(i) All documents/information presented are genuine and verifiable.
(ii) The Director(s) of the firm has never been convicted by any court of law within or outside Nigeria.
(iii) None of the company’s Directors or the company itself is bankrupt.

(ii) Verifiable List of similar jobs successfully executed in the last 3 years including letters of award of contracts and Job Completion Certificates.
(iii) Evidence of financial capability to execute the project in form of letter of credit facility of at least N100, 000,000.00 from a reputable bank for Lot BDG-001.
(iv) Evidence of payment of Non-Refundable Tender fee of Twenty Thousand Naira (N20, 000.00)
(v) Companies must have average turnover of at least N100,000,000.00 for Lot BDG-001.
(vi) Interested bidders will only be allowed to bid for a single Lot.
3.0 COLLECTION OFTENDERDOCUMENTS:
Interested bidders are requested to collect Tender documents from Procurement Unit Room 041, Ground Floor, Budget Office of the Federation on presentation of the original copy and two (2) photocopies of the Bank teller (pay-in slip) issued by the Commercial Bank, evidencing payment of the N20,000.00 tender fee into the e-Collection Account 0020461361014 with the CBN.
4.0 SUBMISSION OF TENDER DOCUMENTS:

(A) INTRODUCTION
The Nigerian Ports Authority (NPA) invites Expression of Interest (EOI) from reputable consultants with proven track record of consultancy services in dredging and Maritime related projects for the provision of Dredging and Channel Design Optimization Studies as described in the locations below:

(B) SCOPE OF SERVICES
The scope of the Consultancy Services will entail the following:
• A comprehensive review of the dredging practices currently adopted for the Management of Bonny/Port Harcourt Channel, the Calabar Channel and Lagos
• Channel and to recommend ways in which these could be optimized with a view to enhancing dredging efficiency.
• A comprehensive review of the existing channel layouts and recommendations on how the layouts can be optimized for current and projected vessel traffic in each of the aforementioned pilotage districts.
• As part of the optimization studies, it is recognized that there may be a requirement for the consultant to undertake further in-depth studies on hydrodynamic modeling, sedimentation modeling, navigation simulation studies and navigational risk assessments amongst others.
(C) EOI ELIGIBILITY REQUIREMENTS
Interested companies should submit bound bid documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:

(7) All bids must be accompanied with a sworn affidavit disclosing that they do not have any Director who has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
(8) Bids must be in English Language and signed by an official authorized by the bidder.
(9) Evidence of Annual financial turnover for the last Three (3) financial years of not less than USD 3,000,000.00 (Three Million Dollars) only or Naira equivalent per year.
(10) Consultants must also provide the following documents to support the information indicating that they are qualified to perform the assignment:

Status of application: In case application is in association with other firms, the exact status of the application must be indicated and documented (Joint Venture, Lead consultant and sub consultants etc.). Evidence must also be provided with respect to previous track record of the organizations collaboration and where staff undertaking such work will be based.
Experience and technical competence: A summary of overall experience indicating relevant similar assignment and experience with similar clients and authorities. Consultant must also provide summary of appropriate skills among staff with a summary of professionals to demonstrate the technical expertise and competence to meet the technical objectives of these studies; and
Management Competence: Information on previously completed projects (of similar magnitude) to demonstrate their project management competence.
(11) Evidence of successful completion of at least Five (5) dredging optimization projects within the last Ten (10) years submitted in a tabular format as stated below;

