(1.0) INTRODUCTION:
The Transmission Company of Nigeria (TCN) intends to engage the services of consultants to carry out Environmental Impact Assessment (EIA) of its transmission lines project.

(3.0) SCOPE OF WORK:
The impact assessment of the environmental conditions of the project area with respect to the biological, physical, economic health and environmental engineering aspects of the proposed transmission project.
(4.0) PRE-REQUISITE:
All expression of interest must be accompanied with the following:
(1) Evidence of company registration in Nigeria (forms C02 and C07 must be attached) or overseas.
(2) Evidence of valid Tax Clearance Certificates for the last three years (2013, 2014 and 2015)
(3) Evidence of VAT registration Certificate
(4) Audited Account of the company for past three years (2013, 2014 and 2015) duly stamped by a registered Auditor.
(5) Submission of Certificate of Compliance with the provisions of the Pension Reform Act 2004 in accordance with Section 16 (6) (d) of the Public Procurement Act 2007.
(6) Certificate of Evidence of Registration in compliance with Section 6(2) of the Industrial Training Fund (Amended) ACT 2011.
(7) Evidence of Compliance with Nigeria Social Insurance Trust Fund (NSITF) Amendment Act.
(8) Evidence of registration and accreditation with the Federal Ministry of Environment (FMENV).
(9) Evidence of financial capability or banking support.
(10) Evidence of registration on the national database of Contractors, Consultants and Service providers with BPP by inclusion of the Interim Registration Report (IRR).
(11) Comprehensive Company profile to include:
• Populated organizational structure, and key professional staff with relevant experience.
• Availability of requisite and appropriate skills among key staff and persons to be engaged in the project (please attach certified curriculum vitae of key staff).
(12) Evidence of having successfully carried out at least two (2)
(13) Similar jobs within the past five years and / or details of on-going projects.
(14) Record of quality assurance / quality management system to be implemented. When a company is in joint venture (JV), partnership or consortium agreement, the role of each partner must be clearly defined in the JV agreement. Additionally, the Memorandum of Understanding, (MoU) must specify the lead partner. Evidence of such a relationship must be signed by the Chief Executives/ Partners. A copy of the firm legal relationship must be attached.

(15) A sworn affidavit confirming that all information presented and attached are true and correct of the company.
(5.0) IMPORTANT INFORMATION:
(1) TCN reserves the right to verify claims by companies. They should include in their submissions necessary authority and guarantee for such verification (post exercise may be carried out where necessary)
(2) Technical and Commercial Bids shall be sealed in separate envelopes, (only Commercial Bids of Technically qualified bidders shall be opened.
(3) All information requested for qualification shall be provided in English Language by all applicants
(4) All applicants submitting through courier’s services must provide means of identification on the parcel as management will not be liable to misplacement of such document
(5) Failure to provide information/supporting document that is essential for the evaluation of the applicants qualification, or to provide timely clarification or substantiation of the information supplied, may result in disqualification of the applicant.
(6) No consultant shall be awarded contract for more than one (1) Lot in group A (Lot 1 -6)

(1.1) The Federal Government of Nigeria has allocated funds to the National Social Investment Office (NSIO) in the 2016 Appropriation Act for the execution of Programmes aimed at reducing the unacceptable level of poverty and socio¬economic vulnerability in the country. The main thrusts of the National Social Investment Program me (NSIP) are:
National Home Grown School Feeding (NHGSF) Programme – Aims to provide free nutritional meal for public primary school pupils across Nigeria.

