3.0 ELIGIBILITY CRITERIA

(ii) Evidence of registration with the Corporate Affairs Commission (Certificate of Incorporation)
(iii) Evidence of Tax Clearance Certificate for the past three consecutive years (2013-2015)
(iv) Submission of Audited Accounts for 2013, 2014, & 2015
(v) Evidence of registration on the BPP National Database of Contractors, Consultants and Service providers by inclusion of the Interim Registration report issued by BPP
(vi) Evidence of certificate of compliance with the Pension Reform Act 2004 from National Pension Commission.
(vii) Evidence of certificate of compliance from the industrial Training Fund
(viii) Evidence of possession of experience as a contractor/service provider or consultant in projects of similar nature and complexity by inclusion of verifiable letters of contract awards
(ix) Evidence of financial capability, credit worthiness and availability of bank support if awarded the contract
(x) A sworn affidavit that none of the Directors of the company is a member of staff of FRCN and no staff of FRCN has pecuniary interest in the company.
(xi) Any other useful information may be an added advantage.
4.0 COLLECTION OF BID DOCUMENTS
Interested companies are to collect bid documents from the office of the Secretary, Parastatal Tenders’ Board Room 19, 2nd Floor, Radio House, Garki – Abuja, upon payment of non-¬refundable fee ofN10,000.00 (Ten Thousand Naira) only payable to the Federal Radio Corporation of Nigeria (Headquarters) through REMITA platform at any commercial bank in favour of FRCN. Evidence of such payment is to be presented on collection of bid documents between 9.00am and 4.00pm from Mondays to Fridays
5.0 SUBMISSION OF BID DOCUMENTS
Bidders are to submit both technical and financial bids in separate sealed envelopes and the two enclosed in a bigger envelope marked clearly” Technical” and “Financial” bids to the address below on or before 12.00noon on 16th November, 2016. Each envelope should be clearly marked on the top-right corner, stating the lot number. Bids will not be collected after this period. The name and address of the bidder, including valid contact telephone numbers must be clearly stated on the back of the envelope. Only technical bids will be opened on the opening day. Following the evaluation of the technical bids, the successful bidders shall be invited at a later date for the opening of the financial bids.

6.0 OPENING OF BIDS
Bids will be publicly opened in the presence of representatives of bidders at the Corporation’s Conference Room at 12.00noon, immediately after closing of submission on 16th November, 2016.This advertisement also serves as an invitation to all stakeholders and the general public to the bids opening.