Development of Marketing & Communication Materials for the Basics/SCSS Project

Project Overview:
CRS is implementing a cassava program in Benue state. The program which is titled ‘Building an Economically Sustainable Integrated Cassava Seed System’ is aimed at increasing farmers’ access to quality cassava planting materials of new and improved varieties. The program started in late 2015 and will be ending in 2019. Under the program, CRS will be working with key partners such as the National Agricultural Seed Council, Agricultural Development Project, National Roots Crops Research Institute, International Institute for Tropical Agriculture, CGIAR program on Roots, Tuber and Banana and others to support village seed entrepreneurs in producing quality cassava planting materials of new and improved varieties for farmers. Specifically, CRS will identify, select and provide technical assistance to the seed entrepreneurs, ensure field certification and eventual sales of materials to farmers. The project hopes to work with at least 80 seed entrepreneurs, providing quality planting materials to farmers in a timely manner.
An important aspect of the project activities is effective communication to increase coverage and patronage of the village seed entrepreneurs who are producing and marketing certified seed to farmers. The project has carried out a market study to understand the cassava planting material market and identify the drivers of the market. It is hoped that knowledge unveiled by the study will feed into the development of marketing communication strategy and advertisement of village seed entrepreneur’s activities and the project in general, e The communication strategy roll-out is to ultimately lead to increased demand for planting materials in and around the project catchment area. The project is hereby inviting prospective marketing communication consultants to apply for the strategy design and development of innovative and effective content for radio jingles, billboards, posters, promotional bags and web marketing, among others.
PURPOSE OF THE CONSULTANCY:
To design strategy and develop innovative and effective marketing and communication content for cassava seeds with particular focus on farmers in Benue State. This is expected to achieve the Basics Project outcomes that farmers increase their demand for cassava seeds of market driven varieties and VSEs cassava seed businesses are profitable.
SCOPE OF WORK/DUTIES AND RESPONSIBILITIES:
(1) Review of the report of Basics Project Market Study conducted, October 2016.
(2) Design of marketing communication strategy and roll-out, vis-a-vis communication messages for radio jingles, billboards and posters/handbills, promotional bags and mini website.
(3) Work with CRS Basics Project partners in Benue State to translate the marketing and communication messages/content into the main languages spoken in the state.
EXPECTED OUTPUTS/DELIVERABLES:
(1) Strategy for communicating and marketing cassava seeds among farmers in Benue state
(2) Content/messages for the implementation of marketing and communication strategy
(3) Translated versions of content/messages in the main local languages of Benue State.
(4) Design layout of messages for the billboard, posters, handbills and promo bags2
QUALIFICATIONS AND EXPERIENCE OF THE CONSULTANT:
(1) An established track record in marketing communications, outreach, marketing and branding
(2) Excellent verbal and written communications skills, and demonstrated experience working with a variety of stakeholders
(3) A minimum of five years’ relevant professional work experience.
(4) The consultant must have demonstrable experience drafting similar marketing communications strategies/content with a track record of successful implementation.
TIMELINES AND PROGRESS REPORTS:
Accountabilities:
The consultant is responsible for carrying out each of the above-mentioned tasks and produce the deliverables as described above. The consultant will report to CRS M&E Manager. The Head of Agriculture and Economic Growth Unit will be responsible for:
• Providing the link with the Basics team
• Planning and coordinating the Briefing Meeting;
• Approval of finalized Terms of Reference including any revisions to the scope of work as well as the final structure of the products;
• Coordinating the activities of the consultancy; and
• Coordinating the approval of products submitted
Work Arrangement:
The consultant will be free to work independently from any base location, providing his/her own work equipment and space. The total time required for the work involved is estimated to be 10 days.
FEES EXPENSES & PAYMENT ARRANGEMENT:
Associated transport, accommodation, and per diem during the duration of the assignment as per CRS approved rates will be covered. Reasonable costs for courier services, purchase of reference materials, etc. will be reimbursed in the final payment upon presentation of a list of expenses and the submission of acceptable reference materials and receipts and/or invoice. Payment will be a lump sum based on CRS consultancy rates and will be made in two phases:
• 50% on submission of the draft report;
• 50% on submission of all final products
• Please note that CRS will deduct and remit to the Federal Inland Revenue (FIR) a 5% withholding Tax from the total consultancy fees in accordance with the Nigerian Tax Law.
