Oyo State Geographic Information Service (OYOGIS)

Assignment Title: Provision of Services for Design, Build, Operate and Transfer of Computerized Land Administration, Survey, Physical Planning and GIS Services for Government, Professionals, Citizens, and others.
Introduction
In furtherance of its transformation agenda towards accelerated and sustainable integrated development of the State, the Oyo State Government (OYSG) wishes to engage the services of a suitably qualified organization with specific expertise, proven track record and experience in providing an Enterprise GIS solution for Oyo GIS Project, “Enterprise GIS is an internationally accepted foundation for Good Governance, facilitating Access to Information that can support decision making in all sectors”. This is to improve the State’s internally generated revenue, and enhance the quality of service delivery to all Ministries, Departments and Agencies (MDAs) of OYSG, as well as to professional bodies, stakeholder groups and the general public.
The Oyo State Government Geographical Information Service (OYOGIS) shall cover all technical, natural and socio-economic aspects of Oyo State. Ultimately, OYOGIS shall be a true enterprise GIS providing varieties of useful services for all categories of stakeholders. In this first phase, focus will be on the implementation of comprehensive Digital Mapping of Oyo State, the Central Service Agency, E-Payment services, specialized end-user units in Survey, Lands, Physical Planning, Environment, Budget Planning, services related to flood management and control, IUFMP and selected Zonal Offices (starting with Ibadan Zonal Office with a metropolitan area of 3,000 sq.km). Its services shall at a later stage be extended to applicable aspects of activities of all operating units of OYSG (such as Works, Water, Agriculture, Waste Management, Health, Education and others) with geographic aspects in their tasks (Rest of Oyo State 25,000 sg.km).
The following MDAs shall participate actively in OYOGIS implementation: Ministries of Lands, Housing and Urban Development; Environment and Water Resources; Office of the Surveyor-General, and the Project Implementation Unit (PIU) of Ibadan Urban Flood Management Project (IUFMP).
Under this turn-key arrangement, OYOGIS will be designed, implemented and operated by the organization. It will be handed over to OYSG as a functioning business unit, fully equipped and manned by very competent and professional staff, able to operate the systems as a self-financing entity, and adequately insulated from obstructive interference inimical to its operations as a business-oriented venture.
SCOPE OF SERVICES
The organization would be required to, among other things, undertake the following functions:
(i) Commence with ‘Fast Track’ activities by focusing on 3,000 sq.km of the Ibadan Metropolitan Area, which comprises 5 urban and 6 Peri-urban LGAs, with priority consideration given to the IUFMP project area. The OYOGIS project implementation shall then be extended by 25,000 sq.km to cover the rest of OYO state;
(ii) Undertaking the Digital Mapping of the whole state with a high resolution aerial orthophoto coverage, Digital Elevation Model (DEM), contour lines, Land Cover, State Map & Ibadan City Guide;
(iii) Establishment of an E-Payment platform for OYOGIS serving all OYSG MDAs;
(iv) Capacity Building (in technology and standard operating procedures) for about 200 staff and engagement of Field Enumeration Teams with adequate transportation fleet;
(v) Establishment of a modern and efficient computerized Service Infrastructure with dedicated organizational structures, workflows and procedures for OYOGIS, the End-Users and the Zonal Offices;
(vi) Designing and implementing a high end converged server and storage infrastructure to serve as the central node of the Technical Infrastructure, with various modern digital ICT, GIS and GPS equipment;
(vii) Undertaking at the early state of the project series of Data Services programs and computerization for significant improvement to existing operation procedures, and the capture of new relevant data. These will include, but not limited to the following: (1) Upgrading, structuring and inventorying of archives in Lands and Survey; (2) Scanning and geo-referencing of available maps; (3) Scanning and indexing of files and documents in Lands and Survey; (4) Key-in of data on Lands and Survey; (5) Geodetic GPS Control Survey; (6) Systematic Land Titling and Registration, and (7) specific Field Enumeration in Environment, Physical Planning, Planning and Budgeting, and IUFMP.
(viii) Provision of technical assistance to participating MDAs, and undertaking other tasks or responsibilities as required to achieve the Project’s specific objectives or others as may be deemed desirable.
Interested organizations are advised to explore two contractual options. These are: Client Consultant Service Contract OR Public Private Partnership (PPP) arrangement for which detailed outline of the technical, financial and contractual framework must be submitted.
Method of Application
Interested organizations should apply with a bank draft of N2.5m payable to OYOGIS, with documentary evidence showing (i) the fields of speciality of the firm (Organization’s profile/brochures) (ii) Evidence showing the technical and managerial capabilities of the firm in the field of assignment, (iii) Relevant information on at least two similar assignments of the same complexity and size successfully undertaken in Nigeria in the last 5 years (iv) List and Availability of essential technology, software, etc (v) Provision of relevant information, such as each previous project performed, the Organization shall provide the name and contract details of the client date(s) of execution, name(s) of lead and associate firms, contract amount, nature of contractual arrangement; and value in respect of every project quoted as reference; (vi) Evidence relating to registration with Corporate Affairs Commission (CAC), of company tax clearance certificate for the past three years, and agreements governing contractual relationship, (vii) Evidence of Registration with the Oyo State Bureau of Public Procurement.
Organizations may associate with other firms in the form of a joint venture or a sub-consultancy if they so desire.
Preferred bidder will be selected for negotiations based on Quality Based Selection (QBS) Method in accordance with the technical and financial proposals submitted.