Procurement of Contractors for the Construction/Remediation Works for Flood Control Located in Ebonyi State, Nigeria
Invitation to Tender
The Federal Republic of Nigeria has received a loan from the International Development Association (IDA) in various currencies towards the cost of Ebonyi State Nigeria Erosion and Watershed Management Project (EBS-NEWMAP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Procurement of contractor(s) for the Construction / Remediation Works for Flood Control Projects located in Ebonyi State, Nigeria. The Works are divided into two (2) lots. The Ebonyi State – Nigeria Erosion and Watershed Management Project (EBS-NEWMAP) now invites sealed bids from eligible bidder(s) for:
Lot 1 – The Construction /Remediation Works at Odunukwe – Nkalaki – Hatchery Road -Iyiokwu International Market Flood Control Project in Abakaliki, Ebonyi State. (Ref: EBS/NEWMAP/CW/ICB/2016/01/1)
Description of Lot 1: The Flood Site is located in Abakaliki Local Government Area of Ebonyi State, Nigeria within the geographical coordinates of 6°18’36.14″ North and 8° 05′ 31.03″ East. It transverses a distance of about 5.6 km from Ebonyi State University (College of Physical Science) to Ebonyi River.
LOT 2 – The Construction / Remediation Works at Ebia- Iyiudele River Flood Control Project in Abakaliki, Ebonyi State. (Ref: EBS/NEWMAP/CW/ICB/2016/01/2)
Description of Lot 2: The Flood Site is located in Abakiliki& Ebonyi Local Government Areas of Ebonyi State, Nigeria. The Ebia River stretch lies within the geographical coordinates of 6° 20’28.63″ North and 80 09′ 73″ East; whilst the Iyiudele stretch lies between latitudes 6° 20’17.04″ and 6°19’08.88″N and Longitudes 8°06’22.20″ and 8°07’26.22″E. Both rivers transvers a distance of about 12.36 km from Ogbaga Road to Ebonyi River.
Bidder(s) may bid for either or both lots
The construction / remediation works are for a period of twenty-four (24) calendar months for both Lot 1 and Lot 2. The Works shall include but not limited to the following:
(a) Interception of all water causing the erosion and safely guiding it through the waterways down to the Ebonyi River.
(b) Prevention of further erosion development.
(c) Stabilization of the River Beds and Banks.
(d) Re-establishment of links between households in the area.
EXPERIENCE & CAPABILITIES:
Bidders must demonstrate that they have the necessary financial capability, experience and equipment to successfully execute either (or both) of the lots. Qualified domestic bidders may be eligible to receive a margin of preference of 7.5 percent in Bid evaluation. To be eligible for the construction works, bidders must meet the following criteria:
FOR LOT 1:
(i) Have a general construction experience of at least 10 years with a minimum of two contracts of minimum value of NGN 3.7 Billion (US$ 18.5 M) in flood/gully erosion control in the last five (5) years; and in the role of prime contractor, JV member or subcontractor.
(ii) Demonstrate that it has access to or has available liquid asset to meet a cash flow requirement of NGN760.0 M (US$ 3.80 Million)
(iii) The audited balance sheets for the last five (5) years shall be submitted and must demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long-term profitability;
(iv) Have no history of court/arbitral award decisions at least for the past five (5) years.
FOR LOT 2:
(1) Have a general construction experience of at least 10 years with a minimum of two contracts of minimum value of NGN 6.7 Billion (US$ 33.50 M) in erosion control in the last five (5) years; and in the role of prime contractor, JV member or subcontractor.
(2) Demonstrate that it has access to or has available liquid asset to meet a cash flow requirement of NGN 1.4 Billion (US$ 7.0 Million).
(3) The audited balance sheets for the last five (5) years shall be submitted and must demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long term profitability;
(4) Have no history of court/arbitral award decisions at least for the past five (5) years

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods. Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. PROJECT NUMBER WA/DPB/1
The scope of Work encapsulates Works on the Building envelope, Electrical and Mechanical engineering Works, External Works and Security Provisions and other Works which includes but not limited to the following:
(i) Provision of Creche; removal of non- functional office Partitions and standardisation of introduced dry wall partitions with uniform design and introduction of Ramps to cater for the physically challenged.
(ii) Removal of carpet and replacement with Vitrified Tiles. Cleaning/polishing of existing porcelain tiles and replacement of chirped ones.
(iii) General Maintenance of wooden panels, sound absorbing panels and acoustic wall claddings. Replacement of defective wall tiles.
(iv) Replacement of some defective Gypsum plaster board, Suspended screen aluminium and acoustic Ceiling. Majority of the ceiling shall be Mineral Fibre suspended ceiling.
(v) Repair of windows and doors and in some cases replacements.
(vi) Removal of stainless steel metal barriers erected to restrict access to staircases within the Main Entrance Lobby and to other sections of the Complex.
(vii) The provision of new extra low voltage installations for Fire alarm system, Public address system, Discussion system, UPS system, Distributed Antenna system, Central Clock system, Building Management system and Disabled Person Toilet Alarm.
(viii) General Maintenance of the cable trunk and repair of the Distribution Panel.
(ix) Replacement of defective Sanitary and Lighting fitting.
(x) Replacement and repair of some Power Supply equipment/systems including Generators and High Voltage Panels.
(xi) Examination repair and replacements of the Air Conditioning and Ventilation systems including Vertical transportation system.
(xii) Other works including signage, burglary proofs and security fitting to meet the current challenges.
PROJECT NUMBER WA/DPB/2
The project comprises of the Main Building and Servants Quarters. The Main Building is Reinforced concrete frame construction on two floors cladded with 225mm thick hollow concrete block wall bedded and jointed in cement mortar and plastered both sides. The plastered walls are decorated and painted in high quality resin paint. The roof is cladded with stone coated roof tiles on treated hardwood timber roof construction. The ceiling comprises of 20mm thick insitu cast mineral gypsum suspended on hardwood noggin. High quality tiles on convenience walls and floors generally and high quality sanitary fittings, lamps and luminaires. The area of the Main Building ranges between 600 and 800sq.m. The Servant Quarters is a bungalow of lesser quality of finish within the same compound.
PROJECTS NUMBERS WA/DRC/(l-3)
The work comprises of Two (2) and Three (3) Bedrooms Bungalows constructed of hollow sancrete block work, rendered on all faces with cement and sand slurry and painted in texcote and emulsion paint. The roof covering is 0.55 guage long span oven baked coloured aluminium sheets nailed to hardwood and timber purlins. The floor finish is basically unglazed ceramic floor tiles while the ceiling is asbestos cement ceiling board. With aluminium windows, mechanical and electrical services all finished. The work to be carried out is renovation of all the buildings and making good any defects that may be deemed necessary or as indicated in Bill of Quantities.

