Lagos State Employment Trust Fund (LSETF)

Introduction
The Lagos State Employment Trust Fund (“LSETF” or “the Fund”) was set up by the Lagos State Government to enable Lagos residents realize their aspirations by providing leverage and access to finance. The Fund has identified micro, small and medium scale enterprises (MSMEs) as potential beneficiaries; and in order to achieve its goals, seeks partners for the following services:
(1) INFORMATION TECHNOLOGY INFRASTRUCTURE PARTNER – RFP/01/09
The Fund requires the appropriate Information Technology (IT) infrastructure to support its core business processes and enable delivery of its strategic objectives.
Scope of Work
(1) Supply and Installation of Core Network Equipment (Access Switches, Core Distribution, Switching Cisco Router, Firewall Appliance) and robust Wireless LAN infrastructure
(2) Provision of UPS and Backup power solutions
(3) Data center
(2) TRAINING AND SKILL CERTIFICATION PARTNERS – RFP/02/09
To ensure the beneficiaries of LSETF’s schemes have relevant skills and certification, and reduce the risk of business failure, the Fund seeks to engage the services of Training and Certification Partners.
Scope of Work
Lot 1: Pre-Beneficiary Selection
(1) Identification/referral of potential beneficiaries who have been certified to have the requisite skills to access support from the LSETF
(2) Training of ineligible applicants who will be referred for further training and skill certification, for subsequent use as potential beneficiaries
Lot 2: Post- Beneficiary Selection
(1) Provide classroom and online training to support beneficiaries in improving their business methods and enhance success rate.
(3) BENEFICIARY SELECTION AND VERIFICATION PARTNERS – RFP/03/09
The fund seeks to engage the services of partners to achieve its goal of a transparent and credible loan application process.

Scope of Work
Lot 1: Application Process
(1) Design a credible and transparent process for Lagos residents to apply for the various LSETF loan schemes.
(2) Design a process for verifying the identity of, and information submitted by, the beneficiaries.
(3) Build the infrastructure to deliver (1) and (2)
Lot 2: Selection Process
(1) Develop a marking scheme using the approved Fund guidelines to identify and select potential beneficiaries.
(2) Recruit, train and manage a dedicated pool of examiners to grade loan applications.
(3) Supervise the selection process
(4) PROVISION OF INSTITUTIONAL/CORPORATE OFF TAKERS TO MICROENTERPRISES -RFP/04/09
To ensure the micro-enterprise beneficiaries of LSETF’s schemes have guaranteed off take arrangements, the Fund seeks to engage the services of partners.
Scope of Work
(1) Provide access to markets, guaranteed off-take arrangements to LSETF loan beneficiaries
(2) Aggregate micro enterprises that fit the needs of the off-takers
(3) Verify products and services provided by micro enterprises to ensure products meet the specifications of off takers
(5) REQUEST FOR PROPOSAL: FULFILMENT PARTNERS FOR LSETF’S LENDING SCHEMES – RFP/05/09
LSETF seeks to engage the services of deposit money banks and microfinance banks to act as disbursement channels for the loans to be disbursed by the Fund, and primary collection agent for all loans disbursed through the respective banks.
Scope of Work
Lot 7: Deposit Money Banks: Funds disbursement to SME beneficiaries
(1) Establishment and management of an “LSETF Desk” to manage any matters relating to LSETF’s scheme with the bank
(2) Loan disbursement and collection to approved Fund beneficiaries
Lot 2: Micro-finance Banks: Funds disbursement to Micro enterprises
(1) Establishment and management of an “LSETF Desk” to manage any matters relating to LSETF’s scheme with the bank
(2) Loan disbursement and collection to approved Fund beneficiaries
(6) PROVISION OF BUSINESS DEVELOPMENT SUPPORT TO LSETF SME LOAN BENEFICIARIES – RFP/04/09
The fund seeks to engage the services of Business Development Service Providers (BDSPs) to provide support services after the disbursement of LSETF loans to SME beneficiaries.
Scope of Work
(1) Support beneficiary SMEs to develop synergies and linkages with large enterprises, buyers and suppliers along the value chain
(2) Support beneficiary SMEs to develop the right business structures (accounting, HR, sales, marketing, legal etc.)
(3) Monitor the financial and non-financial performance of the beneficiary SMEs. The BDSPs will be required to provide monthly reports on the businesses showing business performance (revenue and profit), compliance (tax, pensions and HSE compliance) and job creation targets.

2.0 TENDER REQUIREMENTS

Submission of tender documents should be made in a sealed envelope indicating the LOT No. on the top left corner provided against each area of interest as listed above along with the following documents:
(a) Evidence of Certificate of incorporation/registration with the Corporate Affairs Commission (CAC);
(b) Evidence of current Tax Clearance Certificate
(c) Evidence of VAT Registration with TIN No. and up-to-date remittance(s);
(d) Evidence of current Certificate of Compliance by the National Pens ton Commission (PENCOM) in line with the Pension Reform Act, 2014 (as amended);
(e) Evidence of current Certificate of Compliance by the Industrial Training Fund (ITF) in line with the amended Industrial Training Fund Act, 2011;
(f) Evidence of compliance with the Employees Compensation Act which requires that all Employers of labour must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund (NSITF);
(g) Evidence of registration on the National Database of Contractors, Consultants and Service Providers with the Bureau of Public Procurement (BPP)
(h) Comprehensive company profile indicating the CV of key personnel.
(i) Verifiable evidences of past job experiences in similar projects of interest in the past 5years and attach copies of letter of award and certificate of successful completion.
(j) Copy of audited account for the past three years,
(k) Bank reference letter indicating evidence of accessibility to credit facility.
(l) Evidence of registration with relevant professional bodies (e. g. COREN, NIA, NIQS, CORBON etc) as the case may be.
(m) A sworn affidavit stating that none of the Directors has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of acts relating to any matter; and
(n) A sworn affidavit disclosing whether or not any officer of NAPRI or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.

4.0 SUBMISSION OF BIDDING DOCUMENTS

1.0 Introduction:
The Government of Kwara State, in pursuance of its agenda on sports and youth development in the State is desirous of putting the over 40 years state of the art and iconic Indoor Sports Hall at the Main Stadium back to its original glory.
2.0 EXPRESSION OF INTEREST
Interested and competent contractors with requisite experience in handling of similar projects are therefore, invited to submit pre-qualification documents for the project as described below:-
2.1 KWARA STATE STADIUM -SPORT HALL COMPLEX REHABILITATION AND RETROFITTING
The Complex is a 40-year old two storey structures of about 6,000sqm housing spaces and facilities for various Indoor games and offices. It is in a state of disrepair and needs complete rehabilitation and retrofitting.
The structure is strategically located within the Kwara Stadium Complex along Taiwo Road, Ilorin, Kwara State.
3.0 REQUIREMENTS AND ARRANGEMENT OF PRE-QUALIFICATION DOCUMENTS
The required pre-qualifications documents include and should be arranged in the following orders:-
