or multinational company is working through the Nigerian subsidiary, including equipment list.
(x.) Bidder’s sourcing strategy/plan for this scope of service; and evidence of source of products, materials etc. with details of the applicants’ relationship with local suppliers and service providers e.g. in the management of logistics, personnel etc.
(xi.) Evidence of the address and location where procurement and project management activities will be coordinated in Nigeria.
(xii.) Detailed specific programmes in place to transfer technology and skills to Nigerian businesses.
NOTE: Failure to meet the Nigerian Content requirements is a “FATAL FLAW”.
NOTE: Only Nigerian Companies are qualified for this service.
Bidders shall be requested to provide evidence to show their compliance with the above listed requirements at the ITT stage.

(A) Introduction
The National Institute of Pharmaceutical Research and Development (NIPRD) Idu, Abuja, intends to undertake the under-listed projects under its 2016 financial year capital budget. Consequently, interested companies are invited to tender for the following Projects.
(B) Scope of work
The Scope of work consists of the following;

(C) Pre-Qualification Requirements;

Since the pre-qualification and the full tender stages are to be run concurrently, this advertisement serves as notice for both “PRE-QUALIFICATION” and “PROPER TENDER”. Interested Contractors are to pay cash in the sum of N20,000.00 naira only per lot it the Department of Finance and Account of NIPRD and collect tender documents on the presentation of receipt of payment of non¬-refundable tender fees, at the office of the secretary, NIPRD Tender Board, Abuja.

Invitation for Pre-Qualification

Rogo Local Government Council, under the able leadership of its Chairman and His Excellency the Executive Governor of Kano State, Dr Abdullahi Umar Ganduje, IFR, hereby invote registered and technically competent Contractors to Submit Tendrs/Pre-qualification proposals for the following projects:
DESCRIPTION
(1) Re-Construction of Rogo to GwanGwan to Sundu Tarred Road (22.6km)
(2) Re-Construction of Shadari to Zoza to Damagari Tarred Road
(3) Construction of Sule Shugaha Tarred Road.
(4) Construction of A Block of 2 Classroom office and Store.
(5) Construction of Friday Mosque, 6 Renovation of Friday Mosque.
PRE-QUALIFICATION REQUIREMENTS
(a.) Evidence of Registration with Corporate Affairs Commission
(b.) Company Profile
(c.) Registration with Kano State Tenders Board
(d.) Evidence of Tax Clearance for the last 3 Years
(e.) Evidence of financial capability
(f.) Any additional information that may enhance chances of the company.
SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Eligible companies should forward their documents to the office of the Director Personnel Management (DPM), Rogo Local Government Secretariat, in a sealed envelope on or before 5thOctober, 2016.