(3.0) RESPONSIVE CRITERIA
Eligibility: Failure by a consultant/bidder to submit all of the following (non-scoring responsive criteria) renders the consultant/bidder ineligible to participate in this procurement:
(i) Evidence of incorporation with the Corporate Affairs-Commission (CAC);
(ii) Copy of current Tax Clearance Certificate (2013, 2014 & 2015);
(iii) Evidence of VAT Registration
(iv) Copy of current PENCOM Compliance Certificate (expiring 31st December, 2016);
(v) Copy of current ITF Compliance Certificate (expiring 31st December, 2016);

(c) Whether or not any officer of the relevant committees of the Ministry of Budget and National Planning (MB&NP), NSIO or BPP is a former or present director, shareholder, or has any pecuniary interest in the bidder; and
(d) That all information presented in the bid is true and correct in all particulars.
Capability: Each consultant/bidder is expected to prove that it possesses the capacity to successfully execute its project of choice. Accordingly, the following (scoring) responsive criteria shall apply:
(i) Evidence of contracts executed in the last 5 years similar to the bidder’s project of choice. (Letters of award and completion certificates.);
(ii) Evidence of duly audited account (2013, 2014 & 2015) with turnovers matching those in the tax clearance certificate;
(iii) Bank’s letter of promise to provide financial support if the bidder is awarded the contract;
(iv) Company’s personnel profile – List of members of staff of the company with evidence of their academic and professional qualifications attached;
(v) Evidence of up-to-date registration of company with relevant professional bodies (for consultant services); and
(vi) Packaging/presentation of technical bid (i.e. presenting documents in the exact order they are listed out under these eligibility and capability criteria.
(4.0) TENDER FEES
Anon-refundable tender fee of N20,000.00 (Twenty Thousand Naira only) per Lot is to be paid by each bidder before collection of a Standard Bidding Document. The tender fee should be paid into the TSA account in favour of MB&NP. Bidders/Consultants Expressing Interest for Consultancy Services Are Exempted from Paying Tender Fees at the Initial Stage until they are Pre-Qualified to the Stage of Issuance of a Request for Proposal (RFP).
Please note that no Bidder/Consultant is allowed to bid for more than two Lots in each category. Any violator of this rule will be disqualified.
(5.0) COLLECTION OF BIDDING DOCUMENTS
Standard Bidding Documents are available for collection’ from the office of the Director (Procurement), Room 204, 2nd Floor, Ministry of Budget and National Planning, Plot 421, Constitution Avenue. Central Business District, Abuja on presentation of original copy of the Treasury Receipt issued by the Finance & Accounts Department, MB&NP (for sighting) and a photocopy of the same, evidencing payment of the non-refundable tender fee.
(6.0) SUBMISSION OF BIDS
(i) Interested consultants shall submit one original and three photocopies of their EoI documents in a sealed envelope. The reverse side of this envelope shall bear the Consultant’s Name, Address and Telephone Number(s). The front should be labeled “Technical and Financial Bid” with the “Project Name/Title” and “Lot No” clearly written on the top Right Hand corner.
(ii) Interested contractors and suppliers shall submit one original and three photocopies of their Technical bids and completed financial bids. The four copies of Technical Bid and four copies of completed Financial Bid per Lot shall be placed in two different sealed envelopes and each appropriately labeled “Technical Bid” and “Financial Bid” as well as the “Project Name/Title” and “Lot No” on the same side of the envelope. The reverse side of each of these two envelopes shall bear the “Bidder’s Name, Address and Telephone Number(s)”. The two sealed envelopes containing separately Technical and Financial Bids should be enclosed in a third outer envelope which should be sealed and labeled “Technical and Financial Bid” with the “Project Name/Title” and “Lot No” clearly written on the top Right Hand corner.
(iii) The outer envelope should be addressed to:

Immediately after the opening of EoI and technical bids, all submissions will be assessed for eligibility using the non-scoring responsive criteria listed out above. Eligible submissions will then be assessed for capability based on the scoring responsive criteria also listed out above. Consultants whose EoIs are adjudged to be substantially responsive will be contacted to collect Request for Proposals (RfP). With respect to the Category A (Goods) projects, award of contract will be recommended in favour of the lowest evaluated responsive bids.
(9.0) IMPORTANT INFORMATION
(i) All submitted documents may be referred to relevant authorities for verification/ confirmation.
(ii) Only pre-qualified Bidders shall be invited to the next stage of the procurement process.