Assignment Title: Consultancy Services for Strategic Environmental (SESA) and Social Assessment & Environmental and Social Management Framework (ESMF) for Nigeria REDD+ Readiness

Nigeria is preparing itself for a future REDD+ mechanism, which has the potential to generate financial flows to reward countries for improved management of its forest resources, and could thus ultimately contribute to the country’s sustainable development. Being “ready” for REDD+ will require increased capacity to develop and coordinate land use policies with the view of mitigating future impacts on forest cover, while ensuring that benefits from forests flow to those communities dependent on these resources and to stakeholders taking actions to address deforestation and forest degradation. The REDD+ Readiness process should ensure that implementation of proposed programs and activities will not cause adverse social and environmental impacts, while striving to enhance benefits for local communities and the environment. The Forest Carbon Partnership Facility (FCPF) (with the World Bank as its delivery partner) is supporting Nigeria in its national efforts towards “REDD+ Readiness”. The Nigeria Forest Carbon Partnership Facility REDD+ National office intends to apply some of the proceeds of the grant for this consultancy service
The objective of the Nigeria Readiness Preparation Program is to prepare Nigeria to engage and benefit from the potentially emerging performance-based system from Reducing Emissions from Deforestation and Forest Degradation (REDD+) within the context of the international climate negotiations of the UN Framework Convention on Climate Change.
The Consulting Services (“the Services”) include the following:
(i) Development of the Strategic Environ mental Social Assessment (SESA) at the National Level with a special emphasis in the new states under readiness, namely Nasarawa and Ondo;
(ii) A national-level Environmental and Social Management Framework (ESMF), this would include preparing a separate ESMF document for Cross River state to underpin a state specific REDD+ Strategy; and
(iii) Analysis of land and involuntary resettlement issues and the preparation of a Resettlement Policy Framework and Process Framework
PART I: Strategic Environmental and Social Assessment (SESA)
(1) Critically analyze REDD+ strategy options from a social and environmental point of view, with the aim of minimizing risks. This will include the development of criteria/indicators for the identification and prevention of social and environmental risks;
(2) Propose measures to mitigate environmental and socio-economic risks and impacts during
(3) Develop a multi-stakeholder engagement approach (that will be part of the Consultation and Participation Plan) to minimize risks and adverse impacts;
Part II: Environmental and Social Management Framework (ESMF), Process Framework and Resettlement Policy Framework
The Consultant will prepare a draft ESMF suitable for public consultations that includes the following:
(1) Review of the country’s existing legal and institutional framework and current practices of relevant government agencies, vis-a-vis relevant World Bank Safeguards Policies as described in the R-PP Assessment Note, and the initial set of REDD+ strategy options (collected as part of the SESA activities);
(2) Description of the expected project/activity types under the REDD+ program i.e., the typology of potential REDD+ projects to be implemented;
(3) Safeguard screening requirements for the overall REDD+ program at each stage of the project cycle, including required processes and approaches (e.g. awareness, consultation, social and environmental review, consensus building, stakeholder participation, etc.), documentary requirements (e.g. Environmental and Social Assessment Report, Environmental and Social Management Plan, evidence of free, prior and informed consultation, community consent, land acquisition documents such as landowner consent, lease agreement, etc.) and the responsible project unit;
(4) Institutional arrangements to implement the ESMF and relevant program units and staffing arrangements;
(5) Specific guidelines (e.g. how to conduct an environmental and social review of proposed project, consultation, etc.) and templates/forms for: (i) Environmental and Social Screening; (ii) Environmental and Social Management Plan (ESMP); (iii) specific checklists for those project types requiring greater environmental and social due diligence; (iv) approval; and (v) audit/monitoring requirements; and
(6) A capacity building plan for the various agencies and REDD+ program units involved in the implementation of the ESMF that includes a review of the authority and capability of institutions at different administrative levels (e.g. local, district, provincial/regional, and national)
(7) Analysis of land requirements and Preparation of Safeguard Documents
(8) Consultation On and Disclosure of the ESMF, RPF, and PF
(9) Public Dissemination and Community Validation
The assignment will be completed in a period of Nine (9) months starting from the date of commencement.
SUBMISSION OF EXPRESSION OF INTERESTS (EOIs)
The National Secretariat of Forest Carbon Partnership Facility now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