The scope of work involves:
(i) Review of Engineered Solid Waste Treatment Plant designed for FCT.
(ii) Carry out Process Designs (Electro Mechanical components) for the Engineered Solid Waste Treatment plant;
(iii) Design of Associated Civil/Structural Works in the Engineered Solid Waste Treatment plant location.
(iv) Assess and integrate the on-going contract for the provision of three (3) Transfer Stations in FCT and Identify / design additional two (2) standard ones at APO Taffi and Dawaki districts, and at least one (1) in each of the Six (6) Area Councils of the FCT.
(v) Design of a modem Environmental laboratory including equipment scheduling for the Engineered Solid Waste Treatment plant in the FCT. The laboratory should have capacity to serve Oil & Gas, Government Parastatals, Construction and Chemical sectors.
(vi) Provision of intensive practical capacity building programs for client’s Technical Representatives annually in Nigeria and Overseas.
(vii) Assessment of existing solid/liquid waste handling facilities in FCC including Area Councils and recommending ways of improving efficiency and deployment of economic usage.
(viii) Production of Environmental Impact Assessment (EIA) report on the proposed project and certification from Nigeria Government approved agency.
(ix) Preparation and submission of Design Reports, Specifications, other relevant Reports, Drawings and other Tender documents including Bill of Engineering Measurement and Evaluation (BEME).

(3.1) ITEMS TO BE PROVIDED FOR PROJECTS UNDER CATEGORIES A- C (WORKS. GOODS AND CONSULTANCY SERVICES)
Interested Companies are invited to submit the following pre-qualification documents:

(a) Evidence of Incorporation of the Company with Corporate Affairs Commission (CAC) by inclusion of Certificates of Incorporation, Articles and Memorandum of Association of the company and up to date Annual return with the CAC (forms C02 & C07 to be included).
(b) Detailed Company profile.
(c) The Company should in addition show the following:
(i) Tax Clearance Certificate for the last three (3) years (2013, 2014 & 2015) expiring 31st December, 2016 supplied with TIN
(ii) Verifiable Evidence of Industrial Training Fund (ITF) Compliance Certificate (expiring 31st December, 2016) in compliance with ITF Act, 2011 as amended;.
(iii) Verifiable Evidence of Pension Compliance Certificate (expiring 31st December, 2016) as provided in section 16 subsection 6(d) of the Public Procurement Act, 2007.
(iv) Verifiable Evidence of Nigeria Social Insurance Trust Fund (NSITF) by submission of Compliance Certificate (expiring 31st December, 2016).