1. INTRODUCTION:
The Nigerian College of Aviation Technology, Zaria intends to apply a portion of the funds appropriated in the year 2016 Budget to procure Insurance Cover for College Staff on Group Personal Accident Cover. In compliance with the Public Procurement Act, 2007, the College therefore wishes to engage the services of an underwriter & Broker with specific expertise, proven track record and experience in the Staff Group Personal Accident Insurance Policy.
2. ELIGIBILITY/REQUIREMENT:
Prospective applicants are expected to submit their Expression of Interest (EOI) by showing capability to undertake the assignment, provision of the following information should form the basis for short-listing and consideration for the subsequent invitation for technical and financial proposals. Interested companies are therefore expected to provide the followings:

3. NOTE THAT:
• Failure to comply with above requirements would automatically result in disqualification.

In addition, a financial proposal for offering the services identified in Section 2.0 of this publication should be submitted. The preferred format should be in the form of a bill of quantities or bill of rates, clearly indicating the cost of each service. Other services that can be offered which are not mentioned in this document may also be included in the proposal. QUALIFICATION CRITERIA AND TEN PER REQUIREMENTS
(i) Certificate of registration with Corporate Affairs Commission (CAC);
(ii) Tax Clearance Certificate for the last (3) years (2013, 2014 2015) expiring 31st December 2016:
(iii) Evidence of VAT Registration;
(iv) Valid Certificate of compliance issued by National Pension Commission;
(v) Valid Certificate of compliance issued by Industrial Training Fund in line with the provisions of the ITF Act, 2011;
(vi) Valid clearance certificate issued by Nigeria Social Insurance Trust fund (NSITF);
(vii) Evidence of interim registration with the Bureau of Public Procurement (BPP) IRR;
(viii) Unabridged company Audited Annual Report for the immediate past (3) years (2013, 2014, and 2015);
(ix) A Sworn affidavit that no partner/director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both genuine and up to date;
(x) A sworn affidavit disclosing whether or not any officer of MOD or BPP is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all materials particular;
(xi) Evidence of previous similar jobs done including award letters and completion certificates;
(xii) Evidence of access to or availability of credit facilities, confirmed by a reputable bank;
(xiii) Company profiles indicating previous jobs in the last 5 years and CVs of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers (evidence of registration with relevant regulatory bodies).
TENDER FEES
A non-refundable tender fee of Twenty Thousand Naira (N20,000.00) is payable by all bidders into the Federal Government Single Treasury Account (TSA) (Ministry of Defence)
COLLECTION AND SUBMISSION OF TENDER DOCUMENT
(a) Interested bidders shall obtain tender documents from Room G51, Ship B, Ministry of Defence Headquarters upon presentation of evidence of payment of the tender fee.
(b) Completed Technical and Financial bids (2 hard copies and 1 soft copy) shall be submitted in two different sealed tamper proof envelopes and labeled” Technical Bid” and “Financial Bid” and both placed in a third envelope. All the three (3) envelopes should bear the Company name at the reverse side while the “Project Name” and Lot No at the Top Right Hand corner of the envelope and addressed to:

(ii) The Ministry may verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
(iii) All costs incurred in responding to this advert shall be borne solely by the Bidders;
(iv) Two (2) hard copies and one (1) soft copy each for Technical and Financial bids are to be submitted for each lot applied for; soft copy for Financial Bid must strictly be in excel format as issued in the Bid document;

(1.0) INTRODUCTION
National Ear Care Centre, Kaduna was established to offer quality and reliable Ear, Nose and Throat specialist services based on the best practice, standard and to promote deafness prevention activities in the communities. In compliance with section 25 (2) (ii) of the Public Procurement Act 2007, National Ear Care Centre Kaduna hereby invites interested, competent and reputable suppliers with relevant experience to submit technical and financial bids.
(2.0) ELIGIBILITY CRITERIA