(X) A sworn affidavit disclosing whether or not any officer of FMST or BPP is a former or present Director, Shareholder or has any pecuniary interest in the Bidder and that no Partner/ Director have been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents presented in this bid are both Genuine and Up To Date.
(4) COLLECTION OF TENDER DOCUMENTS
A complete set of Bidding Documents shall be collected by interested Bidders from the Procurement Department of the Ministry at Phase II, Block ‘D’ Room 609, 6th Floor, Federal Secretariat Complex, Abuja between 9.00 – 4:00pm (Mondays – Fridays) except Public Holidays; upon the presentation of evidence for payment of non-refundable tender fee of N20,000.00 (Twenty Thousand Naira only) on Remita Platform and obtain TREASURY Receipt from November 2016 to 14th December, 2016.
(5) SUBMISSION OF TENDERS AND CLOSING DATE
One copy of Technical and Financial Bid must each be sealed in separate envelopes and clearly marked “Technical or Financial with appropriate Lot number and put together in a bigger SINGLE envelope for each LOT and marked with project title boldly written at the right hand corner of the envelope and addressed to:

Room 609, 6th Floor
Phase II, Block ‘D’,
Federal Secretariat Complex,
Abuja.
The sealed envelope should be deposited in the Tender Box in the office of the Director (Procurement) in Room 609, 6th Floor, Phase II, Block ‘D’ Federal Secretariat, Abuja not later than 12.00 noon, 14thDecember, 2016. Late submission of bids shall NOT be accepted, please.
OPENING
Opening of the received tenders will commence at 1.00 pm same day at the Federal Secretariat Phase II Block D Conference Room on 1st floor. All bidders and/or their Representatives. Relevant Professional Bodies and NGOs are invited to witness the Public Opening exercise accordingly
PLEASE NOTE THAT:
(I) All CAC, PENCOM and TAX clearance Certificate may be referred to the security Agencies, Corporate Affairs Commission, Federal Inland Revenue Service (FIRS), National Pension Commission and other relevant bodies for verification and any Contractor who contravenes Section 58(4g). PPA 2007 will be liable to Section 58(6a & b), PPA2007;
(II) The Federal Ministry of Science and Technology reserves the right to reject any or all the submissions that do not meet up with the requirements as specified;
(III) Bidders cannot bid for more than two lots per company:
(IV) This advertisement shall not be construed as a commitment on the part of the Federal Ministry of Science and Technology nor shall it entitle any bidder submitting documents to claim any indemnity from the ministry.