Copies of endorsed educational and professional certificates are to be attached.
(b) For Projects Numbers WA/DES/(5-8) the list of key technical personnel required stating their roles, designation, qualification and years of experience with the guarantee that a minimum of five (5) relevant COREN Registered Engineers of various disciplines shall be deployed to the project. Copies of endorsed educational and professional certificates are to be attached.
(c) For projects Numbers WA/DES/(9-10) the list of key technical personnel required stating their roles, designation, qualification and years of experience with the guarantee that a minimum of three (3) relevant COREN Registered Engineers of various disciplines shall be deployed to the project. Copies of endorsed educational and professional certificates are to be attached.
(d) For Projects Numbers WA/DPB/(1-2) & WA/RC/(1-3) the list of key technical personnel stating their roles, designation, qualifications and years of experience with the guarantee that a minimum of three (3) relevant Registered Professionals shall be deployed to the project. (3.42) TECHNICAL PERSONNEL
(a) List of key technical personnel stating their roles, designation, qualifications and years of experience with the guarantee that a minimum of ten (10) relevant COREN Registered Engineers of various disciplines shall be deployed to the project. Copies of endorsed educational and professional certificates are to be attached (Applicable to only Projects Numbers CSC/DEDE/(1-18))
(b) List of key professionals with their qualifications who would be deployed on the work. Enclose photocopies of endorsed Professional certificates (TOPREC) (Applicable to Projects Numbers CSC/DURP/(1-2)).
(c) List of key technical personnel stating their roles, designation, qualifications and years of experience. Copies of endorsed educational and Professional certificates are to be attached (Applicable to Project Number CSC/DMH/PPP/(1-3)).
(3.43) EQUIPMENT AND FACILITIES
A functional and well equipped Design office with minimum number of verifiable equipment and facilities as listed below:
Laptops (5); Desktops (5); Printers (2); Scanners (2); Photocopiers (2); Plotters (1); Relevant Softwares for various Engineering Disciplines (4); Total Station (1) (Applicable to Projects Numbers CSC/DEDE/(1-18)
(3.5) History of Company’s policy on Community Social Responsibility (Applicable to Categories A & C).
(4.0) COLLECTION, SUBMISSION AND OPENING OF PRE-QUALIFICATION DOCUMENTS:
(a) Interested companies are to collect, submit Tender Documents in accordance with the Schedule of Collection, Submission and Opening of Tender documents on Section 4.1 upon presentation of evidence of payment of Non-Refundable Tender Fee for the respective projects of interest where applicable, into FCDA Revenue Account at Zenith Bank Plc., Efab Plaza, Area 11 Garki-Abuja, Account Number 1014572767 (Tenderers Must Use the FCDA Customised Teller) (Applicable to Projects Numbers WA/DRC/(1-5) and GB/DPR(1-7).
(b) The completed Tender shall be submitted in a hard Copy and an Electronic Copy (PDF format on CD) of the Technical Proposals shall be placed in a sealed envelope “stating the project title Tender Identification Number” and the Lot Number (Where applicable). Then two (2) copies of the Financial Proposal shall be signed and sealed separately and placed in a bigger envelope clearly marked “Financial Proposal” and with a warning do not open at the same time with the technical proposal”.
(c) The envelopes containing the Technical and Financial Proposals shall be placed into an outer sealed envelope clearly marked “Tender For ……… and “Stating the Project Tender Identification Number” of (Applicable to Projects Numbers WA/DRC/(1-5) and GB/DPR (1-7).
(d) The pre-qualification/Expression of Interest documents should be in sealed separate envelopes clearly marked “Original Copy” and “Duplicate Copy” with the following inscription: “Pre-Qualification to Tender/Expression of Interest for ………………………….and “Stating the Project Tender Identification Number” (Applicable to Works and Consultancy Services (WA/DES/(1-10), WA/DPB/(1-2) and CSCDEDE/ (1-18)) and addressed to “The Executive Secretary, Federal Capital Development Authority (FCDA), No. 8 Ayangba Street, Area 11, Garki Abuja and submitted as indicated in Section 4.1.

(i) All claims must be substantiated with verifiable facts.

(iv) This is not an invitation to tender. Only pre-qualified firms will be invited to tender for the project. Others may know their performance by a formal request to the Accounting Officer of FCDA.
(v) Interested Companies are responsible for the registration, timely and safe submission of their pre-qualification documents, means of delivery notwithstanding.
(vi) The Authority shall carry out Due Diligence on the companies to verify claims included in their submissions.
(vii) Representative(s) of the Bidding Companies and interested members of the Public, including Non-Governmental organisations could attend any of our opening sessions at their own cost and will be required to introduce themselves to the Chairman of the session.
(viii) Documents provided in response to items 3.1(a-i)-3.34&3.5 (Category A Only) and 3.1(a-i)- 3.34& 3.5 (Category C Only) must be arranged as listed.
(ix) DISCLAIMER: The Management is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities and assigning any reason thereof.
(x) Please note that submission of fake documents is a fraudulent practice punishable under the relevant laws.
